The goal of IPATS is to personalize Air Transportation System and fill the communication gap, which exists on interregional national and European destinations with underdeveloped transport network, located in a distance longer than 300 km, and where implementation of others modes of fast transport (high-speed rail, traditional airlines) is irrational due to too low flow density travel and where road transport is too disadvantageous in individual, social as well as ecological dimension. Furthermore the objective of such system is to avoid the ever increasing congestion on European roads and to offer an alternative for current transport system. Achieving this objective involves the need to integrate Information & Communication sub-system which enables interaction between Users (passengers) and Providers through internet and mobile networks This paper describes this new idea, its operational concept, system, which must be developed and assumptions for future investigation.

The article refers to the problem of assigning the aircrafts to stops points on the apron. The aim of this paper is to develop the algorithm, which will be used to this assignment. The assignment problem of aircrafts to stops points is the complex decision problems, which refer to the problems of designating the minimal path in the graph. The assignment model was described, i.e. decision variables, constraints and the criterion function. Decision variables take the binary form and determine the connections between the elements of infrastructure of the apron, i.e. touchdown points, intermediate points and stop points. Constraints take into account the number of aircrafts in the given period, the number of unoccupied stop points. The criterion function determines the minimum driving time of the aircraft on the apron. In order to designate the routes in international transport the heuristic algorithm, i.e. ant algorithm was developed. The steps of building this algorithm were presented. This algorithm was verified in the C# programming language. The results generating by the presented algorithm were compared with the results generating by the random algorithm.

The aim of this paper is to empirically analyse the relationship between the trade wars and modes of transport for selected countries. For this purpose the causality relationship between trade value and sea transport / air transportation for EU-G20 and US-G20 countries was examined. Panel causality analysis was used as a method in the study. The empirical findings of the study show the existence of a causality relationship between the trade value and modes of transport (sea transport and air transport) for country groups. This shows that the countries' sea and air transport will be adversely afected by trade wars.

Enhanced Traffic Management System (ETMS) stores all the information gathered by the Federal Aviation Administration (FAA) from aircraft flying in the US airspace. The data stored from each flight includes the 4D trajectory (latitude, longitude, altitude and timestamp), radar data and flight plan information. Unfortunately, there is a data quality problem in the vertical channel and the altitude component of the trajectories contains some isolated samples in which a wrong value was stored. Overall, the data is generally accurate and it was found that only 0.3% of the altitude values were incorrect, however the impact of these erroneous data in some analyses could be important, motivating the development of a filtering procedure. The approach developed for filtering ETMS altitude data includes some specific algorithms for problems found in this particular dataset, and a novel filter to correct isolated bad samples (named Despeckle filter). As a result, all altitude errors were eliminated in 99.7% of the flights affected by noise, while preserving the original values of the samples without bad data. The algorithm presented in this paper attains better results than standard filters such as the median filter, and it could be applied to any signal affected by noise in the form of spikes.

The large US SATS (Small Aircraft Transportation System and EU supported EPATS (European Personal Air Transportation System [4, 5]) projects target to develop and introduce new transportation system based on the newly designed small and smart aircraft mostly personal used in completely redesigned and rebuilt airport and ATM systems. Introduction of such innovative system can be characterized by innovation diffusion process. The diffusion of innovation is the process by which an innovation is communicated through certain channels over time among the members of social system. The penetration of the new innovative system into society and economy can be characterized by “S” curve. In case of earlier time of diffusion, when only the relatively small number of users, called innovators and early adaptors are applying the new system, the evaluation of efficiency of the new system plays a determining role. Generally, it seems the efficiency can be defined and applied for evaluation of the new technology easy. However, the efficiency means different meaning for different group of people, like designers, operators, users, owners, stakeholders, or simple “neutrals”, namely for those who does not belong no one from the named groups. So, the new system must be evaluated with use of different terms, different methods, as technical or energetic efficiency, benefits, etc. This short paper tries to summarize the different definitions of efficiency and their use for evaluating the EPATS and their impacts on the EPATS development process.

Air transportation can be defined as the movement of cargo and passengers by aircrafts, such as airplanes. It has grown to become a huge international industry, which plays a crucial role in the modern globalized world and is one of the main means of common-carrier traveling. In the last decade there has been a significant increase in the regional air traffic in Turkey. The rapid increase of aircraft and passenger movements have shown that although the Atatürk Airport is operating using almost full runway capacity, its current facilities and capacities are not sufficient. And although Sabiha Gokcen, the second Istanbul Airport, does not face immediate problems, there may be a need for new facilities and additional runways in the future. In order to deal with the existing capacity insufficiencies and other problems, the Turkish government started the construction of Istanbul's third airport. Scheduled for six-runway (additional 6 more) development, Istanbul Grand Airport is surrounded by many hopes and the high expectation of becoming the biggest and busiest airport terminal of the world and six continents. But is there really a need of a new airport in Istanbul? and what will its regional and international role be? The aim of this paper is to answer those questions, as well as to explore the opportunities and benefits related with the construction of the Grand Airport and the influences it will have on the regional air traffic around.

There are various definitions of efficiency of transport and different methods of measurement. This makes it difficult to measure and carry out benchmarking assessment of different modes. This paper presents proposals for measuring the efficiency of transport systems, taking as criteria: travel time, energy consumption, material use, impact on environment, affordability and accessibility. Based on these criteria, a benchmarking analysis of road and air transport was carried out. A new proposal for general definition of efficiency of transport is presented.

synthesis of EPATS
Opis:
A mode choice model that generates on demand small aircraft travel forecasts between NUTS-2 regions connections of 28 EU countries based on interregional passengers mobility and value of time and vehicle performance characteristics is presented. The paper explains Small Aircraft Transport demand modeling at the EU mobility and airspace levels. The model is based on the assumption, that the passenger chooses the mode of transport, which minimizes their generalized cost of travel. The model has been developed under the project EPATS (European Personal Air Transportation System) funded by EU Commission. The model gives an instrument to evaluate the potential transfer of passenger demand to personal aviation by 2020 and the fleet of EPATS aircraft that would be needed to satisfy this demand. The estimations have been made first at European level and then at national level for domestic traffic of two European countries: France and Poland.

This paper describes the methodology and results of studies carried out on mobility in European Countries by the authors in the framework of EPATS project (European Personal Air Transportation System). The objective of these studies was to analyse the main characteristics of the mobility in Europe when particularly focusing on the mobility features on the connections where personal aviation could potentially operate. Besides this general analysis of mobility in Europe we also focus on the mobility analysis in two particular countries: France and Poland. Both indeed belong to the countries with the highest traffic level in old European countries and new European countries. The mobility analysis made at a EU 15 level highlights that the long-distance journeys characteristics change according to the customer profile: business and leisure traveler do not travel the same way (difference in terms of transport mode, duration, traveler features (age, gender, etc.)). Characteristics of long-distance mobility therefore vary a lot according to the trip purpose. We identify that 15 223 connections between 28 countries can be considered as EPATS potential connections. All together these potential connections represent 24% of the total existing NUTS 2 connections in Europe. Despite the lack of detailed data on the traffic occurring on these connections the analysis manage to provide very interesting and important information on the current traffic levels and modal splits. The total traffic on the potential EPATS connections is 2400 billion passengers amongst whom 436 million travel to and from France and 93 million to and from Poland. The analysis also highlights the large market share of the road transport mode on these connections since 79% of the passengers travel by car. The air transport market share often exceeds the road one for distance over 1500 Km and reaches 100% for distances over 2000 Km. The road transport mode preponderance on the potential EPATS connections hence tend to mean that the traditional air transportation is often less competitive than the road transport mode. But could a different way of travelling by air such as the personal aviation be an alternative to the traditional air transport as well as to road transport. The answer to this question is the next step of the analysis aiming at assessing the traffic that could be potentially transferred to EPATS by 2020 as well as the EPATS aircraft fleet that would be necessary to satisfy this demand.

This paper describes the European Personal Air Transportation System (EPATS) STUDY project realized in the Sixth Framework Programme. It consists of two parts: First part includes basic information about the EPATS STUDY project: project objectives, list of partners, project structure and deliverables. Second part contains results of the project. There are presented conclusions referring to the accessibility and suitability analysis of European airports, the EPATS demand forecasting, general requirements, environmental and safety aspects, business models and recommendations. Results of the EPATS STUDY project show that it is possible to replace car trips on a distance longer than 300 km by personal air transport based on small aircraft and small local airports in Europe.

Model Predictive Control (MPC) is a model-based control method based on a receding horizon approach and online optimization. A key advantage of MPC is that it can accommodate constraints on the inputs and outputs. This paper proposes a max-plus general modeling framework adapted to the robust optimal control of air traffic flow in the airspace. It is shown that the problem can be posed as the control of queues with safety separation-dependent service rate. We extend MPC to a class of discrete-event system that can be described by models that are linear in the max-plus algebra with noise or modeling errors. Regarding the single aircraft as a batch, the relationships between input variables, state variables and output variable are established. We discuss some key properties of the system model and indicate how these properties can be used to analyze the behavior of air traffic flow. The model predictive control design problems are defined for this type of discrete event system to help prepare the airspace for various robust regulation needs and we give some extensions of the air traffic max-plus linear systems.

Opis:
Decline types of passenger turnover of 517 airports worldwide in 2020 compared to 2019, caused by COVID-19, are analyzed. This decay was uneven in space, as well as in individual countries, areas, poles, centers and cores. The strongest decline in 2020 occurred at airports of Europe (especially in the UK, Spain, Germany, and Italy) and Asia (particularly in India and Malaysia), medium – in the countries of America (the USA, Mexico, Brazil) and Norway, moderate – in Russia, weak – in China. 48% of all airports covered by the study showed a strong decline in passenger turnover (from 65 to 85%), 32% – medium (45 to 65%), 10% – moderate (30 to 45%). A catastrophic decline (over 85%) was recorded at 14 airports (2.7%), weak (15-30%) – in 26 (5%), insignificant (3-15%) – in 9 (1.7%). Stagnation (from -3% to + 3%) was noted only in 1 airport, and growth (more than + 3%) – in 3. The largest international airports with a high proportion of international transit passengers and airports with a narrow resort and tourist specialization were most affected by the covid crisis; less – airports with a dominance of domestic traffic. The pandemic has deformed the persistent territorial structure of world air traffic, which has formed over the past 60 years, and also violated the already established hierarchy of the largest and large airports not only around the world, but also within individual mega-regions and countries with big territories and populations.
W artykule poddano analizie rodzaje spadków ruchu pasażerów na lotniskach spowodowanych skutkami pandemii COVID-19. Badanie przeprowadzono dla 517 portów lotniczych świata porównując zmiany jakie zaszły 2020 r. w stosunku do poprzedniego 2019 r. Obserwowane było niezwykle nierównomierne rozmieszczenie tego zjawiska w przestrzeni, a także w skali poszczególnych krajów, obszarów, biegunów, centrów i rdzeni. Największy spadek liczby obsługiwanych pasażerów wystąpił w 2020 r. na lotniskach Europy (szczególnie w Wielkiej Brytanii, Hiszpanii, Niemczech i Włoszech) oraz Azji (szczególnie w Indiach i Malezji). Średnie nasilenie tego procesu wystąpiło w krajach obu Ameryk (USA, Meksyk, Brazylia) oraz w Norwegii. Natomiast w Rosji spadek liczby obsługiwanych pasażerów miał charakter umiarkowany, a w przypadku Chin wręcz słaby. 48% wszystkich portów lotniczych objętych badaniem było dotkniętych silnymi spadkami (od 65 do 85%), 32% – średnimi (od 45 do 65%), 10% – umiarkowanymi (30 do 45%). Katastrofalne zmniejszenie się ruchu pasażerów (ponad 85%) odnotowano na 14 lotniskach (2,7%), słabe (15-30%) – w 26 (5%), nieznaczny (3-15%) – w 9 (1,7%). Brak zmiany (od -3% do +3%) miał miejsce tylko na jednym lotnisku, a wzrost (ponad +3%) – w trzech innych portach lotniczych. Największe międzynarodowe porty lotnicze z wysokim odsetkiem pasażerów w tranzycie międzynarodowym oraz porty lotnicze o wąskiej specjalizacji uzdrowiskowej i turystycznej najbardziej ucierpiały w wyniku kryzysu pandemicznego – mniej natomiast lotniska z przewagą ruchu krajowego. Pandemia zdeformowała stabilną strukturę terytorialną światowego ruchu lotniczego, która ukształtowała się w ciągu ostatnich 60 lat, a także naruszyła ustanowioną już hierarchię największych i większych lotnisk nie tylko na całym świecie, ale także w obrębie poszczególnych megaregionów i krajów z dużymi terytoriami i populacjami.
