If they suffer privation, which means that they are unable to meet their basic needs on their own, parents are entitled to claim maintenance from their children. On the other hand, the difficult life situation caused by privation, linked with lack of self-sufficiency, is one of the reasons to claim social welfare benefits. Therefore, the same circumstances constitute the basis for financial support from both the family and the public social system. Because the laws do not explicitly define the order in which maintenance ought to be paid, this study attempts to establish the relation between the family’s and the State’s financial obligations. Based on the legal-dogmatic and analytical methods, this article presents: the essence of the right to maintenance and its forms in the Polish Social Welfare Act, the duties of the administrative bodies in bringing actions for maintenance, the consequences of failure in fulfilling maintenance obligations and of unjustified relinquishment of maintenance claims from family members. In the conclusion, the authors stress the primacy of family obligations over the State’s ones, and formulate recommendations for social welfare authorities as regards enforcing the fulfilment of family financial obligations.

We are concerned with welfare orderings on the set of evaluation vectors. In our framework the number of agents, criteria or states of nature is fixed and an evaluation vector assigns a real valued evaluation to each criteria, agent or state of nature. Hence the space of evaluation vectors is a finite dimensional Euclidean space. In such a context we provide axiomatic characterizations of the utilitarian, maximin and leximin welfare orderings. The axiomatic characterization of the utilitarian welfare ordering is based on a quasi-linearity property. The axiomatic characterizations of the maximin and leximin welfare orderings are obtained by suitably modifying the axioms used by Barbera and Jackson (1988).

For many countries the Industrial Revolution was an opportunity for a dynamic economic development, but it was accompanied by deep social changes. Inequalities between regions have deepened, pollution has increased and also conjunctural fluctuations have intensified. In contemporary view at the social welfare there is a tendency to abandon identifying it with the level of income. Also, the research on the causes of socio-economic success is developing. One of the aspects of the research, which the article refers to, is the role of the institutions (within the meaning of institutional economics) in the socio-economic development. The aim of the paper is to examine the relationship between indicators of institutional environment and indices related to socio-economic development. For the analysis of the institutional environment the indices published by the World Bank under the name of Worldwide Governance Indicators were used. The analysis of socio-economic level of the countries is based on Sustainable Society Index and its components, which include a wide range of factors related to well-being. The analysis was conducted in two stages. The first stage is a general study of the correlation between WGI and SSI for 151 countries from different continents. The second stage includes a more detailed analysis conducted for the European Union, using the cluster method and the analysis of the level of indicators in groups of countries. The study is based on the data from 2010.

Opis:
The palace in Krzesimów was built in the classicist style at the beginning of 19th century. The building is the part of the palace-park complex entered into the register of monuments because of its historical, aesthetical and landscape values. From 1970s, it is the headquarters of a social welfare home. Over the years, this function enforced many changes in the functional layout of the building to adapt it to the needs of people with various types and levels of disability. Despite many minor renovations and modifi cations, the palace didn’t undergo complete overhaul, which would greatly improve the technical condition of the original fabric. This aim of article is to analyse introduced functional changes, which were supposed to facilitate the use of the building by the handicapped, and to consider what actions must be undertaken in order to improve its technical condition. The authors of the paper underline the need to start renovation works on the basis of the archive documentation, as well as conducted survey and research of its current technical condition.

The main aim of the article is to outline welfare sociology as a potential sub-discipline of sociology and to discuss the issues of broadly defined social welfare. While in contemporary social sciences the literature concerning welfare often focuses on themes such as happiness (psychology), prosperity (economics), or quality of life (sociology), these themes may be considered too narrow and do not reflect the complexity of the issue. However, if one considers the definition of social welfare through the prism of material and non-material needs, as well as the needs expressed individually and collectively, it is possible to attempt a comprehensive study of this phenomenon. The author uses the definition of social welfare to look at research on (a) welfare state regimes, (b) welfare attitudes and (c) issues of work in contemporary capitalism, all to enable the application of research results within the analysis of the title concept.

Aim. The goal of the paper is migration processes in the context of globalisation leading to the erosion of cultural identity and the emergence of many heterogeneous cultures in many countries. Modern countries, where traditional societies with minor inclusions of another culture of European origin, have turned into multicultural communities, in which there are many scenarios for intercultural dialogue and multiculturalisation, including such negative options as xenophobia and racism, highlighting that one of the consequences of the multicultural approach in Europe has been a retreat into closed cultural communities. Methods. During the working process on the paper we applied the main methods of social and political studies such as the comparative analysis method; empirical methods; the method of observation; evaluation method and methods of content analysis. The paper is based on empirical research materials, articles, reports, research, and books.   Results and conclusion. By way of conclusion, we can say that Muslim migrants who arrive in Europe, for the most part, do not hurry to integrate into the local society. Compared to the local population, they wear different clothes, have different habits, and profess a different religion. All this sets one to consider them y as “others,” as strangers, which, under certain conditions, can lead to a feeling of fear or hostility (Alaverdov, 2020). The fact that Muslims maintain respect for their traditions is often seen by residents of their host countries as a sign of disrespect for local traditions.

The paper contributes to the literature on other-regarding preferences challenging the narrow self-interest assumption. Experimental evidence confirms that the same individuals might express different otherregarding preferences in different situations or contexts. The structure of their interaction, their relative positions in it might trigger different behavioral patterns. In this paper we propose a model of multi-level other-regarding preferences assuming that different levels are actualized depending on the context in which an individual has to take her decision. We analyze the experimental trust game letting the players have multi-level preferences. Under certain parameterization and asymmetric information assumption, we show that the share given up by the leader of the game in favor of the follower is strictly monotonically increasing with altruism of the former. It is also demonstrated that utilitarian social welfare is increasing with the leader’s altruism if the players are not extremely risk-averse. In the case when information for both players is incomplete, a separating equilibrium exists allowing to distinguish between leaders with different other-regarding preferences.

Rankings of income distributions are usually based on comparisons of social welfare. Assuming more or less general form of a social welfare function we can compare income distributions in time and in space. Income inequality can be compared by means of the well known Lorenz curve but the results will be ambiguous when the Lorenz functions of the considered populations intersect. Generalized Lorenz curves and quantile functions are more useful tools for ranking income distributions but in many situations it is necessary to make additional assumptions concerning social preferences reflected in a social welfare function. In the paper we present the methods useful for ranking income distributions and their application to the analysis of wage distributions in Poland. As a theoretical distribution the Dagum type-I model has been used.
Porównywanie rozkładów dochodów może być przeprowadzane na podstawie różnych kryteriów. Jedną z metod jest zastosowanie współczynników dystansu ekonomicznego Porównując rozkłady dochodów z punktu widzenia zamożności rozważanych populacji, bierzemy pod uwagę dwa aspekty tego zagadnienia - różnice w średnich poziomach dochodów oraz różnice w ich nierównomierności. Porównywanie nierównomierności może się odbywać za pomocą krzywych Lorenza - wyniki będą jednak niejednoznaczne, np. gdy funkcje Lorenza przecinają się Bardziej uniwersalnym narzędziem do rangowania rozkładów dochodów są uogólnione funkcji Lorenza oraz funkcje kwantylowe. Wymagają one jednak przyjęcia pewnych dodatkowych założeń dotyczących funkcji dobrobytu, która jest wyrazem preferencji społecznych. W artykule przedstawiono wyniki zastosowania powyższych metod dla rozkładów płac w Polsce. Jako rozkład teoretyczny wykorzystany został rozkład Daguma pierwszego typu.

The granting of non-cash benefits within the social welfare system, in particular care services and specialist care services, as well as services in the form of placement in a social welfare home has repeatedly been the subject of interest of administrative courts. The analysis of the judicial practice of these courts leads to the conclusion that the award of the services in question is based on the principle of subsidiarity. This principle plays a key role here. It is respected both at the stage of granting these benefits and their use by authorized persons. The case law used in this study confirms that the indicated services can only be awarded to persons who meet the requirements set out in the Law. The common element here is the inability to satisfy one's own efforts through the inability to use the help of people from the immediate environment, especially the family, which may result from various reasons. The indicated principle is also taken into account at the stage of using the services. It manifests itself, among others. in determining by the authority, the type, scope and form of assistance provided. In practice, this means that the subjective feelings of the person concerned, as well as their expectations do not affect the decision of the institution, which obviously is guided by the individual needs of the person, however determined objectively, while also taking into account the general principles and objectives of social assistance, such as also its ability to provide help. The subsidiarity principle is also reflected in the need to pay for services (as well as in the use of exemptions). Those using the services are primarily required to make this payment. The liability of other entities is exceptional, which also complies with the subsidiarity principle.

The aim of the article is to analyse the experience of providing social protection of population in the countries with socially oriented market economies for further implementation in Ukraine and other countries, which are in need of the social welfare reform. The need for social protection of population has been proved. It is noted that the modern social protection system should include a set of social guarantees, forms, methods and instruments of social assistance. The state’s social expenditures in the countries that are members of the Organization for Economic Cooperation and Development are analysed. It is established that the social sphere of different countries is characterised by certain features of social welfare, which are caused by unequal level of state regulation and are reflected in relevant state policy. Basic models of social policy are described. The global experience of social welfare in the countries with socially oriented market economy is analysed. The main determinants of social protection of population in the world practice as well as measures, which contribute to the development of the social sphere are identified.

The purpose of the article is to demonstrate the significance of the activity run by philanthropic organizations in Poland for the benefit of society and the economy in the light of the social welfare of governmental organizations. Verification of hypotheses was conducted using different research methods: regression analysis, hierarchical cluster analysis, trend analysis, and comparative analysis. The results did not demonstrate a significant relationship between local governments’ expenditures on grants for philanthropic organizations fulfilling tasks on social welfare and local GDP. Despite the fact that the level of expenditure of public entities on social welfare goes up with the growth of the number of PBOs, as do their costs and revenues, the figures do not depend on each other.

Purpose – An attempt to answer two questions: (i) does spending on social-welfare policies constitute a statistically-significant impulse for reducing poverty among various risk groups in the EU countries? And (ii) what is the level of efficiency of social spending when it comes to reducing various problems associated with poverty in the EU member states? Research method – Two research methods: Vector Error Correction Model (VECM) and extended Data Envelopment Analysis (DEA) are used. Results – It is established that social-welfare policies in most of the EU countries create a sufficient impulse to reduce poverty among elderly people and survivors, families with children and the unemployed. However, the impulse is often not sufficient in the case of people with problems in meeting housing needs, as well as the sick or disabled. What is more, the relative efficiency of social-welfare spending in some of the EU countries is low, which suggest that better outcomes may be achieved not only by increasing the spending, but also by improving the policies among current amount of funds. Surprisingly, the best-performing countries in reducing the poverty by social-welfare policies include, next to Denmark and Finland, also some Central and Eastern European countries: the Czech Republic, Poland, Slovakia and Slovenia. Originality/value/implications/recommendations – The research extends the knowledge on the efficiency and effectiveness of government activities for the purpose of limiting poverty.

Russia’s invasion of Ukraine has clearly shown how fragile the global geopolitical order is, in particular regarding the energy and food systems. International media picture a human tragedy of war intertwined with discussions of food and energy security. In addition, subjective fears of a decline in the quality of life and consumer welfare in developed European economies are voiced. The article aims to describe this specific dialectic related to the war as it reaches beyond warfare itself and increasingly affect the social welfare of European countries. Results of surveys conducted in ten European countries confirm the dominance of respondents’ concerns for their own socio-economic situation and their desire to end the war as soon as possible, even at the expense of Ukrainian concessions to Russia. These social attitudes are decisive when it comes to whether the Ukrainians may further be supported or not. Moreover, these sentiments must be taken into account by those in power in individual European countries. Ultimately, such attitudes may exert the pressure that could contribute to ending the war.

Bearing in mind that there exists no universally accepted definition of the rule of law, this paper sets out to identify its commonly agreed core, and to expand it by adding substantive elements. While the core is not controversial, the second part of the rule of law framework, comprising social welfare rights, essentially aims to revisit classical accounts of the rule of law. The analysis involves the frequently ignored social dimension of the rule of law, defending the necessity of its translation into a substantive element of the definition. Some general arguments are offered explaining why social rights protection should be included in the definition of the rule of law.
