The main objective of the article is to present the prospect of extending the European Union to the countries of the Western Balkans. It presents the criteria to be met by the candidates for EU accession, followed by an analysis of the most important problems related to the accession process, both those afflicting the Member States (enlargement fatigue – lack of acceptance for further enlargements among societies) and those faced by the Western Balkan countries – lack of political stability, widespread corruption, organized crime, unresolved disputes with neighbours, lack of preparation for functioning in the common market. Subsequently, the perspectives of possible EU enlargements for the Balkan countries are outlined.

The authors continue to study the aspect of the causes and conditions of the emergence of radicalism and violent extremism in this region while outlining the basic guidelines for the prevention of these phenomena at the end of the research. In this concern, the authors particularly emphasise the necessity of cooperation, coordination and strategic approach among all parties of the region, for the prevention of radicalism and violent extremism in the Western Balkans.

When in April, 2007, western Balkan countries started the facilitation of the visa agreement that will allow them extremely simplified procedures for visa application in order to enter EU countries, many of the citizens of this region that historically has been isolated were skeptical this will really happen. This article analyses in detail the process of visa liberalization for the western Balkan countries and argues that visa facilitation is shown to be very useful despite the fact that only one country – known as “ghettoized” – the Republic of Kosovo. This state that is recognized internationally by 75 nations, of which 22 are EU, has remained the last Balkan country whose citizens still cannot travel freely in the EU. An important role in visa liberalization are the agreements of re-acceptance which are signed between the countries of the region and the European Commission that asks said countries to turn back all their citizens which are found illegally in the EU. Among others, this article provides an objective analysis in terms of the political implications of visa liberalization and free movement inside the European Union. The authors argue that traveling facilitations have become useful for citizens of particular countries whose aims are for positive achievements and growth along with the EU.

For many years, the priority of foreign policy determined by subsequent governments of the six Western Balkan countries, i.e., Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia has been their accession to the European Union. Yet, in recent years, this process has slowed down, and so it can be assumed that in the coming years there will be no further enlargement of the EU to include any of the Western Balkan countries. The following article is aimed at analysing the present status of European integration with regard to the aforementioned states, and discusses the causes of regression in this process which can be identified on the side of the non-EU Western Balkan states and the European Union itself. Their integration is also a key issue in the context of the increasingly stronger presence of non-EU players such as China, Russia, and Turkey, all competing with the European Union for influence in this important region. The study was based on discourse analysis (including the critical discourse analysis approach) and content analysis.

With the end of the Cold War, Western Balkans countries have embraced the perspective of integration into the Euro-Atlantic structures, with the exception of Serbia and Bosnia-Herzegovina regarding accession in NATO. The return of international system from hegemonic to competitive followed by the ambiguities that accompany the integration into the Euro-Atlantic structures marked the return of competitors like China, Russia and Turkey in the regional affairs. To map out sources of influence and the context in which foreign interferences affect decision-making and interests, transfer ideas and norms in the region, the paper uses the concept of linkages that facilitate the understanding of opportunities and constrains, benefits and costs resulting from established relationship between Western Balkan countries and different international and regional powers. The paper makes a multi-level investigation of linkages developed between Western Balkans and the leverage of the most influential actors during the last decade, without undermining historical and societal context that favor of disfavor them.

The paper presents the results of research on changes in the level of socioeconomic development in Western Balkan countries, including Albania, Montenegro, North Macedonia and Serbia, for the period 2010- -2018. The level of development was determined by the method TOPSIS, based on two social and six economic criteria using data from national statistical offices. The results indicate that four countries present long-term positive growth over the course of the decade. Throughout the entire analyzed period, Montenegro characterized with the highest and Albania the lowest development in the region. These countries characterized with the most and the least favorable levels of the analyzed categories, inter alia, the level of employment in agriculture, population growth, infant mortality rate, or the average wage. W pracy przedstawiono wyniki badań dotyczących zmian poziomu socjoekonomicznego rozwoju w krajach Bałkanów Zachodnich, w tym w Albanii, Czarnogórze, Macedonii Północnej i Serbii, w latach 2010–2018. Poziom rozwoju określono metodą - TOPSIS w oparciu o dwa kryteria społeczne i sześć kryteriów ekonomicznych z wykorzystaniem danych z krajowych urzędów statystycznych. Wyniki wskazują, że cztery kraje odnotowują długoterminowy dodatni wzrost w ciągu dekady. W całym analizowanym okresie najsilniejszym rozwojem w regionie charakteryzowała się Czarnogóra, a najniższy Albania. Kraje te charakteryzowały się najbardziej i najmniej korzystnymi poziomami analizowanych kategorii m.in. poziomem zatrudnienia w rolnictwie, przyrostem naturalnym, wskaźnikiem umieralności niemowląt czy przeciętnego wynagrodzenia. Poziomy rozwoju Macedonii Północnej i Serbii były średnie w regionie. Jednak stabilne i dość korzystne trendy głównych kryteriów społeczno-ekonomicznych regionu pozwalają oczekiwać, że jego potencjał rozwojowy będzie kontynuowany w przyszłości.

As several Western Balkans countries aspire to become members of the European Union (EU) in the (near) future, it is interesting to explore to what extent EU territorial trends are adopted in both the official national regulations and spatial planning practice. To do so, we: 1) screen EU territorial policies to elucidate the trends and principles of territorial development, 2) analyse the contents of spatial plans in Serbia and Bosnia and Herzegovina, and 3) compare the practical application of the principles such as decentralisation, diffusion of power, subsidiarity, multi-actorship, synergy, transparency, citizen participation, coordinated action (among various disciplinary bodies), and holistic strategies. The findings show the ineffectiveness of declaratively adopted EU territorial trends against place-based territorial policy approaches.

National identity is an important aspect of shaping the nation. Macedonians create their identity, and thus their separateness from others, with the help of elements that bind the community together, such as - the state, religion, and language. As early as 1991, when the Republic of Macedonia gained independence, the country fought for its national independence. At that time, there were many conflicts related to Macedonian identity. The main goal of the article is to present crucial changes in the Constitution of the Republic of North Macedonia that occurred after 1991 and were related to signed international agreements as well as to two conflicts: Macedonian-Albanian and Macedonian-Greek
Tożsamość narodowa jest ważnym aspektem kształtującym naród. Macedończycy kreują swoją tożsamość, a tym samym odrębność od innych za pomocą elementów spajających wspólnotę, takich jak - państwo, religia oraz język. Już od 1991 r., kiedy Republika Macedonii uzyskała niepodległość, państwo to walczyło o swoją odrębność narodową. W tym czasie dochodziło do wielu konfliktów związanych z tożsamością macedońską. Celem artykułu będzie przedstawienie istotnych zmian w Konstytucji Republiki Północnej Macedonii, które wystąpiły po 1991 r. i były związane z podpisanymi umowami międzynarodowymi oraz dwoma konfliktami: macedońsko-albańskim oraz macedońsko-greckim.

Western Balkan jurisdictions (Serbia, Montenegro, Bosnia and Herzegovina, and Macedonia (FYROM)) are often outside the focus of the competition community in the EU. This paper aims to rectify that, by providing an overview of the most interesting competition law developments in these jurisdictions during 2017. The overview will show that, despite similarities in their competition legislation, the observed jurisdictions differ when it comes to their priorities in competition law enforcement: while for some the accent is on merger control, for others it is on antitrust. The paper also highlights certain peculiarities of the observed jurisdictions, even though they are all based on the EU model. These include the existence of a notification system with respect to individual exemptions of restrictive agreements in three out of the four observed jurisdictions.
Les juridictions des Balkans occidentaux (Serbie, Monténégro, Bosnie-et-Herzégovine et Macédoine (ARYM)) souvent ne sont pas au centre du débat sur la concurrence d l’UE. Cet article vise à remédier à cela, en donnant un aperçu des plus intéressants développements du droit de la concurrence dans ces pays au cours de 2017. La vue d’ensemble indique que, en dépit des similitudes dans leur législation sur la concurrence, les juridictions observées diffèrent en ce qui concerne leurs priorités en matière d’application du droit de la concurrence: alors que pour certains l’accent est mis sur le contrôle des concentrations, pour d’autres il est sur la concurrence. L’article met également en évidence certaines particularités des juridictions observées, même si elles sont toutes basées sur le modèle de l’UE. Ceux-ci comprennent l’existence d’un système de notification en ce qui concerne les exemptions individuelles des accords restrictifs dans trois des quatre juridictions observées.

The goal of the article it to present the role and meaning of the Western Balkans for the Polish foreign policy on the eve of the Polish Presidency in the EU. It is worth wondering if the fact of running the Presidency causes the change of character of the Polish foreign policy toward the region. The final answer will be possible after its end but some divagations are possible today, after the analysis of initial aims of the Polish Presidency. A question, if there is a necessity of enhancing the Polish activity and Polish presence in this part of Europe, is also legitimate. Experiences of the last years show that the interest of the Polish diplomacy in the region of the Western Balkans was limited and even if we showed some activity, it was the support for realization of the strategic aims of the foreign policy. The turning point in the Polish policy towards the Western Balkans could be a membership in the EU. Then there appeared a possibility of widening the field of influence of the Polish policy on the Balkans with the use of not only the own resources and political instruments but also the instruments at the EU disposal. It is worth considering whether it is not worth to use the moment to dynamize the Polish actions towards the region, especially when the region is very important for the EU and when the EU functions also as a promoter of stabilization, transformation and permanent development of the Western Balkans.

At its 30th anniversary, the Maastricht Treaty remains a milestone in the history and practice of the European Union. This referring to the adhesion process, since the set of conditions that a country must accomplish have been settled and derived by the treaty, but also for the fact that now, after 20 years of entering in force, the Euro, the Union currency, has performed and faced different consecutive challenges, thus becoming observable concerning it effects and role, and as a consequence, its theoretical and practical validity. But there is yet a vast area, in the center of Europe, that is still dragging on its calvary of adhesion, that of the Western Balkans. At this point, considering the processes that the countries of this area have been going through, by pursuing the adhesion path, the analysis of the dominating factors that have determined the trajectory of their EU membership, becomes essential. The paper questions and analyses the validity of the Maastricht Treaty and subsequent criteria for the adhesion of the Western Balkan countries, as well as highlights on the ‘ad-hoc’ criteria and evaluations often applied during the process and their consequences in terms of the attitudes of the Balkan populations and their determination toward the EU and the Western Balkans adhesion.

W 2018 roku Unia Europejska (UE) przypomniała, że przyszłość Bałkanów Zachodnich znajduje się w UE. Perspektywa „europejskiej (unijnej) przyszłości” została zaprezentowana państwom bałkańskim już piętnaście lat wcześniej, w 2003 roku, kiedy to zostały one uznane za państwa potencjalnie kandydujące do członkostwa w UE. W 2016 roku Sarajewo zawnioskowało o akcesję do Unii Europejskiej. Głównym celem niniejszego artykułu jest zatem analiza możliwości przystąpienia Bośni i Hercegowiny do UE. Niezbędne jest zidentyfikowanie - chociażby wybranych - szans i wyzwań, perspektyw i barier na drodze do dalszej integracji tego państwa z Brukselą. Tłem dla rozważań musi stać się polityka Unii Europejskiej wobec regionu Bałkanów Zachodnich, która straciła na dynamice wraz z początkiem drugiej dekady XXI wieku, by w jej końcu próbować ją (z różnych względów) odzyskać. Czy na intensyfikacji polityki rozszerzenia UE może skorzystać Bośnia i Hercegowina?
In 2018 the European Union (EU) recalled that the future of the Western Balkans lies in the EU. The vision of an “European (Union) future” was announced to the Balkan countries fifteen years earlier, in 2003, when they were recognized as a potential candidates for membership in the EU. In 2016 Sarajevo decided to apply for membership in the European Union. Therefore, the main aim of this article is to analyse the possibility of joining the EU by Bosnia and Herzegovina. It is necessary to identify - even if chosen - opportunities and challenges, perspectives and barriers on the path to further integration of that country with Brussels. The background of these considerations must be the EU’s policy towards the Western Balkans region, which lost its dynamics with the beginning of the second decade of the 21st century, and is trying to retrieve if for various reasons nowadays. Will Bosnia and Herzegovina benefit from the intensification of the EU’s enlargement policy?

In 2018, the competition authorities in the Western Balkans (Serbia, Montenegro, Bosnia and Herzegovina, and North Macedonia) have continued with their enforcement activities. The level of their activity varies from year to year, but the trend has continued where the Serbian competition authority is the most active one in the region. Generally, the focus of the enforcement activities of the Balkan competition authorities is on merger control, an exception being Bosnia and Herzegovina, where the emphasis is on antitrust enforcement.
En 2018, les autorités de concurrence des Balkans occidentaux (Serbie, Monténégro, Bosnie-Herzégovine et Macédoine du Nord) ont poursuivi leurs activités d’application du droit de la concurrence. Le niveau de leur activité varie d’une année à l’autre, mais la tendance s’est maintenue là où l’autorité serbe de la concurrence est la plus active dans la région.
