Pretekstem do podjęcia tej problematyki ochrony dobrego imienia Narodu Polskiego i Rzeczypospolitej Polskiej było uchwalenie w styczniu 2018 r. wzbudzającej ogromne kontrowersje ustawy o zmianie ustawy o Instytucie Pamięci Narodowej. W ten sposób wprowadzono przepisy przewidujące ochronę dobrego imienia Rzeczypospolitej Polskiej i Narodu Polskiego. Pośród nich zaproponowano przepisy art. 53o i 53p przewidujące odpowiedzialność cywilnoprawną. Ten fragment ustawy przeszedł właściwie niezauważony, inaczej niż wzbudzające ogromne emocje przepisy przewidujące odpowiedzialność karną. Z pewnością pełna analiza tego aktu normatywnego wymaga znacznie dłuższego czasu. Jak wyżej próbowano wykazać, przyjęta regulacja rodzi szereg wątpliwości i pytań o jej właściwą wykładnię. Pomija w zasadzie całkowicie dorobek judykatury, który w poprzednim stanie prawnym pozwalał członkowi określonej grupy np. Narodu Polskiego dochodzenia roszczeń w przypadku naruszenia poczucia godności narodowej.
A pretext for taking up this topic was the adoption in January 2018 of the new Act of the Institute of National Remembrance, which aroused huge controversy. In this way, provisions were enacted to protect the reputation of the Republic of Poland and the Polish Nation. Among them, there are regulations such art. 53o and 53p providing civil liability for violating the reputation of the Republic of Poland and the Polish Nation. This part of the bill passed almost unnoticed, unlike the criminal law in this bill. Certainly, a full analysis of this normative act requires more time. For now, we can say that – as it was presented in this paper – the adopted regulation raises a number of doubts and questions about its proper interpretation.

The aim of the study was a comparative analysis of reading preferences of elementary school younger learners in Slovakia, Czech Republic and Poland. A questionnaire of own design was used, based on an initial exploration by means of focus interviews. Respondents were divided by their reading levels. The research sample consisted of 693 Slovak, 254 Czech and 248 Polish learners. Findings indicated similarities, but also considerable differences offering a possibility to draw knowledge on international research of learners’ reading preferences. The most important finding was the difference of the Polish sample correlating with the best results of Polish learners in international measurements.

У статті розкриваються основні етапи досвіду сучасної Німеччини у побудові парламентської демократії. Автором охарактеризовано історичний поступ німецької держави на шляху до формування демократичних засад, що лягли в основу сучасного суспільства. Розглянуто три німецькі конституції 1871, 1919 та 1949 рр., які створили собою базис для розвитку післявоєнної федеративної держави. Особливу увагу сфокусовано на трансформації трьох західних окупаційних зон Німеччини у Федеративну Республіку Німеччина та розробці Основного закону, який спочатку розглядався як тимчасова конституція. Автор зупинив свою увагу і на зовнішніх чинниках, які істотно вплинули на трансформацію пост-нацистської Німеччини та на формування Основного закону. Історична ретроспектива формування другої німецької демократичної держави представлена у широкому міжнародному контексті.
The article describes the main stages of modern Germany’s experience in building of the parliamentary democracy. The author defines the historical progress of the German state on the wayto the formation of democratic foundations that created the basis of modern society. Three German constitutions of 1871, 1919 and 1949 were considered, they formed the basis for the development of apostwar federal state. Particular attention is focused on the transformation of the three western occupation zones of Germany into the Federal Republic of Germany and the development of the BasicLaw, which was initially regarded as temporary constitution. The author also drew attention to external factors that significantly influenced the transformation of post-Nazi Germany and theformation of the Basic Law. The historical retrospective of the formation of the second German democratic state is presented in a broad international context.

Dynamic development of the Internet and electronic devices favours also its use in the marketing activity of enterprises what manifests itself in dynamic development of e-commerce or the use of the Internet for communication. Aim of this article is to evaluate the possibility of using Internet in the marketing activities oriented towards Gen Y consumers. The authors of this article focused on using Internet as a channel of communication and distribution with Gen Y consumers. The authors characterize state and use of IT technology by the producers and consumers, present opinions of the young consumers concerning the use of Internet. Territorial scope of research concerns the regions within the border area of Poland, Czech Republic and Slovakia. We used in this research, sources of information in a form of domestic and foreign literature of the subject, available statistics illustrating analysed phenomena, as well as our own polls concerning the analysed issue. Survey was carried out in 2013 and 2014, among Generation Y consumers, coming from the border area of Czech Republic, Poland and Slovakia.
Dynamiczny rozwój Internetu i urządzeń elektronicznych sprzyja coraz powszechniejszemu ich wykorzystaniu w działalności marketingowej przedsiębiorstw, co przejawia się w dynamicznym rozwoju handlu elektronicznego oraz użyciem Internetu, jako medium komunikacji. Celem artykułu prezentacja stanu wykorzystania Internetu, jako kanału dystrybucji i komunikacji z konsumentami generacji Y. W swoim opracowaniu Autorzy charakteryzują stan i wykorzystanie technologii IT przez producentów i konsumentów, prezentują opinie młodych konsumentów na temat wykorzystania Internetu, jako źródła informacji. Zakres terytorialny badań dotyczy regionów przygranicznych Polski, Czech i Słowacji. W postępowaniu badawczym zostały wykorzystane źródła wtóre informacji w postaci krajowej i zagranicznej literatury przedmiotu, dostępnych statystyk obrazujących analizowane zjawiska, jak również własne badania ankietowe dotyczące analizowanej problematyki. Badania zostały przeprowadzone w roku 2013 i 2014 wśród konsumentów generacji Y pochodzących z Czech, Polski i Słowacji.

After the beginning of the conflict in Ukraine and Russia’s annexation of the Crimean Peninsula, the Czech Republic became fully aware of the threats posed by the Kremlin despite President Zeman has denied the presence of Russian troops in Ukraine and has criticised the EU sanctions against Russia. Czechia belongs to the group of countries through which Russia influences the EU, to gradually and deliberately erode its structures. Russia exerts a strong influence on the Czech Republic by non-military means, including disinformation and propaganda, the activities of secret services, and penetration of its economy and specifically its energy sector. The article aims to answer the question about the role of Russian disinformation and propaganda in the context of Russian influence in the Czech Republic. The role of Russian disinformation and propaganda and how Russia influences Czechia is extensively analysed. The main hypothesis is that Russia treats the Czech Republic as a key state for espionage and disinformation activities and as a zone of influence, undermining the sovereignty of the Czech Republic and the role of NATO and the EU.

Opis:
Background. Adequate utilization of primary care directly reflects the health status of the population. In Georgia (Republic), many patients seek care without a referral by a primary-care provider, and as a result, patient referral rates to family physicians are low. A tendency of patient self-referral behavior may reduce the effectiveness of the healthcare system. Objectives. The purpose of the research is to study the problem of the low rate of patient referrals to family physicians in Georgia. Material and methods. Within the quantitative survey, 20 family physicians and 300 patients were interviewed through a semi-structured questionnaire in different regions of Georgia. Results. Patient referral rates to family physicians are low. 15% (n = 3) of family physicians recognize that patients often address them only for a referral to specialists. Only 5% (n = 3) of family physicians provide preventive consultations on occasion and 50% (n = 10) – in the case of need only. 70% (n = 14) of family physicians think that their remuneration is not adequate for their work and that they work more than they are paid. 35% (n = 105) of respondents in the case of a health problem address both a family physician and a specialist- -physician. 42% (n = 126) of patients visit a family physician once a year or do not visit at all, and 47% (n = 141) of patients believe that the family physician institute needs some changes. Conclusion. The result suggests that the low rate of patient referrals to family physicians is due to distrust towards family physicians, which is related to a lack of qualification of physicians and low public awareness of the competence of the family physicians. Due to inadequate reimbursement, family physicians do not have enough motivation to provide adequate service, and the lack of continuous professional education negatively affects their professional development. It is recommended to raise public awareness about primary care, to introduce effective methods for payment of family physicians and to increase the role and affordability of continuous professional education.

Research background: Previous studies have demonstrated that providing relevant information to users is positively affected by higher quality of accounting standards and adhering to ethical rules and accounting principles by accounting professionals. On the other hand, there are a lot of cases when the law was broken. The most common reason for committing financial statement´s fraud include in-creasing stock prices, getting loans from bank or avoiding payment of taxes. Purpose of the article: The aim of this paper is to evaluate both the relationship between using of legislation and accounting errors rate in the financial statements as well as the possible using of creative accounting from the point of view of enterprises and non-profit organizations in the Czech Republic. Methods: Among the quantitative research methods the questionnaire was used. The questionnaires were sent out to randomly 201 selected enterprises and non-profit organization. The survey was conducted from September 2017 to the end of January 2018. The data were analyzed by means of the tools of descriptive statistics and the chi-square goodness of fit test. The research questions sought to investigate whether Czech Accounting Standards helped in all areas of accounting and reporting and avoiding of errors in financial statements, and whether the respondents encountered fraudulent procedures in compiling financial statements. Findings & Value added: The results indicated that using Czech Accounting Standards was perceived as a useful tool in solving all situations in areas of accounting and avoiding accounting errors. Moreover, it was proved that the volume and frequency of errors were not significant in financial statements.

The ritual as a series of actions specified by traditions or a given political system, defined in detail and repeatable, was also fulfilled in the communist system. There it was aimed at introducing and amalgamating the order imposed on Poland by the Soviets after WWII. It could only be achieved by strictly observing the rules of Socialist rites. And that did not only apply to, however important, the celebrations of holidays according to the communist calendar, but also to the master principles which the enforcers of the new order used towards society. The indicated research material, extracted from censorship archives, shows that regardless of the changing media policy in the first decade after WWII, from the very beginning there existed invariable rules which constituted a compass for specific choices: the ban on criticising or disturbing the good name of the authorities, starting with Generalissimo Stalin, through the leaders of the states subordinate to him, higher-ranking officials, police and the army, to udarniks. The Control Bureau for Press, Publications and Performances was one of the most active bodies in the field. In the privacy of their offices, without the publicity so common for the clamorous ceremonies and rallies, censors worked to maintain the Stalinist rituals.

Logistics management is implemented in activities such as planning, organisation, implementation, control and assistance in all functional logistics areas. The Military Doctrine of the Slovak Republic establishes three levels of war - strategic, operational and tactical, which are applied in war and non-military operations. However, in today‘s international environment, it is not possible to determine with certainty at what level the organisational structure operates. All levels are interconnected. The Ministry of Defence and the General Staff of the Slovak Armed Forces focus on the strategic logistics management. The logistics office resolves operational and some strategic logistics issues. Logistics departments of ground and air forces deal with operational logistics management, influencing the tasks imposed on the commander in the operational plan for the use of Slovak armed forces, including the creation of procedures, doctrines and training documents. At a tactical level, the logistics of departments and units are organically integrated into the structures of their headquarters with their subordinate logistics units. The structure of logistics management in the Armed Forces of the Slovak Republic (AF SR) and the role of its individual elements at the strategic, operational and tactical level is examined in this paper. It concludes by showing possible ways of logistics management and goals for the future.

The article deals with the ideological and theoretical foundations of the French constitutionalism of the Third Republic. The author notes that the Constitution of the Third Republic was a result of the continuous struggle between the supporters of the republican form of government and monarchists in the National Assembly. A compromise, reached by legislators in 1875, led to the uniting of different approaches to the organization of French governmental power in the Constitution. The views of Duke V. de Broglie, E. Laboulaye and L.-A. Prévost-Paradol were reflected in the Constitutional Law of the Third Republic. As a consequence, there was an acceptance of the institutions and authorities of public law specific to a dual monarchy. However, those public and legal institutions turned out to be indifferent to the form of government, that, in its turn, determined the longevity of the main constitutional and legal institutions, established in the last quarter of the nineteenth century.

The article examines particular issues of the Upper Silesian industry after the Great War, namely: concentration of foreign capital in the mining and metallurgical industries; great mining and metallurgical enterprises in the periods of both industrial prosperity and crisis; attempts to limit the influence of foreign capital following the introduction of judicial supervision over Katowicka Spółka Akcyjna dla Górnictwa i Hutnictwa SA and Górnośląskie Zjednoczone Huty “Królewska” i “Laura” SA; the emergence of Wspólnota Interesów Górniczo– Hutniczych SA (Mining and Metallurgy Community of Interests Joint Stock Company) in the final years of the Second Polish Republic.

Opis:
This research essay offers analysis of the digitalisation switchover in Slovakia. It specifi - cally focuses on the political economy of the process, how the state regulators were able to protect and more importantly to strengthen the free competition and lessen the barriers for the entrance of new players because of the pressure of the current media players. It states how the public service broad- caster Slovak Televison was lagging behind in the process (even as it started the first digital channel already in the summer of 2008) and how the current players are trying to cement the position of Fell- ner’s “competition among the few.” Th is paper is foremost a case study of Slovakia and how its regula- tory framework is influenced by the European Union’s regulatory activities in the area of terrestrial digital video broadcasting. It particularly focuses on the political-economic aspects of media owner- ship and mentions the situation in the Czech Republic as well.
