The objective of the paper is to present different types of solutions which could improve interconnectivity of passenger transport especially within interconnections between long and short transport distance. The topic has particular relevance at the European level because the European transport networks' role as integrated international networks is compromised by poor interconnectivity and because the next generation of European transport policies will have to be sensitive to the differences between short, medium and long-term transport markets and the market advantages of each transport mode. In this context, a realistic assessment of intermodal opportunities is a key ingredient to future policy development. Effective interconnection requires the provision of integrated networks and services which are attractive to potential users and this is likely to require co-operation between a range of authorities and providers in the public and private sectors and may necessitate a wider vision than might otherwise prevail. The paper is based on the results of the project realised by the team of the University of Gdansk in the EU funded 7 Framework Programme - INTERCONNECT (Interconnection between short- and long-distance transport networks) with partners in the UK, Germany, Denmark, Poland, Spain and Italy. Different types of solutions will be summarized in the paper including e.g. local link infrastructure solutions, improved local public transport services, improvements at the interchange, solutions involving improved procedures for check-in or luggage transfer & documentation, pricing and ticketing solutions, solutions involving marketing, information and sales.
Celem artykułu jest zaprezentowanie różnych rodzajów rozwiązań, które mogą poprawić integrację w transporcie pasażerskim, szczególnie w aspekcie powiązań między transportem długiego i krótkiego zasięgu. Zagadnienie to ma szczególne znaczenie na poziomie europejskim, ponieważ rozwój europejskich sieci transportowych może być blokowany przez złe powiązania, a również dlatego, że w przyszłości cele europejskiej polityki transportowej będą musiały być w coraz większym stopniu wrażliwe na zróżnicowanie rynków transportowych różnego zasięgu oraz na korzyści uzyskiwane z funkcjonowania gałęzi transportu. W tym kontekście realistyczne podejście dla potencjalnych możliwości powiązań międzygałęziowych wydaje się być istotnym elementem przyszłego rozwoju polityki transportowej UE. Efektywne połączenia międzygałęziowe wymagają odpowiedniej sieci transportowej i usług, które są atrakcyjne dla potencjalnych użytkowników, czego z kolei nie można zapewnić bez współpracy między władzami a operatorami na rynku transportowym zarówno w sektorze prywatnym, jak i publicznym. Artykuł powstał na bazie wyników projektu INTERCONNECT (Interconnection between short- and long-distance transport networks), w którego realizację włączeni byli autorzy. W projekcie partnerami były instytucje z 6 krajów europejskich. W artykule dokonano zestawienia najważniejszych rozwiązań usprawniających powiązania międzygałęziowe w transporcie pasażerskim, począwszy od rozwiązań w zakresie lokalnych połączeń infrastrukturalnych, poprzez poprawę lokalnych usług transportu publicznego, usprawnienia w węzłach przesiadkowych, ułatwienia w zakresie procedur odprawy i transferu bagażu oraz dokumentacji, rozwiązania w zakresie integracji biletowej i cenowej, marketingowe, aż do tzw. rozwiązań usprawniających.

The article provides an overview of passenger transportation on local and international routes by the Lithuanian railways. It identifies the reasons due to which passenger transportation has become increasingly loss-making. Also, factors that may encourage a greater number of people to travel by train are disclosed. The development of this sector up to 2030 is reviewed, i.e. a forecast for increasing the number of passengers, a perspective for the development of electric, diesel trains, passenger wagon fleet, and the levels of estimated investments are provided. It was established that after implementation of the measures envisaged, losses in the passenger transportation field could be cut by 2–3 times.

The article is devoted to the description of the current level of development of passenger transport system of the Kaliningrad region of the Russian Federation. First of all, the possibilities of providing passenger traffic in international and intra-national (between regions of Russia) directions are assessed. Each of the types of transport in the region, which is involved in the provision of passenger services, is characterized. The information base of the study consists of statistical and analytical materials on the work of passenger transportation for 2016 and 2017. The main research method is the method of statistical comparison and expert analysis. The main conclusion of the study is that at present there is asymmetry in the role of various types of transport involved in providing passenger traffic between the Kaliningrad region of the main territories of Russia and foreign countries. In addition, a list of promising projects that can be implemented to intensify the Russian-Polish passenger traffic. It is necessary to implement new projects in the formation of passenger corridors, which will be aimed at expanding the possibilities of transport communication. The availability of alternative routes in a competitive environment leads to both an increase in the quality of transportation services provided and a reduction in their cost to the public.

One of the quality indicators of the transport service in passenger transport is the regularity of the movement of vehicles. Apart from the planned traffic intervals, it depends on a number of factors related to the traffic conditions of the public transport in the locality (intensity and composition of the traffic flow, passenger traffic structure, traffic lights regime, atmospheric conditions, etc.). The paper assesses the regularity of mass urban passenger transport traffic in the conditions of the city of Ruse, Bulgaria, by probing the estimation of the arrival intervals of the means of transport at the stops along a given route.

Transport plays an important role in the economy of any country. Efficient and developed transport infrastructure of various modes of transport significantly affects the availability of transport services, and consequently, the well-being of citizens. This article presents an analysis of the volume of passengers and cargo transport using rail and road transport in Poland in 2009-2019. These analyses were carried out based on data obtained from the Central Statistical Office. All data concerns Polish entities that provide services in the field of passenger and freight transport in Poland and focuses on such information as the volume of passengers and cargo by individual means of transport, broken down into domestic and international transport. Further, the presented analyses concern the length of the available rail and road routes, tracks, the size of the rolling stock as well as the groups of transported loads.

Niezależnie od rodzaju organizowanej komunikacji jedną z najistotniejszych wartości, charakteryzujących podaż usług transportowych jest liczba kursów obsługujących dany rejon komunikacyjny w wybranej relacji [5]. Jednakże często miara ta bywa myląca - brak w niej odniesienia do rozłożenia kursów w czasie. W niniejszym artykule przedstawiony zostanie obiektywny wskaźnik, obrazujący dostępność do komunikacji w czasie faktycznie postrzeganą przez jej użytkowników.

Opis:
Transport safety is the primary standard in the functioning of transport systems. Most of all, it is true in the case of passenger transport systems. This article introduces classification of transport systems into land transport systems (road and rail) as well as land and water transport systems (inland and sea), depending on the type of environment in which these systems carry out their tasks. Such systems fall under the class of social engineering systems of the Man – Technological Object – Environment (M – TO – E) type. Such systems are influenced by forcing factors, leading to changes in their states. Such factors may be divided into operational, outside and anthropotechnical and they influence the system on various levels, including degradation of the degree of its safety. The article attempts to evaluate the safety of the operation of transport systems on the basis of the evaluation of the safety of the transport process carried out over a defined time interval Δt. The evaluation of the safety of the carried out transport process was prepared on the basis of a set of calculated index values determined depending on the type of transport. The article presents the principles of the construction of the model of evaluation of the safety of the operation of the transport system on the basis of the evaluation of the safety of the transport process carried out by the system.
Bezpieczeństwo jest priorytetowym kryterium funkcjonowania systemów transportowych. Dotyczy to w szczególności systemów transportu pasażerskiego. W pracy dokonano szczegółowej klasyfikacji systemów transportowych. Systemy tego typu należą do klasy systemów socjotechnicznych (C – OT - O), Człowiek – Obiekt Techniczny – Otoczenie. Bezpieczeństwo tych systemów uzależnione jest od niepożądanych oddziaływań ludzi usytuowanych w systemie i jego otoczeniu, niepożądanych oddziaływań obiektu technicznego oraz niepożądanych oddziaływań otoczenia. W pracy podjęto próbę oceny bezpieczeństwa działania systemów transportowych na podstawie oceny zrealizowanego procesu transportowego w określonym przedziale czasowym Δt. Artykuł przedstawia zasadę budowy modelu oceny bezpieczeństwa funkcjonowania systemu transportowego, na podstawie oceny bezpieczeństwa procesu transportu realizowanego za pomocą systemu.

The spread of the novel Coronavirus (COVID-19) has urged to take special actions to limit the level of contagion. The unprecedented scale of measures declared by the national governments in nearly every country ot the world would have a huge impact on public transport services and in general, on the citizens travel behaviours. This paper endeavours to give an overview of the emerged epidemic situation caused by COVID-19 in Hungary and some of its neighbouring Central and South-East European countries. It identifies the most important public transport service changes together with their interrelated impacts on the mobility patterns. The responses vary country per country so an overall comparison shows novel findings on emergency transport management policies.

The Covid-19 pandemic unexpectedly shook the entire global economy, causing it to destabilize over a long period of time. One of the sectors that was particularly hit hard was air traffic, and the changes that have taken place in it have been unmatched by any other crisis in history. The purpose of this article was to identify the time series describing the number of airline flights in Poland in the context of the Covid-19 pandemic. The article first presents selected statistics and indicators showing the situation of the global and domestic aviation market during the pandemic. Then, based on the data on the number of flights in Poland, the identification of the time series describing the number of flights by airlines was made. The discrete wavelet transformation (DWT) was used to determine the trend, while for periodicity verification, first statistical tests (Kruskal-Wallis test and Friedman test) and then spectral analysis were used. The confirmation of the existence of weekly seasonality allowed for the identification of the studied series as the sum of the previously determined trend and the seasonal component, as the mean value from the observations on a given day of the week. The proposed model was compared with the 7-order moving average model, as one of the most popular in the literature. As the obtained results showed, the model developed by the authors was better at identifying the studied series than the moving average. The errors were significantly lower, which made the presented solution more effective. This confirmed the validity of using wavelet analysis in the case of irregular behaviour of time series, and also showed that both spectral analysis and statistical tests (Kruskal-Walis and Fridman) proved successful in identifying the seasonal factor in the time series. The method used allowed for a satisfactory identification of the model for empirical data, however, it should be emphasized that the aviation services market is influenced by many variables and the forecasts and scenarios created should be updated and modified on an ongoing basis.

This article shows the development of high-speed rail in the Federal Republic of Germany (FRG), its development stages and the shipping companies dealing with this business activity. Special attention was given to the progress in the technical solutions of the track infrastructure as well as during the build of the rolling stock and engines. The high-speed rail was presented in the context of the general development of the economy and transport in Germany. This article contains a synthetic approach to the effects of the functioning of high-speed rail and its financing, as well as further directions and development prospects. Also, this article is based on thoughts, authors’ own research and factual sources of polish and western literature.

Main requirements for rolling stock design and organization of the operating system are determined by membership in a certain transportation category for which such a transportation facility is designated. Thus, a specific feature of rolling stock operation is considered to the maximum extent, and functional correspondence with stated tasks is ensured. The significant disadvantage of the existing structure of rolling stock traffic is the necessity of time-space agreements of passenger traffic due to the necessity of shifting different transport types with the minimum time consumption. The solution to such an issue can be found in the development and use of a universal (multifunctional) integrated transport system. The list of issues arising during the creation of a multifunctional transport system can be funnelled into two groups: social and economic and organizational and technical. The first group is social and economic and shall conceptually solve issues of the multifunctional system feasibility for certain urban settlement conditions (conglomerate of urban settlements). The second group consists of organizational and technical issues. This study proposes to eliminate certain material issues in the sphere of suburban and urban traffic by the infrastructure improvement with the significant traffic increase and fluctuations.
