Research background: Creative accounting practices do not frequently violate the law and are not considered illegal; however, accounting managers may exploit legal ambiguities to portray the company's financial standing in accordance with management preferences. Therefore, the analysis is focused on the detection of earnings management in companies operating in the Visegrad Group, which represents one of the most commonly used techniques for revealing creative accounting. Purpose of the article: The aim of the presented study is to reveal the presence of creative accounting through the detection of earnings management in the countries of the Visegrad Group and, based on the detected results, to propose a regression model of earnings management in the Visegrad Group. Methods: To reveal the use of creative accounting in the Visegrad Group, ten selected models of earnings management were applied during the period 2016-2020 to a set of 8,134 companies. The Mann-Whitney test and multiple linear regression were used to verify the existence of earnings management. These findings served as the basis for the creation of the linear regression model of earnings management in the Visegrad Group. Findings & value-added: The presence of earnings management was best captured by the Hribar and Collins model in companies operating in the Visegrad Group in the period 2016-2020. The findings also confirmed that positive discretionary accruals acquired higher values over the entire period when compared to negative discretionary accruals, confirming that companies in the surveyed group manage their profits primarily by increasing them. Therefore, we created a regression model, that can serve as a unique basis and is capable of revealing the use of earnings management in the Visegrad Group, as until now nothing like this has been implemented in these countries. In conclusion, this study offers insights for academicians and researchers on creative accounting in the selected period. Lastly, the study contributes to the existing theory by conducting new research on the earnings management determinants of the countries studied.

The paper discusses the performance of non-life insurance markets in the eight CEE countries that overcame transition in the 1990s and accessed European Union in May, 2004. A closer attention is given to the evaluation of two aspects of the general performance of non-life markets – polarisation and concentration. It was found that the polarisation of non-life markets between the analysed countries and other European Union members diminishes slowly. However, the concentration of non-life markets still remains high or moderate.

Opis:
Functions of political borders as a spatial barriers have been analysed in the paper. A direct and an indirect (through the border region) impact of the borders has been distinguished. It was found that intra-EU borders and one between Belarus and Russia play the least direct role as a spatial barrier. By contrast, the worst situation is on the borders of Ukraine with Transnistria, occupied Crimea and the so-called Donetsk People’s Republic and the Luhansk People’s Republic. When it comes to the borderland areas, the worst situation is in the border regions of Ukraine with Russia.

The contemporary division of production in the global economy poses challenges typical for dependent market economies of the Visegrád countries (V4: Czechia, Hungary, Poland, and Slovakia). This comparative study explores whether the foreign trade of V4 with Germany contributes to their structural change. The analysis seeks to determine the long-term impact of specific intra-industry trade variables on the economic complexity, examined at different levels of technological sophistication. Our findings show that as a result of the characteristics of the trade dynamics, the progress of V4 structural change remains not as comprehensive as expected. As a result, it is critically important to provide incentives aimed at strengthening the geographical diversification of their exports and upgrade their position within the global value chains.

This paper seeks to analyse directions in foreign trade in the post communist countries of Europe over the years 2000–2012 in the context of changes observed in other EU states. It was assumed that changes in the directions of foreign trade in post-communist states would be similar to those noted in Western Europe. On the basis of data derived from the OECD, EUROSTAT and OECD-WTO we show that the trading rules used by the old EU-15 adopted by those countries have brought them measurable benefits. As a result, the post-communist economies have become similar to those of the EU-15. Considering the structure of their trade and links with the EU-15, it is apparent that they have become the main trading and investment partners for the European Union. Hence, their integration with the EU structures made their development faster, but also made them more sensitive to industrial and demand shocks coming from the eurozone. It is predicted that the present model is not going to change, especially in the context of the participation in production networks.

This article presents the method of resolving conflicts arising around projects implemented in the area included in the revitalisation programme. The author presents the subject of social participation in the Central European context, in which the low level of social trust and the difficulty in making joint decisions in the spirit of consensus are characteristic. The aim of this article is to try to define the role of experts in the participatory planning model. The described case study allows for the assumption that in the search for the desired changes in the area covered by the revitalization program, the participation of not only stakeholders but also experts should be taken into account. Thanks to this approach, it becomes possible to articulate – often contradictory needs, which in turn increases the chances for the implementation of postulates submitted by stakeholders. Real social participation in the decision-making process regarding changes related to revitalization is possible thanks to the involvement of experts who are, in a way, “shop stewards” who guarantee not only an appropriate level of debate but also help to objectify the developed postulates.
W artykule omówiono sposób rozwiązywania konfliktów pojawiających się wokół projektów realizowanych na obszarze objętym programem rewitalizacji. Autor przedstawia w nim problematykę partycypacji społecznej w kontekście środkowoeuropejskim, dla którego charakterystycznym elementem jest niski poziom zaufania społecznego oraz trudność w podejmowaniu wspólnych decyzji w duchu konsensusu. Celem artykułu jest próba określenia roli ekspertów w partycypacyjnym modelu planowania. Opisane studium przypadku pozwala przyjąć założenie, że w poszukiwaniu pożądanych zmian w obszarze objętym programem rewitalizacji należy uwzględnić udział nie tylko interesariuszy, ale także ekspertów. Dzięki takiemu podejściu możliwe staje się wyartykułowanie – często sprzecznych ze sobą – potrzeb, co w konsekwencji zwiększa szanse na urzeczywistnianie i realizację zgłoszonych przez interesariuszy postulatów. Realny udział społeczny w procesie decyzyjnym dotyczącym przemian związanych z rewitalizacją jest możliwy dzięki zaangażowaniu ekspertów, którzy są niejako „mężami zaufania”, gwarantującymi nie tylko odpowiedni poziom debaty, ale również pomoc w obiektywizacji wypracowanych postulatów.
