The article presents a description and comparison of criteria used for choosing the location of a wind farm. The criteria include measurements of wind kinetic energy on a given location, location of wind turbines, location of the transmission line which is used for power transfer from a wind farm to a substation, location of local infrastructure and a grid connection related with technical requirements and project environment. In order to compare the above mentioned criteria, the AHP (Analytic Hierarchy Process) method was used, with a 1 to 9 point scale. As far as matching preferences with criteria is concerned, it embraces issues of obtaining decisions and permissions. The main objective of the article is to create a ranking of criteria in their correlation to probability of project success. The article presents the introduction of comparative analysis of a few planned projects, with regard to the time needed to obtain construction permit.
Artykuł przedstawia opis oraz porównanie kryteriów wyboru lokalizacji farmy wiatrowej. Kryteria te uwzględniają pomiary wietrzności na rozpatrywanym terenie, lokalizację turbin wiatrowych, lokalizację linii elektroenergetycznej służącej do przesyłu wyprodukowanej energii elektrycznej od farmy wiatrowej do stacji elektroenergetycznej (GPZ), infrastrukturę towarzyszącą, warunki techniczne przyłączenia do sieci elektroenergetycznej oraz otoczenie projektu. Do porównania kryteriów zastosowano metodę AHP (ang. Analytic Hierarchy Process), przyporządkowując skalę ocen preferencji od 1 do 9. Przyporządkowanie preferencji do danego kryterium uwzględnia problematykę uzyskania decyzji i pozwoleń wynikających z prawa polskiego oraz wiedzę ekspercką. Celem artykułu jest ustalenie rankingu kryteriów, biorąc pod uwagę ich wpływ na powodzenie projektu budowy farmy wiatrowej, co jest wstępem do dokonania analizy porównawczej planowanych projektów budowy farm wiatrowych ze względu na czas uzyskania pozwolenia na budowę.

Coastline is one type of valuable non-renewable resources. From the perspective of economic theory, it can gather population, promote traffic construction, and then improve the level of international trade. The research object of this paper is the coastline resource in Dafeng area. Firstly, we have a brief summary of the existing coastline evaluation literature, then introduce the location and natural attributes of the coastline resources in Dafeng. Following that, the Analytic Hierarchy Process (AHP) model is used to build the economic evaluation index system based on the characteristics of coastline in Dafeng. Specially, this index system consists of 6 factors, and a total of 41 detailed indicators were chosen including water depth, GDP, etc. On this basis, we use the assignment method to quantify the weight of each index, and calculate the comprehensive score of coastline resource by using the YAAHP software. The final conclusion is as follows: The total score of economic evaluation of coastline resource in Dafeng is 0.87. Therefore, the coastline resource in Dafeng will eventually be constructed a unique coastal economic zone, where the implemented port industrial projects will include shipbuilding, logistics, mechanical processing etc.

In our article we would like to propose some statistical solution to the problem of the changing the rales of bank products (deposits and loans) afler appearing market destabilisation factor such as changing the Central Bank loan rates. Due to the complexity of the problem we will focus on two alternative ways: application of game theory and application of Analytic Hierarchy Process (AHP). We will treat the described problem as a game with nature - with a goal of finding an optimal solution. Showing the application of the AHP method we will propose the use of a procedure based on two semi-dependant AHP models.
W pracy rozważany jest problem ustalania w sposób optymalny bankowych stóp procentowych. Do tego celu wykorzystano metodę optymalizacji wielokryterialnej (Analityczny Proces Hierarchiczny) oraz niektóre procedury teorii gier.

Nowadays, intelligent e-learning systems which can adapt to learner's needs and preferences, became very popular. Many studies have demonstrated that such systems can increase the eects of learning. However, providing adaptability requires consideration of many factors. The main problems concern user modeling and personalization, collaborative learning, determining and modifying learning senarios, analyzing learner's learning styles. Determining the optimal learning scenario adapted to students' needs is very important part of an e-learning system. According to psychological research, learning path should follow the students' needs, such as (i.a.): content, level of diculty or presentation version. Optimal learning path can allow for easier and faster gaining of knowledge. In this paper an overview of methods for recommending learning material is presented. Moreover, a method for determining a learning scenario in Intelligent Tutoring Systems is proposed. For this purpose, an Analytic Hierarchy Process (AHP) method is used.

The aim of the study was to present the possibility of applying the AHP-LP method to assess the significance of strategic factors (strategic goals and tasks) influencing the socioeconomic development of the commune. The Commune of Chrzypsko Wielkie in the Wielkopolskie Voivodeship was used to illustrate the suggested approach. The study was based on the data from questionnaire surveys conducted among the councillors of the Commune of Chrzypsko Wielkie in 2012. The empirical studies proved the usefulness of the AHP-LP for assessment of the significance of strategic factors. The method enabled quantification of the significance of individual strategic factors. The most important aims in the Commune of Chrzypsko Wielkie include improvement of technical infrastructure, followed by development of the economy. The reduction of unemployment and modernisation of agriculture were the most important tasks. The suggested approach may be used in the process of making development strategies of administrative units.
Celem badań było przedstawienie możliwości zastosowania AHP-LP do oceny ważności czynników strategicznych (celów strategicznych i zadań) w gminie, na przykładzie gminy Chrzypsko Wielkie w województwie wielkopolskim. W badaniach wykorzystano dane z badań ankietowych przeprowadzonych wśród radnych tej gminy w 2013 roku. Przeprowadzone badania empiryczne potwierdziły przydatność AHP-LP do oceny ważności czynników strategicznych. Metoda ta pozwoliła na skwantyfikowanie ważności poszczególnych czynników strategicznych. Do najważniejszych celów w gminie Chrzypsko Wielkie zaliczyć należy poprawę infrastruktury technicznej i gospodarkę. Wśród zadań najważniejsze były: zmniejszenie bezrobocia i modernizacja rolnictwa. Metoda ta jest użyteczna w planowaniu rozwoju.

The aim of the following study was to compare a few methods of river regulations and indicate the one which fully meets technical regulative standard and concurrently ensures protection of the watercourse ecosystem. According to the sustainable development rules it is of the most importance in every human activity to compromise between developmental and environmental needs of current and future generations. Therefore, both technical criteria related to flood safety and environmental ones were taken into consideration in the analysis. Field study was conducted in vegetation stage between 2008 and 2014 in small and medium lowland watercourses in Lower Silesia. The research comprised of measurements and descriptions of selected technical and environmental elements of a complex system of the watercourse river bed. Basing on obtained results a multicriterial assessment of the effects of the works was conducted. In order to assess the results an Analytic Hierarchy Process (AHP) was used in the study. It facilitated the creation of linear ranking of river beds and indicate the most optimal solution in terms of sustainable development. Such methods have not been applied in solving problems connected with river regulation. That’s why this study aims also at checking the utility of this method in decision making in both planning and regulation works realization. Results of the study indicate high usefulness of AHP method in the decision-making process.
Celem pracy było porównanie kilku metod regulacji rzek oraz wskazanie tej, która w maksymalnym stopniu spełnia wymagania techniczne regulacji i równocześnie zapewnia ochronę ekosystemu koryta cieku. Zgodnie z zasadami zrównoważonego rozwoju w każdej działalności człowieka bardzo ważne jest znalezienie kompromisu między rozwojowymi i środowiskowymi potrzebami obecnych i przyszłych pokoleń. Dlatego w analizie uwzględniono zarówno kryteria techniczne, związane z bezpieczeństwem powodziowym, jak i przyrodnicze. Badania terenowe wykonano w okresach wegetacyjnych w latach 2008–2014 w małych i średnich ciekach nizinnych na Dolnym Śląsku. Badania obejmowały pomiar i opis wybranych technicznych i przyrodniczych elementów złożonego systemu koryta cieku. Na podstawie wyników badań dokonano wielokryterialnej oceny skutków robót. W tym celu zastosowano metodę analizy hierarchicznej problemu (Analytic Hierarchy Process, AHP). Umożliwiło to utworzenie liniowego rankingu koryt rzecznych oraz wskazanie najbardziej optymalnego rozwiązania w aspekcie zrównoważonego rozwoju. Metody tego typu nie były dotychczas stosowane w rozwiązywaniu problemów związanych z regulacją rzek. W związku z tym praca ma również na celu sprawdzenie przydatności tej metody do podejmowania decyzji na etapie planowania i realizacji robót regulacyjnych. Wyniki badań wskazały na dużą przydatność metody AHP w procesie decyzyjnym.

There is a theory which meets a prescription of the efficient and effective multicriteria decision making support system called the Analytic Hierarchy Process (AHP). It seems to be the most widely used approach in the world today, as well as the most validated methodology for decision making. The consistency measurement of human judgments appears to be the crucial problem in this concept. This research paper redefines the idea of the triad’s consistency within the pairwise comparison matrix (PCM) and proposes a few seminal indices for PCM consistency measurement. The quality of new propositions is then studied with application of computer simulations coded and run in Wolfram Mathematica 9.0.

Landslides are one of the natural hazards that many countries around the world are facing. In Morocco, the Rif regions are the most affected by these phenomena. Each year they cause enormous damage to the road network and infrastructure, especially in our study region, the province of Larache. The study region is subject to several opening up and road construction projects, which is why it is necessary to predict and identify the most vulnerable areas beforehand, in order to propose measures and techniques which are adequate for protection and reinforcement. The main goal of this study is to develop a susceptibility map to ground movements using a multi-criteria spatial assessment approach, and in order to reduce subjectivity, we have used a method for analyzing such complex decisions, which is the analytic hierarchy process (AHP) implemented in the geographic information system (GIS). Seven factors have been considered as conditioning factors in the occurrence of landslides, which are: lithology, fracturing density, slope, aspect, land use, density of the hydrographic network, and altitude. To verify the results obtained, we performed a correlation analysis of ground movements, already inventoried and verified in the field, with the susceptibility classes that were calculated. This analysis is accompanied by a statistical study.

The main aim of this study is to assess the strategic factors (objectives, tasks and development scenarios) and to select the best scenario for local administrative units. Two approaches are used to solve this problem: classical and fuzzy analytic hierarchy process based on experts’ opinions. The research was based on data from surveys with the councillors of the urban and rural municipality of Międzychód and the rural municipality of Chrzypsko Wielkie. The importance of strategic factors for both municipalities was assessed, and the best development scenario was selected. As shown by the research, the most important scenario for the municipality of Chrzypsko Wielkie involves the development through support for entrepreneurship and agri-food processing, while that for the municipality of Międzychód involves the development by supporting housing, services and tourism.

To specify the problems and priorities of state regulation of foreign economic activity (FEA) of cement industry enterprises of Ukraine, it is proposed to use the tool for assessing the state of FEA of cement industry enterprises, which is based on the expert method. The FEA development index of the cement industry is constructed with the usage of the method of expert assessments and analysis of the hierarchies of significance of each factor. Due to this, it was found that producers underestimate their own abilities to compete in foreign markets regarding the assortment structure, unsatisfactory financial condition, fierce competition and recession in foreign markets, especially traditional for Ukraine; unsatisfactory state policy of support of the development of the cement industry, in particular in terms of transparency of resource provision, assistance in updating the technical and technological base of the industry, the implementation of state infrastructure projects in Ukraine. On this basis, the priorities of state regulation of foreign economic activity of cement industry enterprises were determined by the following groups: sales, institutional and instrumental ones.

This paper presents a model, based on Analytic Hierarchy Process, to support a maintenance manager with a suitable tool for focusing on the most relevant choices which need to be prioritized. The paper provides an insight on how structural and infra-structural decision elements, traditionally conceived for assessing the manufacturing strategy of a company, could be adopted as criteria for configuring a maintenance system. A model based on Analytic Hierarchy Process has been developed and tested in two industrial case studies in order to demonstrate how it can guide a maintenance manager in keeping the strategic decisions coherently with the overall company’s manufacturing strategy. Main beneficiaries are mainly maintenance managers who have to tackle relevant strategic decisions in managing their maintenance systems. Given the increasing role of maintenance within the operations strategy of a company, the heterogeneity of actors involved, with the relevant risk of assuming conflicting decisions, it is of utmost importance to lever on adequate and shared decision support systems rather than relying on a mere empirical knowledge. The model proposed in this paper, based on the Analytic Hierarchy Process, fills this gap since it provides a structured support in the decision making process by comparing and prioritising the relevant strategic decisions pertaining to the configuration of a maintenance system.

In this paper, the comparative analysis of two wind farm construction projects was presented. This particular type of analysis is commonly applied before purchasing investment project being in a planning phase by a company interested in its development. Conduction of this type of analysis is prompted by the necessity to take into consideration the requirements of Polish legislation. Comparison of wind farm construction projects was based on the analysis of their advancement and the priority of particular investment stages. In order to verify which stage is the most important for the implementation of the construction project, specified tasks should be performed in each particular stage. These tasks determine criteria utilized to compare wind farm construction projects. Fuzzy Analytic Hierarchy Process (F-AHP) method, that allows simultaneous prioritization of criteria in terms of quality and quantity, was applied to perform the analysis. The method demonstrates that obtaining environmental decision for wind farm area is the most important criterion. The method indicate also by which criteria project FW2 has a greater chance of implementation than FW1 project.
Referat przedstawia porównanie projektów dwóch farm wiatrowych. Tego typu analiza znajduje zastosowanie w przypadku zakupu projektów inwestycyjnych będących w fazie przygotowania. Spowodowane jest to koniecznością uwzględnienia wymogów określonych w ustawodawstwie polskim. Porównanie projektów budowy farm wiatrowych oparto na analizie zaawansowania oraz priorytetu poszczególnych etapów inwestycji. Aby zweryfikować, na jaki etap należy zwrócić szczególną uwagę posłużono się analizą zagadnień opisujących poszczególne etapy oraz zadań w nich realizowanych. Zagadnienia te definiują kryteria wpływające na realizację projektu. Analizę przeprowadzono z wykorzystaniem metody F-AHP, która pozwala na ilościowe i jakościowe uporządkowanie kryteriów. Analiza wykazała, że priorytetowym kryterium jest uzyskanie decyzji o uwarunkowaniach środowiskowych dla obszaru farmy wiatrowej oraz to, że projekt FW2 maj większe szanse na realizację niż projekt FW1.

This paper describes the applicability of a multicriteria decision-making method, specifically the analytic network process (ANP), to model the selection of an appropriate telecommunications infrastructure technology, capable of deploying e-services in rural areas of developing countries. It aims to raise awareness among telecommunication planners about the availability of ANP, and to demonstrate its suitability to enhance the selection process. The proposed model is constructed based on concerned experts' views of relevant selection criteria and potential technology alternatives. Its network structure caters for all possible dependencies and interactions among criteria and alternatives.

Countries’ defence industries are the leading indicator of their global power. The warehouse is the place where the materials are kept until the customer order arrives so that the companies are viable and can respond appropriately to internal/external customer demands. In this regard, warehouse location plays a vital role in the defence industry in terms of storage options with increased flexibility, a simplified supply chain with cost management and optimal positioning according to deployment locations. In this study, the decision on the location of warehouses for logistic support during the warranty period of military vehicles manufactured and supplied to the armed forces by a defence company was made. It is aimed to propose the best solution to a real-life problem with high complexity, containing many data and constraints. In this context, the criteria that are thought to be most relevant to this problem have been determined by taking expert opinions. Having determined the order of importance of the requirements by the analytical hierarchy process (AHP) with the Super Decisions V 2.10, their weights were included as a coefficient of the objective function in the goal programming (GP) model. As a result of solving the GP model using GAMS (general algebraic modelling system), it was decided to select the warehouses that provided the optimal results among the alternative warehouse locations in 9 different locations. Furthermore, to see the impact of changes in criterion weights, sensitivity analysis has also been included. The significance of this research lies within the integrated usage of AHP and GP in the defence industry when determining warehouse locations by the experts’ opinions. With this study, not only a solution strategy was developed, but also a basis for the warehouse location decision in the defence industry projects already signed or to be signed was given.

The Analytical Hierarchy Process (AHP) is one of the multi-criteria methods with tools that are effective for decision-making in complementary or alternative medicine (CAM). This approach, in combination with other available methods, such as the Utrecht Method, allows medical professionals and patients themselves to take a balanced choice of special treatment and health control. This is particularly important for pregnant women who suffer from nausea and vomiting during pregnancy (NVP). The mechanisms of toxicosis occur, and the way of treatment have certain uncertainties. The decision-making process for therapeutic care must consider several factors, the determination of which is the result of collaboration between the patient and the healthcare provider. This paper presents the results of a decision-making study regarding the use of the ginger medicinal plant in helping a woman with NVP symptoms. The research was conducted using the original questionnaire according to the methodology proposed by the developers of the Utrecht Method. The chosen respondents were healthcare professionals with experience in treating NVP and pregnant women. The Analytical Hierarchy Process (AHP) capabilities in decisionmaking were shown in an example of analyzing the benefits, risks, and side effects of using ginger during pregnancy. The combination of two methodological approaches allowed to successfully connect the proven facts of using CAM therapy with the subjective assessment of all stakeholders. The study demonstrates that this approach successfully uses decision-making by structuring hierarchical decision elements and weighing the criteria involved in the decision-making issue. The article examines the practicality and effectiveness of using AHP when making decisions regarding the treatment and improvement of the condition of pregnant women with NVP, and summarizes the quantitative and qualitative indicators of the effectiveness of this method. The presented combination of two methodological approaches in decision-making allows for choosing an optimized medical strategy for supporting pregnant women through CAM therapy.
