Opis:
The paper focuses on barriers to the development of a knowledge-based economy in Poland. The author analyzes views about the knowledge-based economy presented in professional literature. She examines the conditions for the development of the economy, considering changes in geographic factors and economic policy. Her analysis of the knowledge-based economy is based on a presentation of statistical data and reports. Lissowska also considers information on the European Union’s plans to enhance research and innovation across Europe. The analysis shows that the knowledge-based economy is insufficiently developed and differs unfavorably from the state prior to transition and from the average state displayed by other EU countries with a similar level of development. Industrial enterprises display insufficient initiative, with little involvement among foreign-owned companies to create innovation in their research centers in Poland. Small technology-oriented firms have made little effort despite their intellectual potential and possibilities. The main barriers to the development of the knowledge-based economy include the unfavorable legacy of the period prior to transition and imperfect industrial and innovation policies, along with an inadequate institutional and organizational environment. These imperfections may aggravate the vicious circle of uncertainty by adding to risk avoidance among suppliers of capital and an insufficient absorption of innovation, the author concludes. To tap the existing intellectual potential and make good use of the growing amount of funds (including EU structural funds and money for research and competitiveness promotion), it is necessary to focus on institutional and organizational tools likely to encourage potential investors and enable them to pursue knowledge-based projects.

Opis:
Israel is perceived in the international environment as one of the top leaders in innovation. This is proven by the progressively high position of this country in international rankings and the participation of Israeli scientists and technologists in prestigious international programs. In this article, we claim that the aims of Israeli innovation policy, which has the biggest impact on the shape and content of the innovation ecosystem, are highly politicized. The status quo driven by the key assumption of the state strategy, according to which obtaining a competitive predominance in the political international environment will be achieved through economic instruments, primarily technological innovation. Therefore the aim of this article is to critically analyze Israeli innovation policy and the innovation ecosystem, paying special attention to the state interest and the government activities in this realm. For the purpose of this analysis, some basic assumptions of the neoliberal economy redefined by Arie Krampf will be utilized. Furthermore, to better describe and explain the link between politics and economy in the Israeli innovation ecosystem we will refer to the K.N. Waltz considerations on mechanisms of the political and economic system in a globalizing world.

Aim/purpose ‒ The traditional data envelopment analysis (DEA) is popularly used to evaluate the relative efficiency among public or private firms by maximising each firm’s efficiency: the decision maker only considers one decision-making unit (DMU) at one time; thus, if there are n firms for computing efficiency scores, the resolution of n similar problems is necessary. Therefore, the multi-objective linear programming (MOLP) problem is used to simplify the complexity. Design/methodology/approach ‒ According to the similarity between the DEA and the multiple attribute decision making (MADM), a game of MADM is proposed to solve the DEA problem. Related definitions and proofs are provided to clarify this particular approach. Findings ‒ The multi-objective DEA is validated to be a unique MADM problem in this study: the MADM game for DEA is eventually identical to the weighting multi-objective DEA. This MADM game for DEA is used to rank ten LCD companies in Taiwan for their research and development (R&D) efficiencies to show its practical application. Research implications/limitations ‒ The main advantage of using an MADM game on the weighting multi-objective DEA is that the decision maker does not need to worry how to set these weights among DMUs/objectives, this MADM game will decide the weights among DMUs by the game theory. However, various DEA models are eventually evaluation tools. No one can guarantee us with 100% confidence that their evaluated results of DEA could be the absolute standard. Readers should analyse the results with care. Originality/value/contribution ‒ A unique link between the multi-objective CCR DEA and the MADM game for DEA is established and validated in this study. Previous scholars seldom explored and developed this breathtaking view before.

In the article, an analysis of the impact of outlays for R&D and intellectual property products on the GDP dynamics in European Union countries from 2009–2018 was made based on a theoretical foundation. Two hypotheses were formulated: (1) The higher the share of outlays for R&D in the GDP, the higher the GDP dynamics; (2) The higher the share of investments in intellectual property products in GDP, the higher the GDP dynamics. The hypotheses were not confirmed by statistical data analysis.

Competitiveness involves a variety of factors, however recently special attention has been paid to innovative solutions that have become crucial for the development of firms and economies. Due to the fact that there are many market failures identifi ed within research and development activities, many theorists, entrepreneurs and politicians accept granting R&D&I state aid to companies assuming that it should simultaneously contribute to the enhancement of innovation and, consequently, competitiveness of the EU economy. The paper is aimed at assessing the focus of state aid policy on research, development and innovation in the light of theory and practice (based on the recent experience). To this end we will analyse theoretical arguments for interventions supporting R&D activities, legal bases and criteria of admissibility for state aid for R&D&I, as well as, importance of R&D&I public aid in the EU Member States. The analysis of legal changes in conditions of admissibility of aid granted for research, development and innovation confirms that such aid belongs to the concept of improved economic competitiveness, also of the EU industry. However, like any government intervention, the aid should target only enterprises with real development potential and only when they are faced with market failures. As regards a position of state aid to R&D&I in public spending, remarkably, in the times of economic crisis more developed countries with higher GDP engaged more public budget resources into R&D&I activities.

Within the next few years, Europe’s economic paradigm will change fundamentally. Its manufacturing base will continue to shrink, and therefore future growth and social welfare will rely increasingly on knowledge-intensive industries and services, and ever more jobs will require a higher education qualification. Human resources are a core determinant of quality in higher education and research. Universities must therefore work to enhance their human potential, both qualitatively and quantitatively, by attracting, developing and keeping talent in teaching/research careers. Excellence may only emerge from a favourable professional environment based in particular on open, transparent and competitive procedures. Research and development (R&D) has proven to be a crucial factor in shifting the world’s technological frontiers, while at the same time facilitating new technological and scientific innovations. This paper will focus on R&D at the Institute for Nanomaterials, Advanced Technologies and Innovation at the Technical University of Liberec, Czech Republic. After a description of a literary search in the introduction, the specific real situation at this institute is mentioned, i.e. the number of submitted and solved national and international projects, statistics on research and development sources, and of course human resources at the institute. In the conclusion, the reader will be able to get a picture of how to increase the institute competitiveness in international collaboration.
