    This article contains the analysis made with the help of generalized quantative parameters, which shows the tendencies of human potential formation of the Western Ukrainian borderland during 2001–2016. The changes of number of urban and rural population in eighteen borderland rayons in Volyn, Lviv and Zakarpattia oblasts are evaluated. The tendencies of urbanization processes and resettlement of rural population are described. Spatial differences of age structure of urban and rural population are characterized.

    Research background: Adverse demographic changes in many local administration units around the world lead to their shrinkage. These processes are usually accompanied by economic changes. The economic consequences of shrinkage can be assessed based on the budgetary revenues of local units, which are largely dependent on the local population and the demographic structure. Purpose of the article: The aim of this article is to evaluate the shrinkage of Polish municipalities and the effects of population change on the budgetary revenues of local administration units. The analysis was conducted in selected municipalities of the Warmian-Masurian voivodeship, which is the least economically developed region in Poland. The analysis covered the period between 2012 and 2017. Methods: The shrinkage of municipalities was evaluated with the use of the methods proposed by the Shrinking Cities International Research Network (SCIRN). According to this methodology, a local unit shrinks when the annual decrease in population exceeds 0.15% for more than five consecutive years. The influence of demographic changes on the budgetary revenues of municipalities was evaluated with the use of linear correlation analysis (Pearson's r) as well as a survey conducted among municipal treasurers in the Warmian-Masurian voivodeship.  Findings & Value added: Symptoms of shrinkage were described in selected municipalities of the Warmian-Masurian voivodeship. The presence of correlations between different categories of budgetary revenues and demographic changes was confirmed. The results of the study and the formulated practical recommendations constitute constructive inputs to the discussion on possible solutions to the analyzed problem. They can also be used in further research to analyze other aspects of municipal budgets (the consequences of depopulation for budgetary expenditures, municipal debt, etc.) or conduct comparisons with other regions in Poland and in the world.

    Purpose: Three goals were set in the study, which was met: to present the expected changes in the population of Poland, discuss the concept of "living in health" and prognoses regarding this issue. Methodology: The objects of the study were rural and urban-rural communes of the Lesser Poland Voivodeship. The statistical analysis of collected survey data was used as the method. Findings: The level of health popularisation and promotion by Local Government Units (LGUs) is varied. The activities related to the popularisation and promotion of a healthy lifestyle are moderate in 47.9% of respondents in rural communes and 17.4% in urban-rural communes. The level of indebtedness has an impact on undertaking activities in the field of health popularisation and promotion but does not affect the availability of sports and recreation infrastructure. At the same time, too few actual observations were indicated for TSUs taking the full range of measures and having a debt level falling into the 21-30% group (76%). However, too many observations (126%) relate to debt levels of 11-20%. Access to sports infrastructure does not affect the level of health popularisation and promotion. The obtained answers indicate that 34.5% of rural communes and 10% urban-rural have no problem with access to recreational infrastructure, for 35.5% of respondents from rural communes and 11.8% from urban-rural, this is a moderate problem. Implications: The ageing society causes changes and consequences in all areas of socio-economic life. The activities of some local governments are insufficient, and there is a lack of consistency in their conduct in this area.
    W pracy postawiono trzy cele, które zostały zrealizowane: przedstawienie przewidywanych zmian w populacji Polski, omówienie pojęcia „życie w zdrowiu” oraz prognoz dotyczących tego zagadnienia. Obiektami badań były gminy wiejskie i miejsko-wiejskie województwa małopolskiego. Jako metodę badawczą zastosowano analizę statystyczną zebranych danych ankietowych. Poziom popularyzacji i promocji zdrowia przez Jednostki Samorządu Terytorialnego (JST) jest zróżnicowany. Poziom zadłużenia ma wpływ na podejmowanie działań w zakresie popularyzacji i promocji zdrowia, ale nie wpływa na dostępność infrastruktury sportowo-rekreacyjnej. Dostęp do infrastruktury sportowej nie wpływa na poziom popularyzacji i promocji zdrowia. Starzenie się społeczeństwa powoduje zmiany i konsekwencje we wszystkich dziedzinach życia społeczno-gospodarczego. Działania niektórych samorządów są niewystarczające i brak jest konsekwencji w ich postępowaniu w tym zakresie.

    Przeprowadzona analiza struktury demograficznej dużych miast nadmorskich pokazuje, że proces starzenia się ich społeczeństwa jest mocno zaawansowany. W związku z tym faktem najważniejszym zadaniem samorządów miejskich powinno stać się przeciwdziałanie wykluczeniu społecznemu osób starszych. Autorzy postanowili zweryfikować tą sytuację wśród seniorów napływających do największych miast nadmorskich. Jako cel badań przyjęli przeanalizowanie dostępności, do sklepów i aptek jako podstawowych, codziennych usług dla tej grupy społeczeństwa. Uzyskane wyniki są bardzo optymistyczne i zadowalające. Stwierdzono, iż tylko nieliczna część osób starszych, która napłynęła do miast nadmorskich nie ma w odległości 15 minut pieszo sklepu lub apteki. Znacząca większość zakupy spożywcze i medyczne może zrobić w najbliższej okolicy.
    An analysis of the demographic structure of large coastal cities shows that the ageing of their populations is well advanced. Therefore, counteracting the social exclusion of the elderly should become the most important task of the local authorities. The authors decided to review the situation of seniors migrating to the largest coastal cities. The aim of the study was to analyse the accessibility to shops and pharmacies’ whereabouts as basic, everyday services for this group. The findings are highly optimistic and very satisfactory. It was concluded that only a small proportion of the elderly influx into the coastal cities do not find a shop or pharmacy within a 15-minute walking distance. The vast majority can do their grocery and medical shopping in the immediate vicinity.
