The current paper aims to outline the potential and most important aspects of the Strategic Environmental Assessment process (directive 2001/42/EC). First of all, the analysis considers the importance of evaluation instruments in decision-making processes and moves on to environmental assessment, focusing on the peculiarities of Strategic Environmental Assessment. Although SEA is an innovative instrument in favouring and promoting a democratic approach to the government and development of the territory, it nonetheless presents a series of problems. The latter regard aspects such as: its integration into planning and programming activities, its role within these processes, the methodologies applied, stakeholder involvement, the quality of the assessment process and the how the suggestions are perceived and acknowledged.

The paper presents an attempt to develop better and cheaper methodology for evaluation of the quality of the ships’ computerized Planned Maintenance System databases. A concept for the better methodology has been developed following many times verified rule that faster and cheaper is better. The concept of the methodology has been checked in operation, tested on four different databases. Results of the evaluation performed by the concept are compared with an expert evaluation using old, verified methodology, performed on same databases. Comparison valuated the concept, bringing the verdict if it is functioning or not, showing that the old and verified rule is not functioning every time.

Nowadays the equipment used on ships is becoming more and more sophisticated, safety of shipping depends heavily not only on trustworthiness of high-tech products, but also on mariners’ competence. It is necessary to find methods to enable seafarers to keep track with technical developments. Simulators as a tool combined with a properly developed course curriculum and qualified instructors provide an appropriate method not only for training, but also for measuring, assessing and evaluating individual mariner performance in order to test levels of competency and proficiency. According to Nieri (1995, p. 1/6), “The development of performance-based assessment tools would utilize the widely-recognized advantages of simulators and part-task trainers to generate a scenario in which the license candidate must demonstrate his knowledge of system relationships, knowledge of operational procedures, monitor systems and situations, respond to unexpected occurrences, identify and diagnose problems, and manage personnel, in a dynamic world“. This paper discusses the usage of new capabilities of the NTPRO 4000 full mission ship handling simulator in the assessment and evaluation processes at Lithuanian Maritime Academy.

Opis:
This paper is concerned with the fusion of information from process data and process connectivity and its subsequent use in fault diagnosis and process hazard assessment. The Signed Directed Graph (SDG), as a graphical model for capturing process topology and connectivity to show the causal relationships between process variables by material and information paths, has been widely used in root cause and hazard propagation analysis. An SDG is usually built based on process knowledge as described by piping and instrumentation diagrams. This is a complex and experience-dependent task, and therefore the resulting SDG should be validated by process data before being used for analysis. This paper introduces two validation methods. One is based on cross-correlation analysis of process data with assumed time delays, while the other is based on transfer entropy, where the correlation coefficient between two variables or the information transfer from one variable to another can be computed to validate the corresponding paths in SDGs. In addition to this, the relationship captured by data-based methods should also be validated by process knowledge to confirm its causality. This knowledge can be realized by checking the reachability or the influence of one variable on another based on the corresponding SDG which is the basis of causality. A case study of an industrial process is presented to illustrate the application of the proposed methods.

Risk assessment is one of the important ways to analyze and protecting production processes. It facilitates to focus on the risks that really matter to execute a fail-safe manufacturing process or task. Risk management is considered to be a proactive and planned approach in order to encounter problems and reacting to them if they arise. On the other hand it provides assistance to continuous monitoring and evaluating of potential failure that might occurs during a process, moreover, it also explores the ways to avoid probable cost, time delays and quality of a product or service. The output of assessment process such as list of potential failures, their consequences and likelihood, and response system is circulated within the enterprise, so that personnel involved of risks and the criticality of a machine itself that performs the specific production process.

The paper discusses a problem of reliable performance of production processes. Reliability analyses of production systems regard considering many different factors and requirements. As a result, basic definitions connected with production system/process have been defined. Later, there has been also presented the literature review in reliability engineering, what gives the possibility to present a comparison analysis of known reliability models for production systems performance. Based on the presented literature summary, the multidimensional definition of production process reliability is developed with short example of its implementation possibilities. The work ends up with summary and directions for further research.

A widely accepted definition of resilience is the intrinsic ability of a system to adjust its functioning prior to, during, or following changes and disturbances so that it can sustain required operational safety under both expected and unexpected conditions. These concepts have been applied in the process or manufacturing industry with different attempts in switching from the traditional risk management approach to a resilience one, still finding a lack of clarity in the definitions and in the objectives and, consequently, a lack in the methodologies and tools to support those efforts. The attempts and the need for further research or clarification is discussed in this paper.

This article attempts to analyze the importance of the decision-making process in the context of challenges for leadership under conditions of future operations. It describes possible tasks that the company commander must face in future operations. This paper aims to identify specific environmental factors affecting missions conducted by the company commander on the tactical level. Limitations that might be subject to the company commander during different tasks have been characterized. In addition, the article presents consequences of the decision-making process (the conduct leadership) in the context of future operations.

One of the basic stages of mining operations is development work. During them there can occur the events that affect the process of development work as well as the safety of workers. This article conducts a process risk assessment using the Failure Modes and Effects Analysis (FMEA) method to identify events that disrupt the development work process, along with the causes of the occurrence of these events. The study covered the process of development work i.e. the execution of the M-2 roadway in seam 502/1 realized at a depth of about 550 m with an assumed length of about 500 m. As a result of the study, those risks for which countermeasures should be applied were identified, and measures were proposed to minimize the risks involved. As part of the research, an FMEA evaluation form was created to assess process risks in the execution of similar work. The highest process risk was identified for the drivage of the excavation with a road header, and is related to the possibility of frequent failure of hydraulic systems. Similar process risk results were obtained for the risk associated with improper execution of mining with explosives and the need to perform additional blasting work in the excavated roadway. The results can contribute to reducing the time of coal face stoppage during development work, and thus improve the process of them and reduce the costs incurred during this process.

In most NATO countries, pilots are prepared in accordance with a modern system of three-stage training: selection, basic and advanced. For each phase, the purpose and scope of the training shall be defined and the aviation equipment together with training support systems should be appropriate selected. The practical training in the air is performed according to the parallelism of the training, which describes the technological relationships between the individual exercises. The purpose of this contribution is to propose a mathematical model which would enable the selection of exercises for each pilot, the appropriate selection of the aircraft and the moment of beginning of each exercise, so that all required exercises are carried out in the shortest possible time. Additionally, in this paper the concept of pilot’s habits and skills improvements is presented.

The study of environmental loads resulting from manufacturing technology is of great importance for environmental protection. Applying the principles of sustainable development means "a way of farming in which meeting the needs of the present generation will not reduce the chances of meeting the needs of future generations." Faced with such a challenge, the product must be assessed throughout its entire life cycle (LCA). From the available technologies and materials, one should choose those that are least harmful to the environment. In order to make a correct choice, it is necessary to know and understand the technological processes and phenomena that take place in them. Using off-theshelf LCA applications, without knowing basic knowledge of manufacturing technology, can bias the results. The aim of the article is to present benefits resulting from the environmental assessment of manufacturing processes.

Maturity models are tools enabling application of structured approach for process improvement and assessment of business process management capabilities (BPM) of the organizations. In fact, the number of maturity models is so large that it is difficult or even impossible to identify leading standard. The aim of this paper is therefore to provide a review of BPM maturity models. Design/methodology/ approach - the article follows research process of literature review. This work focuses in particular on the applicability and usability of process maturity models that were reviewed according to general design principles. Research Limitations/implications - The author is convinced that this review covers the main publicly available BPM maturity models. As the number of models is constantly increasing, paper is not claiming completeness.

The topic of formative assessment has rarely been addressed in Polish educational research studies, and the connection between formative assessment and the school climate has, until now, never been examined. The subject of this quantitative study were the formative assessment practices used by elementary school teachers and the school social climate. The participants were students (N=491) and teachers (N=60). Findings indicate that: (1) to a varying degree, teachers use activities that make up formative assessment, (2) schools differ significantly in their formative assessment practices, (3) the social climate at these schools is positive, (4) formative assessment practices are positively correlated with the school climate.

The paper presents the possibilities of applying one of the multi-criteria assessment methods (the development measure method) in the processes of multi-variant design of technical and organizational solutions on the example of selecting equipment for a newly designed mine working in a hard coal mine. Using the case study, the authors proposed an alternative solution for decision-making problems in mining companies in relation to solutions based solely on unit costs of coal mining. The case study is preceded by the presentation of general principles regarding cost accounting in mining companies as well as the use of multi-criteria assessments.

For a decade or so, environmental impact assessments have been a tool used in investment process in order to evaluate the impact of a planning document or a given construction project on the environment. The legal regulation in force approaches determining the elements making up each assessment selectively. There is also a lack of methodological guidelines pertaining to the rules of assessment making (such guidelines were prepared in reference of e.g. motorways and dual carriage ways or wind power plants). It hinders understanding the aims and the range of environmental impact assessments by society and investors as well as obtaining acceptance for making them by the latter. The article presents the issue of the principal environmental assessments (strategic environmental impact assessment, environmental impact assessment and impact assessment on Natura 2000 sites) in the legal and methodological context. The conducted studies showed that unstable legal system in the field of environmental assessments endangers correctness and punctuality of preparation of an building investment.
