The aim of this article is to outline growth tendencies and growth factors in the subregions (NUTS 3) of Central and Eastern Europe in the period 1998–2006. A wide range of complementary research methods has been used in order to triangulate results, starting with classical beta and sigma convergence analysis, to kernel density estimation, transition matrices, spatial autocorrelation and multi-dimensional comparisons. Some rarely discussed aspects of the influence of capital regions on growth processes have been taken into account. An additional analysis of the data in relation to country averages produced results independent of the country context. As a result, we have been able to answer the following questions: do the analysed countries experience regional convergence or rather divergence/polarisation processes? What factors determine the dynamics of regional growth? What are the main dimensions of spatial disparities in Central and Eastern Europe?

This article aims to analyse EU cooperation programmes for Central Asia, placing emphasis on the importance of cross-regional cooperation in creating a favourable environment for business development and foreign investment, aligning those cooperation programmes with the UN Sustainable development agenda and the implementation of the universal Sustainable Development goals. The author highlights regional and local social and institutional characteristics focusing on EU-Central Asia cooperation. The article assesses the importance of cross-regional cooperation in creating a favourable environment for both business development and foreign investment, and provides analysis on EU-Kazakhstan cooperation. The author applies the monographic method, as well as the graphical method, secondary data analysis, and the qualitative method in the form of an expert interview. The author concludes that the relationship between the European Union and Central Asia is of global significance and their ties are likely to increase in strength in the future bearing in mind, notably, Russia’s and China’s interest in retaining Central Asian countries within their own sphere of political and economic influence. The author puts forward proposals that additional EU multidimension external programmes are paramount for the EU’s and Central Asia’s productive relations.

This introductory article offers intellectual frames and historical context to the subsequent collection of essays. There are two questions their authors try and answer: First, what discussions on the respective specificities of historical development were carried out in various countries of East Central Europe in the nineteenth and twentieth century. Second, what was the scope of topics to be discussed, whereas their aim is to interweave this description or analysis of the debates with posing the question regarding the core of the matter – and this by showing a series of case studies where the approach connected, in some way or another, with the peculiar path concept might seem useful. For the purpose of this volume, the notion of peculiar path is approached in a possibly broad context. The structure of the nineteenth-century city, formation of a modern national awareness: such problems are suitable, according to the authors, for research in view of multiplicity of peculiar paths: rather than highways along which the Zeitgeist of a nation or humanity streaks, these would be medium-rank and medium-sized roads on which medium-scale processes and occurrences roll along.

A generic matrix of options for integrating sustainability in higher education is developed to analyze and extend previous research on ESD for CEE countries. A number of common barriers is indicated and possible solutions proposed for an effective implementation of ESD in university curricula.

Spatial planning in Poland undergoes constant changes due to the activity of the legislative body. These changes to a varying extent affect the activity of local authorities of rural gminas in the scope of spatial planning. The diversity in rural gminas is especially noticed in the application of land-use plans, and consequently also the planning permissions. Similarly, this diversity concerns changing the status of farmland from agricultural to residential and deforestation of agricultural and forest land. These factors are the elements forming the level of spatial planning culture that results from the regulations forming the spatial planning system. The equivalent element that forms the spatial planning culture is use of tools available by law, taking into consideration their gradation due to their complexity. These assumptions allowed for using the Central Statistical Office’s resources to form indexes related to the area of spatial planning. These indexes became the component parts involved in the construction of Hellwig’s synthetic measures of development. By using synthetic measures, it was possible to form the classification of rural gminas in the central region of Poland due to their level of spatial planning culture. The obtained results allowed for the evaluation of the level of spatial planning culture both in the central region and in the particular voivodeships comprising the region. The obtained results enabled the analysis of spatial diversity of spatial planning culture The results also confirmed a great diversity of rural gminas regarding the adopted attitude with reference to the application of spatial planning tools. An important conclusion was the fact that a low level of spatial planning culture was identified in rural gminas located in the urban areas and in the neighbourhood of cities.

In this paper the author interprets the changing role of mass media in social processes over recent decades. Society’s perception of mass media is also investigated, with a focus on Central and Eastern Europe. The author explores mass media’s position in the societies of the region, asking how these societies interpret media messages. He analyzes the context of people’s reservations about media messages (people’s misgivings, conditioned by social history). One of the key arguments of the paper is that the majority of audiences in the countries concerned have grown more sceptical of mass media messages than have the audiences of Western European countries. According to the author, various social groups consider that the mass media is heavily politicized and that its construction of reality has little in common with their own interpretations.

Recent scientific research confirms that climate change is a strategic topic, with environmental, social, and corporate governance (ESG) aspects becoming a decisive factor in business analysis and investment strategies. Additionally, regulatory and legislative changes put pressure on insurance companies to address climate risks. New European Union regulations give investors and consumers an opportunity to consciously decide whether to include ESG factors in their portfolios and contribute to their popularization. While the experience of investors with ESG is still limited, climate risk is now a top concern for insurance companies, with some managers seeing ESG as a growth opportunity. Compliance with sustainability requirements and incorporating ESG into insurance and investment products can help insurers attract a growing number of green-minded consumers and achieve a positive financial return on investment. By incorporating ESG factors into risk assessment and underwriting processes, insurers can limit their losses from the growing number and scope of climate risks. Pension funds and insurance companies, as investors with a long investment horizon, pay more attention to shareholder rights, risk, and their reputation. The importance of this issue prompted the authors to undertake research aimed at determining the importance of ESG regulations and green transformation for the insurance sector, and identifying the challenges insurance companies are facing in this regard. The article is based on quantitative research, supplemented with individual in-depth interviews, and fills the research gap for Poland in terms of the insurance sector’s perception of the challenges of green transformation. The aim of this article is to present the concept of ESG, regulations and activities of the European Union in this area, indicating their impact on the insurance sector and identifying challenges. The research question formulated for the purposes of this study are the challenges of the insurance sector in the field of ESG. To analyze this issue, the research questions were asked whether the introduced ESG regulations have a positive impact on the local and European markets, whether the local insurance market is less prepared for green transformation than the European one, which customers are most interested in green insurance products, whether climate risk is a significant threat to the insurance market. The results of the research presented in this article indicate that the impact of climate risk on the activities of insurance companies is particularly important and provide answers to the research questions. The conducted research has confirmed, among others, that the interest of customers of Polish insurance companies in ESG aspects is at a medium level, with the highest one in the aspect related to sustainable development. The most important risk, according to brokers on the Polish market, are interruptions in electricity supplies and the liability of company authorities for management errors. The results also show that participants of the insurance sector in Central and Eastern Europe believe that the impact of the new ESG regulations on local markets will be rather low, but they estimate that the workload in implementing them will be disproportionate to the impact. They assess the market itself as somewhat prepared in terms of the offer of green investment products, with the demand for such products being low. However, according to them, climate risk is insurable to a low or medium degree. EU regulations shape the Polish financial market, and the coming years will be crucial for ESG investments. Sustainable development can strengthen the position of the Polish financial market in the international arena. The need for dialogue between investors and business will grow, and the quality of reported ESG information will increasingly determine access to capital. Therefore, it will also indirectly support the transition of the entire economy to one based on the principles of sustainable development and increase the business attractiveness of the entire region.

The sustainable development concept is promoted as a theoretical frame suitable to face the challenges of the air transport market. The task is to focus on the solutions for current and future air transport strategies to provide movement of people and goods in a sustainable, equal, inclusive and efficient way. This research aims to recognise sustainable development challenges and refer to the situation of Central and Eastern European countries. The challenges to the sustainable development of air transport were grouped into environmental concerns, infrastructural and labour problems, technological change, digitalisation and changing passenger behaviour. Even though Central and Eastern European countries are lagging behind Western countries in terms of the number of passengers carried by air, they face the same challenges to the sustainable development of air transport markets. Air transport companies on their path to sustainable development should search for new, innovative solutions. There is a call for institutional changes to support sustainable initiatives.

Research background: Despite the increased interest in business model innovation (BMI) in the last 20 years, the current research landscape still lacks empirical efforts aimed at investigating the underexplored link between BMI and innovation performance. This is doubly true in specific contexts like Central European countries, whereas innovation systems are weaker than in Western ones, and firms strongly depend on internal R&D activities and absorptive capacity and technology upgrades via cooperation with other countries. Purpose of the article: This study draws on the BMI theory with the aim of analyzing the effects of each individual BMI element on firms’ performance in terms of creation of radical innovations vs incremental ones. Methods: The data used are from the Community Innovation Survey (CIS) 2018 — the latest micro data available to date — focusing on 16,364 firms in Central Europe, namely 5,749 Czech, 7,377 Hungarian, and 3,238 Slovakian firms. As the explained (dependent) variables are dichotomous (binary: 1 indicates the answer is yes, 0 indicates the answer is no) for all estimated models, a binary logistic regression is used in order to focus on the individual elements representing BMI and analyse their separated effects on firms’ creation of radical and incremental innovations in Central Europe. Individual BMI elements are: BMI methods, logistics, communication, accounting, external relations, human resource management, and marketing. Moreover, we check for control variables such as tax credits and allowances of R&D, public funding of innovation, cooperation with other organizations on R&D or other activities, in-house R&D activities and contracted out ones, lack of finance, lack of skilled employees and internal financial resources, and size. Findings & value added: For radical innovators, practices for organising procedures and external relations are important. For incremental innovators, methods of organising work responsibility, decision making, and human resource management are significant. Surprisingly, regardless of the innovation radicality, several BMI elements are significant. This study suggests that managers should enhance strategic collaborations with external partners out of Central Europe, exploit their absorptive capacity, and increase the knowledge and experience of their employees, whilst policymakers should keep on providing tax credits and allowances for innovation activities, maintaining a supportive infrastructure and reducing administrative burdens.

Subject and purpose of work: The purpose of the paper is to present the state of and prospects for the development of cycling tourism in Central Roztocze, a physico-geographical mesoregion in southeastern Poland. Materials and methods: The research was carried out by means of a diagnostic survey using the survey technique and a literature review. It was carried out in the period from April to June 2018 on a sample of 128 tourists. Results: The research showed that tourists most often cycle several times a week, covering distances of more than 30 km. The main reason for visiting this region is its natural values. The general assessment of the tourist routes indicates that they are not sufficiently prepared for tourists. It was also shown that in order to popularise cycling tourism, it is necessary to expand lodging facilities, and to provide more practical information about routes. Conclusions: The main factor encouraging tourists to visit Central Roztocze is its natural beauty. The general condition of the routes was assessed by the respondents as “average”. The factor conducive to the development of cycling tourism in Central Roztocze might be the development of the cycling infrastructure, including lodging facilities and practical information on cycling trails.

Research background: Previous studies on the economic and social development of urban agglomerations mostly focus on a single primacy comparative analysis and efficiency evaluation. Spatial structure differentiation is an important feature of urban agglomeration. The lack of economic and social analysis on the spatial structure makes it impossible to determine the development positioning of each city in the urban agglomeration, which affects the sustainable economic development ability of these areas. Purpose of the article: The objective of the article is to analyze the spatial development law and experience of urban agglomeration, this study explores the practice of economic and population spatial structure of city areas in China. For this purpose, CPUA and its central city Zhengzhou was taken as an example, the spatial gradient structure of example was analyzed. Methods: Using economic and population data of 32 cities in this region, growth pole theory, and pole-axis theory, the economic and population spatial structure of urban agglomeration, the spatial gradient structure of central cities in urban agglomerations were analyzed with the method of cluster about radiation index. Findings & value added: (1) In the process of the formation of CPUA, the geo-graphical spatial pattern plays a decisive role in economic and social development. This is an experience from developing countries. (2) CPUA presents a gradient development pattern with Zhengzhou as the center, and economic and social development gradually radiates to the metropolitan area, the core development area, and the character development demonstration area. (3) The economic and social gradients of Zhengzhou, the central city, present the hierarchy rules and characteristics which are driven by the Beijing-Guangzhou-Railway axis and the Longhai-Railway axis. (4) The central city of Zhengzhou still presents insufficient primacy in regional development, which shows that Zhengzhou accounts for 6% of the population of the Central Plains Economic Zone and 14% of GDP, and insufficient agglomeration. Different countries at different stages of economic development have different urban agglomeration development models. The conclusions from China provide new decision-making ideas and methods for spatial structure research and development strategy analysis of urban agglomerations.
