The research of railway track surfaces is aimed at improving the quality of railway infrastructure and providing the chance of improving the safety of driving. Therefore, it is advisable to constantly monitor track surface, but the research itself is not innovative because it is based on a known procedure. The crucial element are the techniques that allow to delve into the sources of problems. The aim of the article is to use the selected instruments of quality management to analyze the causes of track twist at high (180 km/h) speed of driving. The analysis of the causes of track twist was done on the basis of results from the measurement of one kilometer track section of the Krakow Glowny - Medyka route, which was made by using the TEC measuring device in April 2018. It was inferred that it is impossible to reach 180 km/h without track twist. In order to identify the causes of track twist it was proposed to use the selected sequence of quality management instruments, i.e.: brainstorming, Ishikawa diagram and the 5Why method. The identified causes of track twist include the abrasion of rail, scratches and exploitation point. The analysis and conclusions drawn from it may be useful in the analysis of other problems in railway transport as well as production and service industries.

Opis:
Solventborne road marking paints are meaningful sources of Volatile Organic Compounds (VOCs), which under solar irradiation affect formation of tropospheric ozone, a significant pulmonary irritant and a key pollutant responsible for smog formation. Influence of particular VOCs on ground-level ozone formation potential, quantified in Maximum Incremental Reactivities (MIR), were used to calculate potential contribution of solvents from road marking paints used in Poland to tropospheric ozone formation. Based on 2014 data, limited only to roads administered by General Directorate for National Roads and Motorways (GDDKiA), emissions of VOCs from road marking paints in Poland were about 494 838 kg, which could lead to production of up to 1 003 187 kg of tropospheric ozone. If aromatic-free solventborne paints based on ester solvents, such as are commonly used in Western Europe, were utilised, VOC emissions would not be lowered, but potentially formed ground-level ozone could be limited by 50-70%. Much better choice from the perspective of environmental protection would be the use of waterborne road marking paints like those mandated in Scandinavia – elimination of up to 82% of the emitted VOCs and up to 95% of the potentially formed tropospheric ozone could be achieved.
Rozpuszczalnikowe farby do poziomego znakowania dróg są znaczącym źródłem lotnych związków organicznych (Volatile Organic Compounds, VOC). VOC ulegając rozkładowi pod wpływem promieniowania słonecznego wpływają na powstawanie w troposferze ozonu, który jest związkiem chemicznym znacząco drażniącym system oddechowy i współodpowiedzialnym za powstawanie smogu. Wpływ poszczególnych VOC na tworzenie ozonu troposferycznego jest nierówny; wartości te zostały określone w maksymalnych przyrostowych reaktywnościach (Maximum Incremental Reactivities, MIR). MIR zostały użyte do obliczenia maksymalnego wpływu rozpuszczalników w farbach używanych w Polsce do znakowania dróg na tworzenie ozonu troposferycznego. Na podstawie danych z roku 2014, ograniczających się jedynie do dróg zarządzanych przez Generalną Dyrekcję Dróg Krajowych i Autostrad (GDDKiA), emisja VOC z farb używanych do znakowania dróg dotyczyła ilości około 494 838 kg, co mogło prowadzić do produkcji około 1 003 187 kg ozonu. Jeżeli wykorzystywane byłyby farby bez rozpuszczalników aromatycznych, oparte na estrach, jak to ma miejsce w Europie Zachodniej, emisje VOC nie uległaby zmianie, ale potencjał formowania ozonu zostałby ograniczony o 50-70%. Jednakże, z punktu widzenia ochrony środowiska, najlepszym rozwiązaniem byłoby wykorzystywanie farb wodnych, wedle wymagań skandynawskich – wówczas możliwa byłaby eliminacja do 82% emitowanych VOC i ograniczenie do 95% powstałego ozonu troposferycznego.

In recent years, numerous measures to modernize local roads in rural areas have been undertaken. Unfortunately, during renovations, especially at the poviat and commune level, errors are often made as a consequence of irregularities arising at the design stage. The article presents an assessment of the quality of local road renovations carried out in the last fifteen years, in the context of maintaining operational parameters over time, using a visual method based on the term “risk”. The research was carried out for twenty-six sections of roads that were renovated or rebuilt in the Kłobuck and Częstochowa poviats. The categories of the most common errors were identified and actions were proposed to correct them and prevent new ones. Among the negative trends, the improper placement of road technical devices and the lack of appropriate marking of integral areas were distinguished. It was found that a positive aspect in the aspect of traffic safety, recently, is the widespread use of modern road marking systems and road signs, as well as greater care for proper maintenance of drainage devices. The use of modern solutions during the modernization of roads, despite co-financing from the Government Fund, is still limited by the financial deficit of local governments.

The safety of vessels navigating in the sea waterway system is ensured by fulfilling the acceptable restrictions called safe ship operation conditions in that system. The assessment of navigation safety is particularly important when the conditions for safe operation of ships in the waterway system are changed concerns increasing the maximum parameters of vessels, increasing the allowable hydrometeorological conditions or changing the minimum tug assistance. The article presents a method for assessing navigation safety when the conditions for the safe operation of vessels in the waterway system get changed. The method uses two indicators, which are difference in navigation risks and relative navigation risk. To determine the navigational risk, algorithms were developed for calculating the probability of accidents caused by the deterioration of navigation conditions and technical failure of ship equipment and tugs. Another algorithm was developed for calculating the consequences of the accidents that involve blocking a waterway by a ship anchoring in an emergency, grounding, impact of the ship against a port structure or moored ship and a collision with another ship in motion. The method developed for assessing navigation safety by means of relative navigation risk can be used in practice when changing the conditions for safe operation of vessels in the waterway system and when the system is modernized. Navigational safety management is a decision process that is implemented in the loop presented in the article. The acceptable risk is determined on the basis of vessel traffic intensity and ship parameters defined by safe operation conditions for a given waterway system. Relative navigational risk may be used in assessment and comparison of various conditions of safe ship operation. The probability of an accident caused by ship's moving outside the available navigable area due to technical failures of ship equipment or tugs is determined, depending on the type of port waterway and the manoeuvres performed.

One of the important factors on which road safety depends is adequate visibility. This article analyses horizontal visibility within road intersections. The visibility condition depends on many factors, primarily on the geometric parameters of road elements and the location of buildings, fences, vegetation etc., neighboring the road. The aim of the research presented in the study was to determine the current condition of horizontal visibility, on the example of twenty two intersections located mostly in built-up rural area along a provincial road near Czestochowa. The research was carried out by two methods (the analysis of satellite photographs and the visual method) and the obtained results were compared. The assessment of the security level was based on applicable regulations and technical guidelines. It was found that the results of the visibility assessment based only on the analysis of maps and satellite photographs are in many cases overestimated, due to the fact that many small elements not visible in the photographs are not taken into account and the occurrence of convex vertical road arches within the field of visibility. However, the main reason for the insufficient visibility at the many intersections is the fact that the geometrical parameters of roads and their surroundings were shaped in the past when the traffic conditions were completely different. It was also noted that road managers perceive this problem and take measures to increase safety within road intersections.

The subject of pedestrian safety is particularly important in Poland, where the risk of mortality is very high compared to other European Union (EU) countries. In Poland, 60% of all killed pedestrians lost their lives at night, mostly away from urban areas. The current article focuses on pedestrians’ compliance with the law requirements of the mandatory use of reflective elements at night in non-urban areas since its introduction in Poland in 2014 based on a data analysis and survey on pedestrians’ attitudes and behaviours. An analysis of pedestrian accidents, fatalities, and serious injuries at night five years before and five years after 2014 showed an improvement in pedestrian safety more in non-urban areas (where the law on reflective elements is obligatory) than in urban areas. This study is the first published work to present comprehensive results from an in-depth national survey about people’s attitudes and behaviours regarding the use of reflective elements. The data were obtained from 600 observed and 400 questioned pedestrians in 2018. Observations from 2018 showed that only 21% of pedestrians respected the obligation to wear reflective elements at night outside urban, even though 46% of respondents declared in questionnaires that they wore such elements. Pedestrians who used reflective devices in non-urban areas at night were mainly young people aged 40 years old or younger. They used reflective clothing (shoes, trousers, backpacks); 79% of observed pedestrians did not wear reflective elements at night according to questionnaires from 2018. More pedestrians (60%) who didn’t use any reflective wore black clothing, which made them not visible to drivers and put them at risk of being killed. A comparison of the data showed a positive change in pedestrians’ attitudes due to this obligation. In 2015 only 35% of respondents knew that the use of reflective elements was obligatory in some situations; in 2018, almost half of them (46%) did. The analysis carried out in the present study indicated that the preventive action of introducing the mandatory use of reflective elements at night by pedestrians outside urban areas has slowly improved the safety of pedestrians and decreased the numbers of accidents, serious injuries, and fatalities. Changes introduced into Polish traffic rules have improved pedestrians’ safety on roads since 2014; however, there is still an immense need to carry on social actions and campaigns promoting the use of reflective elements to educate road users to change pedestrians’ behaviours.

This article presents the newest trends among pedestrians’ and car drivers’ attitudes from a survey performed at a roadside at the area of zebra crossings in Poland in 2018. Trends in road users’ attitudes and performance allow an understanding of the causes of road safety crashes to decrease deaths and injuries. Surveys of attitudes from questionnaires help gauge knowledge of road traffic laws and risky behaviours regarding road safety issues at crosswalks. Data of 800 questionnaires collected in 2018 according to the methodology first adopted in 2015 were analyzed and compared. Reliable and comparable results from 2018 published for the first time show changes in car drivers’ and pedestrians’ attitudes. Over the last three years, there have been changes in car drivers’ declared attitudes and performance towards 4 different road traffic situations at the crosswalks (when a pedestrian is approaching, waiting, entering, crossing). Before and after survey at the zebra crossings showed in 2015 according to questionnaire 88% car drivers declared giving way to pedestrians (in fact during observations on road only 20% car drivers gave way), in 2018 declared 85% car drivers and 78% already gave way to pedestrians on crosswalks. Drivers and pedestrians know the law, but do not always follow them in traffic. According to drivers’ opinions, both pedestrians and drivers display risky behaviours. 78% of pedestrians and 72% of car drivers favored more restrictive laws for car drivers to ensure that they slow down before approaching a crossing to allow pedestrians to cross. Risky pedestrian behaviour was mentioned by 76% of car drivers and pointed out as the main problem at crosswalks. n self-declared questionnaires, 90% of pedestrians stated that they must be extremely careful when crossing. The presented results influenced policy changes for implementation of more safety for pedestrians not only at zebra crossing but also when approaching it in Poland since 2021. The aim of the changes is to reduce pedestrians’ risk while crossing the road.

This article focuses on road traffic safety in Poland, where the risk of serious injury and death in accident has remained high. We present examples of campaigns on the use of seat belts and child restraints system between 2005 and 2015 promoting positive behaviour in road traffic. Results of self-reported data from survey in real traffic on vehicles’ road user’s behaviour due to the usage of protective equipment between 2014-2016 were collected and analysed. The scientific achievement of the article is a new approach of presenting the relation between educational character of social campaigns on road safety and their dropping effect on accidents and fatalities’ statistics. Recorded annual decline confirms a need of periodic survey on road users’ behaviour and ongoing education of road users through mass media – to use safety restraints for children and adults, as the simplest and most-effective passive safety device in a vehicle, minimalizing the injuries during accident.

The paper is about the idea of establishment of road safety education center to improve road users behavior, which is in line with the National Road Safety Policy till 2020 of government of Poland. Through this center various educational activities, programs, European Union projects for road safety were launched since 2003. The authors have introduced those programs, showing their effectiveness as well have mentioned about future plan for expansion to achieve Vision Zero. The paper presents modern and effective approach to education today by setting up designed science centrums. The idea of implementing new technologies, innovative tools, laboratories, workshops in the long-lasting process of education to road safety hazards for main risk factors will improve road users behavior for reducing high number of road injuries and fatalities. It is important work from injury prevention point of view especially because the Poland government’ s interest in road safety. This center can be a model of innovative road traffic education for other countries.
Artykuł przedstawia ideę utworzenia centrum edukacyjnego w zakresie poprawy bezpieczeństwa ruchu drogowego, zgodną z polityką państwa przyjętą w Narodowym Programie Bezpieczeństwa Ruchu Drogowego 2020. Realizowane edukacyjne programy i inicjatywy, europejskie projekty od 2003 r. są przedstawione w artykule, a ich efektywność wpływa na osiągnięcie Wizji Zero. Artykuł przedstawia nowoczesne i efektywne podejście do edukacji przez tworzenie centrów nauki. Zaangażowanie nowoczesnych technologii, innowacyjnych urządzeń, warsztatów i zajęć laboratoryjnych w długotrwały proces edukacji dotyczącej najważniejszych problemów bezpieczeństwa ruchu drogowego wpłynie na zmianę zachowań uczestników ruchu i zmniejszenie wysokiej liczby ofiar śmiertelnych i poszkodowanych wypadków drogowych. To ważny projekt z punktu widzenia prewencji oraz zainteresowania polskiego rządu problematyką bezpieczeństwa ruchu drogowego. Opisany model może być przykładem realizacji nowoczesnej edukacji w ramach BRD dla innych krajów.

Pedestrian safety on crosswalks is extremely vital in Poland since 2015, when the first study on road users’ behaviour on driver–pedestrian encounters in areas of zebra crosswalks were conducted. The second study was carried out in 2018 and its results are published in this article for the first time. The results of the project helped lead to changes in pedestrians’ safety regulations in Poland, increasing the safety of pedestrians in areas of crossing. Since June, the 1st, 2021, drivers of oncoming cars approaching a zebra crossing are obliged to stop to allow pedestrians approaching from the sidewalk to cross the zebra crossing. Data to assess pedestrian safety presented in this article combine a new approach that is a combination of different diagnostic techniques: a surrogate safety measure (nonaccident-based indicators) and the traditional approach: statistical analysis. As a result of the study, the most frequent categories of interactions between drivers and pedestrians and pedestrians itself were characterized on crossing facilities. Videos recording pedestrians’ and drivers’ behaviours, and vehicle speed measurements at pedestrian crossings from 2018 allow to assess the safety of 7 000 pedestrians during behaviour observation in onsite fields: on all crossing facilities, except with light signalization, 55% of pedestrians had to stop and wait at the sidewalks to cross, before an oncoming car. Only 45% of drivers approaching not signalised zebra crossings gave way to pedestrians. Pedestrians aged 60+ entering the road on marked crossings without traffic light waited longer to cross than younger. In residential areas with high traffic volume more drivers stopped at non signalised crossings and gave way to pedestrians. At low speed of vehicle in urban areas pedestrians felt safer and were ready to enter the crossing; their behaviour was more predictable. Results showed dangerous pedestrian behaviours on signal-regulated crossing facilities who failed to obey the traffic lights (7% of red-light crossings). 8% of observed pedestrians crossed the street outside designated pedestrian crossings. Video-recorded speed measurements of over 32 000 vehicles on-site study fields of pedestrian crossings showed that the speed of vehicles was higher than permitted. This article presents the newest characteristics of traffic and pedestrian’ behavior at crossings together with measurements of pedestrians’ speed and loss of pedestrians’ time on different road cross sections in Poland in 2018.

Opis:
The research into the use of less costly modifications of road links and networks, and changes in the service of road surroundings aimed at ensuring an improvement of through traffic performance in suburban areas, and on roads passing through built-up areas as small localities, with application of simulation model, is presented in this paper. From among possible designs, the authors investigated and presented the effectiveness of two, i.e. implementation of an additional multifunctional median lane in the road cross-section, and construction of service roads with different locations of intersections (end or middle of the road section). The analysis is focused on the impact of such changes on traffic performance and road safety. The authors analysed travel speed, delay and share of platoon traffic on a uniform sections of the road for different types of road surroundings service. The study presents the results of analyses of road network before and after modification, and the assessment of: impact of access points density and level of their use on road traffic performance, impact of driving through road sections in built-up area on building platoon traffic, impact of change in the cross-section type on traffic performance.

Opis:
One of the elements interfering road safety are weather conditions. Supporting instrument for identification of threats are weather information systems. They are responsible for control and minimizing disadvantageous impact of atmospheric phenomenon’s on traffic. This research presents technologies used in road meteorology. Wide range of discussed systems include intrusive sensors that require mounting in road surface, as well as non-intrusive ones. One of the modern solutions are mobile sensors that allows to monitor current weather situation in variable locations. This idea seems to be an useful instrument supporting traffic management in urban areas. Mobile technology enables fast intervention of traffic authorities and eradicating dangerous effects on road network. The research elaborates on weather exemplary data collected by mobile sensor. Authors also established possible solution for monitoring and control atmospheric conditions using public transportation system in urban area.
