The first real participatory budget was implemented in the Czech Republic in 2014. Since that time, the number of participatory budgets implemented by Czech municipalities increased significantly. With the rising popularity of this mechanism, I have conducted a simple quantitative analysis of possibly all the cases of the participatory budgets that were implemented in the Czech Republic between 2014 and 2018. This analysis aimed to identify the main characteristics and features as well as general trends of participatory budgeting in the Czech environment. Most attention was focused on the indicators of attractiveness and effectiveness of participatory budgets in the Czech Republic such as the ratio of the funds allocated for participatory budgeting compared to municipalities’ annual budgets or the connection between participatory budgets and voter turnout compared to other kinds of elections in the Czech Republic. This paper’s main asset is that it identifies and summarises all the cases and the main characteristics of participatory budgeting that were held in the analysed time period in the Czech Republic.

The article examines the changes that took place in the Czech party system from the moment of the political transformation of 1989/1990 to the last parliamentary elections in 2017. It is based on a survey of data on the results of the elections to the Czech National Council and the Chamber of Deputies. The interpretation of the data allows answering several research questions: is the Czech party system stable, and if so, is it possible to determine it model? Are the inevitable model changes sudden or evolutionary as a consequence of an observable trend? Is it possible to distinguish and define the stages of functioning of the Czech party system? To what extent does the party system of the Czech Republic have roots in the party system of Czechoslovakia and did the disintegration of the federal republic significantly affect its change?

Inter-municipal cooperation is a specific phenomenon in local public administration across the world. It is a concept that has been applied globally, particularly in countries with more fragmented local government. Often its implementation helps to solve problems or challenges associated with the existence of fragmented public administration in the delivery of public services. From the existing investigations dedicated to this specific issue carried out in the Czech Republic, it appears that this model of local public administration is very often mentioned in this country; however, its real use in the territory by public administration even after a long period of its existence in this country still has a great potential for development and use even in comparison with how it is abroad. The aim of this article is to identify and characterise the motivation and willingness of municipalities in the country to cooperate in order to meet the current conditions.

Purpose – The main objective of the following article is to present issues associated with managing diversity in the context of demographic changes. The aim of this paper is to offer concrete suggestions on how organizations can overcome demographic changes and tap the business potential of diversity management.Design/Methodology/Approach – The authors’ approach is based on the literature, statistic data and authors’ own research. The empirical part was developed on the basis of survey research titled “Diversity Management in the V4 Countries as an Answer to Demographic Changes”. The research was quantitative, implemented through the computer-assisted personal interviewing (CAPI) technique on a group of 101 respondents. The research study was conducted in 2016–2017.Findings – According to the research, knowledge and practice of diversity management is not very widespread in the Czech Republic. The research has shown that according to the opinion of the respondents from organisations, they recognize differences in motivation factors for specific groups of employees. The majority of respondents see the values and benefits of different groups of employees, as well as their specific needs. The majority of respondents know that specific groups can be the objects of various types of discrimination.Practical implications – Changes taking place on the labour market and globalization – and in particular the demographic changes in the Czech Republic – have evoked a necessity of searching for new strategies of management. Contemporary human resources management strategies should take into account social and demographic changes and the influence of those changes on customer purchase behaviour and requirement. Therefore, knowledge of diversity management and practical applications should be reflected in strategies of organizations. Results of the study provide general guidelines for determining the direction of how important diversity management should be in organizations.Originality/value – The research concerns diversity management in the Czech Republic with respect to demographic changes.

The aim of the paper is to briefly present the development of Czech mining law, its basic sources and related literature. The author of the article recalls the common roots of Czech and Polish mining law, which date back to the Middle Ages and are currently defined by EU law. Therefore, he mentions the relevant EU legal acts. The article examines the reasons for which the Czech Republic has the mining regulations adopted in 1988: the Mining Protection and Utilization Act (Mining Act) of April 19, 1988 (adopted by the Federal Assembly of the Czechoslovak Socialist Republic) and two acts of on April 21, 1988, on mining, explosives and the state mining administration, and on geological works (both laws were adopted by the Czech National Council).

The article discusses main developments in the organization and financing of health care in the Czech Republic, Hungary and Poland. These countries exemplify different approaches to health care reform and different processes of institutional change of health care systems. The article charts main policy developments and offers explanation of dynamics of changes. It emphasizes the role of politics and broadly understood institutions, which are often neglected in the literature on health care reform in the region. It is argued that political institutions, party politics and rivalries within the governments influenced the scope and timing of policy changes. Institutional changes were also affected by the patterns of interest representation and organizational and normative developments that resulted from decisions and non-decisions taken in the past.

In the paper we focused on the personality of the teacher and his/her motivation for professional performance depending on the length of teaching practice. The aim of the research was to find out the profile of the motivational structure of performance in the professional context of primary education teachers and to determine the specifics of individual dimensions related to the motivation for performance. The results showed that the motivational structure of performance is very similar for primary education teachers in the Slovakia and the Czech Republic. For teachers in the Czech Republic, the profile of the motivational structure of their performance does not change with the length of teaching practice. On the other hand, in Slovakia, motivational performance structures change in context depending on the length of teaching practice.

This study compares families’ adaptation to childhood deafness in China and the Czech Republic. A sample of 160 families with deaf children were studied; 107 from China, 53 from the Czech Republic. The results showed that (1) overall, both family groups demonstrated resilience when facing the risk of childhood deafness by accepting the children’s deafness, functioning normally, and expecting a good future for their children; (2) Chinese families and Czech families did not demonstrate significant differences in the overall outcome of positive adaptation but displayed apparent differences in adaptiv patterns; (3) Chinese families were impacted more severely than Czech families by childhood deafness due to the lack of adequate social support, but cohesive family relationships and more positive changes in family belief such as optimism, altruism and tolerance toward differences might mediate the adverse impact caused by children’s deafness.

The change of the political regime in Czechoslovakia, called the Velvet Revolution, is considered as a success story of transformation after 1989. However, in nowadays Czech Republic, the Communist Party still exists – this is the only such case among democratic countries of Central Europe. It makes us ask the question: is the Velvet Revolution completed? The author treats the activities of the Communist Party of Bohemia and Moravia as a criterion for the assessment of changes in the Czech Republic after 1989 and wonders how strong for the assessment of the transformation influences the relics of the former regime. He stresses that transformation in the Czech Republic can’t be assessed on a comparative scale, because pace and effects of changes were different in different countries, as different was the nature of the previous regimes. The author concludes that the existence of the Communist Party is the natural element of contemporary political reality of the Czech Republic, which negates the achievements of transformation in no way.

Life in a culturally diverse environment and being a national minority member causes the socialization of young people to occur in more than one language. Language is not only a medium of culture but also a core element of identity. This article discusses the implementation of the right of national minorities to education in their languages. In Belarus, the Czech Republic, Poland, and Ukraine, there are national minorities of autochthonous character, along with schools with the language of a particular minority as the teaching language. The most developed and numerous network of schools operating in the official school system is in the Czech Republic. In Belarus and Ukraine, the legal possibility of opening and running minority schools was introduced several years ago. Not without significance is the functioning of parish schools, Saturday-Sunday schools, national or ethnic clubs. Apart from family, school is the basic place of learning the minority language, an important element of national identity. At school, learners deepen their cultural competences, within their national, majority group and European culture.

Research background: Previous studies have demonstrated that providing relevant information to users is positively affected by higher quality of accounting standards and adhering to ethical rules and accounting principles by accounting professionals. On the other hand, there are a lot of cases when the law was broken. The most common reason for committing financial statement´s fraud include in-creasing stock prices, getting loans from bank or avoiding payment of taxes. Purpose of the article: The aim of this paper is to evaluate both the relationship between using of legislation and accounting errors rate in the financial statements as well as the possible using of creative accounting from the point of view of enterprises and non-profit organizations in the Czech Republic. Methods: Among the quantitative research methods the questionnaire was used. The questionnaires were sent out to randomly 201 selected enterprises and non-profit organization. The survey was conducted from September 2017 to the end of January 2018. The data were analyzed by means of the tools of descriptive statistics and the chi-square goodness of fit test. The research questions sought to investigate whether Czech Accounting Standards helped in all areas of accounting and reporting and avoiding of errors in financial statements, and whether the respondents encountered fraudulent procedures in compiling financial statements. Findings & Value added: The results indicated that using Czech Accounting Standards was perceived as a useful tool in solving all situations in areas of accounting and avoiding accounting errors. Moreover, it was proved that the volume and frequency of errors were not significant in financial statements.

In the Czech Republic, the autonomy of churches is constitutionally guaranteed in a rather broad manner. The constitutional and legal basis for Church autonomy lies in the Charter of Fundamental Rights and Freedoms, which is part of the Czech constitutional order. It represents both an objective institutional guarantee (religious neutrality of the state) and the subjective right of religious communities to independence from the state and self-governance of their own affairs (the right to self-determination). Compared to other domains of the said autonomy, the staffing of churches is a relatively frequent subject of theoretical reflection and decision-making on the part of Czech courts. The Constitutional Court of the Czech Republic had to express its opinion on some problematic cases, in particular, the limits of Church autonomy. The case of Duda and Dudová is an example of a conflict between civil rights and the autonomy of churches in the modern Czech history. It started with Duda and Dudová’s dismissal from the pastoral ministry in the Czechoslovak Hussite Church in 1993, and the last (so far) decision related to this case was issued by the Constitutional Court in 2021. This article discusses the long and tortuous journey through the Czech judiciary system, which Duda, Dudová, and the Czechoslovak Hussite Church had to go through in order to clarify consequences of church autonomy. A particular deviation in the Supreme Court’s decision-making played an interesting role in this process. However, it was the Constitutional Court, which acted as the guardian of constitutional values (including the internal autonomy of churches), that placed this anomaly in the decision-making of the Supreme Court and, subsequently, general courts back within constitutional limits.
W prawie Republiki Czeskiej autonomia kościołów jest dość dobrze zagwarantowana. Konstytucyjnoprawne podstawy kościelnej autonomii odnaleźć można w Karcie Podstawowych Praw i Wolności, która jest częścią czeskiego porządku konstytucyjnego. Karta ta zawiera relewantną gwarancję instytucjonalną (religijna neutralność państwa), zapewniając ponadto wspólnotom religijnych podmiotowe prawo do niezależności od państwa i samorządu terytorialnego w swych własnych sprawach (prawo do samostanowienia o sobie). W porównaniu z innymi sferami objętymi omawianą autonomią, obsada stanowisk kościelnych jest relatywnie częstym przedmiotem refleksji teoretycznej i orzeczeń czeskich sądów. Sąd Konstytucyjny Republiki Czeskiej również był już zmuszony do wyrażenia swej opinii na temat kilku problematycznych spraw. Odniósł się w szczególności do granic kościelnej autonomii. We współczesnej historii Czech przykładem konfliktu pomiędzy prawami jednostki i autonomią kościołów stała się sprawa małżonków Duda (Duda i Dudová). Przyczyną konfliktu było ich zwolnienie z pełnienia posługi duszpasterskiej w Czechosłowackim Kościele Husyckim, do czego doszło w 1993 r. Natomiast ostatnie (jak dotąd) orzeczenie dotyczące tej sprawy zostało wydane przez Sąd Konstytucyjny w 2021 r. Celem niniejszego artykułu jest krytyczne omówienie długiej i skomplikowanej drogi sądowej, jaką Duda, Dudová i Czechosłowacki Kościół Husycki musieli pokonać w celu wyjaśnienia konsekwencji kościelnej autonomii. Interesującą rolę w tym procesie odegrało stanowisko, które w swym orzecznictwie zajął Sąd Najwyższy. Pozycję obrońcy wartości konstytucyjnych (włączając w to wewnętrzną autonomię Kościołów) zajął natomiast Sąd Konstytucyjny, który doprowadził do likwidacji anomalii wynikających z orzeczeń wydanych przez Sąd Najwyższy, a następnie również przez sądy powszechne, przywracając zgodność wiążących rozstrzygnięć z zasadami konstytucyjnymi.

The article is a summary of the extensive research into a technical competence and technical profession preference of the senior primary grades. In total, 1650 pupils from 6th, 7th and 8th grades of the Moravian Silesian Region of the Czech Republic participated in the survey. Standard psycho-diagnostic methods were used. In addition, a new method for measurement of technical and practical comprehension was created. Our results show that there are no differences between girls and boys in intellectual abilities within the frame of single subtests. However, statistically significant differences only appear in psychomotor tempos kills and visual perception in favor of girls. Boys have got higher performance in the test of technical and practical understanding.
