Aristotle and Francesco Guicciardini - that Ukrainian society failed, so far, in the art of producing a nomocratic (rule-based) system of government. The author puts forward a thesis that this fact was decisive in the past and is decisive now about the weakness of the Ukrainian state. It opened the way for Russia’s interference in the country’s affairs and also allowed the excesses of voluntarism on the part of the wealthy and well-connected in the system of power. Then the author points out that - with few exceptions - the lands included in the territory of Ukraine are not subject to the process of formation of nomocratic forms of government typical for Western countries. Certainly nomocratic patterns were not provided to Ruthenia / Ukraine during its relations with the Polish Crown. Therefore, in their laborious construction of the state of law, Ukrainians do not have a tradition to which they could refer. This makes the complicated situation even more difficult, though, as it seems, the aim of another Maidan was to create a law-abiding state. In the following discussion, I am of the view that reforming Ukraine may occur thanks to a statesman who will be able to gain public support during several terms of office. It does not have to be associated with the transition to authoritarian forms of government that would impede cooperation with the West and increased the credibility of the Russian narrative, which devotes a lot of time to Ukrainian fascism. Leading politicians of the Ukrainian scene would be difficult to place in the role of Men of Providence who could, in the spirit of the rule of law, pursue a policy of equal distance from Russia and the European Union, which seems to be the best use of Ukraine’s geopolitical position.

The purpose of this paper is to define, through content and frame analysis, the peculiarities in the representation of Ukrainian internally displaced persons (IDPs) in Ukraine’s local media and to compare this case with previous findings about the general peculiarities of perceptions of IDPs in the mass media. Two Ukrainian news sites were studied (2014–2018), giving a total 328 news items. My study revealed that the mass media do not differentiate between the terms ‘refugee’ and IDP and describe these latter as passive people (174 mentions as opposed to 77 mentions for active people). However, in the Ukrainian case, IDPs were in the top three of the most popular sources at the beginning of the resettlement (2014–2015). Later, the coverage became an episodic one, with publications about the topic typically having only one source – officials. The mass media preferred such frames as: ‘generalisation’, ‘victim’ and ‘help-receiver’. The ‘threat’ frame was less often used; however, some aggressive and manipulative phrases were disseminated. A ‘criminal’ frame was not at all popular. Thus, the local press may be an important forum for IDPs; Ukrainian journalists were interested in their stories although the coverage needs some improvement (a more ‘active’ angle, clear reference to IDPs as IDPs and not refugees and stories of socialisation etc.).

This paper is a commentary to an article by the Ukrainian writer, social and cultural activist Bohdan Lepkyĭ, published in Sprawy Narodowościowe in 1933. The article under discussion describes the significance of the developments of the late nineteenth and early twentieth centuries for Ukrainian culture and national self-identification, with an emphasis on the growth and flowering of Ukrainian literature in this period. In her comments on Lepkyĭ’s article, the author focuses on present-day markers of Ukrainian cultural identity.

After Ukraine’s independence in 1991 Ukrainian children got wider access to the translations of the works of prominent world writers for children. The classic literature of the world, aiming to mediate the children’s feelings for beauty and literary aesthetic, became an integral part of the Ukrainian educational system. Thanks to the increase of famous children’s books written in modern Ukraine, Ukraine is now experiencing the growth of a new generation of more intelligent and capable citizens free from communism ideology, able to integrate and positively contribute to the modern multicultural world. However “children and war” is now again among the painful topics in modern Ukrainian society but not new in history and literature. There are no wars, initiated by Ukrainians. The Famine of Ukrainians in the East of Ukraine by Russians, the Second World War, physical genocide of Ukrainian families and their children for the whole century even also just for the Ukrainian language saved Pain and Distrust in the generation memory of Ukrainians. But the aim of this survey of the Ukrainian literature for children and youth is to show the developing processes in the society on the basics of the main ideas, topics, directions and values during the XX-XXI centuries, beginning since the end of the XIX century by such prominent writer like Ivan Franko.

The article analyses main tendencies and changes in NATO-Ukrainian military and political cooperation during the first 100 days of Petro Poroshenko’s presidential term. The purpose of the article is threefold. First, to analyse the existing Ukrainian – NATO relationships and main political factors (domestic and international) that influenced them at the beginning of Poroshenko’s term in office. Second, to present main outcomes of scientific research and political debate on Ukrainian perspectives for NATO membership. Finally, to define and analyse aspects that might put impact on Ukrainian and International position on possible forms of Ukrainian cooperation with NATO in the nearest future. Last but not least, the author summarises the role of NATO issue in President Poroshenko’s agenda during his first months in office and perspectives for Ukraine that appeared during this time period.

Ukrainian nationalists tried to de-polonize the South-Eastern Borderlands by means of mass genocide and they achieved this goal to a great extent. That, however, puts them on a par with the criminal regimes of Joseph Stalin and Adolf Hitler. The author of this article describes the genocide of Polish inhabitants in Volhynia and Eastern Galicia committed by the Organisation of Ukrainian Nationalists (Orhanizatsiya Ukrayins’kykh Natsionalistiv, OUN) and the Ukrainian Insurgent Army (Ukrainska Povstanska Armiya, UPA) between 1943 and 1944. These events in European history are not well-known.

The article considers the сonceptual and theoretical foundations of research on social and cultural processes in the environment of the titular nation of the Ukrainian SSR during the 1960s and 1970s. It is characterized by the semantic content of concepts of “titular nation” and “indigenous people” in the Ukrainian SSR, identified primarily with Ukrainians, who were united by a single language, faith, spirituality, national traditions, customs, culture, ethnic origin and ancient residence on the territory of Ukraine, the official name of which was determined by their nationality. The conceptual components of the research are interpretation of the following concepts of: “Ukrainian ethnos”, “Ukrainian ethnic territory” or “Ukrainian ethnic land”, “national majority”, “national minority”, “nation-state”, “nonconformism”, “counterculture”, “sixties”, “dissidence”, “Ukrainian diaspora”, etc. Research of the conceptual and theoretical foundations of the outlined topic makes it possible to resolve controversial issues which have not been adequately covered in historical science, also makes it possible to specify the process of national self-expression of Ukrainians through cultural space, and allows to get new assessments, judgments and conclusions.

The article found that the Ukrainian diaspora was an integral component of Ukrainian ethnic integrity. Numerous public, cultural and educational institutions created by emigrants in their places of residence stood guard over Ukrainian national interests and, despite all obstacles, conducted fruitful cooperation with Ukrainians in the Motherland. In order to preserve and develop the Ukrainian language, representatives of the diaspora paid great attention to the release of the Ukrainian printed word into the world. Due to total censorship in the Ukrainian SSR, Ukrainians abroad contributed to the publication abroad of many Ukrainian works that were banned in Ukraine. By means of international tourism, international student exchange, and world radio broadcasting, contacts between Ukrainian and foreign youth were gradually established, and the spheres of communication expanded. The main task of the Ukrainian diaspora was to preserve the ethnic and cultural identities of the Ukrainian nation, and consolidate the scattered emigration forces for the sole purpose of preparing a political and professional basis for the acquisition of an independent, cathedral Ukrainian state.

The article analyzes the works of economists who deal with the impact of COVID-19 on the economic development of European countries. The COVID-19 pandemic has already inflicted severe damage on the Ukrainian economy despite relatively mild public health implications so far. The authors analyzed the impact of COVID-19 on the activities of certain sectors of the Ukrainian economy, namely: catering, real estate, the judiciary and more. The direct impact of the pandemic on the economy has been channelled through stopped domestic economic activity in sectors affected by the shutdown, as well as lower demand for Ukrainian exports and lower remittances from abroad. Travel restrictions almost completely stopped local and international tourism. Second round effects stem from reduced household income, redirection of government spending and disruption of investment plans of companies, resulting in lower demand for a wide range of goods and service. For example, reduced electricity demand caused disruptions in energy system balance and lower demand for coal. “Forecast for 2020–2021” has been proposed, developed by experts on the basis of generalized consensus assumptions obtained from the results of the survey. The position of the Union of Ukrainian Entrepreneurs on reducing the tax burden on Ukrainian enterprises during the COVID-19 pandemic and the need to implement radical measures to support business has been revealed. The author has identified short- and medium-term measures that can improve the financial situation of the business after their release from quarantine. Several scenarios for overcoming the post-crisis period for the Ukrainian economy have been proposed.
Artykuł analizuje prace ekonomistów zajmujących się wpływem COVID-19 na rozwój gospodarczy krajów europejskich. Pandemia COVID-19 już wyrządziła poważne szkody ukraińskiej gospodarce, pomimo stosunkowo łagodnych skutków dla zdrowia publicznego. Autorzy przeanalizowali wpływ COVID-19 na działalność niektórych sektorów ukraińskiej gospodarki, a mianowicie: gastronomii, nieruchomości, sądownictwa i innych. Bezpośredni wpływ pandemii na gospodarkę miał miejsce poprzez wstrzymanie krajowej aktywności gospodarczej w sektorach dotkniętych zamknięciem, a także niższy popyt na ukraiński eksport i niższe przekazy z zagranicy. Ograniczenia w podróżowaniu prawie całkowicie zatrzymały turystykę lokalną i międzynarodową. Efekty drugiej rundy wynikają z obniżenia dochodów gospodarstw domowych,przekierowania wydatków rządowych i zakłócenia planów inwestycyjnych przedsiębiorstw, co skutkuje niższym popytem na szeroką gamę towarów i usług. Na przykład zmniejszone zapotrzebowanie na energię elektryczną spowodowało zakłócenia w bilansie systemu energetycznego i mniejsze zapotrzebowanie na węgiel. Zaproponowano „Prognozę na lata 2020–2021”, opracowaną przez ekspertów na podstawie uogólnionych zgodnych założeń uzyskanych po wypełnieniu ankiety. Ujawniono stanowisko Związku Ukraińskich Przedsiębiorców w sprawie zmniejszenia obciążeń podatkowych ukraińskich przedsiębiorstw w czasie pandemii COVID-19 i konieczności podjęcia radykalnych działań wspierających biznes. Autorzy zidentyfikowali krótko- i średnioterminowe działania, które mogą poprawić sytuację finansową firmy po zwolnieniu z kwarantanny. Zaproponowano kilka scenariuszy wyjścia z okresu pokryzysowego dla ukraińskiej gospodarki.

The Electronic System «Archival Card Index» (АСI) represents the digital format of lexical and illustrative materials of the Commission of the Dictionary Living Ukrainian language (All-Ukrainian Academy of Sciences), which created the «Russian-Ukrainian Dictionary» by ed. A. Krymsky and S. Yefremov, today recognized as the superlative of Ukrainian lexicography of the 20-30’s of the 20th century, and which is becoming even more relevant today. The value of the АСI consists in the fact that it contains materials IV volume of the «Russian-Ukrainian Dictionary» destroyed in 1933. For the first time since the 1930’s ACI became the object of scientific attention precisely as materials of the repressed Commission, for more than half a century they were considered lost. ACI digital format is needed in order to prevent its physical decay, to return to the linguistic-cultural process, to optimize research work. After all, ACI contains professionally processed linguistic sources of general dictionaries first half XXth century, which are of great value for the restoration of the authenticity of Ukrainian language thinking, to eliminate the prolonged russification of Ukrainian vocabulary and the creation of dictionaries of the Ukrainian language of the 21th century.

The article aims to identify some of the misrepresentations of Ukraine that originated in Russia and led to distorted perceptions of Ukraine in the English-speaking academia. Apart from that, the article aims to expose the reasons behind the emergence of such misrepresentations, the way to counter them, and the pitfalls of using them in security analysis. The article hypothesizes that the traditional colonial perception of Ukraine prevents Western scholars and policy-makers, whom these scholars consult, from adequately interpreting and securitizing the acuteness of the contemporary Russian threat. To complete the research, the article draws from decolonial and securitization theories. The article argues that the centuries-long othering and denial of agency of Ukraine, combined with the lack of specific expertise on the country and the colonial tradition of knowledge production, led to a comparatively inconsistent response of Western academia to the post-2014 Russian aggression against a sovereign nation. To address the existing inadequacy, Western scholars should become more open to the opinions of their Ukrainian colleagues, accept the merit of unconventional perspectives, and revise Russo-centrism in research frameworks and teaching curricula.

Ethnopolitics of the Ukrainian State (April–December 1918) has for a long period of time remained beyond the scope of historical-political research. The purpose of this article is to draw attention to the policy of the Ukrainian authorities towards national minorities in Ukraine. By relying on little-known historical sources and summarizing the elaborations of various scientists, the author tried to show how the ethnonational policy was really being implemented in the Ukrainian State and why the Ukrainian-Russian relations had become a decisive factor in interethnic processes. Furthermore, at the beginning of the XXI century the interethnic and interstate relations of Ukraine continue to remain relevant.

This article examines the position of the Ukrainian language in educational institutions of the USSR during the 60s and 70s of the twentieth century. It is shown that the Soviet government actively implemented the policy of Russification, the aim of which was the complete destruction of the national-educational space of Ukrainians. Numerous decisions and resolutions of the country’s top party leadership have laid a solid foundation for the introduction of Russian as the language of interethnic communication. In the field of education, the ideologues of communism tried to shift the emphasis from the national characteristics of Ukrainians to the “common” for all – the Soviet ones. Oppression of the native language has caused alarm among the Ukrainian public. Realizing that the Ukrainian language is the basis for the preservation and development of the Ukrainian nation, the Ukrainian intelligentsia led the movement to protect it. Disagreeing with Russification, Ukrainians used all possible forms of protest against it at the time. It came to the formation of open opposition to Khrushchev’s educational reform. Many letters were received by various levels of government, newspapers, and magazines from various publishers, whose authors were concerned about the unequal position of the Russian and Ukrainian languages and expressed their indignation at the functioning of a large number of Russian-language educational institutions. Ukrainians were encouraged to spread the Ukrainian language and take care of its further development, thus seeking to preserve their own national identity. And the Ukrainian language continued to live and develop in the thick of the masses.

The article considers lexical and syntactic word formation based on works of Ukrainian literature. Hermeneutics is closely related to philology, but most often examines the text from the point of view of literary criticism. The linguistic aspect, namely the study of occasionalisms, is much less studied. Attention to Ukrainian culture is growing, and in this context it can be an interesting source of hermeneutic research. This article examines the most interesting examples of occasionalisms, which by their function and non-standard structure are divided into two types – a priori and a posteriori. The difference between coalescences (words formed in a lexical-syntactic way) and similar words and phenomena has also been clarified. Most of these words are related to holophrases, but in Ukrainian literature there are examples that we call a posteriori coalescences, they are formed according to individual authorial models and have almost no analogues in the texts of other writers. We hope that this study will be an important step in the study of Ukrainian language and literature in the world and will draw attention to Ukrainian culture – a culture with millennial traditions.

The foreign policy of the great powers due to the Arab revolutions and the recent upheavals in the Middle East seems to display an ‘American retreat’ and a ‘Russian comeback.’ In this context, the countries of the MENA region want to build their relations with new partners and not only with the United States. Egypt, which historically was an ally of the Soviet Union (today Russian Federation), and then of the United States, has kept a neutrality on the Ukrainian conflict for several reasons. My research work aims to provide a political and economic analysis in view of the strategic choices that Cairo has made. For several years, the land of the Pharaohs has been trying to balance its relations with Western countries and also those at the regional level and has become an essential mediator, such as in the Israeli-Palestinian conflict. In terms of its food security, the country is dependent on Russian wheat (50%) as well as Ukrainian wheat (30%). The tourism sector, which is one of the country’s four main sources of income, is also a major issue for the government: Ukrainian and Russian tourists flock to the country in large numbers every year. On the commercial level, Russia is seeking to further develop its economic relations with Egypt. This is illustrated by the USD 20 billion project to build the first nuclear power plant in Egypt, in Dabaa, by the Russian state-owned company Rosatom.
