The aim of the study was an evaluation of spatial diversification of the production potential of agriculture in Poland. Land resources, labour and capital, as well as effectiveness of their use, have been analysed in 16 voivodeships in Poland. The study is based on data obtained from Central Statistical Office from 2012. Research shows that among the regions with the greatest resources of agricultural land there are the following voivodeships: Mazowieckie, Wielkopolskie and Lubelskie. The highest labourr esources per 100 ha of the agricultural land were identified in the voivodeship of Malopolskie, Podkarpackie and Świetokrzyskie. Studies have shown that regions with a high level of development were accompanied by higher productivity of production f actors in agriculture, while in the less developed voivodeships where there are structural problems in the sector concerned, land and labor productivity is usually lower. The lowest effective use of its potential production, especially with reference to labour factor, was therefore noted in such regions as Podkarpackie, Malopolskie, Świetokrzyskie and Lubelskie. Moreover, the existence of differences in the productive potential of the regions surveyed should be emphasised. The greatest variation was related to labour and land productivity, the smallest was noted in case of capital factor.
Celem opracowania jest ocena przestrzennego zróżnicowania potencjału produkcyjnego rolnictwa w Polsce. Analizie poddano zasoby ziemi, pracy i kapitału oraz efektywność ich wykorzystania w 16 województwach w Polsce. W pracy wykorzystano dane GUS z 2012 roku. Z badań wynika, że wśród regionów o największych zasobach użytków rolnych znajdują się województwo mazowieckie, wielkopolskie oraz lubelskie. Najwyższymi zasobami pracy w przeliczeniu na 100 ha użytków rolnych charakteryzowały się natomiast województwa: małopolskie, podkarpackie i świętokrzyskie. Badania wykazały, że regionom o wysokim poziomie rozwoju towarzyszyła wyższa produktywność czynników produkcji w rolnictwie, natomiast w województwach gorzej rozwiniętych, gdzie występują problemy strukturalne w analizowanym sektorze, wydajność ziemi i pracy zwykle jest niższa. Najniższą efektywnością wykorzystania posiadanego potencjału produkcyjnego, zwłaszcza w odniesieniu do czynnika pracy charakteryzowały się zatem takie województwa, jak podkarpackie, małopolskie, świętokrzyskie, czy lubelskie. Ponadto należy podkreślić występowanie różnic w zakresie potencjału produkcyjnego badanych regionów. Największe zróżnicowanie dotyczyło produktywności pracy i ziemi, mniejsze było w przypadku czynnika kapitału.

Research background: The identification of smart specialisations should be based on information allowing the identification of resources and capital in the regions, which constitute the unique value of the area providing for the development of competitive advantages based on innovations and achievements in the research and development activities.  Purpose of the article: The key goal is to present the proposal to use an aggregate (synthetic) measure for the purpose of identifying regional development potentials and next the initial smart specialisations (RSS). This approach is particularly useful at the very initial stage of recognizing the potential in the region, and ? after some modifications ? may offer a useful tool for assembling the de-velopment of industries (services) in the region. The additional goals are: (1) to organize the knowledge regarding statistical approaches and selected methods to be used in the process of identifying initial smart specialisations in regions (RSS); (2) exemplification of the presented methodology for the initial regional smart specialisations (RSS) identification in voivodeships in Poland based on a multivariate approach. Methods: Multivariate statistical analysis (MSA) methods are used in the identification procedure of initial regional smart specialisations (RSS), which allowed for performing the assessment in 4 areas: resources and capital; specialisation; development potential (dynamics); the involvement in research and development and innovative activities. They can also be extended with additional dimensions related to the cooperation of enterprises with social or environmental priorities. Findings & Value added: The conducted procedure allowed identifying NACE rev. 2 divisions useful in determining development potentials in Polish regions and later the initial smart specialisations (RSS). The identified initial RSS for Polish voivodeships can be a starting point for building regional smart specialisations based on values supply chain or other premises. Due to the universal nature of the proposed methodology, it can be widely used at the level of subregions, regions and the EU countries.

The economic potential of individual regions of Poland is different. Each region has its own individual specificity. Use of the specific nature of a given region is a significant element of managing the country as a whole and individual regions. Occurring imbalances in economic development may cause a lot of adverse conditions, such as internal migration or regional marginalisation. Excessive price and income disparities may consequently result in under mining the economic growth of the entire country. For reason of coherence of the whole country, it is beneficial if disproportions between given regions are not too large. This study focuses on an attempt to identify the price consequences of diversification of regional development in Poland. The analysis drew on coefficient of variation, correlation coefficient, regression coefficient and medium-term rate. It is noted that individual regions are different in terms of the dynamics of economic growth, degree of development and salary level. However, prices are much less diverse.

It is important to recognise future conditions in planning because it primes future actions. Scenarios are useful prognostic tools, especially when the social and institutional behaviour plays a crucial role. The aims of the paper are: (1) to indicate the roles and the place of scenarios in the strategic plan building process; (2) to analyse and evaluate the application of scenarios in regional planning in Poland; (3) to transpose the research results on scenarios in local planning for their application in regional planning. There are a few documents in which scenarios are applied: three strategies for regional development and two spatial development plans for regions. The author analysed the scenarios in all of those documents and offered some recommendations transposing the effects of previous research from local to regional planning.

The aim of this paper is to evaluate the symmetry of demand and supply shocks affecting Polish voivodeships and to assess the risk of asymmetric shocks in the future. The study employs the SVAR-based Blanchard and Quah (1989) decomposition as modified by Bayoumi and Eichengreen (1992), and uses a new method of estimating quarterly GDP by voivodeships. The results point to a relatively high symmetry of shocks and a rather low risk of their occurrence. Shock asymmetry does not appear to be strongly related to differences in production structures, which is claimed in most theoretical approaches, including the Optimum Currency Areas Theory.

Knowledge-based economy and cooperation in the conditions of globalisation and the economic integration result in shifts in the job market, which became the cause of development in higher education in Poland. Suitability of the offer of Polish universities to the demands of future employers represents an embodiment of the educational aspirations of future employees. The aim of the article is to analyse the processes that occur in the structure of the studies at universities in correlation to the changes visible on the labour market in individual voivodeships. The study shows the changes that took place in the structure of the education fields chosen by students as well as in the structure of the labour market. It uses measures for structural analyses and examines the intensity, rate and stability of the adaptation of these structures in the years 2008-2014. The study shows differences in the characteristics of adaptive processes in the fields of study and structure of labour markets in voivodeships in Poland.

Subject and purpose of work: The objective of this work was to identify the factors which determine the social and economic development, present the disproportions in the development of regions, show the relations between the level of the economy and the pace of development of regions, and to determine the growth poles. Materials and methods: The spatial scope of the research covered 16 voivodeships and the time range included years 2005 and 2013. The sources of materials constituted: home and foreign literature, GUS (Central Statistical Office) data. The Pearson correlation coefficient and descriptive, tabular, graphic, index methods were used to analyse and present data. Results: The conducted research showed that there is a big disproportion between the regions. The increase in disparities is visible, among other things, concerning the unemployment level and percentage of people who work in the services’ sector. The voivodeships with the best economic situation and the highest level of factors determining the development were the growth poles. These voivodeships include definitely the Mazowieckie Voivodeship, then Śląskie, Wielkopolskie and Małopolskie Voivodeships. Conclusions: It has been confirmed that there is a correlation between the economic situation and the pace of development of regions. The calculated correlation coefficients allowed to assess that with regards to most of the features determining the regional development, there occurred moderate or strong significant dependency with the economic situation of the region.
Przedmiot i cel pracy: Celem pracy było zidentyfikowanie czynników określających rozwój społeczno-gospodarczy, przedstawienie dysproporcji w rozwoju regionów, ukazanie związków między poziomem gospodarki a tempem rozwoju regionów, określenie biegunów wzrostu. Materiały i metody: Zakres przestrzenny badań obejmował 16 województw, natomiast zakres czasu lata 2005 i 2013. Źródła materiałów stanowiły: literatura krajowa i zagraniczna, dane z GUS. Do analizy i prezentacji danych wykorzystano metodę opisową, tabelaryczną, graficzną, wskaźnikową oraz współczynnik korelacji liniowej Pearsona. Wyniki: Wykonane badania wykazują istnienie dużych dysproporcji między regionami. Pogłębienie się różnic nastąpiło m.in. w przypadku stopy bezrobocia oraz odsetka pracujących w usługach. Biegunami wzrostu były województwa z najlepszą sytuacją gospodarczą oraz najwyższym poziomie czynników określające rozwój, a więc zdecydowanie mazowieckie, a dalej śląskie, wielkopolskie i małopolskie. Wnioski: Potwierdzono istnienie istotnego związku między sytuacją gospodarczą regionu a tempem rozwoju regionu. Obliczone współczynniki korelacji pozwoliły na stwierdzenie, że w przypadku większości cech określających rozwój regionalny występowała umiarkowana lub silna istotna zależność z sytuacją gospodarczą regionu.

Analyses of road safety at national level have been run for many years and large number of publications concerning them appeared so far. How interdisciplinary the issue is, has been shown by literature studies done by the author of the paper. It appears that economists, mathematicians, doctors as well as engineers have studied the issue. It is not an easy one, as results of many analyses lead to conflicting conclusions and often fail to provide straightforward answers to questions asked. The administrative actions taken to improve road safety, uniform for the whole country, frequently fail to give expected results, including Poland’s case. Therefore there is a need to analyse what makes some provinces, and not the others, report improvement in road safety. This paper presents part of the work on author’s doctoral thesis, which analyses how regional characteristics may impact road safety in respective regions. However, during collection of data for the purpose of the doctoral thesis it turned out that many variables mentioned in literature as significant had not been collected on regional level in Europe, including Poland. There are, though, available data on respective American states, so the search for the best describing independent variables started from the analyses of US data. The analyses showed the impact of factors such as annual income per capita, transport activity, density of population, seatbelt rates, road and vehicle density, rate of doctors.
Analizy poziomu bezpieczeństwa ruchu drogowego na poziomie krajowym doczekały się już wielu publikacji, gdyż jest to zagadnienie badane od dłuższego czasu. Jak interdyscyplinarny jest to problem dowodzą studia literatury przeprowadzone przez autorkę artykułu. Okazuje się, że badali ten problem ekonomiści, matematycy, lekarze i inżynierowie. Zagadnienie to nie jest łatwe, gdyż wyniki wielu analiz wykazują sprzeczne wnioski i często nie dają jednoznacznej odpowiedzi na zadawane pytania. Podjęte działania administracyjne na rzecz poprawy bezpieczeństwa ruchu drogowego, jednolite dla całego kraju, w wielu przypadkach, np. Polski nie dają oczekiwanych rezultatów. Dlatego konieczna wydaje się analiza, co może powodować, że pewne województwa odnotowują poprawę bezpieczeństwa ruchu drogowego a inne nie. Autorka w swojej pracy doktorskiej, której część przedstawia w tym artykule, postanowiła przeanalizować jak charakterystyki regionalne mogą wpływać na bezpieczeństwo ruchu drogowego w poszczególnych regionach. Jednak podczas zbierania danych na potrzeby doktoratu okazało się, że wiele zmiennych wymienianych w literaturze jako znaczące, nie jest zbieranych na poziomie regionalnym w Europie, w tym w Polsce. Dostępne są one natomiast dla danych o poszczególnych stanach USA i dlatego poszukiwania najlepiej opisujących zmiennych niezależnych zaczęto od analizy danych amerykańskich. Analizy te wykazały wpływ między innymi takich czynników jak roczny dochód w przeliczeniu na mieszkańca, praca przewozowa, gęstość zaludnienia, procent użytkowników pojazdów zapinających pasy, gęstość dróg, gęstość pojazdów, wskaźnik lekarzy.

The purpose of the paper was to synthetically characterise the changes of spatial differentiation of industry innovation in Poland in 2005–2015 in the context of research problems of innovativeness with the use of the cross product. The availability of data limited the scope of the research. For example, innovative activity was presented through the analysis of the share of innovative units in the total number of industrial enterprises and the size of expenditure on innovative activities incurred by industrial enterprises. The analysis of the share of innovative products in the value of total production and net revenues from sales of innovative products in net revenues from total sales was also made. The analyses mentioned were presented against the research and development situation in Poland as a whole and by voivodeship. Research confirmed that significant spatial diversity distinguishes the spatial structure of innovation in Polish industry by voivodeship. Moreover, it is significant that innovative expenditures show low efficiency.Spatial structure of industry innovativeness in Poland was highly stable in the analysed period. The changes in the spatial structure were insignificant and reached only 4% in synthetic terms. More substantial transformations of the structure, often of an abrupt character, concerned only the selected features of industry innovativeness.

Subject and purpose of work: This paper analyzes the level of knowledge-based economy (KBE) in terms of sustainable development across the provinces (voivodships) of Poland in 2020. The underlying assumption of this study is that knowledge and skills are one of the fundamental preconditions for successfully implementing the concept of sustainable development. Materials and methods: In order to calculate the rankings of Polish voivodships a synthetic indicator developed on the basis of the zeroed unitarization method was used. Results: There are vast disproportions in the levels of KBE across the voivodeships of Poland. The most advanced KBE was identified in the Mazowieckie Voivodship, and the least developed KBE was found in the Lubuskie voivodship. Conclusions: The capacity to develop a knowledge-based economy is inextricably interrelated with the quality of the social capital, which is directly attributable to the levels of education. In order to offset the interregional disproportions spending on research and development needs to be increased and the investments in human capital (e.g. through career planning, training, improving the professional qualifications of employees, discretionary bonuses) and new technologies should be expanded.

The transformation of the Polish economy, which is still in progress, draws attention to the existing differences between the voivodeships in the scope of entrepreneurship development. Despite the comparable initial situation in 1989, after almost 30 years of transformation, it is possible to indicate general development trends across the country, but over time disproportions in the level of development in individual voivodeships have become apparent. For this reason, the article attempts to assess voivodships in terms of entrepreneurship development using the taxonomic analysis, the TOPSIS method and the principal components analysis. The adopted concept of the article made it possible to verify the hypothesis put in the paper, according to which there is a clear division in Poland into voivodeships with a higher and lower level of entrepreneurship development. The analysis conducted in the article allowed to identify the leaders of entrepreneurship on a regional level and also showed that there are clear disproportions in the level of entrepreneurship development in the eastern and western part of the country.

This paper is an attempt to find interdependencies between selected variables of sustainable development and forestation rate. The scope of paper included 16 Polish Voivodships in the period 2004-2016. The descriptive method supplemented by tools of descriptive statistics has been used (Pearson Correlation Coefficient). Research results indicated above all high interdependency between forestation rate and EU funds for EU programmes and projects in Podlaskie, Śląskie and Warmińsko-Mazurskie Voivodships. Moreover, Voivodeships received support for afforestation in accordance with the arable land available for afforestation (land of lass V and VI). Voivodeships in which land of classes V and VI constituted about 20% of their area (Dolnośląskie, Lubuskie, Śląskie, Warmińsko-Mazurskie, and Zachodniopomorskie) received significant financial resources from the European Union for afforestation.

Cooperating companies have a greater chance to compete in the international arena while building the innovative potential of the regional environment. Stimulating the permanent cooperation of enterprises operating in the region, in its various forms, is a key challenge for central government authorities, local government authorities, and other actors in social and economic life. The existing literature on the cooperation of enterprises focuses on the motives of cooperation and their effects, but to a lesser extent on the spatial similarity of these processes, i.e. in individual regions of the country. Purpose of the article: The purpose of the article is to diagnose and evaluate regional differences in the level of cooperation between companies conducting innovation activities in Poland. The study used data on innovation activities published by Statistics Poland and data on enterprises participating in cluster cooperation published by the Polish Agency for Enterprise Development. Methods: The cluster analysis was used, allowing to identify voivodeships that are similar to each other in terms of the analyzed phenomenon. The spatial classification of voivodeships was performed using the Ward method, which is classified as hierarchical and is often used to group objects. The result is a hierarchical tree that groups the regions in increasingly larger clusters. Findings & value added: The results indicate a low level of cooperation and the existence of significant differences in the cooperation of enterprises as part of innovation activities in Polish regions. The low level of cooperation between companies in individual regions corresponds to the number of marketed innovations. There are similarities between some regions in terms of cooperation on innovation activities. The results of the analysis may provide an indication for national and European Union economic policy entities in the field of creating instruments to support the cooperation of companies on innovation activities.

This paper presents the development strategies of the sixteen Polish voivodeships, taking into account the comprehensive concept of sustainable development, that integrates three dimensions: social, economic and ecological one. Depending on the results of this analysis, regional strategies have been divided into three categories: strategies beyond the paradigm of sustainable development, strategies beside the paradigm of sustainable development and strategies towards the sustainable development paradigm. The analysis of Europe 2020 strategy has also been carried out in terms of its focus on sustainability and impact on the strategies of European Union Member States and their regions.
W niniejszym artykule zaprezentowano strategie rozwojowe szesnastu polskich województw, w kontekście całościowej koncepcji zrównoważonego rozwoju integrującej trzy wymiary: społeczny, gospodarczy i ekologiczny. W zależności od wyników tej analizy, strategie wojewódzkie podzielone zostały na trzy kategorie: strategie poza paradygmatem zrównoważonego rozwoju, strategie obok paradygmatu zrównoważonego rozwoju oraz strategie w kierunku paradygmatu zrównoważonego rozwoju. Przeprowadzono także analizę strategii Europa 2020 w zakresie jej ukierunkowania na rozwój zrównoważony oraz wpływu na strategie państw członkowski Unii Europejskiej i ich regionów.

Research background: The development policy currently promoted by the European Union is focused on the use of the territory?s internal resources. Among the factors affecting regional development, by building its potential, infrastructure, being a basic necessity for developing activity in a given area, is of significant importance. Hence, investment in infrastructure is critical to stimulating economic dynamism, as it is the basis for supporting a variety of measures aimed at economic growth. Purpose of the article: This paper aims to evaluate the level of development of technical infrastructure and changes taking place in this field in Polish voivodeships in 2008 and 2020. Methods: The study was carried out using the Hellwig development pattern method and a comparative analysis of the technical infrastructure of Polish regions. The above approach makes it possible to measure the diversity of the state and availability of infrastructure for the communities of the regions. Findings & value added: While implementing the study aim, particular attention was paid to the spatial differences in the level of development of the technical infrastructure of Polish voivodeships. The analysis enabled to distinguish groups of voivodeships with the highest, high, low, and very low level of technical infrastructure development. From a long-term perspective, the conducted research can be seen as a contribution to existing research and serve to further compare the impact of technical infrastructure on the economic development of countries. The strength of the study is the adequately long time span of the analysis (2008 ? the period of the financial crisis and 2020 ? the COVID 2019 pandemic), which provides a basis for the formation of the infrastructure in question. The added value of the article is also a regional perspective on the level of development of technical infrastructure using multidimensional methods of statistical analysis. The results of the study can be used to make decisions at the national level regarding the retrofitting of infrastructure in regions with a low level of infrastructure development. For the European Union's decision-makers they can be a source of knowledge of where to direct EU funds the purpose of which is the infrastructural development of regions.
