The main purpose of this article is to present the structure of a tactical air force, on the example of the Polish Tactical Air Force, in a form of a technical system. This kind of technical system presents the technical point of view and organizationally bonds currently existing systems, objects (facilities) and components that are included into the Polish Tactical Air Force. The authors consider the Polish Tactical Air Force as the main analyses domain of this article. The model of presented system is mainly focused on operators’ organization and operation system of military aircraft, which are considered as technical objects (facilities) in a tactical air force. At the beginning of this article, the Polish Tactical Air Force is placed in more complex systemic structures. Then, the authors use the systems methodology, systems engineering, technical object-oriented (facility-oriented) approach and the matrix of the Model of Generalized Technical System to describe the Tactical Air Force System and present it via the model of such a system. The following model is based on a tree-shaped scheme divided into five levels of decomposition. The Model of Tactical Air Force System (as the “final product” of authors’ considerations over the selected analyses domain) has a considerable contribution to systems’ development in the Polish Armed Forces. The above-mentioned systems’ development could lead to greater progress in the Polish military as well as in systemic ideas. The implementation of the systems methodology in the design process of a new system, performed in a tactical air force, is an example of technical object systems engineering.

Despite difficulties acquiring 5th-generation stealth technology, the VKS has replaced aging Soviet jets with 4++ -generation fighters and fighter-bombers such as the Su-34 and Su-35 that will continue to provide it a powerful edge over its immediate neighbours while it develops its space policy and completes the modernization of its other services.

After the dissolution of the Soviet Union, Belarus inherited a substantial fleet of warplanes. The Treaty on Conventional Armed Forces in Europe, effective since 1992, obliged Belarus to reduce its air force. In 1996–2010 Belarusian air force underwent the majority of organizational changes. Limited technological and financial resources contributed to gradual reduction of Belarusian military aviation. Today Belarusian air force is not able to replace the recalled warplanes with new constructions. In the immediate years the difficulties of Belarusian air force should be expected to grow as the combat potential decreases.

This research analyses the Russian approach to the use of air power supporting direct subordination to ground forces in comparison with NATO’s approach of an independent component directly conducting the military objective through deep air operations. By drawing upon mostly open sources, this paper sheds light on possible advantages and limitations of both sides’ peculiar approaches in regards to possible future military encounters. Despite taking NATO’s evolution of air power into account, it becomes clear that the Russian military air forces cannot fully adapt in the near future due to mainly historical, economic, technological and geopolitical factors. Therefore, Russia’s air forces are rather unbalanced and incapable of applying the full potential of air power. Through analysing the origins and emphasising further implications as to future development, this research highlights the importance for NATO to focus more on achieving and maintaining air superiority including exploitation of its clear advantage in long-range aviation.

Lech Kaczyński’s tragic death was a direct cause of the détente in PolishRussian relations, proclaimed by Prime Minister Donald Tusk and his Russian counterpart Vladimir Putin just after the Polish Air Force Tu-154 Crash. However this rapprochement is far from the political concept of the President. Considering the Polish internal debate on a proper form of Polish-Russian relations, I would like – in this short article to present a way as to how President Kaczyński understood challenges, that both nations have to pick up.

The Tactical Aircraft Operating System (a system for tactical aircraft operational usage) constitutes the main research area of this paper. The authors present this system via an innovative model for an anthropotechnical system in the format of an aggregated analysis domain. This model constitutes a detailed explication of a fragment of the existing Tactical Air Force System metamodel at the level that concerns tactical aircraft operation systems. The aggregated analysis domain for tactical aircraft operations is built on seven single-analysis domain, each of which includes a series of processes, operations and events, related to the airman’s aviation activities cycle, what happens during an air mission and when an aircraft operating cycle is carried out. The subsequent individual analysis domains are connected to each other by an airman-aircraft anthropotechnical pair. The introduced method of modelling the Tactical Aircraft Operating System ensures the desired generality, comprehensiveness, coherence and transparency of such a model, which allows for its implementation in various types of tactical aircraft and tactical air force bases. In principle, within the presented considerations, the model is described in relation to a single aircraft operating cycle, which is carried out by one airman during a single air mission. However, the authors have taken care when creating this model structure, so that its implementation in more complex aircraft operating cycles (more than one aircraft and one airman) is possible. Apart from the analysis domains (“before take-off”, “departure”, “air task”, “arrival”, “after landing”), which are closely related to the essential aircraft operations, the model also includes the analysis domains associated with air mission preparations and summaries. The model for the Tactical Aircraft Operating System is described by the authors in textual form, as well as in tabular form. The presented concept constitutes an attempt to formally notate the Tactical Aircraft Operating System model, in which each of the individual analysis domains can be treated as an area of interest for hazard risk management processes within the Tactical Air Force System.

This article examines airbases as organizational units of the Polish Air Force from the perspective of executing logistical processes, with a particular emphasis on multirole aircraft maintenance processes. We selected air force bases that deal with multirole aircraft in order to become acquainted with the opinions of service processing executors. The observations of most immediate executors of the processes allow us to examine the possibilities for their enhancement and development. We presented the dependencies between different factors occurring in logistics processes, and their relationships and conditionings [3, 6, 7]. We described these factors using comparative parameters by means of the analysis and tools recommended in the science of management [2, 3, 8], while the collected material was developed using statistical tools and computer software [1]. The article is illustrated with numerous pictures and tables.

Higher military education is nowadays undergoing numerous changes due to the “Concept of the development of higher military education in 2017-2026” adopted in 2016. The following article looks at the planned modifications in the context of training aviation personnel for the needs of the Air Force. The “Training military pilots” section discusses the process of training candidates to be military pilots, the main problems related to it as well as the nature of the system of training and educating the cadets of the Polish Air Force University. The considerations in the next section of the article concern the selection of candidates for military pilots. The recruitment, consisting of several stages, aims to efficiently identify the best candidates for service in aviation. The screening training, the aim of which is to check the predispositions of candidates for serving as pilots, is a novelty in this process. The chapter “Selection” looks at the solutions applied so far in the School of Eaglets, and also analyses the benefits of the new recruitment method. The final sections of the article concern the profile of the graduates of the Polish Air Force University, their target skills and the development plans of the University in the face of the challenges posed.

The list of organisational factors that may constitute accident premises represents a good analysis instrument, equally preventive, but also retrospective, in investigation situations. Forming an effective safety culture is a vital element of acquiring and maintaining an appropriate level of safety and implicitly limiting aviation events. The safety culture “growth” process starts by successfully choosing the right model for the organisation, evaluating the safety culture with the help of the right tools and capitalising the results by taking improvement measures. Once acquired, the safety culture gives the organisation an increased level of security and confidence, thus: low accident rate, active involvement and responsibility from all members, initiative in operations, safety procedures, direct and effective feedback, careful and constant research of procedures, continuous and intense training, setting performance standards both indoors and outdoors, planning several scenarios to create the required variety, the desire to try new ideas, accepting the risk, the failure.

The social and economic developments observed in recent decades in the PRC have led to a significant increase in economic and military capabilities. China is aspiring to the role of world power. Despite the assurances given by President Xi and the Chairman of the Communist Party on China’s peaceful development, the voices and opinions expressed are the opposite. Such an approach will be dominant in coming years and one cannot exclude a possibility of provocation, even armed intervention, if China finds that its national interest is threatened. The focal point of the paper is to assess the air security on the NATO’s eastern flank in the context of the dynamic changes that have occurred in its immediate vicinity. The authors, beginning with an overview of the current framework of the air security situation in the region, have analysed the developments that have taken place in that regard. The modernisation of missile systems, as well as air and space forces by the Russian Federation, both in qualitative and quantitative terms, have been the subject of thorough scrutiny. The challenges generated by the new situation have been weighed against the current and future NATO’s defence capabilities against air threats.
Artykuł skupia się na ocenie bezpieczeństwa powietrznego wschodniej flanki NATO w kontekście dynamicznych zmian w jego bezpośrednim sąsiedztwie. Autorzy rozpoczynając od przeglądu obecnej sytuacji w zakresie bezpieczeństwa powietrznego w regionie, dokonali analizy rozwoju tego środowiska. Szczególną uwagę zwracając przy tym na proces modernizacji systemów rakietowych, sił powietrznych i kosmicznych Federacji Rosyjskiej, zarówno pod względem jakościowym jak i ilościowym. Wyzwania wynikające z nowej sytuacji zostały porównane z obecnymi i przyszłymi zdolnościami obronnymi NATO przed zagrożeniami lotniczymi.

This article diagnoses and evaluates the process of selecting and preparing candidates for military pilots in Poland. The presented changes in the screening training system are to help with understanding the principles of organizing an effective system of recruitment and selection of military pilots at present. It also indicates directions for improvement. The organization of initial flight screening contributes to improving the efficiency of flight training and can serve as a model for use by flight training systems in other countries. The purpose of the article is to diagnose and evaluate recruitment and selection of candidates for military pilots in Polish Armed Forces. The problem that the author addresses is expressed in the following question: in what directions should the current solutions in the selection and training of candidates for military pilots, be improved in order to reduce the attrition rate at subsequent stages of flight training in the future? The research has been conducted at the Military University of Aviation using case study methods. The theoretical research methods, such as analysis and synthesis of information contained in literature and source materials, conclusions and comparison were used to develop the article. In order to confirm the conclusions drawn with the use of theoretical methods, an empirical method was used, which consisted in examining the opinions with the use of expert interviews. Experts were selected from the group of commanders of training units and military pilots involved in selection training, who had an impact on the applicable aviation training and recruitment system in Polish Armed Forces. The results shows main directions of military pilots initial flight screening improvement.
