Regardless of the role that is attributed largely to the traditional attitude of Switzerland on bilateral relations and the trend of still continuing the support of the conduct of international design policies, one still cannot ignore the importance of the part played by the participation of both countries in international organizations. In the face of the current progressive opacity and complexity of the global situation, which not only makes it impossible to carry out the policy of isolationism, but also significantly reduces the effects of bilateral policy, an increase in the role of this plane has become increasingly evident in many contexts Polish-Swiss relations.

This article examines, in a comparative perspective, the integration policy of the two, in many respects, very similar, neutral states, with particular emphasis on the period after the signing of the Single European Act. Despite the converging political and economic objectives, the decisions of both countries were determined by different economic and political conditions. For Austria, the integration processes were perceived as an important step, towards reconstruction of the economy, the abolition of trade barriers with the most important economic partner. In political terms integration – enhanced Austria’s position within European Community. Unlike the Austrian Government, the authorities in Bern have acted under much more polarized conditions. Neutrality played still very important role in its international policies and the social fears connected mostly to the loss of political and economic independence were vivid. The Swiss authorities were thus forced to choose the bilateral path, which was not preferred by EU countries, but more socially acceptable, and therefore easier to implement.

One of the most apparent signs of the crisis of the democratic system is a systematically decreasing turnout level in national and supranational elections and referenda. In reports and analyses concerning the level of political participation, experts more and more frequently notice a decreasing tendency of the citizen’s involvement in numerous types of elections. As Ola Pettersson points out, “according to the sources, less and less citizens appear at the ballot boxes”. Jacek Raciborski indicates that one of the most signifi cant consequences of the low citizen’s participation at the election procedures is the considerable legitimacy deficit. A number of countries attempt to prevent these phenomena from happening by undertaking various actions aimed at increasing the level of citizens’ involvement in political life (notably by increasing their participation in elections). That would infl uence the growth of the legitimacy level of the undertaken political decisions. It is worth noticing, that apart from the commonly used ways of increasing election attendance (such as correspondence voting, mobile ballot boxes), over the last few years politicians in many countries have had numerous discussions aimed at the implementation of electronic voting (e-voting). Its followers claim that thanks to e-voting, election and referenda turnout may be increased, as this method enables disabled people and people who are abroad to take part in elections. Furthermore, a considerable advantage of e voting, compared to traditional voting in polling stations is of greater convenience than the former. The aim of the following text is to attempt to provide an answer to the question whether electronic voting can be treated as a panacea for low election turnouts, whether this form of voting may be a warranty of a higher level of voter’s attendance than before. In the article, the author bases on the experience connected with e voting in two European countries – Estonia and Switzerland, which can be referred to as the pioneers in the use of e voting.

It has long been known which books were read most widely throughout enlightened Europe and to which intellectual authorities particular social groups referred. After the long history of research about the 18th century, modernity has also inherited various research habits consisting mainly of constant verification of the recognised hierarchy of authors, publications, and actors of intellectual life. However, the question remains: how to study this literary culture in given continent areas? Speaking of literary culture, we mean the prevailing patterns in the reception, evaluation, assimilation and imitation of literature, information and evaluation channels, local conditions that have a decisive influence on choices and opinions. The author proposes to speak about this matter based on the recently completed work on literary culture in French-speaking Switzerland in the 18th century. Despite its specificity and evident provincialism, this example provides material for a general, theoretical and methodological reflection: is it worth researching production from the second (and further) shelf? If so, how should this material be approached? What does it tell us about the evaluation procedures? The article presents and analyses these issues.

Celem artykułu jest przybliżenie polityki migracyjnej Szwajcarii od II połowy XX wieku aż do czasów współczesnych. Polityka migracyjna Szwajcarii ewoluowała przez ostatnie dziesięciolecia uwarunkowana z jednej strony dużym zapotrzebowaniem na siłę roboczą z drugiej jednak silnymi poglądami ksenofobicznymi wpływającymi m.in. na zaostrzenie polityki migracyjnej. Szczególna uwaga zostanie poświęcona referendum z lutego 2014 r., w którym naród szwajcarski opowiedział się za ograniczeniem swobodnego przepływu osób między Szwajcarią a Unią Europejską.
The main aim of the paper is to present Swiss migration policy from the second part of the 20thg century till present. This policy has evolved over recent decades. It was strongly influenced by the economic need for workers on the one hand, and by xenophobic opinions that made this policy more strict. The central part of the paper concerns the popular initiative voted through on 9 February 2014, when the Swiss nation decided to limit the free movement of people between Switzerland and the European Union.

The text is devoted to the analysis of Johann Heinrich Pestalozzi’s pedagogical concept of reforming criminal legislation, modernizing the prison system and dealing with convicts. Although this is not the main axis of his work and covers only a few texts, the message contained in them, supported by the author’s practical activity, makes him considered one of the main prison reformers of the late 18th and early 19th centuries, the mental father of the first wave of Swiss penitentiary reforms and the protoplast of the educational view of the purpose of imprisonment. After a introduction, the importance of Pestalozzi’s work and activities for modernizing the prison system is presented, followed by an analysis of his proposals in this regard. However, not only a presentation of his views on the treatment of criminals and the handling of convicts was made, but also the contexts and references of his ideas were extensively outlined, referring to his literary works, his practical outreach and education activities, but also illustrating his immersion in the current of reforms of the time and references to figures with whom he worked and valued. The author hopes that this will put Pestalozzi’s visionary postulates into a broader perspective.

Stworzenie szwajcarskiej państwowości wymagało pogodzenia różnych grup i interesów. Dzisiejsze rozwiązania federalne w Szwajcarii umożliwiają pokojowe współistnienie różnych grup językowych i religijnych. Kolejnym wyzwaniem było pogodzenie interesów bogatych i biednych kantonów. Poznanie mechanizmów federalizmu szwajcarskiego może stanowić wskazówkę dla dalszej integracji w ramach Unii Europejskiej, która pod wieloma względami przypomina Szwajcarię.
The federal principle in Switzerland has been developing for centuries. It was a process that has not always proceeded in a peaceful manner. The creation of Swiss statehood required reconciling different groups and interests. Today’s federal solutions in Switzerland allow for the peaceful co-existence of different language and religious groups. Another challenge is to reconcile the interests of wealthy and poor cantons. Understanding how this happened can provide guidance for further integration within the European Union, which in many aspects might be compared to Switzerland.

The purpose of the research was to investigate the scale of crime by foreign nationals in Switzerland in the context of the effectiveness of the assumptions of the migration policy of that state in the area of security. Materials and methods: The research uses literature sources and statistical data on the crime of foreign nationals in Switzerland and its migration policy. The author used qualitative research methods, including the query of literature and strategic documents (using the content analysis technique) and the analysis of statistical data (using the desk research technique). Results: In the context of the three analysed factors, the following trends can be observed: steadily declining crime in Switzerland; the relatively constant level of crime by foreign nationals, especially since 2018; constant, although relatively mildly growing, percentage of foreign nationals’ crime in the overall crime scale. Conclusions: In the context of the assessment of the effectiveness of the implementation of the assumptions of Switzerland’s migration policy in the area of security, it should be noted that the relatively constant level of the crime rate of foreign nationals, despite their constantly growing population, proves the optimality of these assumptions and their highly effective implementation.

Przedmiotem niniejszego tekstu są doświadczenia związane z wdrożeniem i-votingu w wybranych państwach Europy. W tekście zwrócono szczególną uwagę na zagadnienia związane z: definiowaniem głosowania internetowego (jako jednej z form głosowania elektronicznego); analizą doświadczeń państw, mających doświadczenia związane z wdrożeniem internetowego głosowania czy procedurom oddawania głosów za pośrednictwem głosowania internetowego. Głównym celem niniejszego tekstu jest odpowiedź na pytania o najważniejsze ryzyka i korzyści związane z głosowaniem przez Internet, o wpływ i-voting na frekwencję wyborczą, jak i o przyszłe perspektywy stosowania i-voting. Rozważania w niniejszym tekście koncentrują się na doświadczeniach dwóch państw z największym – jak się wydaje – doświadczaniem w obszarze i-voting, tj. Estonii oraz Szwajcarii.
This paper discusses the experience related to selected European states implementing i-voting. Particular emphasis is given in the text to the issues of the definition of internet voting (as one of the forms of electronic voting); the analysis of experiences gathered by states with a history of the implementation of internet voting; and the procedures of vote casting via Internet. The main goal of this text is to answer the questions of the greatest risks and benefits of internet voting, the influence i-voting has on voter turnout and the future prospects of i-voting. The considerations presented here focus on the experiences of two states with apparently the greatest experience in the field of i-voting, namely Estonia and Switzerland.

Celem niniejszego artykułu było ustalenie roli, jaką pełni inicjatywa ludowa w systemie politycznym Szwajcarii. Inicjatywę ludową (obywatelską) możemy zdefiniować jako procedurę, która umożliwia obywatelom przedstawienie swoich propozycji ustawodawczych (konstytucyjnych) poprzez zgromadzenie wymaganej liczby podpisów pod wnioskiem. Inicjatywa ludowa w Szwajcarii pozwala grupom obywateli złożyć propozycje w zakresie zmiany konstytucji. Należy podkreślić, iż na poziomie federacji nie funkcjonuje inicjatywa w zakresie ustawodawstwa zwykłego. Spośród 174 inicjatyw ludowych, które zostały poddane pod głosowanie w referendum, do roku 2010 jedynie 18 (10%) zyskało aprobatę większości. Pozostałe wnioski odrzucono. Inicjatywy są zgłaszane z różnorodnych powodów. Elementem wspólnym jest efekt tworzenia programu politycznego. Partie polityczne oraz grupy interesu podejmują inicjatywy także z powodów strategicznych. W Szwajcarii instytucje demokracji bezpośredniej (w tym inicjatywa ludowa) odgrywają istotną rolę, zarówno w zakresie częstotliwości stosowania, jak i pod względem wywieranego wpływu, w systemie politycznym ukształtowanym przez politykę porozumienia i dość stabilny system partyjny.
The aim of this study is to determine the role of popular initiative in the political system of Switzerland. The term ‘popular’, or ‘citizens’ initiatives’ refers to the procedures that allow citizens to bring new issues to the political agenda through collective action, that is, through collecting a certain number of signatures in support of a policy proposal. Citizens’ initiative in Switzerland allows for any group outside parliament to put a proposal on the table. The proposal has to suggest a constitutional amendment. Changes to laws or any other government regulations cannot be the subject of a popular initiative at national level in Switzerland. Of the 174 initiatives that have made it to the polls, only 18 (10 per cent) had been approved prior to 2010, all the others were rejected. Initiatives are launched for numerous reasons. The agenda-setting effect is relevant for all initiatives. Parties and interest groups also launch initiatives for more strategic reasons. In Switzerland the institutions of direct democracy, including the popular initiative on constitutional amendments, play a most prominent role, both in terms of frequency and in terms of impact, in a political system shaped by consensus politics and a rather stable party system.

Objectives The correlation between quartz dust concentrations in the Swiss enterprises and the incidence of silicosis and other related diseases acknowledged as occupational diseases (OD) was investigated. Material and Methods Quartz dust concentrations were obtained from Suva’s databases of occupational health surveillance measurements between 2005 and 2014. Information on quartz dust-related diseases was from medical dossiers of workers with OD acknowledged by Suva between 2005 and 2014. Results The median quartz dust concentration of the 2579 measurements between 2005 and 2014 was 0.09 mg/m³ (alveolar fraction). Out of all measurements, 28% were above the Swiss occupational exposure limit (OEL) of 0.15 mg/m³ (alveolar fraction). One hundred eighty-one individuals suffered from acknowledged quartz dust-related disease (179 silicosis and 2 chronic obstructive pulmonary disease (COPD)). Additionally, 8 out of these workers were diagnosed with lung cancer and 55 with COPD of a non-specified cause. Out of all workers, 46% were exposed to silica dust for the first time before 1975 when the current Swiss OEL was introduced. Out of the foreign workers, 63% began to work abroad, during which they could have at least partly acquired their silicosis. Out of all workers, 75% were ever-smokers. Conclusions The incidence of silicosis decreased drastically from approximately 300 cases/year in the 1970s to fewer than 20 cases/year 20 years ago. Several findings of this study that could help to interpret the ongoing occurrence of the disease include excessive exposure in or outside of Switzerland in former or current times, vulnerability to the development of silicosis due to cigarette smoke, or poor compliance with wearing breathing masks. The aim of this study was to observe the importance of sport activities among 5th grade pupils in the canton of Schwyz (located in Central Switzerland) and to identify possible differences between children of various nationalities. The cross-sectional study was carried out in 30 randomly selected classes during the school year 2015/2016. The sample (n = 468) consisted of 52.8 % boys and 47.2 % girls, aged 10.8+0.7 years old. Socio-demographic characteristics, interests and participation in sports were established using a standardized questionnaire. The majority of the observed primary school children (85.7%) participate regularly in sports. Approximately 5 hours of sports are practised on average per week; about 18 % are engaged in such activities for more than 7 hours. The percentage of fully sport-abstinent children is around 3.5 %. In accordance with other studies, the influence of immigration backgrounds seems to be mainly moderated by gender. While boys with foreign or Swiss origin are equally enthusiastic about sports, there is clearly a lower level of participation in sports in general and especially in sports clubs among girls who come from an immigrant background. Therefore, they should be considered one of the important target groups for exercise promotion programs.

The Triassic basal sauropodomorph Plateosaurus trossingensis is well-known from mass accumulations at the German localities of Trossingen and Halberstadt and the Swiss locality of Frick, and is significant especially regarding its taphonomy and proposed developmental plasticity. These implications, however, rely on the assumption that this material derives from a single species, which has been questioned. Here we describe new skull material from Frick including eight complete and six partial skulls, more than doubling the number of known skulls of P. trossingensis. This exceptional sample size allows for gaining a deeper understanding of variability that may occur in a single species. The new material includes the first known juvenile skulls of Plateosaurus, allowing for detecting ontogenetic changes. An attempt is made to distinguish between variability caused by taphonomic plastic deformation and intraspecific variability. Plastic deformation may shorten, but not widen bones. A number of characters commonly included in phylogenetic analyses of basal sauropodomorphs are shown to be variable within P. trossingensis, and possibly require re-evaluation. Although P. trossingensis skulls are highly variable, many of the variable characters include intermediate character states and therefore are continuous. No groupings based on skull features, locality, or stratigraphy are apparent. Consequently, the analyzed skull material from the bonebeds of Frick, Trossingen, and Halberstadt bears no evidence for the presence of more than one species.

The theoretical framework of building heritage conservation is not necessarily a predefined set of tenets and axioms with potentially universal significance, but a result of particular challenges and practices bound in time and place. In this article, the guidelines of building heritage conservation in Switzerland in the last century are outlined briefly with reference to the broader European theoretical discourse. Focusing on the contradictions between the theoretical position and practical work of Linus Birchler, it argues for the necessity to re-read and assess our principles of building heritage conservation in relation to the specific built cases they originated from.

Opis:
Szwajcaria jest jednym z nielicznych państw Europy Zachodniej, które nie przystąpiły do UE. Szwajcarzy kilkakrotnie wzywani byli do głosowania w referendum w sprawach związanych z UE, niemniej trzykrotnie głosowali przeciwko. Obywatele Szwajcarii wydają się być zadowoleni ze stosunków z UE opartych na umowach dwustronnych. Nie widzą potrzeby zacieśniania współpracy. Celem artykułu jest zbadanie czy obywatele Szwajcarii rzeczywiście nie chcą przystąpienia ich państwa do UE. Analiza negatywnych wyników referendów w sprawach dotyczących UE może być przydatna w zrozumieniu szwajcarskiego punktu widzenia.
Switzerland is unique in Western Europe, not having joined the European Union (EU). Switzerland is still neither a member of the EU nor of the European Economic Area. However, the Swiss were asked to vote on issues concerning the EU several times. Three times the results of those referenda were negative. The Swiss seem to be satisfied with a relationship with the EU based on bilateral agreements. They do not see the need for closer cooperation, within the structure of the EU. The aim of this paper is to explore whether the citizens of Switzerland want to join the EU or not. Analyzing the negative results of Swiss referenda on issues concerning the EU might be helpful in understanding the Swiss point of view.
