The paper refers to telematics theoretical basis, especially transport telematics. European and international institutions responsible for standardization in the aforementioned areas have been characterized. Furthermore, author has presented standardization publications on telematics and transport telematics. The European Commission and many state administrations in the world attach a great importance to the use of telematics systems in transport. This requires designing and manufacturing devices using the advanced telecommunication and IT technologies. Some states have already implemented the telematics systems in transport, which control now such functions as: vehicles fleet management, urban traffic management and road toll collection. Implementation of the autonomic systems in the European states and lack of possibilities to cooperate with other systems caused the European Commission to conduct, since 2000, a wide spread activities on interoperability of the telematics systems and introduction of legal regulations (decrees, directives). Interoperability and building telematics systems architecture brings about the necessity to develop standards concerning, among the others, technical, safety solutions as well as data transmission protocols between the system elements and it environment solutions. At present in Poland, telematics applications are not used to a sufficient degree, to effectively manage the vehicles' fleet, or at least for urban traffic management, and when they are used, and then they are developed without taking into consideration appropriate interoperability. These applications in the future may provide quick and precise information and allow to safely managing the urban traffic. In the forthcoming years, they will be further improved by using Galileo system, whose localizing precision will be better than that of GPS. To meet these challenges, the international and European institutions have been characterized in this paper, which conduct standardizing activities in telematics and transport telematics. In addition, the fundamental, already developed standards for the aforementioned areas have been presented.

Telematics should be understood as all information, telecommunications and IT solutions that have been used to improve the activities of specific sectors. Telematics is distinguished by so-called transport telematics. Every year, the number of telematics solutions for trucks increases. Therefore, this topic has become quite significant in recent times. The task of telematics systems is to collect and handle those messages that have been achieved during transport. Some telematics solutions provided by enterprises include devices monitoring the transport process and measuring devices, GPS as well as on-board computers. The reduction of freight transport costs through the minimization of individual expenses is considered to be the main purpose of using telematic devices. The use of such solutions makes it possible to verify transport to a much greater extent.

This paper will illustrate the impact of telematics tools on safety of participants in road traffic which is vital. The latest technology and ideas enable the construction of safe roads. The discussion in Poland about safety on roads is significant as this country has one of the highest rates of road accidents in the European Union. The paper considers safety issues of participants in road traffic and the influence of road infrastructure on safety as well as the use of telematics tools for improving safety. The analyses will make use of the data provided by the literature on safety in Europe, Poland and Lower Silesia which will illustrate the scale of the problem and indicate possible solutions and the use of telematics technologies. The research is based on the two cities: Wałbrzych i Toruń.

Global positioning systems makes possible to build a new telematic systems, enabling various applications and services in many branches of economy. A special area of such applications are various transport and transport related tasks. Among them, of a high importance are applications applied to mobile objects, for example, to all kinds of vehicles, called mobile telematic services. The paper presents features of such a services, with a special emphasis of the services being foreseen in Galileo satellite positioning system. Even conditions concerning such a service constructions are discussed, having in mind mainly necessity of complementary communications between a positioned object and related surrounding, including co-users of the movement area infrastructure as well as broader environment.

Opis:
Transport telematics systems integrate information technology with telecommunications for their use in various transport systems. Thanks to the use of advanced technical solutions and modern telecommunications and IT systems, it is possible to implement additional innovative services. They can be used to rationalize the process of using and maintaining means of transport. Modern vehicles are equipped with telematic on-board systems. Such solutions combine various electronic devices used in the vehicle. For this purpose, bus solutions are used, thanks to which it is possible to control individual systems and devices. It is also possible to use the transmitted data to detect negative exploitation phenomena during vehicle use (e.g. glazing phenomenon, work in the upper engine rev range with too low coolant temperature, intensive work compressor of the high air pressure system being a symptom of inability of pneumatic systems). This is possible because the data being sent has a specific information resource. Thanks to this, to can be concluded about the loss of the exploitation potential of the vehicle. This approach will be used to rationalize the technical service of the vehicle fleet, with regard to profiling. Using exploitation data, received via a telematic interface from vehicles, it is possible to profile the rolling stock. It consists in distinguishing individual sets of vehicles due to certain reliability and exploitation properties. This approach allows for the specification of the rolling stock exploitation, giving the opportunity to rationalize the use and exploitation. The publication presents the author’s graph of the exploitation process taking into account the profiling of the vehicle fleet. The application of the presented approach will contribute to the improvement of the value of certain vehicle reliability and exploitation indicators.

The technologies used in computer science belong to the most important instruments also affecting transport management in an enterprise. They may assist the utility of the system, its accessibility, the level of integration and substantially influence the performance of a company. The use of telematics tools will make it possible to optimize the supply chain within the company. This optimization applies to sales forecasting, which affects the material demand, production, etc. A mathematical model has been developed, which is based on the fusion of fuzzy classifiers with the theory of probability and the theory of mathematical evidence. The data affecting sales include, amongst other things: delivery lead time, sales records, customer satisfaction, delivery compliance rate, delivery speed ratio, supply excellence ratio, lead times between order taking and delivery, etc. The study has proven that soft calculation methods based on fuzzy sets and artificial neural networks are appropriate for the tasks of the logistics chain control, and the support of telematics tools will improve the management of an enterprise.

Telematics data has been mainly used to track the historical and live locations of vehicles. Recently, with more data available and better telecommunication technologies, fleet managers are able to investigate the root cause of faults, problems or events such as breakdown and incident. With recent development in cloud computing power, advanced analytics and optimisation techniques, fleet telematics can move to the next level, where future events can be predicted and systems can schedule maintenance to avoid breakdowns. Risk of accidents can also be raised and advance warnings given. In this paper, the evolution and current state of analytics and optimisation techniques and models in the area of telematics have been reviewed. Later, the key components, challenges and opportunities of applications of analytics in fleet telematics have been discussed.

Transport has always been a fundamental impulse for the development of civilization. Issues related to the regularity of operation of technical systems, in the last decade have become important issues being considered from both the point of view, as well as economics. Today the major threat in the operational reliability constitutes intensification of the machine and equipment use leading to excessive degradation. In automated manufacturing processes where the material handling operations are realized by the cranes, the safety as both devices and operating people constitute important factor. The main purpose of the article was focused on the set of issues including the material handling devices (MHD) reliability shaping problem especially presents work in progress towards development the MHD condition assessment system with using telematic approach. In the article author, special care was enclosed to MHD devices with strength human factor interaction and relatively large construction, so the overhead travelling crane was chose. The object of the statement constitutes an attempt of collecting the knowledge concerning a possibility of use modern measurement systems to monitoring crane bridge deflection. All tests and considerations were conducted on the double girder overhead travelling crane with hosting capability 1000 kg and bridge span 8000 mm.

The paper refers to some problems of a top-of-the-range driving simulator that have been implemented in 27 EU members by Directive 2003/59/EC. The truck simulator from France, Finland, Germany and USA have been stressed. The Mark III Motion-Based Driver Training Simulator combines a fully operational truck cab with the latest digital simulation technology to create life-like training scenarios that improve driving behaviour and skill. Renault has built the simulator, which can offer several truck configurations (tractor, rigid, articulated) with different engine and equipment types. Additionally the TRUST 3000 simulator for Truck Driving Training and BUS 3000 simulator for Bus Driving Training were stressed. A top-of-the-range simulator may play the main role in many training areas, it is clear that the particular requirements of the driving industry must be considered in order to develop optimal cost-effective systems. Preliminary analysis shows that simulation can have a beneficial contribution in the areas of fuel efficient driving, emergency situations, poor weather driving skills, and learning the handling characteristics of different types of load. Authors have determined requirements on a top-of-the-ange driving simulators.

The economic importance of therapy compliance has grown steadily in recent years, not only because of the efficacy of newer therapeutic methods but also because of the increased costs of treating the consequences of poor compliance. Improved compliance can lead to significant savings by preserving or restoring a patient's health, improving quality of life, by reducing the number of medical services required when therapy fails or appears ineffective, and by helping limit the rise in national health care costs. Within the framework of the TEN-Telecom European Commission Programme, C-Monitor project developed an integrated health telematics platform to enhance chronic patient compliance to therapy and interactive communication with their attending physicians. The overall aim of the project was to study the potential benefits, both in clinical and financial aspects, of such innovative systems and services along cost-efficiency of care provision. The platform developed has been validated in controlled small-scale trials in a number of European countries. The Greek pilot involved installation of the system in a private hospital in Athens and the validation scenario dealt with morbid obesity patients that have undergone surgical operation. A number of 30 patients were recruited for the trial. Results of the trial indicated the technological robustness of the proposed system and the potential clinical and economic benefits of running such services. Further trials are required to better address cost-efficiency issues with respects to the service goals.

Thanks to financial support of the European Union for 2014-2023 PKP Polskie Linie Kolejowe S.A. (PKP Polish Railway Lines) will spend over 50 billion PLN on railway investments. The purpose of the present article is to show how important is the role of public procurements in the context of investments made by PKP PLK, particularly in the field of telematics. It is worth emphasising, that thanks to public procurements state-of-the-art practises can be implemented in: telecommunications, information and informatics forming concept of transport telematics. It is important to underline, that a large scale of investments demands, that continuous acquisition of knowledge among PKP PLK employees is required, not only in public procurement procedures but also in: construction, environmental protection and many other fields. It is necessary to underline how important is the selection of a contractor able to carry out an investment because it has a direct influence on the quality of service provided by PKP PLK. Experience shows, that the execution of works contract is often delayed because of the wrong choice of economic operator.
Dzięki unijnemu wsparciu z perspektywy finansowej Unii Europejskiej na lata 2014 – 2023 PKP Polskie Linie Kolejowe przeznaczą ponad 50 mld zł na inwestycje kolejowe. Dlatego też poprzez zamówienia publiczne można wdrożyć najnowocześniejsze rozwiązania z zakresu telekomunikacji, informacji i informatyki składające się na pojęcie telematyki transportu. Należy podkreślić, że tak duża skala inwestycji wymaga od pracowników PKP PLK ogromnej wiedzy nie tylko z zakresu zamówień publicznych, ale także telekomunikacji, informatyki, budownictwa, ochrony środowiska i wielu innych dyscyplin.
