Opis:
Russia’s attack on Ukraine has had huge and destructive consequences for Iran. The war began when the nuclear negotiations between Iran and the Western countries for the revival of the Joint Comprehensive Plan of Action ( JCPOA) were in a promising state and the parties were in the final stages. This paper seeks to examine the effects of this war on Iran’s foreign policy by considering securitization and desecuritization. Considering this, the paper concludes that Iran has faced the direct consequences of the war in its domestic and foreign policies. At the foreign policy level, Iran has faced a decrease in international prestige due to its proximity to Russia, the use Iranian drones by Russia on the battlefield and the ‘death’ of the JCPOA. As the West securitized the issue of Iran, Iranian authorities desecuritized Iran’s relations with Arab countries, while securitized relations with the Caucasus.

Opis:
The objective of the present paper is to define the determinants and instruments associated with the information (hybrid) war between Russia and Ukraine. The paper focuses on measures taken by Russia, between 2013 and 2015, in relation to Ukraine. The paper does not aspire to discuss the issue comprehensively, but constitutes an attempt at outlining the problem, indicating determinants and characteristics of the information war (information war as an element of hybrid warfare). The consolidated Russian information space is subordinated to the interests of authorities and draws heavily from the tools characteristic for propaganda, frequently relying upon the Soviet model. In addition, this is done with the view of re-establishing the “Russian World” (Русский мир), which would be wholly subject to Russia’s political interests. Moreover, Russian propaganda goes hand in hand with military actions – a conventional conflict in South-Eastern Ukraine.

War in Ukraine and the Russian annexation of Crimea are the events that changed the US policy towards Russia. The events in Ukraine forced the United States to take a closer look at Eastern and Central Europe. The United States’ policy during the Ukrainian crisis has been limited to sanctions and strong statements so far because in Ukraine there is an asymmetry of interests. Ukraine is much more important to Russia than to the United States. The United States may be willing to support the democratic and western aspiration of Ukrainians but will not risk a major conflict with Russia over it. However the crisis in Ukraine is not only about Ukraine or Russia. It is also about US credibility around the world. Both friends and foes are watching closely the American reaction to the situation. That is why the United States has increased its military presence in those NATO countries that share borders with Russia.

The global energy sector remains affected by the Russian-Ukraine crisis. Prior to the crisis, the United Nation Sustainable Development Goals (SDGs) has energy transition plan from fossil fuel to renewable sources, a measure aimed at addressing climate change by the year 2030. However, while the Russian-Ukraine belligerent relationship was not predicted, it has served as a catalyst for energy transition across the world given the increase in the price of fossil fuel. The study addressed the question; Is the effect of Russia-Ukraine crisis on fossil fuel accessibility enhancing renewable energy deployment in electricity generation in Nigeria? The study analyzed how the effect of Russia-Ukraine crisis on fossil fuel accessibility in enhancing renewable energy deployment in electricity generation in Nigeria. The underlying assumption of the study is that the Russia-Ukraine crisis will not catalyze the transition of electricity generation from fossil fuel to renewable sources in Nigeria. The theoretical framework of the study is public choice theory and it is applied from the perspective that government instrument instead of market force allocate certain need. The study adopted descriptive research design and Nigeria transition to renewable energy was case studied. Information were obtained from purposively selected government documents and website pages of concerned agencies. Information gathered were content analyzed. The study noted that electrical energy continued to be sourced from non-renewable sources in the country despite the extant policies of government on transition to renewable energy in the country. The study concluded that politics rather than emergency situation drives energy transition.

The article discusses three decentralisation designs considered by either of the parties to the conflict in the east of Ukraine as instrumental in resolving the crisis: the devolution of power to local territorial communities, territorial autonomy of Donbas, and the federalisation of the state. While each of the decentralisation projects bears risks for territorial integrity and long-term development given the current level of state capacity, only the devolution of power to local territorial communities, if properly implemented, will delegitimise claims of the rebel groups in the Donbas region, prevent any secession attempts in the future, and strengthen the state.

Opis:
As a result of geopolitical changes which occurred on the verge of the 1980s and 1990s, the map of East-Central Europe underwent signifiant modifiations. The enlargement of the EU encompassing Central European states (especially Poland) contributed to the change of the EU’s attitude towards the post-Soviet space. Up to the time of the enlargement, due to the dominance of the “Russia fist” policy, the EU did not recognize the need for tightening relations with post-Soviet states. After 2004, a gradual change in the EU’s attitude towards its eastern neighborhood can be observed. The present paper aims to describe the EU’s eastern policy in the period of crises: on the one hand, those plaguing the EU, and on the other, the so-called Ukrainian crisis. The crisis, a de facto, armed conflct between Russia and Ukraine, has resulted not only in a geopolitical change in Eastern Europe, but also exerted impact upon conditions the EU’s eastern policy is realized in. In 2017, it is 8 years since the Eastern Partnership was implemented. The project, its achievements, objectives and opportunities need to be revisited. In other words, works on the Eastern Partnership 2.0 ought to be commenced. A change of both the approach and narration as far as the EaP project is concerned, is required. New areas and filds the EaP will offer opportunities for EaP-EU relations to be tightened ought to be discovered. The armed conflct in Ukraine, resulting in the instability of eastern neighborhood, constitutes a security challenge for the whole area of Eastern Europe.

Having declared independence in 1991, after the dissolution of the Soviet Union, Ukraine gained strategic importance in terms of its geographical location. It is regarded a “buffer zone” for both the European Union (EU) and Russia. There is a division within the country into the pro-Western and pro-Russian options. Ukraine’s aspiration for the UE membership has faced Russia’s objection since time immemorial. In the past, Ukraine preferred to pursue a balance policy between Russia and the EU. Ukraine’s attempt to approach the West with the Orange Revolution, its inclusion in the European Neighbourhood Policy, its participation in the Eastern Partnership program were perceived as a threat by Russia. The Ukrainian crisis, in particular, brought these two countries face to face. This crisis also deeply affected both the EU’s energy policy and its relations with Russia. After all the developments that followed, the issue of Ukraine’s membership in the EU remains uncertain.

Opis:
The crisis in Ukraine is one of the greatest challenges for international community, especially for Euro-Atlantic area ((EAA) USA and the EU).The political tension, caused by the annexation of the part of Ukraine, the Crimea, has inclined the experts to talk about the beginning of the new Cold War between Russia and the West. Evidently this crisis has an international character, complexity, and different levels. At least, there are “the West vs Russia”, “Ukraine vs Russia”, and “Ukraine vs Ukraine” levels. Naturally complexity determined different propositions of the conflict solution among scientists and decision makers. The article explores the conflict using the international relation theories as hallmarks of approaches to the crisis and SWOT-analysis and comparative method as tools of analysis. The liberal, realist, and constructivist approaches to the crisis are distinguished. Every approach has special propositions for the solution of the crisis. These propositions based on the set of beliefs which are involved by the approach. The liberal way of resolving foresees economical assistant to Ukraine, cooperation with Russia and Ukrainian neutrality. The realist approach admits Russian right to renew spheres of influence and sees Ukraine as a buffer state in a future. The constructivists approach to the crisis considers EU membership of Ukraine as a recipe of the solution.

Opis:
The subject of analysis is the assumption that the concept of soft power may be used as a theoretical basis for the interpretation of the EU influence on the less stable regions facing the spread of international conflicts. On the basis of current events and the high degree of instability in the region, it should be stated that such instruments are not efficient when it comes to Russia. In order to prove the above mentioned assumption, one needs to define the nature and specificity of the EU as soft power in the post-Westphalian international order. In the context of the use of such instruments, the analysis will also cover the manifestation of their implementation and efficiency in the EU policy towards Ukrainian crisis. Thus, it is essential to answer a few research questions. Firstly, what is the specificity of the EU in post-Westphalian international order? Secondly, what means does the EU have at its disposal and is it able to achieve its objectives and meet expectations which the international environment has towards it? Lastly, how can we assess the efficiency of the soft power instruments used by the Union in specific region of Eastern Europe, particularly during Ukrainian crisis?

Polish-German relations in the first half of 2014 were dominated by the Ukraine crisis. This study is an attempt to answer the question of how Polish and German press assessed the cooperation of both countries in resolving the conflict in Ukraine; to what extent the most widely read magazines associated themselves with the decisions of their politicians and the feelings of their own societies and how much understanding they showed for the arguments of their EU partner. The analysis focuses on the unprecedented mission of the Weimar Triangle foreign ministers to Ukraine in February 2014, which led to an agreement between the Ukrainian opposition and President Viktor Yanukovych. A turning point was the visit paid by Radoslaw Sikorski and Frank-Walter Steinmeier to St. Petersburg in June 2014. The next meetings agreed on by EU partners were held without inviting the Polish partner. In view of the speed of events in the selected time interval, the articles subjected to analysis were taken from the most widely read online editions of national daily newspapers in Poland and Germany.

This combination of communicators has characteristics similar to a crowd formed under the influence of external provocation. The consequences of the impact of VUCA communication factors are spontaneous social and economic upheavals that have emerged with the rapid development of new technologies and communication models (North Africa and the Middle East in 2010–2011, Ukraine in 2013–2014). Over time, this trend has intensified, and the consequences are now manifested on a global scale (as in the case of socio-economic consequences of the 2020 COVID-19 pandemic).VUCA communication rests on the principles of mass cooperation, thus appropriate approaches and methods should be based on management in the VUCA world.

The article is a continuation of the author’s research, “Compensation model of economic growth of Ukraine”, published in the monograph “Convergence of Economic Models of Poland and Ukraine” (Krakow, 2009). The article explores trends of the economic development of Ukraine in the time of global economic and financial crisis (2008–2011). The influence of the crisis is regarded as a possibility to unveil the weaknesses of national economic system. Author argues that short-term economic recovery of Ukraine in 2010 is built on very uncertain drivers. Therefore economic policies need to be revised. Author comprehends a number of key drawbacks in order to work out strategic priorities of modernization of Ukrainian economy in after-crisis period.
Artykuł stanowi kontynuację badań autora „Model kompensacji wzrostu gospodarczego Ukrainy”, które zostały opublikowane w monografii „Konwergencja modeli ekonomicznych. Polska i Ukraina” (Kraków, 2009). W artykule podjęto badania nad trendami rozwoju gospodarczego Ukrainy w czasie globalnego, ekonomiczno-finansowego kryzysu (2008–2011).
