Opis:
An airport is a place where there is a possibility of many threats. Not without reason it is included in the critical infrastructure. The quite large area which the airports occupy makes it difficult to control all people in order to eliminate the smuggling of prohibited goods or bringing dangerous tools to the aircraft. This is an area where there is often a local, high density of people, which promotes theft or the possibility of hide an explosive charge. In addition, deliberate or accidental fire hazards are often associated with breakdowns. The article presents the characteristics of detection systems installed and used at the airports in terms of increasing the level of security of both passengers and their property.
Port lotniczy jest miejscem, gdzie istnieje możliwość wystąpienia wielu zagrożeń. Nie bez powodów zaliczany jest do budowli infrastruktury krytycznej. Dość duży obszar jaki zajmuje, utrudnia szczegółową kontrolę wszystkich osób, celem eliminacji przemytu towarów zakazanych czy wnoszeniu do samolotu niebezpiecznych narzędzi. To teren, na którym występuje często miejscowe, duże zagęszczenie ludzi, co sprzyja kradzieżom czy możliwości podrzucenia ładunku wybuchowego. Dodatkowo zagrożenia pożarowe spowodowane celowo bądź przypadkowe, często związane są z awariami. W artykule przedstawiono charakterystykę instalowanych i wykorzystywanych na terenie portów lotniczych systemów detekcyjnych pod kątem zwiększenia poziomu bezpieczeństwa zarówno pasażerów, jak i ich mienia.

Opis:
Situation awareness is a crucial factor in decision-making. It involves monitoring and identification of relationships among the state changing objects in collaborative dynamic environments. In the domain of airport security a critical need is to support security operators in real-time management of risky airside scenarios. This work relies on a fuzzy cognitive ontology-based approach to model situation awareness and introduces an agent-based distributed evaluation architecture to address the problem. Specifically, in order to model situation awareness this work instantiates and integrates two assessed ontological meta-models, Situation Theory Ontology (STO) and Saw Core Ontology (SAW), extended to cope with uncertainty when modeling relations among objects occurring in the addressed dynamic environment. Many task-oriented soft computing agents are in charge of monitoring the modeled situations while distributing the information evaluation process leads to achieving better real-time like performance.

The paper presents the developed multispectral optoelectronic aircraft landing assistance and data transmission system for flight control. The purpose of the system is to provide information about the landing aircraft (in the day, at night and in the haze), such as the location of the aircraft in the runway axis, altitude, distance to touchdown and the condition of the plane components like landing gear etc. The system employs two infrared cameras working in spectral range of 3-5 µm and 8-12 µm and a video camera module. The system was tested in laboratory and in the field.

The article presents an experimental exploration of the selected technical features of the Avigilon 2.0C-H4A-BO1-IR Compact Zoom Camera with IR Adaptive Illumination. The article describes the purpose, procedure, and results of the motion detection verification, as well as the identification of motion detection errors, using Avigilon's investigated camera, to the distance of guaranteed recognition capability in specific daylight conditions that determines video analysis. This article constitutes the first part of the internal research activity of the Department of Flight Preparation - pre-research, for the design of an integrated mobile airport security system. For safety reasons, the testing was performed near the airport and not at the airport. The test sample was obtained by using the Avigilon 2.0C-H4A-BO1-IR camera located 8 meters above the ground level in the direction of the selected perimeter of the "protected area" for the experiment. The movement in the space was made by people and the passage of motor vehicles at a distance that was less than the distance guaranteed by the camera's recognition capability in the specific daylight conditions. The movement of persons and motor vehicles was generally performed perpendicular to the position of the camera, left to right, and/or back. The speed of movement of people was, as a rule, an average walking speed of 1m/s, the motor vehicles ranging up to 40km /h. Identification of motion detection errors is important for corrections of the prepared information model of security risk assessment of a protected object based on the fuzzy logic to support the airport security management decisions, as well as for finding a technical solution to eliminate these camera vulnerabilities, or selecting and testing another camera for our mobile technology platform. The results advance our theoretical knowledge and have a praxeological significance for the creation of a technological demonstrator and subsequently a prototype of a smart mobile airport security system. Institutions responsible for the protection of state borders, the fight against illegal migration, smuggling of goods, etc. are also interested in mobile security solutions.

Airport security management is a rapidly evolving process which results in new regulations, new procedures or equipment and the acquisition of new skills for aviation personnel. The fire protection of the Chopin Airport in Warsaw serves as an example intended to show a pattern of activities of entities responsible for safety that clearly strive for perfection, and are comprised by the safety management process, which can be replicated by other institutions. The essence of the article is to identify the key factors that determine the safety of an airport on the example of the Chopin Airport in Warsaw. The article presents the results of own research. The analysis of expert interviews conducted with airport personnel responsible for security and officers of the State Fire Service showed the reality of airport security management from the perspective of the entity responsible for it. New directions of change and areas for improvement were thus acknowledged. The result of the interviews is the development of the author’s concept of the improvement of tools used within the Safety Management System at the Warsaw Frederic Chopin Airport.
Zarządzanie bezpieczeństwem portów lotniczych jest bardzo szybko rozwijającym się procesem, co przekłada się na powstawanie nowych uregulowań prawnych, nowych procedur czy wyposażenia i nabywania nowych umiejętności personelu lotniczego. Ochrona przeciwpożarowa Lotniska Chopina w Warszawie to przykład, który ma ukazać dążący do perfekcji schemat działania podmiotów odpowiedzialnych za bezpieczeństwo, ujęty w procesie zarządzania bezpieczeństwem, mogący być naśladowany przez inne instytucje. Istotą artykułu jest identyfikacja kluczowych czynników determinujących bezpieczeństwo portu lotniczego na przykładzie Lotniska Chopina w Warszawie. W artykule przedstawiono wyniki badań własnych. Analiza wywiadów eksperckich przeprowadzonych z personelem lotniska odpowiedzialnym za bezpieczeństwo oraz z funkcjonariuszami Państwowej Straży Pożarnej pokazała rzeczywistość zarządzania bezpieczeństwem portów lotniczych z perspektywy podmiotu za nie odpowiedzialnego. Dostrzeżono dzięki temu nowe kierunki zmian i obszarów wymagających doskonalenia. Wynikiem przeprowadzonych wywiadów jest opracowanie autorskiej koncepcji doskonalenia narzędzi wykorzystywanych w ramach Safety Management System na Lotnisku im. Fryderyka Chopina w Warszawie.

The paper refers to security requirements for new threats international airports, taking specifically into consideration current challenges within processing of passengers, in light of types of current major threats, in a way ensuring positive passenger experience within their journey. In addition, within the scope of this paper, presented initial outcome of study research among professional aviation stakeholder's environment, on current threats in the area of security and protection of airport infrastructure. The airports are a very demanding environment: seasonal traffic, fluctuating passenger volumes and last minute changes mean there is a lot of flexibility required in order to meet specific needs of airport authorities and their clients or the passengers (Dolnik, 2009). Therefore, security in aviation sector has been a big issue for civil aviation authorities, as airports are susceptible targets for terrorist attacks. The list of incidents is extensive and gets longer every year despite strict security measures. Within decades, aviation has become the backbone of our global economy bringing people to business, tourists to vacation destinations and products to markets. Statistically flying remains the safest mode of travelling compared to other modes of transportation. However, simultaneously terrorists and criminals continue in their quest to explore new ways of disrupting air transportation and the challenge to secure airports and airline assets remain real. This calls for greater awareness of security concerns in the aviation sector. The key element, how to protects against terrorist modus operandi, is to stay ahead of recent threats, incidents and breaches occurring worldwide. It requires implementation of effective data sharing systems, in order to proactively monitor potential risks and vulnerabilities within different type of aviation ecosystems.

The authors determined the following aim of this article: identifying threats generated by air terrorism as well as characterizing the forms, methods, and manners. Authors used theoretical methods of research. The article presents research findings with regard to the organization and operation of security systems in civil air transport. At the article, the authors focused on air terrorism and security system in the airport. The presented results of the study are not limited only to the theoretical aspects of terrorism. Authors also characterize organizational and technical undertakings that have already been implemented into security systems in aviation by national and intergovernmental institutions, responsible for its protection. Regardless of the form of air terrorism and applied means, an important issue is a fact that every attempt to intercept an aerial asset is attractive for terrorists, due to the fact that each time it causes not only damage or destruction of the machine itself and the death of passengers, but it is also a real threat to airport infrastructure, installations and urban residents. In addition, the events are accompanied by high-profile media coverage.

There were many attacks on civil aviation facilities which occurred since the 1930s but the first recorded attack against the airport security occurred in 1970. Due to the extensive infrastructure, airports are susceptible to the occurrence of hazards especially acts of unlawful interference. The purpose of this article is the characteristics of airports in terms of possible threats. To accomplish this, the most important elements of airport infrastructure are characterized in the first part, which is followed by a presentation of selected acts of unlawful interference committed at airports. The last section of the paper contains most important results of the research regarding safety at airports in Poland from the passenger’s point of view.

Air transport consists in moving people or goods by air. Aircrafts, known as the main means of air transport, can be divided into two categories: airplanes and helicopters. Such transport is the most modern and the most dynamically developing branch of transport. It is also considered to be the safest mode of transport, even though, for various reasons, aviation accidents still occur. Security in aviation has various connotations. According to the International Civil Aviation Organization (ICAO), it is a state in which the possibility of damage to persons or property is minimized and is maintained as part of a continuous process of hazard identification and safety risk management at an acceptable level or below this acceptable level. Aviation security includes flight safety and aviation security against acts of unlawful interference. There is a significant difference between the meaning of "safety" and "security". The first of these concepts means preventing unintentional damage, while the second refers to the procedures undertaken in order to prevent deliberate damage resulting from an intentional act. As it appears from the abovementioned information, the immovable part of aviation safety is aircraft protection, including the protection of civilian airports.The aim of the article is to draw attention to the problems of air transport security, including the security of airports, related to the evolution of threats and the functioning of the airport security system. The problem that the authors address is expressed in a question: in what directions should the current solutions in the field of air transport security be improved in order to effectively prevent acts of unlawful interference in the future? Theoretical research methods, such as the analysis and synthesis of information contained in literature and source materials, inference, comparison, were used to develop the article.

The development of measures in civil aviation protection against illegal acts is based on the analysis of incidents, which can be divided into four development stages. Before 9/11, civil aviation entities were mostly reactive; only new threats warranted a proactive approach to mitigating air threats. The present article’s aim was to analyse the development of methods for checking passengers and objects intended for air transport. The analysis of selected incidents, control processes, and the level of security achieved confirm that the implemented security methods and proactive approach to working with air traffic risks are a suitable compromise between passenger comfort, technological development of detection devices, and processes at the airport.

This article discusses civil aviation security, which is understood as a combination of human and material activities and resources to safeguard international civil aviation against acts of unlawful interference. This article presents protection measures applied in the security system of civil airports. Parts of the article focuses on both theoretical and practical solutions concerning the airport security system. The systemic approach observes aviation security as a set of elements and relationships that occur between them in accordance with established principles, through the prism of the aim. The aim of aviation security is to prevent acts of unlawful interference (people, objects, hazardous materials threatening the safety of aviation and the aviation infrastructure). The authors of the article have identified the concept of airport security system and characterised the civil airport as a specific object. This article presents the procedural and technical aspects of the functioning of the civil security airport system.

One of the basic elements inseparably connected with air communication is the security control of persons and luggage which is performed by certified OKBs entered on the list of the President of the Polish CAA. An area of interest is the security check of hand baggage passengers take with them on board the aircraft. This control is carried out based on current legal regulations in the field of civil aviation security and is designed to detect prohibited and dangerous items hidden in the passenger's luggage specified in these legal acts. Due to the fact that the catalogue of these items is not included in an enumerative way, the security control operator assesses the possibility of using any item other than that specified in the document in terms of the possibility of making an act of unlawful interference. However, the skills of the security control operator are only one of the elements affecting the effectiveness of the security check being performed. The technical background and degree of technical sophistication are no less important in the control process. This paper aims to indicate possible organizational solutions to be applied in practice, which have a measurable impact not only on the effectiveness of the security control performed but also on the throughput at the security checkpoint, which in turn determines the operational readiness of the entire airport. The authors, through empirical studies carried out at airport security checkpoints equipped with different technical and technological solutions, quantitatively indicate the benefits of using new technologies and the possibility of choosing the organization of work at the security checkpoint, depending on the needs arising from the nature and number of flight operations.

Cargo shipments are a growing part of the transport carried out by many air carriers. One of the critical elements in this area of activity is shipment security inspection, which is a mandatory part of the transportation process. This article aimed to study the inspection system's capacity under disruption conditions and determine its dependence on possible technical and organizational improvements. For this purpose, simulation modeling was applied using a microscale model of the cargo security inspection process realized in a colored, timed, stochastic Petri net. Bayesian networks representing the actual process were used to validate the model. As a result of the research, experiments showed that for Katowice Airport in Pyrzowice, more advanced technical solutions can increase capacity by up to 50%. On the other hand, introducing modifications to the procedure, involving at least two checks using specialized assistive devices, can reduce it by up to 40%. Relatively small changes in capacity are expected with changes in the training and experience of screening operators. Based on these results, it can be recommended that airport managers consider using technical solutions with the parameters analyzed in the article. In addition, it is necessary to maintain the level of training at least at the current level. At the same time, any changes in control procedures should be made prudently, only when necessary, due to the need to strengthen the effectiveness of controls during periods of increased terrorist threat.
Przesyłki cargo stanowią coraz większą część przewozów realizowanych przez wielu przewoźników lotniczych. Jednym z kluczowych elementów w tym obszarze działalności jest kontrola bezpieczeństwa przesyłek, która jest obowiązkowym elementem procesu przewozowego. Celem artykułu było zbadanie przepustowością systemu kontroli w warunkach zakłóceń, a także określenie jej zależności od możliwych ulepszeń technicznych i organizacyjnych. W tym celu zastosowano modelowanie symulacyjne z wykorzystaniem mikroskalowego modelu procesu kontroli bezpieczeństwa cargo zrealizowanego w postaci kolorowanej, czasowej, stochastycznej sieci Petriego. Do walidacji modelu wykorzystano sieci Bayesowskie reprezentujące rzeczywisty przebieg procesu. W wyniku przeprowadzonych eksperymentów badawczych wykazano dla lotniska Katowice w Pyrzowicach, że użycie bardziej zaawansowanych rozwiązań technicznych może zwiększyć przepustowość nawet o 50%. Z kolei wprowadzenie modyfikacji procedury, polegające na co najmniej dwukrotnej kontroli z wykorzystaniem specjalizowanych urządzeń wspomagających, może doprowadzić do jej zmniejszenia nawet o 40%. Stosunkowo niewielkie zmiany przepustowości są spodziewane w przypadku zmian w zakresie wyszkolenia i doświadczenia operatorów kontroli bezpieczeństwa. Na podstawie tych wyników można rekomendować, aby zarządzający portem lotniczym rozważyli użycie rozwiązań technicznych o parametrach, które były analizowane w artykule. Dodatkowo, konieczne jest utrzymanie poziomu wyszkolenia na co najmniej dotychczasowym poziomie, zaś wszelkie zmiany procedur kontroli należy wprowadzać rozważnie, tylko wówczas kiedy jest to niezbędne z powodu konieczności wzmocnienia skuteczności kontroli w okresach zwiększonego zagrożenia terrorystycznego.

Opis:
An airport is a designated area on land, water or other surface, in whole or in part, intended for take-offs, landings and above-ground aircraft traffic, including permanent structures and construction facilities contained in its boundaries, entered into the register of airports [Air Law]. In accordance with applicable legal regulations regarding civil aviation security, air transport requires both the passenger and the airport manager to meet a number of conditions determining the ability to travel on board an aircraft. This is mainly related to the limitations imposed by national and EU legal regulations. The growing threat of unlawful interference results in further consequences in the form of tighter security controls at airports. Technological development, new ways and areas conducive to greater vulnerability, have a decisive impact on the methodology and the entire process of screening people and luggage. These activities are aimed, inter alia, at detection in a luggage carried by a passenger, a prohibited item that would serve to commit a broadly understood act of unlawful interference, which in turn may be, for example, a plane crash. No wonder that the airport manager, who is burdened with the main obligation to ensure that the passenger does not have access to prohibited articles on board the aircraft, undertakes a number of organizational measures to fulfill this obligation.
