Opis:: This research focuses on the regional research policy of the federal states. The paper analyses the existing academic research sources of the regional research policies and answers questions of the regions's analysis. The methodology uses specific working papers essential for the European region's and sources of the Austrian public administration. Concerning the empirical part, this paper uses qualitatively focussed structured guideline surveys. The research will facilitate discussions on aspects of methodological approaches to research, data capture and analysis, perceived research outcomes and contributions to the body of knowledge. Essential is the separation of subvention policy, which means the matter of distinct locational competition and it occurs the establishment of co-production within the regions to present itself mutual externally to persist in the global contest. The findings indicate that even through this concept for success is highly influenced by funding's that are not very controllable by the regions, such as the federal states, and it is a positive prototype for prospective similar cases.

Opis:: In the modern history of the Polish administrative court system, an important legal issue that still needs to be clearly resolved is the jurisdiction of courts over acts and actions taken by the public administration other than administrative decisions or rulings. This issue arises in the area of the process of applying for public funds for the performance of educational tasks by public and non-public units of the system of education (with regard to the so-called education subsidies provided from the budgets of local and regional government units), as well as in the area of receiving from the state budget the educational part of the general subvention by local and regional government units themselves. The dispute concerning the jurisdiction over the determination and transfer of education subsidies, which started with the dispute over the legal nature (civil or administrative law) of the relationship arising from the education subsidy, continued for more than 20 years and was only brought to an end by the 2016 amendment to the Act on the system of education. In contrast, the analogous dispute concerning jurisdiction of courts in cases involving the determination of the value and transfer of the educational part of the general subvention to local and regional government units actually remains unresolved to this day. This paper presents an analysis of the evolution of the case law of administrative courts in the cases mentioned above. The primary purpose of this analysis was to formulate conclusions de lege ferenda, the consideration of which would lead to the real and effective exercise of their rights (including the constitutional right to a trial) by the bodies that run public or non-public units of the system of education, as well as by local and regional government units.

Opis:: Development of the Polish organic farming is characterized with great dynamics in the increase of the number of farms operating in this production system (number of farms increased by 10 times within 2003-2012). Moreover, area of agricultural land designated for such crops increases. Number of agricultural food-processing plants of raw materials, which come from organic farming, increases in a slower pace. Nevertheless, the trend is constantly rising. Results of field research on the example of 100 farms confirmed a national trend of organic farms development. The fact, that respondents from the researched facilities declared additional income sources, adding that incomes from organic production do not cover living demands for maintaining a family, was an essential information.
Rozwój polskiego rolnictwa ekologicznego cechuje duża dynamika wzrostu liczby gospodarstw o tym systemie produkcji (liczba gospodarstw zwiększyła się 10-okrotnie na przełomie 2003-2012 r). Rośnie również powierzchnia użytków rolnych przeznaczanych pod tego typu uprawy. W znacznie wolniejszym tempie wrasta liczba przetwórni rolniczych surowców pochodzących z ekologicznych upraw, niemniej jednak tendencja jest stale wzrostowa. Wyniki badań terenowych na próbie 100 gospodarstw rolnych potwierdziły ogólnokrajowy trend rozwoju gospodarstw ekologicznych. Istotną informacją jest również fakt, że respondenci z badanych obiektów deklarowali posiadanie dodatkowych źródeł dochodów, zaznaczając przy tym, iż dochody tylko z produkcji ekologicznej nie pokrywają potrzeb bytowych utrzymania rodziny.

Opis:: The article is devoted to the consideration of relations on providing financial support, the so called inter-budget transfers, to local budgets from other budgets of the budget system of the Russian Federation. The acceptance of the independence of local self-government with the adoption of the Constitution of the Russian Federation in 1993 made it necessary to implement legal regulation of relations in the field of financial support to the activities of municipalities. The article describes the process of reforming the regulatory framework in the field of relations for the provision of inter-budget transfers to local budgets. The author conducts comparative analysis of inter-budgetary relations for providing financial support to municipalities with a number of European States (the Czech Republic, Poland, the Republic of Lithuania, and Slovakia) and also highlights similarities with Russian legal regulation.
