Neonatal mortality rates by gestational age and birth weight category are important indicators of maternal and child health and care quality. However, due to recent laws on administrative simplification and privacy, these specific rates have not been calculated in Italy since 1999. The main aim of this work is to assess the possibility of retrieving information on neonatal mortality by the linkage between records related to live births and records related to infant deaths within the first month of life, with reference to 2003 and 2004 birth cohorts. From a strict methodological point of view, some critical aspects of the most used record linkage approach are highlighted: specific problems may arise from the choice of records to be linked if there are consistency constraints between pairs (in this context, one death record can be linked to at most one birth record). In the light of considerations on the quality of the starting data, the retrieval of information on neonatal mortality by gestational age and birth weight is restricted to Northern Italy. Specific neonatal mortality rates are provided with reference to 2003 and discussed with particular emphasis on quality issues in the data collection processes.

Poland’s system of higher education has expanded rapidly in the last quarter century. Not all graduates of the massified educational system have succeeded in the labor market. Part of the public debate regarding the labor market performance of graduates focuses on the performance of graduates who attended private institutions and part-time programs. As yet, there has been no detailed research into the career paths of recent university graduates in Poland, let alone a comprehensive investigation of the differences between the performance of graduates of various types of studies. In this paper, we present the newly created Polish Graduate Tracking System. We use data from the system to evaluate the labor market performance of recent graduates and to demonstrate the differences between graduates of public and private education. Overall, the privately educated graduates fare better on the labor market, but a more in-depth analysis shows that this could be attributed to their strategy of early entry into the labor market.

Estimating the size and places of residence of the population of Ukraine has been this country’s problem for the past decade, and is related to the lack of census data for the 2010 round, large-scale processes of external and internal labour migration, and Russia's armed aggression against Ukraine that started in 2014. This already disadvantageous situation has been significantly exacerbated by Russia’s full-scale war against Ukraine which began on 24th February 2022. Conducting statistical surveys, especially surveys regarding the population, turned out to impossible under war circumstances. Therefore, the task of developing effective approaches to estimating the population size using data from existing sources, in particular the data of mobile operators regarding the number, location and mobility of subscribers, has become even more pressing. The article highlights the results of a study on the use of data from mobile operators, data from administrative registers, and the results of a special population sample survey on the use of mobile communication for the purpose of estimating the population. It also provides the results of experimental calculations of the population size in Ukraine as a whole and in particular regions. The study moreover showed that the size of Ukraine’s population in November 2019, unlike the official estimate of 41,940.7 thousand people, was probably about 37,289.4 thousand people. The developed approaches can be used to estimate the number and location of the population of Ukraine during the intercensal period or significant population movements due to environmental disasters or military conflicts.

The article aims to present data resources for the needs of research in geography of industry in Poland. These sources can be independently obtained primary sources or secondary sources. Primary data have a unique value. They are collected for a specific purpose to solve a specific problem. They usually allow for a detailed description of the theme under investigation. As they are obtained directly from the surveyed entities during statistical research, they show timeliness and originality. In the research in geography of industry, primary data sources are used relatively rarely. It is mainly due to the time-consuming and costly nature of this type of research and the increasing difficulties in obtaining consent for research from respondents. Therefore, secondary data, which are the results of previous research, primarily by Statistics Poland, are especially popular. Statistics Poland, deals with issues useful from the point of view of the research in geography of industry, both in the form of surveys of the official statistics and as part of experimental studies. The article describes research carried out by Statistics Poland, which provides essential information about the industry and its location. Administrative data sources which may be helpful in this regard have also been mentioned. Public statistics has access to many of them. The area of interest of official statistics regarding data on industrial activities also refers to the data on the labour areas, which were created using the European version of the TTWA algorithm. The argument presented in this article proves that public statistics investigates a broad spectrum of phenomena related to industrial activities, and the results of these studies are and may be widely used by researchers in geography of industry.

The pace of changes taking place in the contemporary world creates demand for current data at the lowest possible level of territorial aggregation, enabling the assessment of the impact of these changes on local labour markets. Data resources gathered in registers and administrative systems directly or indirectly related to employment seem to provide an opportunity to satisfy these new expectations. However, to be able to use administrative resources for statistical purposes, it is necessary to make allowances for the fact that the administrators of registers and administrative systems collect data to satisfy their own needs and that official statistics reuses them. The aim of the article is to show the analytical opportunities which administrative data sources provide and to demonstrate that they can complement or even replace traditional methods of collecting data on employed persons. The experimental adaptation of data from these sources for statistical purposes proves that, for example, data on employed persons, calculated on the basis of the resources of the Social Insurance Institution (ZUS) and the Agricultural Social Insurance Fund (KRUS), correspond almost fully in terms of definitions with data collected by official statistics. The readiness to come to terms with slight methodological differences related to the count of employed persons in agriculture or persons employed for the purpose of vocational training or agents will make it possible to provide users with this important labour market statistics faster, more frequently, and in aggregations different than those recently offered by official statistics, while limiting or even eliminating many reporting obligations imposed on the national economy entities. This article describes official statistics' current methods of researching employed persons and compares them with the experimental method of calculating the number of these persons on the basis of administrative data sources. Due to the fact that data calculated by means of the experimental method are characterised by a multitude of new information, we decided to present here only selected examples of their analyses and contribution to expanding the knowledge about employed persons in the Polish economy. We would also like to emphasise that data used for this purpose refer to all employed persons (in all entities, including the smallest ones with the maximum of nine employed persons). Other advantages of the administrative data sources are the monthly availability of data and the possibility of aggregating them down to gmina (the lowest local administrative unit) level.
Tempo zmian we współczesnym świecie rodzi zapotrzebowanie na bieżące dane na możliwie najniższym poziomie agregacji terytorialnej, które pozwalałyby na diagnozowanie wpływu zachodzących zmian na lokalne rynki pracy. Szansę na sprostanie tym potrzebom dają zasoby danych gromadzone w rejestrach i systemach administracyjnych, dotyczące bezpośrednio lub pośrednio wykonywania pracy. Wykorzystanie zasobów administracyjnych do celów statystycznych wymaga uwzględnienia tego, że gestorzy rejestrów i systemów administracyjnych zbierają dane na swoje potrzeby, a statystyka publiczna wykorzystuje je wtórnie. Celem artykułu jest wskazanie możliwości analitycznych, jakie dają administracyjne źródła danych, oraz wykazanie, że mogą one uzupełnić, a nawet zastąpić tradycyjne metody zbierania informacji o pracujących. Przeprowadzone prace eksperymentalne polegające na zaadaptowaniu danych z tych źródeł dla celów statystycznych dowodzą, że np. dane o pracujących wyliczone na podstawie zasobów Zakładu Ubezpieczeń Społecznych i Kasy Rolniczego Ubezpieczenia Społecznego niemal w całości pokrywają się definicyjnie z danymi zbieranymi przez statystykę publiczną. Zaakceptowanie drobnych różnic metodologicznych dotyczących liczenia pracujących w rolnictwie czy pracowników zatrudnionych w celu przygotowania zawodowego oraz agentów pozwoli na dostarczanie ważnych danych statystycznych z obszaru rynku pracy szybciej, częściej i w innych agregacjach niż prezentowane dotychczas przez statystykę publiczną, przy jednoczesnym ograniczeniu czy wręcz zlikwidowaniu wielu obowiązków sprawozdawczych ciążących na podmiotach gospodarki narodowej. W artykule opisano dotychczasowe metody badania osób pracujących stosowane w statystyce publicznej i porównano je z eksperymentalną metodą wykorzystującą administracyjne źródła danych. W związku z tym, że dane uzyskane metodą eksperymentalną dostarczają wielu nowych informacji, w niniejszym opracowaniu zdecydowano się na przedstawienie jedynie przykładowych analiz tych danych, które poszerzają wiedzę o pracujących w polskiej gospodarce. Warto również podkreślić, że wykorzystane tu dane administracyjne odnoszą się do wszystkich pracujących (we wszystkich podmiotach, także tych najmniejszych, o liczbie pracujących do dziewięciu osób włącznie). Atutem danych administracyjnych jest ponadto ich comiesięczna dostępność oraz możliwość agregowania do poziomu gminy.

The aim of the paper is to present the experience of the Republic of Serbia in conducting the 2022 Census of Population, Households and Dwellings, focusing on the employment, legal framework and financing of the census as well as on its successful implementation. It discusses strategic decisions on data collection and the integration of information technology - including geospatial data, data collection techniques, machine learning, record linkage and monitoring system - to overcome the challenges posed by the census. The paper addresses the census undercoverage, explores the use of administrative data for item imputation, and examines the development of a statistical population register. The study demonstrates the benefits of adopting a digital-census approach: significant improvement of accuracy, cost reduction and acquired expeditiousness. The Statistical Office of the Republic of Serbia conducted a digital census combined with traditional methods, excluding self-enumeration, along with the use of administrative data for item imputation, and recommends this approach as the most effective way to obtain precise and comprehensive information about a population, including its demographic characteristics, geographic distribution and overall size.
Celem artykułu jest przedstawienie doświadczeń Republiki Serbii w zakresie organizacji Powszechnego Spisu Ludności, Gospodarstw Domowych i Mieszkań 2022, ze szczególnym uwzględnieniem zagadnień dotyczących zatrudnienia personelu, ram prawnych i finansowania tego badania oraz warunków jego udanej realizacji. Praca skupia się na strategicznych decyzjach w sprawie zbierania danych oraz zastosowania technik informatycznych, takich jak: wykorzystanie danych przestrzennych, cyfrowe metody uzyskiwania danych, uczenie maszynowe, łączenie rekordów czy system monitorujący, mających na celu sprostanie wyzwaniom związanym ze spisem. Autorzy poruszają także kwestie niedostatecznego pokrycia spisu oraz wykorzystania rejestrów administracyjnych do imputacji danych. Ponadto poświęcają uwagę opracowaniu i udoskonalaniu statystycznej ewidencji ludności, dokładności danych, obniżeniu kosztów i zwiększeniu efektywności badania. Główny Urząd Statystyczny Republiki Serbii przeprowadził spis powszechny w sposób cyfrowy, łącząc ten mechanizm z metodami tradycyjnymi (z wyłączeniem samospisu) i posiłkując się rejestrami administracyjnymi w celu imputacji danych. Metoda ta jest w artykule rekomendowana jako najefektywniejszy sposób uzyskania precyzyjnych i wyczerpujących informacji na temat populacji, w tym jej charakterystyki demograficznej, rozmieszczenia przestrzennego i liczebności.

The police process huge amounts of personal data without which they would not be able to carry out their basic tasks. The data processed by the police have a very different nature and scope. Data processing in such large quantities and in such a wide range is associated with great responsibility for its safety. Maintaining a high level of security becomes a challenge when, at the same time, it is necessary to take care of the rights of data subjects. The article contains an overview of administrative decisions issued by the Inspector General for Personal Data Protection (currently: the President of the Personal Data Protection Offi ce) relating to police activities. The issues of the implementation of the rights of data subjects are discussed in three areas, i.e.: sharing information from police resources, deleting data from the National Police Information System, and verifi cation of identity documents.

Opis:
The right to the protection of personal data, which is part of the right to privacy, is a fundamental human right. Thus, its guarantees were included in the high-level regulations of the European Union as well as the legal norms of the EU Member States. The first Polish law regulating the protection of personal data was adopted in 1997 as the implementation of EU Directive 95/46. The law imposed a number of obligations on public and private entities which process personal data in order to protect the rights of data subjects and, in particular, to guarantee them the ability to control the correctness of processing of their personal data. Therefore, the law obliged data controllers to process data only on the basis of the premises indicated in the legislation, to adequately secure data, and to comply with the disclosure obligation concerning data subjects, including their right to correct false or outdated data or to request removal of data processed in violation of the law. However, as complaints directed by citizens to the supervisory body-the Inspector General for Personal Data Protection-showed, personal data controllers, especially those operating in the private sector, did not comply with the law, acting in a manner that violated their customers’ rights. In the hitherto existing unfair business practices of entrepreneurs, the violations of the data protection provisions that were the most burdensome for customers were related to preventing them from exercising their rights, including the right to control the processing of data, as well as the failure to provide the controller’s business address, which made it impossible for subjects whose data were used in violation of the law or for the inspecting authorities to contact the company, a lack of data security and a failure to follow the procedures required by law, the failure to secure documents containing personal data or their abandonment, a lack of updating customer data, the use of unverified data sets and sending marketing offers to deceased people or incorrect target recipients, and excessive amounts of data requested by controllers. The violations of the rights of data subjects recorded in Poland and other EU Member States-among other arguments-provided inspiration for the preparation of a new legal act in the form of the EU General Data Protection Regulation (GDPR) (which entered into force on 25 May 2018). The extension of the rights of people whose data are processed was combined in the GDPR with the introduction of new legal instruments disciplining data controllers. Instruments in the form of administrative fines and the strongly emphasised possibility to demand compensation for a violation of the right to data protection were directed in particular against economic entities violating the law.

At the beginning of the 20th century, there was an active debate about random selection of units versus purposive selection of groups of units for survey samples. Neyman's (1934) paper tilted the balance strongly towards varieties of probability sampling combined with design-based inference, and most national statistical offices have adopted this method for their major surveys. However, nonprobability sampling has remained in widespread use in many areas of application, and over time there have been challenges to the Neyman paradigm. In recent years, the balance has tilted towards greater use of nonprobability sampling for several reasons, including: the growing imperfections and costs in applying probability sample designs; the emergence of the internet and other sources for obtaining survey data from very large samples at low cost and at high speed; and the current ability to apply advanced methods for calibrating nonprobability samples to conform to external population controls. This paper presents an overview of the history of the use of probability and nonprobability sampling from the birth of survey sampling at the time of A. N. Kiaer (1895) to the present day.
