Opis:
Drivers’ self image and perception of other drivers comprise the main road traffic factors under analysis in this paper. The impact of these factors on traffic safety was evaluated through a survey among drivers. The outcome of the survey led to interesting conclusions related primarily to the relationship between drivers’ behaviours and their self-assessment and assessment of others. A negative correlation was demonstrated for the latter factor. The more highly the respondents rate themselves, the less highly they rate the skills of other drivers. The study included a number of comparative analyses dealing, among others, with drink driving.

Opis:
Safety in the road traffic is largely dependent on the physical and mental condition of the driver. Current research as well as the analyses conducted on certain phenomena-psycho-physiological efficiency of drivers, their skills, the influence of extrinsic factors on drivers, the technical parameters of vehicles and finally the distracting power of the environment - all prove that it is achievable to minimize risk in the road traffic. There are various testing techniques, some of them are directed at the driver (eye tracking, heart rate and breath gauging or neuro-imaging), other techniques test the on-board car systems and still others test the visual and radar monitoring of the environment outside the vehicle. All of these techniques, for one thing enable tracing the driver’s actions and for another, provide information about the processes which affect the driving person. It should be noted that, owing to the above mentioned study, new knowledge is being developed. Both the research conducted with modern equipment, such as the systems of visual and radar analysis of the driver’s surrounding area, and the systems which gauge psychophysical condition of the person, even if they might not ensure our totally comprehensive grasp of the safety processes in transport, yet they provide new and valuable information which is expected to facilitate our understanding of the role and influence of psychophysical processes in a driver on safety in the road traffic. Data collected with such methods will enhance our knowledge with details that have been unknown so far. Besides, the methods will let us perceive the phenomena which may, for that matter, serve to verify current theories or even lay the foundations for totally innovative knowledge that may help to analyse the influence of the driver’s psychophysical condition on the road traffic safety. What is more, the resultant knowledge may be further employed to work out effective tools for aiding safety to different means of transport in motion. The development of tools and methods which are supposed to enhance and ensure safety in the road transport is the clue issue being tackled by both domestic institutions and the European Union. For a few years now, safety in the road traffic in developed countries has been one of the essential issues regularly discussed and studied. The aim of this article is to present both the testing methods as well as the role of psychophysical condition of the driver on safety in the road traffic.

The first section of this paper presents in general terms the main ideas of literary Darwinism represented by Joseph Carroll, Jonathan Gottschall and other scholars concerning theory (literature as an adaptation) and interpretative practice. It also reviews the key arguments of this literary school's critics focusing on the papers of Jonathan Kramnick and William Deresiewicz. The second section is an attempt at applying Darwinian methodology to the interpretation of The Road by Cormac McCarthy taking into account its reception, style, the behavioural systems (survival, parenting, and cognitive activity), the literary context and the author's point of view.

The article focuses on the Belt and Road Initiative, which was introduced by the leadership of the People’s Republic of China in 2013, and its political as well as economic implications for Iran China relations. The ongoing implementation of the Chinese initiative raises a few research questions. Would both sides benefit from the cooperation in the BRI framework or would one of them maybe have the upper hand? What are the main opportunities and challenges in the case of China-Iran relations and BRI implementation? The analysis is conducted in the framework of the grand strategy theory. This study is based on primary sources such as official governmental documents, speeches of influential politicians, and official statistical data. Besides these sources, information from secondary sources like monographs and academic articles was taken into consideration.

Opis:
Air pollution emissions from road vehicles majorly contribute to particulate pollution. This poses significant threats to the environment and human health. Road dust contains various potentially toxic elements, which, when exposed to humans, can lead to severe illnesses such as asthma, cardiovascular diseases, and cancer. This study assessed adult health risks through accidental ingestion, inhalation, and dermal contact associated with heavy metals (Cr, Cu, Ni, Pb, and Zn) in road dust (with a fraction size < 0.1 mm). The analysis covers areas between sound-absorbing screens (S), in open spaces without screens (F), and at highway/express exits (E) with different surfaces: asphalt (A) and concrete (C). Results indicate the highest health risk levels are associated with Zn in road dust in S and E areas, indicating its potential negative impact on human health. When comparing results for all metals, road dust collected from A surfaces might pose a greater health risk than C surfaces. The carcinogenic risk for Cr and Ni found in road dust collected from A and C surfaces at points S, F, and E is medium. The most significant carcinogenic risk (medium-high) is associated with Cr in road dust from A surfaces in the F area, whereas the lowest risk (low-medium) for both A and C surfaces is linked to Ni exposure in the S point. The contributions of Cr and Ni highlight the need to reduce emissions of these elements in areas surrounding heavily trafficked roads.

The article aims to show the next points of contact between public law and private law by presenting the civil and administrative legal effects of the decision on the permit for the implementation of a road investment (including its amendment and repeal), referred to in the Act of April 10, 2003, on special rules for the preparation of and implementation of investments in the field of public roads. The reason for the author to analyze the topic was the fact that the author has noticed the increasingly stronger interpenetration of the areas of public law and private law and problems encountered in legal practice. The article is a synthesis of the civil and administrative legal consequences – sometimes unintentional – of issuing and changing the decision on the permit for the implementation of a road investment, which have their source in the unilateral, imperative action of a competent public administration body. It is also another voice in the discussion on the advisability of the classic division into the two oldest branches of law.

Celem artykułu jest ukazanie dylematów i postaw polskiego rządu związanych z uczestnictwem w chińskiej inicjatywie Belt and Road. Tezą pracy jest twierdzenie, że inicjatywa Belt and Road podzieliła główny nurt dyskursu publicznego na dwa główne wątki: opcję o optymistycznym nastawieniu – dostrzegającą szanse partycypacji w tej inicjatywie oraz dyskurs pesymistyczny – ukazujący zagrożenia dla bezpieczeństwa państwa polskiego. Autorzy odpowiedzą na następujące pytania badawcze: jak BRI jest przedstawiana w polskim dyskursie publicznym? Jakie są główne szanse i wyzwania wynikające z przystąpienia Polski do inicjatywy? Dokonana zostanie także analiza danych zastanych wszelkiego rodzaju płaszczyzn relacji polsko-chińskich.
The aim of the article is to show the dilemmas related to the Poland’s participation in the Chinese Belt and Road Initiative. The theory behind the paper is that the Belt and Road Initiative has divided the mainstream of public discourse into two main threads: an optimistic option – one that sees opportunities in the participation in the initiative – and a pessimistic one, highlighting the threats to the security of the Polish state. The authors will answer the following research questions: how is the BRI presented in the Polish public discourse? What are the main opportunities and challenges resulting from Poland’s accession to the initiative? A desk research analysis of all types of Polish-Chinese relations will also be conducted.

The South Caucasus consists of three states – Georgia, Armenia, and Azerbaijan. The region is a natural corridor from the East to the West, from Asia to Europe, and from the North to the South, from Russia to the Middle East. This location is the main potential of the region, which lies in the possibility to create routes for the transmission of products, and the most important – energy resources. The aim of the article is to analyze China’s strategy towards the South Caucasus, including the New Silk Road project. Because of the location of the region, the South Caucasus has been the subject of competition, but also of cooperation of many geopolitical ‘players’ – such as the United States, Russia, the European Union, and also China. The main tool of Chinese foreign policy towards not only the South Caucasus, but also in global dimension, has become the New Silk Road. This concept established towards the South Caucasus states, uses the ‘cluster approach’, which means that China seeks to develop relations with all the countries in the region in a parallel way, not to establish any different ways of cooperation with each of the South Caucasus state, like other global powers do.

Opis:
The article discusses the impact of design solutions of vehicle suspensions into angles of body roll. It was shown which type of suspensions is better from this point of view. There were examined the dependence of the suspensions parameters on the vehicle body roll angle. The influence of camber angle on the force transmitted to the tire contact with the road surface was analysed. The lateral forces were measured on the test stand. There was tested dependency of lateral forces from the sideslip angle for different angles of camber. Was analysed change of lateral forces generated by camber angle on the vehicle which was made on a scale ~ 1:5 during tests carried out on the testing track. For this purpose, two tests have been selected: first one allowing the measurement in steady motion conditions, the second one with dynamic change of direction of vehicle motion. The graphs show the effect of camber angles on the controllability and stability of the vehicle motion.

The article discusses two issues. The first issue concerns the design and construction of the uniaxial description of the measuring trolley (fifth wheel). This part contains the assembly drawing design solution of proposed trolley with a description of its construction. The second issue discussed in the article is measuring head containing patterns to measure: the vibration acceleration in three directions: vertical, longitudinal and transverse axis of the vehicle by addressing, accurate driving speed, wheel rotation angle, distance traveled and the road surface asperities. In this section, the technical characteristics of sensors used in the measuring head were given. The material was enriched by pictures of the road research.
W artykule omówiono dwa zagadnienia. Zagadnienie pierwsze dotyczy projektu i opisu budowy jednoosiowego wózka pomiarowego (piątego koła) Część ta zawiera rysunek złożeniowy zaproponowanego rozwiązania konstrukcyjnego wózka wraz z opisem jego budowy. Zagadnieniem drugim omówionym w artykule jest głowica pomiarowa zawierająca układy do pomiarów: przyśpieszeń drgań w trzech kierunkach: pionowym, wzdłużnym i poprzecznym odniesionych do osi pojazdu, precyzyjnych prędkości jazdy samochodu, kątów obrotów kół, przebytej drogi oraz mikronierówności nawierzchni jezdni. W tej części artykułu podano parametry techniczne zastosowanych czujników w wykonanej głowicy pomiarowej. Powyższy materiał wzbogacono zdjęciami z badań drogowych.

In the work we performed a review of studies of foreign scholars on changing the reaction time of the driver depending on various road conditions, namely the change in the response time when using the traffic light regulation. Earlier by the authors of this article have already been carried out research in the field of throughput of a site of a highway with traffic regulation, which showed that this value depends on the time of reaction of the driver. In this article the estimation of how much bandwidth the highway using different result obtained in the course of analysis, time value of reaction of the driver and is a direct correlation bandwidth from the time of reaction of the driver. The values obtained allow to conclude that taking into account the psycho-physiological characteristics of drivers (response time) will have a significant impact on the throughput and the various methods of organization and reorganization of sections of the road network, implementation of which is used investigated the amount of bandwidth.
В работе выполнен обзор исследований зарубежных ученых по изменению времени реакции водителя в зависимости от различных дорожных условий, а именно изменение времени реакции при использовании светофорного регулирования. Ранее авторами данной статьи уже были проведены исследования в области пропускной способности участка автотрассы при светофорном регулировании, которые показали, что данная величина зависит от времени реакции водителя. В данной статье проведен расчет величины пропускной способности автотрассы при использовании различных, полученных в ходе анализа, значений времени реакции водителя и установлена прямая зависимость пропускной способности от времени реакции водителя. Полученные значения, позволяют сделать вывод о том, что учет психофизиологических характеристик водителей (время реакции) будет оказывать значительное влияние на пропускную способность и различные методы организации и реорганизации участков улично-дорожной сети, при реализации которых используется исследуемая величина пропускной способности.

The underground mining of minerals with a longwall system requires the construction of two parallel galleries (bottom road, top road). As the longwall progresses, they are eliminated (mining from the boundaries). Reconstruction of this area, i.e., the wall-road crossing, is usually carried out manually. Other methods can be used to reduce the physical effort of handling the wall. One way is to use supports dedicated to these locations and an example of such a solution is the HENNLICH-20/43-CH support. The article discusses the advantages of using mechanized power support as an alternative to development with individual props. The technical parameters of the selected type of mechanized power support are presented.
Eksploatacja podziemna minerałów systemem ścianowym wymaga wykonania dwóch równoległych wyrobisk korytarzowych (chodnik podścianowy i nadścianowy). W miarę postępu ściany następuje ich likwidacja (eksploatacja od granic). Przebudowę tego miejsca, czyli skrzyżowania chodnik-ściana, dokonuje się najczęściej ręcznie. Możliwe jest zastosowanie innych sposobów pozwalających zmniejszyć wysiłek fizyczny obsługi ściany. Jednym z rozwiązań jest wykorzystanie obudów przeznaczonych do tych miejsc. Przykładem takiego rozwiązania jest obudowa HENNLICH-20/43-CH. W artykule omówiono zalety zastosowania zmechanizowanej obudowy skrzyżowań stanowiącej alternatywę zabudowy z użyciem stojaków indywidualnych. Przedstawiono parametry techniczne wybranego typu obudowy zmechanizowanej.

The area of the roadway covered with petroleum-derived substance is characterized by lowering the grip of tyres of the vehicle to the roadway. In realistic conditions of the road traffic that kind of obstacles are with difficulty noticeable for the driver and sedatenesses constitute the element of surprise which in combination with violent lowering the rate of the adhesion usually results in loss directional of vehicle. The vehicle which fell into the unchecked skid, in particular on the curve of the road is posing a threat to drivers driving up from the opposite direction on account of random migration of such a vehicle to their traffic lane. Driving vehicles on the roadway this way polluted also have limited possibilities of taking defensive action in order to avoid confronting. For the evaluation of the bearing of drivers in understanding violating by them safety rules in the road traffic on the roadway polluted with vehicles with substances mentioned above applying the rate of the adhesion which is appropriate in calculations and simulations is significant to the analysed road situation. In the article so a problem of the selection of this rate was taken relating to the case study of an existing road accident consisting in inducing collision of two vehicles moving along an asphalt wet roadway polluted with petroleum-derived substance - with diesel.
