The historical point of view is important to fully understand foreign affairs. For Polish-Czech relations the crucial period in this respect is 1918–1945. The matter of the conflict were borderlands, with the most important one – Zaolzie, that is, historical lands of the Duchy of Cieszyn beyond Olza River. Originally, the land belonged to the Crown of the Polish Kingdom, then to the Kingdom of Bohemia and Austrian Habsburg dynasty. After World War I, local communities took control of the land. Czechoslovakian military intervention and a conflict with Bolsheviks caused both parties to agree to the division of Zaolzie through arbitration of powers in 28 July 1920. Until 1938, key parts of Zaolzie belonged to Czechoslovakia. In that year, Poland decided to annex territories lost according to the arbitration. After World War II tension between Poland and Czechoslovakia heightened again. Czechoslovakia made territorial claims on parts of Silesia belonging to Germany. Poland once more tried to reclaim Zaolzie, but military invasion was stopped by Stalin. Negotiations failed, but the escalation of the conflict was stopped. Two years later the relationship between the parties was eventually normalized, the final agreement was signed in 1958 and it is still in place today.

The paper touches upon the theme of how the provincial press in Poland commented on the Polish-Czechoslovakian conflict over Cieszyn Silesia, Spiš and Orava. The timespan covers a few months in 1938 and 1939 - from the time Hitler made his claims towards Czechoslovakia until the moment the state was dismantled. The author has focused on presenting the Polish-Czechoslovakian relations as reported by the press published in Siedlce, a district town located in the centre of pre-war Poland. At that time four periodicals were published there. The analysis of these publications has allowed the author to determine that the editors informed their readers about the situation of the disputed territories on a regular basis. The editors tried to make their message more attractive by posting photos or accounts by special correspondents. They built among its readers a negative image of the Czechoslovakian state, which was presented as an artificial creation where the rights of national minorities were not respected. The incorporation of these lands into Poland was presented as a symbol of historical justice. The press also played an important part in mobilising the local community to act for fellow countrymen from the lands being the object of the Polish-Czechoslovakian dispute. However, it did not recognise the growth of Slovakian independence activities, which were important for the internal affairs of Poland’s southern neighbour.

Opis:
One of the important factors binding an ethnic group is a language. From this point of view, it has to be stressed that in the territory of the historic Duchy of Teschen we have recorded the presence of members of Polish, Czech and German, and – to a lesser extent – Jewish, Slovak, Ruthenian and Wallachian nationalities. The political history of this region was unusually disruptive – change of citizenship was typical and, as a result, spoken and official language changed as well. Over the centuries, Latin, German, Czech and Polish have been used as official languages. Regarding the current usage of standard language varieties, the formal Czech, Polish and – to a lesser extend – Slovak are used. As far as dialects are concerned this group belongs of the southern subgroup of Silesian dialects, the majority of which are located in the polish territory. The dialect is used by the local inhabitants of both Polish and Czech nationalities. Apart from dialect, other language forms used are standard Czech (it is a compulsory class in Polish-language schools), standard Polish as a code of pedagogical communication in local Polish schools, the language of Polish minority magazines; Polish plays on the Polish stage of the Těšín Theater are also shown in Polish language. Polish is used at the events organized by Polish organizations and Polish church services. The Těšín Silesian dialect is probably the most widespread communication code and performs the function of natural, commonly spoken language. Its usage is not determined by age or ethnicity. Generally speaking, the inhabitants of the area are bilingual and, depending on the communication situation, choose the appropriate language code. However, the ethnic identity cannot be derived only from language usage, although language identity is one of its important elements. In the past the inhabitants of Czech Těšín region felt the need similar to that of other inhabitants of other border regions with multi-ethnic, multicultural and multilingual character – the necessity for self-identification. Nowadays, the situation is different – the Czech majority does not feel the need to emphasize its ethnicity, and Polish minority, thanks to Polish schools, organizations, democratization processes and participation in Polish cultural life, declares Polish nationality, but stresses its specific region origin.

The defeat of Poland in September 1939 prompted General Władysław Sikorski, appointed Commander-in-Chief and Prime Minister of the Republic of Poland, to take steps to implement his earlier concept of a close relationship between Poland and Czechoslovakia. The aim of the project undertaken in Sikorski’s talks with Edward Beneš was to create a strong entity capable of countering the German and Soviet threats in the future. The implementation of such a plan, assuming the future expansion of the union to include other countries in the region, would provide a real opportunity to change the then geopolitical system in Central and Eastern Europe. The Sikorski-Beneš talks took place from the autumn of 1939 to the spring of 1943, when the Czechoslovak side adopted the pro-Soviet option in its policy and, in practice, with drew from joint preparatory work to establish the Confederation Union. One of the main areas taken up during the Polish-Czechoslovak talks was the issue of shared defense policy. It is most broadly presented in two documents: in the Principles of the Constitutional Act of the Polish-Czechoslovak Confederation prepared by the Polish side and in the Czechoslovak Basic Principles of the Czechoslovak-Polish Confederation.
Klęska Polski we wrześniu 1939 roku skłoniła gen. Władysława Sikorskiego, powołanego na stanowisko Naczelnego Wodza i premiera RP, do podjęcia kroków zmierzających do urzeczywistnienia jego wcześniejszej koncepcji ścisłego związku Polski i Czechosłowacji. Celem podjętego w rozmowach Sikorskiego z Edwardem Benešem projektu było utworzenie silnego podmiotu, zdolnego w przyszłości do przeciwstawienia się zagrożeniu niemieckiemu i radzieckiemu. Realizacja tak pomyślanego planu, zakładającego w przyszłości poszerzenie związku o kolejne państwa regionu, dawałaby realną możliwość zmiany ówczesnego układu geopolitycznego w Europie Środkowej i Wschodniej. Rozmowy Sikorski-Beneš toczyły się od jesieni 1939 roku do wiosny 1943 roku, kiedy to strona czechosłowacka przyjęła w swej polityce opcję proradziecką i w praktyce wycofała się ze wspólnych prac przygotowawczych do powołania Związku Konfederacyjnego. Jednym z głównych obszarów podejmowanych w trakcie rozmów polsko-czechosłowackich była problematyka wspólnej polityki obronnej. Najszerzej przedstawiona została w dwóch dokumentach: w opracowanym przez stronę polską Zasadach Aktu konstytucyjnego Związku Polski i Czechosłowacji oraz w czechosłowackich Podstawowych zasadach konfederacyjnego związku Czechosłowacji i Polski.

The article describes the role of the problem of national minorities (Poles in Zaolzie, Czechs mainly in Kłodzko, and Slovaks in Polish parts of Spiš and Orava) in Polish-Czechoslovakian relations during the communist era. In the light of the author’s research, the nationalist heritage of border disputes from the first half of the 20th century influenced relations between the two countries also in later years, although the minority problem in their mutual relations was marginal and officially did not exist for both sides.
