Opis:
Evolutionary economic geography became popular in the late 1990s. The study has developed on the basis of evolutionary economics, which has achieved greater success in explaining phenomena in the microeconomic than in the macroeconomic sphere and it has had non-spatial character. Evolutionary economic geography is an alternative in economic geography and regional planning for static or pseudo-dynamic research. Supporters of evolutionary economic geography, by criticizing among others New Economic Geography by P. Krugman, conduct research with the use of generalized Darwinism, path dependence and complexity theory. In this paper the author discusses the basic approach and assumptions of evolutionary economic geography and its application in regional economy, especially as an answer to the search for ways out of the economic crisis of regions and cities.

The aim of the paper is to first identify the factors which determine the competitiveness of the manufacturing sector as an element of region’s competitive performance and then to determine their impact on economic performance, income and employment in the sector. The analyses were conducted for NUTS 3 for the period 2009–2011. Sixteen different diagnostic variables were adopted to describe entrepreneurship, innovativeness and competitiveness. Soft modelling was employed as a method to quantify regional competitiveness of the manufacturing sector as it allows an estimation of aggregate measures for latent variables and their interrelations.

The aim of this article is to characterise new and traditional borders of the Russian East from the perspective of transboundary cooperation. Weak institutes by which regional economy in the border regional is trapped are characterised in the paper. Case study of the timber industry is used as an illustration. Ecosystem approach is presented as an instrument to balance environmental risks. Methodologically the paper is based on the theory of border, Paul Krugman’s theory of spatial economic development and the World Bank classification scheme of development, and ecosystem approach as a component of environmental economy.

The study analyses the role of the transit function in the development of a regional transport system drawing on the example of the Kaliningrad exclave region (Russia). The article studies the role and extent of the impact of changes in the volume and structure of transit operations on the value-added creation in the regional economy. The assessment of the transit function was conducted using analytical software for strategizing and situational forecasting of the socio-economic development of the Kaliningrad region, the analogue of which is the CGE-model. The article describes the results of the regional value-added modelling based on the integrated index of gross regional product (GRP) and the changing volume and structure of transit cargo. The article explores the transit specialisation options for the Kaliningrad region based on different scenarios of its social and economic development and the changes in external factors. The results can be applied to similar studies on assessing the transit potential of a particular territory and developing measures to support the transportation system development in other regions.

Tourism economy appears in every sphere of economy: production of goods and services, their division, exchange and consumption; it also occurs in the majority of the national economy branches that directly or indirectly deal with meeting tourist demand. The majority of economic processes in tourism sector are realized by direct tourism economy and its representatives, tourist entrepreneurs. Territorial selfgovernment units and tourist organizations play a significant role in formation of economic processes in tourism sector on the regional and local levels. The classic economy distinguishes three basic production factors: labor, land and capital. In the modern approaches they are completed with the fourth that has different names. Beginning with technical and organizational progress which is a logic extension of coexistence and cooperation of three basic factors, ending with information and knowledge – treated as the most modern factors of production in the so-called new economy. In the totality of activities of tourism economy entities, a special role should be ascribed to the personnel, namely human potential of tourism economy entities.

The article presents the possibility of Rusing multi-criteria fuzzy analysis for assessing the region al competitiveness. This estimation can be used for place marketing strategy development and based on results of socio-economic development. The proposed approach is characterized by comparative estimation, when the level of development of one region is determined by the development of other areas. The final evaluation is the level of the cluster which the object being analyzed belongs. This allows ignoring minor fluctuations in Total indexes. The results of robust and fuzzy groups of regions are analyzed. This grouping is characterized by similar levels of development and helps to define the directions of further development of the regions.

This article provides a cluster analysis of existing technoparks, the sample of which was built according to the completeness of the data presented on the official websites of the Ministry of Industry and Trade of the Russian Federation and the terms of operation. The analysis is carried out in order to determine the best components of the effectiveness of the development of the technopark movement in Russia. According to the analysis of this article, we can talk about a weak relationship between the three sub-indices: the activities of the management company, the activities of residents, the activities of regional authorities. The obtained data can serve as a starting base for further construction of an econometric model of the efficiency factors of technoparks.

Opis:
Purpose: the main purpose of this paper is to analyse the new infrastructure project in western Ukraine, show its main characteristics and to forecast how it will improve the socio-economic life of this region and how it will rise tourist flows in cross-border territories. Design/methodology/approach: The Small Carpathian Circle was chosen as it is the biggest infrastructure project in western Ukraine that covers three oblast (regions) of Ukraine and will have a cross-border impact. Literature sources, statistical information and estimates data used in this paper were gathered from various international and Ukrainian official sources and websites. Personal knowledge about Carpathian region was also used as the author comes from Lviv oblast of Ukraine. Findings: the outcome of this paper is that the Small Carpathian Circle has to be implemented in the nearest future in order to provide the efficient mobility in Carpathian region of Ukraine on the basis of sustainable development. The main reasons for its slow implementation in 2022 were highlighted. Originality/value: it is the first research paper about the Small Carpathian Circle, as it wasn’t analysed properly by scientists yet. It is addressed to a scientific circle, politicians, investors, international organisations and all people interested in Carpathian region development.

Strategic governance of sustainable spatial development is characterized by fragmenta-tion and lack of coordination. Therefore, issues of increasing the effectiveness of strategic governance of sustainable development of territories are becoming of particular rele-vance, which testifies the necessity of theoretical and methodological substantiation of the conceptual foundations for perfection of this process. Revealed that in the structure of available methodical approaches to assessing the level of sustainable city development and analyzing the efficiency of management of this process there are some differences, which indicates the need for their improvement for application in the process of diagnos-tics. It is proposed to apply a synergistic approach to studying the problems of managing sustainable development of a city, which makes it possible to identify interethnic integra-tion patterns of self-organization of a city as a complex socio-economic and ecological system.
Strategiczne zarządzanie zrównoważonym rozwojem przestrzennym charakteryzuje się fragmentacją i brakiem koordynacji. Dlatego szczególne znaczenie zyskują kwestie zwięk-szenia efektywności strategicznego zarządzania zrównoważonym rozwojem terytoriów, co świadczy o konieczności teoretycznego i metodologicznego uzasadnienia pojęciowych podstaw dla doskonałości tego procesu. Ujawniono, że w strukturze dostępnych podejść metodycznych do oceny poziomu zrównoważonego rozwoju miasta i analizowania efek-tywności zarządzania tym procesem istnieją pewne różnice, które wskazują na potrzebę ich poprawy do zastosowania w procesie diagnostyki. Proponuje zastosowanie synerge-tycznego podejścia do badania problemów zarządzania zrównoważonym rozwojem mia-sta, co pozwala na identyfikację międzyśrodowiskowych wzorców integracji samoorga-nizacji miasta jako złożonego systemu społeczno-gospodarczego i ekologicznego.

The aim of the article is to identify the main tendencies in the dynamics of interregional disparities in the level of socio-economic development in Russia during periods of economic growth and crisis. These trends have been identified on the basis of an analysis of the regional coefficient of asymmetry of key per-capita indicators (GDP, investment in fixed capital etc.) as well as indicators of spatial concentration in Russia and deviations from the average (for GDP, per capita GDP and investments) at the federal district and regional levels. The main factors driving the dynamics of these disparities were the economic crisis, government anti-crisis measures and measures of social support. Comparison of the level of interregional disproportions in Russia and abroad indicated that the differences between levels of socio-economic development at the federal level are comparable with differences in EU countries, but at the level of regions - with countries of the world.

The multifunctionality is one of the most important aspects of the sustainable development in the regional economy management. There are essentially two approaches to the analysis of multifunctionality. One is to interpret multifunctionality as a characteristic of an economic activity. The second way of interpreting multifunctionality is in terms of multiple roles assigned to agriculture. In this view, agriculture as an activity is entrusted with fulfilling certain functions in society. Social functions are linked to employment and income generation in rural areas and hence sustaining the viability of rural communities and maintaining rural society. The study evaluates the influence of external and internal factors on development of social capital in the selected region and authors will focus mainly on the impact of local stakeholders and policy measures. The interaction between relevant stakeholders as public sector, civil society, local business sector and primary sector is expected to be beneficial for development of social capital.
Multifunkcjonalność jest jednym z najważniejszych aspektów zrównoważonego rozwoju regionalnego zarządzania gospodarką. Zasadniczo istnieją dwa podejścia do analizy multifunkcjonalności. Jednym z nich jest interpretowanie multifunkcjonalności jako cechy działalności gospodarczej. Drugi sposób interpretacji multifunkcjonalności tyczy się wielu ról przypisanych do rolnictwa. Z tego punktu widzenia, rolnictwu jako działalności powierzone jest pełnienie określonych funkcji w społeczeństwie. Funkcje społeczne powiązane są z zatrudnieniem i generowaniem dochodów na obszarach wiejskich, a tym samym z utrzymaniem rentowności społeczności wiejskich i utrzymywaniem społeczeństwa wiejskiego. Badanie ocenia wpływ czynników wewnętrznych i zewnętrznych na rozwój kapitału społecznego w wybranym regionie i autorzy skupią się przede wszystkim na wpływie lokalnych interesariuszy i środków politycznych. Oczekuje się, że interakcja pomiędzy zainteresowanymi podmiotami, jak sektor publiczny, społeczeństwo obywatelskie, lokalny sektor biznesu i sektor surowcowy będzie korzystna dla rozwoju kapitału społecznego.

Currently, foreign direct investment (FDI) is considered the most important factor of regional development in the world, as it significantly influences the functioning of regional economic structures and the degree of their use, which is particularly noticeable in some countries, including Poland. In the global economy, most FDI is located in highly developed countries. However, for several years, there has been an increase in the inflow of FDI to developing countries, among them Poland, which has become one of the largest recipients of foreign capital from among the countries of Central and Eastern Europe. In the report Investor’s Guide - Poland - How to do business (2017), it was emphasised that Poland’s accession to the European Union opened the Polish market to foreign enterprises and created favourable conditions for investing in Poland. Therefore, the aim of this article is to present the regional distribution of foreign direct investment in Poland, with a particular view to presenting differences in the volume of foreign direct investment inflows to individual Polish regions and what conditions them. In the statistical analysis, the determinants of FDI inflow to Poland between 2010 and 2017 referred to selected macroeconomic indicators that allow the foreign investor to determine the level of economic stability of a country or region. This choice was based on literature and own research on the investment attractiveness of a country and the determinants of FDI inflow. The empirical part of the article was prepared on the basis of GUS statistical data. This source of data was opted for, as it enabled showing FDI engagement by provinces.

Demographic trends in developed countries require focus on the problem of aging populations. These trends are directly related to structural changes within the economy. Modifications of economic models imply a need for the creation of a new regional development concept. An example of such a concept is the silver-economy strategy implemented at the regional level. This article attempts to identify the existing potential and the main barriers to the introduction of the silver-economy concept in the region. Contemporary economy can be characterized by a simultaneous lack of space, growth of international exchange, growing importance of international corporations and internationalization of financial phenomena, which is undoubtedly favoured by the development of IT techniques. At the same time, along with the development of the knowledge-based economy as a new economic paradigm, the importance of the so-called spatial development increases in the development of spatial units, new factors that primarily include the quality of human capital, specific ICT infrastructure and the quality of business environment institutions. Territorial units must behave flexibly and be part of new trends. The article presents loose considerations on contemporary socio-economic conditions affecting the development of local and regional systems.

The article focuses on the characteristics of regional policy, regional development, regional marketing and regional marketing communication from a theoretical perspective. Subsequently, we characterize research that was realized in 2019 and included V4 countries - Slovakia, Poland, Hungary, Czech Republic, along with Serbia. Its aim was to characterize the main reasons of the failure of small and medium-sized enterprises and approach the current challenges of small and medium entrepreneurships, the main question we tried to answer was- How to prevent SMEs from failure? The activities related to the project led to the clarification of different aspects of business activities that can lead to successful and/or unsuccessful entrepreneurial activities. For the purpose of this article, we have selected eight research questions from Slovakia that are currently relevant to the topic of the article. We outline the main obstacles to business success in Slovakia, we characterize external factors that created business difficulties and three questions deal with marketing and marketing communication, because standing in a strong competitive environment requires, among other things, the ability to sell one´s business to customers. The aim of the article is to point out the factors that influence business and success in the market of small and medium enterprises in Slovakia.
