This research focuses on the regional research policy of the federal states. The paper analyses the existing academic research sources of the regional research policies and answers questions of the regions's analysis. The methodology uses specific working papers essential for the European region's and sources of the Austrian public administration. Concerning the empirical part, this paper uses qualitatively focussed structured guideline surveys. The research will facilitate discussions on aspects of methodological approaches to research, data capture and analysis, perceived research outcomes and contributions to the body of knowledge. Essential is the separation of subvention policy, which means the matter of distinct locational competition and it occurs the establishment of co-production within the regions to present itself mutual externally to persist in the global contest. The findings indicate that even through this concept for success is highly influenced by funding's that are not very controllable by the regions, such as the federal states, and it is a positive prototype for prospective similar cases.

Opis:
The objective of the paper is presentation of innovativeness in regional development in the aspect of the regional development concept. Under current conditions, the development conditions of individual regions on the basis of which the directions of development of particular voivodeships should be based become significant. Moreover, the development concepts are important for individual regions, on the basis of which the directions of development of particular voivodeships should be based. This paper presents development factors found in the literature of the subject matter in the context of innovativeness. At the same time, special attention has been paid to the development concepts related to innovativeness. Innovativeness as a factor of regional development is differently analysed in the given concepts and theories. It is commonly believed that its role will increase due to the fact that this factor is perceived as the centre of competitive edge of the region.
Celem artykułu jest przedstawienie innowacyjności w rozwoju regionalnym w aspekcie koncepcji rozwoju regionalnego. W obecnych warunkach istotnego znaczenia nabierają uwarunkowania rozwojowe poszczególnych regionów, na podstawie których powinny opierać się kierunki rozwoju danych województw. Ponadto istotne są koncepcje rozwojowe dla poszczególnych regionów. W niniejszej pracy zaprezentowano czynniki rozwojowe spotykane w literaturze przedmiotu na tle innowacyjności. Równocześnie szczególną uwagę zwrócono na koncepcje rozwojowe związane z innowacyjnością. Innowacyjność jako czynnik rozwoju regionalnego jest różnie rozpatrywana w danych koncepcjach i teoriach. Powszechnie uważa się, iż jej rola będzie wzrastać ze względu na to, że w tym czynniku upatruje się przewagi konkurencyjnej regionu.

SMEs sector plays a vital role in modern economies. Therefore, the interest in its functioning among economists is in fact quite natural. This article is a part of a current research on regional factors contributing to the development of enterprises in this category. The first section examines earlier studies in this field conducted globally and in Poland. According to them, many elements enable the SME’s development. It is not surprisingly that the specified set of pro-growth factors does not exists. Next section describes the results of the author’s own studies in the fields. These studies relate to regional factors contributing to the efficiency growth of micro, small and medium-sized enterprises in Poland. Data used in the study was collected from GUS and EUROSTAT and encompassed 16 provinces for the years 2003-2008. The model prepared included 11 independent variables on labor force, social mobility, living standard and R&D policy. The authors would have gladly considered more than 11 explanatory variable, but the inaccessibility of such data made it impossible. In the next step, using GRETL software, equations of regression were defined. On this basis it was concluded that the most important factors contributing to efficiency growth of SMEs are the amount of spending on R&D and the level of wages.

In the article, the problem of identification of institutes of innovation-oriented regional development is discussed. The role of an institute is considered in the concept of competitiveness of the region. Institutional systematization, including institutes of the regional development, is discussed, as well as the building of the models of regression dependencies between institutes of regional development and indicators of the processes for the stimulation of which they are created. The conclusion is made about the presence or absence of the influence that the fund has upon some indicators of regional development.

Tourism economy appears in every sphere of economy: production of goods and services, their division, exchange and consumption; it also occurs in the majority of the national economy branches that directly or indirectly deal with meeting tourist demand. The majority of economic processes in tourism sector are realized by direct tourism economy and its representatives, tourist entrepreneurs. Territorial selfgovernment units and tourist organizations play a significant role in formation of economic processes in tourism sector on the regional and local levels. The classic economy distinguishes three basic production factors: labor, land and capital. In the modern approaches they are completed with the fourth that has different names. Beginning with technical and organizational progress which is a logic extension of coexistence and cooperation of three basic factors, ending with information and knowledge – treated as the most modern factors of production in the so-called new economy. In the totality of activities of tourism economy entities, a special role should be ascribed to the personnel, namely human potential of tourism economy entities.

The aim of this article is to outline growth tendencies and growth factors in the subregions (NUTS 3) of Central and Eastern Europe in the period 1998–2006. A wide range of complementary research methods has been used in order to triangulate results, starting with classical beta and sigma convergence analysis, to kernel density estimation, transition matrices, spatial autocorrelation and multi-dimensional comparisons. Some rarely discussed aspects of the influence of capital regions on growth processes have been taken into account. An additional analysis of the data in relation to country averages produced results independent of the country context. As a result, we have been able to answer the following questions: do the analysed countries experience regional convergence or rather divergence/polarisation processes? What factors determine the dynamics of regional growth? What are the main dimensions of spatial disparities in Central and Eastern Europe?

Companies relocate in various manners. Some of them move by way of foreign direct investments, other relocate within their countries, regions or local areas of operation (e.g. when a company moves its seat to a different street). This paper focuses on the issue of relocating companies' seats. Data analysis (on NUTS2 level) indicates that migration of companies leads to an increased concentration of businesses in the Mazovia region, in particular in Warsaw. Additionally, it was demonstrated that in all of the Polish voivodeships the majority of companies that migrate do so within their regions. The weakest “magnet” for businesses are the voivodeships belonging to the least developed areas in Poland (Eastern Poland) and the Opole voivodeship, which undergoes a significant decline in population.

The aim of the paper is to analyse the theoretical aspects of the European Green Deal and to identify its potential impact on the Community's regional development processes. The paper presents the objectives and assumptions of the doctrine and its global dimension. The theoretical foundations of the doctrine in economic and social dimension have been defined. An attempt was made to identify and analyse the impact of the European Green Deal on regional development processes in the European Community. Regional development has been defined as the process of development of economic potential, increase in the competitiveness of economic entities and the standard of living of the countries' inhabitants, in their regional decomposition, which takes place as a result of transforming factors and resources into goods and services, ensuring economic security. The influence of the European Green Deal on factors of economic growth and development, factors of competitive advantage of countries, system of both public and private value (natural resources, national assets), transformations in the structure of economies (emerging and declining industries), as well as costs necessary to make the doctrine a reality were indicated.

Purpose: Due to the visible disproportions, the problem of innovation is increasingly often perceived regionally. These inequalities result from the concentration of knowledge, resources and the amount of expenditure on innovation in a few regions. The aim of the paper is to study the spatial dependence between Polish voivodships in terms of expenditure on innovative activities in enterprises in the service sector. Design/methodology/approach: For the selected variable conditioning the innovative activity of the enterprise, a classical econometric model will be built and the necessity to include the spatial factor in the modeling process will be verified. For this purpose, two spatial models will be considered: the spatial error model and spatial lag model. Findings: During the study, the hypothesis on the legitimacy of introducing spatial relationships to the econometric model describing the shaping of the amount of expenditure on innovative activities in enterprises in the service sector in Polish voivodeships was verified. The hypothesis has been verified positively – there are spatial relationships between the examined objects. Research limitations/implications: The need to take into account the spatial factor in the econometric model results in taking into account spatial estimation methods. The research used selected spatial models. Due to the limitations resulting from the availability of source data, the analysis was conducted only for voivodships in selected years. The analysis should be further deepened, e.g., by even more precise identification of the models and taking into account other neighborhood matrices - only the first-order neighborhood matrix was included in the study. Practical implications: Modeling the phenomenon of innovation. Social implications: An essential condition influencing the innovative activity of enterprises is their environment. It is the regional factors that largely influence innovation and faster development of enterprises. Originality/value: Introducing spatial relationships to the econometric model of outlays on innovative activities of enterprises in the service sector.

Peripheries means the land outside metropolitan areas. One of the main problems in these areas is a lack of growth factors. Some towns can contribute to the development of these regions, because there are few such factors, and it is easier to create the new ones, especially in urban policy. The subject of this paper is a typology of towns within the Polish peripheral coastal regions, limited to towns with more than 5 thousand inhabitants. Its purpose is to recognize diverse role of towns in the regional development, and to create the basis for the formulation of urban and regional policy. Typology takes into account the state of economic development, the external functions of towns, their impact, as well as present and future transport accessibility. Two kinds of systematization were applied: 1) quantitative typology applying Principal Components Analysis (PCA) and the cluster analysis using the k-means algorithm, 2) qualitative classifications. Then synthetic typology was done. As a result of the typology, there were identified important towns for the future development of peripheral areas and formulated the conclusions for regional planning and urban policy.

This article provides a quantification of the territorially varied relation between socio-economic factors and the amount of municipal waste in Polish districts. For this purpose, eight causes were identified: revenue budgets, the number and area of uncontrolled dumping sites, population density, the share of working-age population, average gross monthly wages, registrations for permanent residence, and the number of tourists accommodated. The preliminary data analysis indicated that to understand waste generation in Poland at the local level it is necessary to consider regional specificity and spatial interactions. To increase the explained variability of phenomena, and emphasise local differences in the amount of waste, geographically weighted regression was applied.

This article analyses the convergence across Polish regions between 2005-2011. Its theoretical and empirical character determined the choice of research methods. The theoretical part includes an analysis of the literature devoted to the convergence theory, and the empirical part is based on statistical surveys. Statistical data used in the article was taken from the following databases: for the United Kingdom - Office for National Statistics; for Finland - Statistic Finland; for Poland and the rest of the countries - Statistical Yearbook of the Regions - Poland from 2005 to 2013. The studies confirmed that in Poland a strong concentration of economic activity took place in analyzed period. The convergence of per capita GDP did not apply. Rich regions grew faster than poor ones. The convergence of labour productivity did not apply either. The divergence of the K/L relation determined the divergence of labour productivity in the analyzed period. In the last part of the article the author analyzed the convergence across regions in EU countries. In case of countries that gained the accession to the EU on 1 May 2004, convergence did not apply. On the other hand, rich countries of EU like Austria, Belgium or the Netherlands confirmed the phenomenon of convergence at the NUTS level in analyzed period.
Celem artykułu jest zbadanie zjawiska konwergencji pomiędzy regionami Polski w latach 2005-2011. Teoretyczno-empiryczny charakter artykułu zdeterminował wybór metod badawczych Część teoretyczna obejmuje analizę literatury poświęconej zagadnieniom konwergencji regionalnej. Z kolei, część empiryczna artykułu bazuje na badaniach statystycznych. Materiał statystyczny wykorzystany w artykule został zaczerpnięty z Roczników Statystycznych Województw Polski od 2005 r. do 2013 r. oraz baz danych urzędów statystycznych Wielkiej Brytanii i Finlandii. Przeprowadzone badania zmierzają do następujących przypuszczeń: W Polsce w latach 2005-2011 miał miejsce wzrost koncentracji aktywności ekonomicznej. Ponadto pomiędzy województwami nie zachodził proces konwergencji. Regiony bogate rozwijał się szybciej niż regiony biedne. Dywergencja miała miejsce także przypadku produktywności pracy. Dywergencja relacji K/L zdecydowała o dywergencji produktywności pracy w analizowanym okresie. W przypadku krajów UE, to przeprowadzone badania dowiodły, że kraje które uzyskały akcesję z UE w dniu 1 maja 2014, podobnie jak Polska, doświadczyły dywergencji regionalnej. Z kolei, państwa zamożne jak Austria, Belgia czy Holandia potwierdzały konwergencję regionalną na poziomie NUTS 2.

This article is a continuation of the same authors' study entitled 'Concepts And Delimitation Of The World's Macro-Regions' prepared for the 1/2018 of this journal (Anděl et al. 2018). The main aim of the first part was an evaluation of the concepts and factors which have been used as a basis for the delimitation of the different macro-regions of the world. In this second part, the authors propose their own macro-regionalisation of the world this is a combination of four concepts, with relatively different contents: those of De Blij and Muller (1997), Cole (1996), Huntington (1996) and Hampl (2009). This macro-regionalisation arises from sociocultural affiliation, economic interrelationships and territorial continuity. Along with the concept of the macro-regional differentiation of the world itself, we focus on evaluating the importance of the shaping of macro-regions, as well as assessing the positive and negative features of individual concepts and their influence on the macro-regional differentiation of the world.

In this paper, we investigate innovation factors and their role in regional economic performance for a sample of 261 EU NUTS 2 regions over the period 2009–2012. In our study, we identify regions with spillover as well as drain effects of innovation factors on economic performance. The spatial analysis indicates that both regional innovativeness and regional development are strongly determined by the region’s location and “neighbourhood”, with severe consequences for Central and Eastern Europe. We assessed the impact of innovation factors and their spatial counterparts on economic performance using a spatial Durbin panel model. The model is designed to test the existence and strength of the country‑effect of innovativeness on the level of regional economic status. This allows for controlling the country‑specific socio‑economic factors, without reducing the number of degrees of freedom. Our model shows that regions benefit economically from their locational spillovers in terms of social capital. However, the decomposition of R&D expenditures revealed competition effect between internal R&D and external technology acquisition, favouring in‑house over outsourced research.
Niniejszy artykuł analizuje rolę czynników innowacyjności w rozwoju regionalnym 261 regionów UE w latach 2009–2012. Analiza przestrzenna wskazała, że regionalna innowacyjność, a dalej rozwój regionalny, zależą nie tylko od położenia geograficznego regionu, ale i jego sąsiadów. Pociąga to za sobą szczególnie poważne konsekwencje dla Europy Środkowo‑Wschodniej. Za pomocą przestrzennego modelu panelowego Durbina ze stałymi efektami grupowymi (dla krajów), oceniliśmy wpływ czynników innowacji i ich przestrzennych odpowiedników na regionalne wyniki ekonomiczne. Pokazał on, że regiony czerpią korzyści ekonomiczne ze swoich efektów lokalizacyjnych pod względem kapitału społecznego, jednak w przypadku wydatków na badania i rozwój ujawniono efekt konkurencji między regionami.
