Regardless of the reasons for making begging a vocation, the beggars were noted as constituting a significant population in most cities of Nigeria. They are consistently becoming an interesting phenomenon in every academic discourse. This study, as a modest complement to existing academic efforts, examined the development and public health implications of street begging. It is qualitative in nature, hence the adoption of in-depth and key informant interviews as well as non-participant observation data collection approach. It covered six purposively selected areas with appreciable numbers of beggars in Abuja Federal Capital Territory (FCT). The investigated population from these settlements comprised 30 beggars, 16 staff of Ministries of Women Affairs and Social Development, Ministry of Health, 2 journalists, and 7 residents of the areas where beggars’ joints were located. The data collected was treated with content analysis. The results showed that some of the beggars have been in the act for more than 3 decades. They viewed begging as a legitimate occupation rather than a nuisance to the society. Relative deprivation led some people to adopt street begging as a means of making a livelihood. Recurring business failure influenced the incursion into begging as a means of survival. The development and public health implications of street begging come in the form of environmental nuisance and health hazards, poor image of human development index in the country to the outsiders. With incessant increase in their population, consistent reduction of the percentage of productive forces becomes the order of the day. This consequently implies a breakdown in social welfare system and vulnerable socio-environmental system where unsustainability thrives.

In many African countries there is an alarming influx of minors on the streets, begging, stealing, and robbing. In big cities in Uganda such as Kampala, Mbale, Soroti and others, one cannot comfortably speak on a phone for fear of it being snatched by these young thieves. Some of these kids even open car doors and steal property when a car is trapped in the traffic jam. Years back, a majority of people used to feel pity for these children. However, since these children could receive a fortune from the streets several times more than a minimum day’s wage, some thugs then started using them to make money, and the poor children would only receive a token from their “bosses”, the so-called “owners of the streets”. Is there nothing the Church can do to help clear the cities off these children? What future do these children hold if they continue with this kind of life? This is a case study of Soroti, a fast-growing city in Eastern Uganda.
W wielu krajach afrykańskich obserwuje się niepokojący napływ nieletnich na ulice, żebrzących i kradnących. W dużych miastach Ugandy, takich jak Kampala, Mbale, Soroti i innych, nie można swobodnie rozmawiać przez telefon w obawie, że zostanie on wyrwany przez młodych złodziei. Niektóre z tych dzieci otwierają nawet drzwi samochodów i kradną mienie, gdy samochód stoi w korku. Przed laty większość ludzi współczuła tym dzieciom. Ponieważ jednak mogły one zdobyć na ulicy pieniądze kilkakrotnie przewyższające minimalną dniówkę, niektórzy bandyci zaczęli wykorzystywać je do zarabiania pieniędzy, a dzieci otrzymywały tylko symboliczną część łupu od swoich „szefów”, tzw. właścicieli ulic. Czy Kościół nie może nic zrobić, aby pomóc w oczyszczeniu miast z tych dzieci? Jaką przyszłość mają te dzieci, jeśli nadal będą prowadzić takie życie? To jest studium przypadku Soroti, szybko rozwijającego się miasta we wschodniej Ugandzie.

The main question that the present paper tries to answer is as follows: since two discordant precepts concerning work were to be found in the New Testament, how did monks behave? One precept treated work as a duty, the other recommended not to care about one’s maintenance. The monks followed in their behaviour either the first or the second precept. As a result of disputes that took place in the fourth century the opinion prevailed that work was the better choice. It is important for us to find out when and under what circumstances that choice was done by the majority of the monastic movement in the East. It is also important to see what arguments were used by the monks of Late Antiquity in order to settle the conflict between the two discordant precepts. This conflict worried many and caused a renewal of a dispute that seemed to have been closed. Two ways of reasoning in favour of monastic work were generally used: monks might and should pray and work at the same time, satisfying both precepts; monks ought to work in order to be able to give alms, and this conferred to work a meaning that went beyond immediate usefulness. Praying and working at the same time was not always feasible in actual practice, but this did not bother authors of ascetic treatises.
