    The process of ageing affects all the European Union Member States, including Poland. According to forecasts by the Central Statistical Office, in 2035, the population of Poland will decrease in relation to 2010 by more than 2 million, and the share of people aged 50+ in the total population will increase from 34.8% to 46.6% (Prognoza ludności 2009). In the context of current and projected demo-graphic changes, a discussion is taking place and actions are taken to – on the one hand – extend the period of Poles' economic activity and – one the other hand – implement age management systems in enterprises, enabling the efficient exploitation of the potential of workers aged 50+. The paper considers the problem of the situation of people aged 50+ in the Polish labour market. The main objective is to find out whether in Poland there is a need for the work performed by people aged 50+. The employers' views on work-ers 50+ and the possibilities and conditions of employment of this group are pre-sented. The paper uses and confronts statistics related to the labour market (BAEL) and the results of quantitative and qualitative research carried out by selected Polish research centres within the framework of projects co-financed from EU funds.

    The global financial and economic crisis has fully revealed the risks of over- -indebted countries, whose cause was, inter alia, the maintenance of structural deficits for many years. Economies of the Visegrad Group (V4 Group) conducted even less disciplined fiscal policy than the EU. Nevertheless, the V4 Group has weathered the crisis better than the EU, even though its initial fiscal position was worse. However, in the long term, the fiscal consolidation process will be hindered due to unfavorable demographic trends and the burden on public finances imposed by scarce social security systems. In this respect, the V4 Group is going to experience even greater challenges than the EU. The purpose of this article is to show the arithmetic course and consequences of the sovereign debt crisis on economies of V4 Group as well as the challenges related among others to ageing process its population is going to face in medium and long term.

    Opis:
    The article aims to assess some selected solutions of the Polish government’s programme “Solidarity of generations” [SG] designed to support economic activity among people aged 50+. It presents the results of a national survey conducted in the first half of 2012, mainly the outcomes of questionnaire interviews carried out with representative samples of people aged 45+ and employers. Studies under the name ‘Diagnosis of the current situation of females and males 50+ on the labour market in Poland [D50+]’ were conducted within the project “Equal Opportunities in the Labour Market for People Aged 50+”. In addition to standard methods of descriptive analysis and the assessment of relations, factor analysis is also used to identify the main types of activities advancing opportunities for people aged 45+. Some solutions of the government’s programme, such as the protection of employees from dismissal during the last four years before their retirement, were sometimes evaluated very differently by employers and people aged 45+. At the same time, both employers and people aged 45+ were favourable about free training and public subsidies to set up jobs for an unemployed persons aged 50+. According to the factor analysis results, the most important activities for people aged 45+ to have equal opportunities in the labour market are those activities that directly improve their qualifications. Although this finding is endorsed by both employers and people aged 45+, the insufficient systemic support for life-long learning limits the number of opportunities they could use to increase their employment activity. The variety of evaluations presented by the beneficiaries of the government programme should be taken into account in planning its modification.
    Celem artykułu jest ocena skuteczności wybranych rozwiązań zaproponowanych w rządowym programie Solidarność pokoleń [SG] dedykowanym wsparciu aktywności zawodowej osób 50+. W artykule zaprezentowano wyniki ogólnokrajowych badań przeprowadzonych w I poł. 2012 r., w tym przede wszystkim badań kwestionariuszowych przeprowadzonych na reprezentatywnych próbach osób w wieku 45+ oraz pracodawców. Badania pt. Diagnoza obecnej sytuacji kobiet i mężczyzn 50+ na rynku pracy w Polsce [D50+] zostały zrealizowane w ramach projektu Wyrównywanie szans na rynku pracy dla osób 50+. Poza standardowymi metodami analizy deskryptywnej i oceny współzależności, zastosowano analizę czynnikową celem wskazania głównych kierunków działań sprzyjających wyrównywaniu szans osób w wieku 45/50+ na rynku pracy w Polsce. Rozwiązania ujęte w programie rządowym, jak np. wprowadzenie okresów ochronnych przez zwolnieniem z pracy pracowników na 4 lata przed nabyciem praw do emerytury, spotykały się niekiedy z krańcowo różną oceną przez pracodawców i osoby 50+. Zarówno pracodawcy, jak i osoby w wieku 45+ wysoko oceniają bezpłatne szkolenia czy dofinansowanie ze środków publicznych wyposażenia miejsca pracy dla bezrobotnego 50+. W świetle analizy czynnikowej, dla wyrównywania szans osób w wieku 45/50+ na rynku pracy zasadnicze znaczenie odgrywają te działania, które bezpośrednio przyczyniają się do zwiększenia kwalifikacji osób w wieku 45/50+. Pracodawcy i osoby w niemobilnym wieku produkcyjnym są zgodni w tym zakresie, lecz niedostatek systemowego wsparcia edukacji ustawicznej dla osób w wieku 50+ osłabia możliwości wzrostu ich aktywności zawodowej. Zróżnicowane oceny mogą być wzięte pod uwagę przy modyfikacji programów wsparcia aktywności zawodowej 50+.

    The progressive ageing process concerns both Poland and other Member States of the European Union. In recent years, the share of workers of non-mobile and post-productive age in the total population has been rising, and according to forecasts, in 2035 people aged 45 years and over will represent two-thirds of our society. Since the year 2012, announced the Year of Active Ageing and Solidarity between Generations by the European Commission, more and more attention has been paid in the Polish public space to the issues of an ageing society, including its impact on the health of the economy. The article notes that the ageing process does not occur uniformly across all Polish regions, i.e. at the same pace and with the same intensity. The results of studies indicating the regions being most vulnerable to the ageing of the regional community and the negative consequences of this process in the next two decades are presented.

    While Central and Eastern European (CEE) countries have not yet dealt with all social problems resulting from the post-communist transformation process they are faced with a new challenge – the transition towards ageing societies. Demographic projections indicate that CEE is en route towards becoming the oldest part of Europe in the second half of the 21st century. This article argues that the sociology of ageing is uniquely equipped with the necessary toolkit for analysing emerging social problems and social cleavages characteristic of ageing societies and for proposing mechanisms for their solution. Subsequently, we will outline the contribution of sociology of ageing theory building to the analysis of ageing societies, beginning with the international sociology of ageing before focusing specifically on the sociology of ageing in CEE. The introduction of the articles in this Special issue of STUDIA SOCIOLOGICZNE is embedded in this discussion.
    Kraje Europy Środkowej i Wschodniej nie poradziły sobie jeszcze ze wszystkimi problemami wynikającymi z postkomunistycznych procesów transformacji, a stoją w obliczu nowych wyzwań wynikających ze starzenia się społeczeństw. Prognozy demograficzne wskazują, że kraje te będą najbardziej zawansowanymi ze względu na wiek w Europie w drugiej połowie XXI wieku. Artykuł wskazuje, że socjologia starzenia jest wyjątkowo przygotowana do analizowania pojawiających się problemów społecznych, prezentacji społecznych aspektów starzejących się populacji, ale też oferuje mechanizmy, które mogą być rozwiązaniami tych problemów. W artykule pokazujemy wkład socjologii starzenia w rozwój teoretycznych podstaw analizy starzejących się społeczeństw. Rozpoczynamy od przeglądu międzynarodowego kontekstu teoretycznych podstaw socjologii starzenia, aby zaprezentować krótki przegląd rozwoju socjologii starzenia w krajach Europy Środkowej i Wschodniej, szczególnie w Polsce. Wprowadzenie w artykuły specjalnego numeru „Studiów Socjologicznych” jest też częścią tej dyskusji.
