My paper presents the employment situation by the Visegrad Four (V4) countries (Poland, Czech Republic, Slovakia and Hungary) in the recent years. I have chosen the analysis of the employment policy, unemployment and the regional disparities because they have been more and more used in the economy and can be considered an actual question. The extensive economic literature deals with the role of the state it plays in the area of employment and revitalising demand in order to treat economic crisis; it also includes the probable benefits and drawbacks of the measures. My hypothesis states that the employment position of the Visegrad Four is different in the European Union relation, and in the V4 relations, its human resource position is weak, the level of employment is low, which is influenced by several factors and the four countries have different employment trends. The methodology of the paper is the analysis of available statistical data, the study and critical analysis of the situation.

This paper focuses on the increasing regional disparities in Ireland, especially since the great recession and assesses the degree to which the recovery has been concentrated in urban areas. Ireland was initially affected by the recession to a greater extent than other countries but has recovered strongly. However, this recovery has not been evenly distributed, with some regions showing greater economic resilience. Using descriptive statistics of GDP per capita (PPP), GVA and employment, this paper examines the extent to which the recovery has been a two-tier recovery. The paper finds evidence to suggest that the recovery has been heavily concentrated in Dublin, and to a lesser extent in Cork and Galway, resulting in an urban-rural divide.

The intention of this paper is to provide empirical evidence on how the factors of socio-economic disadvantage and absorption capacity influence the spatial distribution of Structural Fund (SF) payments among the Czech Republic’s micro-regions during the 2007–2013 programming period. The empirical results indicate that agglomeration economies, innovation and entrepreneurship are associated with higher SF absorption capacity and higher SF payments, challenging the tendency for socio-economically disadvantaged regions to converge. SF absorption capacity measured especially by the number of project applications submitted for SF financing and by the average SF budget per project application, is a crucial concept in order to understand the relationship between within-country regional disparities and SF interventions.

An overview of the Italian scenario has been developed considering the driving role SMEs play in the economic structure of the country and the pioneering function they have played in R&D and Innovation of Italy and of the whole Union in general. Through secondary data provided by various sources, such as the Cordis1 database, Istat and CIS 20182 we have done the analysis of regional disparities, which is also evident in the access to the European funds for research and innovation of SMEs. The purpose of this paper is to highlight the position held by Italy in relation to the opportunities offered by the European Union in the field of R&D and innovation, reflecting the changes that can be undertaken by the Italian national policy to serve as a bridge between the European institutions that offer these types of funds and SMEs and to better guide the latter towards the appropriate resources based on their distinctive characteristics which constitute a great development potential.

This paper aims to analyse to what extent the level and dynamics of development of rural regions located in two firmly different countries, Austria and Portugal, differ. In order to do this, an index to measure the ‘structural strength’ of rural regions was created. This index is a more holistic measure of socio-economic development than the traditional GDP per capita. After the identification of structurally weak regions in both Austria and Portugal, the paper compares them in the context of challenges faced by such regions.

The aim of the cohesion policy is to accelerate the socio-economic development of Member States and their regions. Poland as well as its closest neighbour, the Czech Republic, have benefi ted from structural funds and the Cohesion Fund. The effects of provided aid have already become apparent but they differ given the scale of problems, including regional issues existing in these countries, and the amount of funds allocated. The aim of the article is to present the directions and the effects of the implementation of the cohesion policy in Poland and the Czech Republic with particular focus on the financial perspective of 2007–2013. The results of the evaluation of programmes for the years 2007–2013 show that EU funds are mostly spent on transport infrastructure. However, the support of entrepreneurship and innovation and human capital should be an important objective in the current programming perspective in order to transform and modernise the structure of economies.

Research background: The development policy currently promoted by the European Union is focused on the use of the territory?s internal resources. Among the factors affecting regional development, by building its potential, infrastructure, being a basic necessity for developing activity in a given area, is of significant importance. Hence, investment in infrastructure is critical to stimulating economic dynamism, as it is the basis for supporting a variety of measures aimed at economic growth. Purpose of the article: This paper aims to evaluate the level of development of technical infrastructure and changes taking place in this field in Polish voivodeships in 2008 and 2020. Methods: The study was carried out using the Hellwig development pattern method and a comparative analysis of the technical infrastructure of Polish regions. The above approach makes it possible to measure the diversity of the state and availability of infrastructure for the communities of the regions. Findings & value added: While implementing the study aim, particular attention was paid to the spatial differences in the level of development of the technical infrastructure of Polish voivodeships. The analysis enabled to distinguish groups of voivodeships with the highest, high, low, and very low level of technical infrastructure development. From a long-term perspective, the conducted research can be seen as a contribution to existing research and serve to further compare the impact of technical infrastructure on the economic development of countries. The strength of the study is the adequately long time span of the analysis (2008 ? the period of the financial crisis and 2020 ? the COVID 2019 pandemic), which provides a basis for the formation of the infrastructure in question. The added value of the article is also a regional perspective on the level of development of technical infrastructure using multidimensional methods of statistical analysis. The results of the study can be used to make decisions at the national level regarding the retrofitting of infrastructure in regions with a low level of infrastructure development. For the European Union's decision-makers they can be a source of knowledge of where to direct EU funds the purpose of which is the infrastructural development of regions.

Purpose: The purpose of this article is to present the disparities of Poland's economic development in 2000-2020 by NUTS-2 units, using selected economic indicators. Design/methodology/approach: The following methods are used in the article: critical literature analysis and statistical data analysis using selected statistical tools. Based on data obtained from the Local Data Bank of Statistics Poland (GUS), the level of regional characteristics is calculated such as: the output of production (GDP), GDP per capita and the value and share of the industrial sector in the total output. The analysis covered 16 Provinces in the period of 2000-2020. Findings: The analysis of selected variables in the analyzed years confirmed the regional disparities in Poland between Provinces, and the leading role of the Mazowieckie Province. Research limitations/implications: The research performed in the article represents only one aspect of the assessment of regional disparities. The complete research picture can be obtained by using other tools of statistical analysis and additional variables of socio-economic and environmental development. Practical implications: Knowledge of the mechanisms and regularities of regional development is the basis for the formation of policies that would ensure, on the one hand, high and sustainable development dynamics and, on the other, lead to the reduction of regional inequalities. Social implications: Regional inequalities, manifested through social inequalities, are a natural and - to some extent - acceptable phenomenon. However, excessive economic inequalities lead to conflicts and tensions in societies. Therefore, one of the objectives of economic and social policy of the state should be the reduction of regional inequalities to achieve sustainable development and improvement of the quality of life in the country. Originality/value: The analysis herein used the most recent statistical data of selected variables and statistical tools. Thus, it can be another element towards recognizing the regularities of regional disparities in the Polish economy at the regional level.

We carry out an analysis of rural areas in Poland on the LAU2 level. The research reveals significant heterogeneities among rural boroughs. The deconcentration hypothesis holds only for rural boroughs within 40 km of large towns. The remaining peripheral rural boroughs are subject to adverse demographic and development pressures, with limited infrastructure stock and public services availability. The strong differentiation between rural boroughs indicates the need for a reconsideration of the criteria for regional cohesion policies.
W niniejszym opracowaniu przedstawiona została analiza obszarów wiejskich w Polsce na poziomie LAU2. Badania przeprowadzone na podstawie wskaźników zrównoważonego rozwoju ukazują znaczną niejednorodność gmin wiejskich. Hipoteza o dekoncentracji potwierdzona została dla gmin wiejskich położonych w promieniu 40 km od dużych miast. Pozostałe, peryferyjne gminy wiejskie podlegają niekorzystnym trendom demograficznym i rozwojowym, skutkującym ograniczoną dostępnością infrastruktury i usług publicznych w tych samorządach. Zaprezentowane silne zróżnicowanie gmin wiejskich wskazuje na potrzebę weryfikacji kryteriów przyznawania środków w ramach regionalnych polityk spójności.

Public participation is a critical aspect in the planning, also spatial planning. Its role is changing dramatically as it is present not only in social development but also tackles issues connected with cultural, educational. The most important element in participation is the will to do it – to engage in the process of planning the of life, of new urban communities, and how it is taking place in the planning process at different levels/ scales. There is a need to strengthen the public participation in the Egyptian context. Consequently, there are many cases in public participation related to the different levels (metropolitan, city, action area), connected to urban issues, besides, the sectoral issues related to economic development and societal needs. Thus, there is still a gap between existing national policies and their implementation at local level. The important question is how to achieve the local needs with strategies prepared on upper-level agencies. The main problem, in addition to the environmental issues is the regional disparities, poverty illustrated by low human development index. The research aim is to determine general framework and rules of citizen participation in Egypt by illustrating many cases from Egyptian context, and to examine the process and assess their effectiveness and the paper will end with the policy changes.

The aim of the article is to identify the main tendencies in the dynamics of interregional disparities in the level of socio-economic development in Russia during periods of economic growth and crisis. These trends have been identified on the basis of an analysis of the regional coefficient of asymmetry of key per-capita indicators (GDP, investment in fixed capital etc.) as well as indicators of spatial concentration in Russia and deviations from the average (for GDP, per capita GDP and investments) at the federal district and regional levels. The main factors driving the dynamics of these disparities were the economic crisis, government anti-crisis measures and measures of social support. Comparison of the level of interregional disproportions in Russia and abroad indicated that the differences between levels of socio-economic development at the federal level are comparable with differences in EU countries, but at the level of regions - with countries of the world.

The main objective of the paper is to present the performance of special economic zones (SEZs) by province over 25 years of their operation and their role in reducing regional economic disparities. SEZs were created with the aim to mitigate the unemployment problem revealed by the transformation of the Polish economy. It was hoped that, thanks to investment incentives, capital would flow primarily to the regions most affected by the transformation. However, these intentions failed to receive statutory protection. As a result, SEZ investments could be found in southern, central and western Poland, i.e., they were scattered across almost the entire country. Only the eastern, poorest voivodeships enjoyed significantly less interest. This was a consequence of the ownership structure of capital because the zones were clearly dominated by foreign investors. The Polish Investment Zone, the successor to the SEZs, brought some changes in this respect. Simple statistical analyses suggest that, contrary to assumptions, the SEZs have not contributed to the reduction in regional disparities measured by GDP per capita, and may even have increased them. Resolving this question would require more in-depth research.
Głównym celem artykuły jest zaprezentowanie wyników specjalnych stref ekonomicznych (SSE) w układzie wojewódzkim osiągniętych w ciągu 25 lat działalności oraz ich roli w ograniczaniu regionalnych nierówności gospodarczych. SSE utworzono z myślą, aby łagodzić trudności związane z bezrobociem, które ujawniła transformacja polskiej gospodarki. Liczono, że dzięki zachętom inwestycyjnym kapitał napłynie przede wszystkim do regionów najbardziej dotkniętych zmianami. Intencje te nie znalazły jednak ustawowego zabezpieczenia. W efekcie inwestycje strefowe koncentrowały się w południowej, centralnej i zachodniej Polsce, czyli znalazły się na terenie niemal całego kraju. Tylko wschodnie, najbiedniejsze województwa cieszyły się wyraźnie mniejszym zainteresowaniem. Było ono pochodną struktury własnościowej kapitału. W strefach zdecydowanie dominowali bowiem inwestorzy zagraniczni. Pewne zmiany w tym zakresie przyniosła Polska Strefa Inwestycji, następczyni SSE. Proste analizy statystyczne sugerują, że, wbrew założeniom, strefy nie przyczyniły się do zmniejszenia regionalnych dysproporcji mierzonych poziomem PKB na mieszkańca, a nawet mogły oddziaływać w kierunku ich wzrostu. Rozstrzygniecie tej kwestii wymagałoby bardziej pogłębionych badań.

W przedstawionym artykule na podstawie analizy skupień danych (metody eksploracyjnej) zidentyfikowano zależności pomiędzy decentralizacją a dysproporcjami w rozwoju ekonomicznym. Do pomiaru dysproporcji ekonomicznych wybrano dwa wskaźniki: wskaźnik regionalnego rozproszenia PKB na mieszkańca, pokazujący dysproporcje w rozwoju gospodarczym (pomiar przepaści ekonomicznej w rozwoju pomiędzy regionami krajów europejskich) oraz wielowymiarowy wskaźnik nierównomiernego rozwoju społecznego, pokazujący dysproporcje jakości życia w badanych krajach. Decentralizację zbadano za pośrednictwem wskaźnika decentralizacji, obejmującego zarówno elementy jakościowe, jak i ilościowe. Chociaż grupy państw charakteryzujących się wysokim stopniem decentralizacji nie wykazują w każdym przypadku najniższego stopnia dysproporcji ekonomicznych, można sformułować wniosek, że kraje zrzeszone w grupach o wyższym stopniu decentralizacji należą do państw o korzystniejszych wartościach badanych wskaźników dysproporcji ekonomicznych. W ramach badań zidentyfikowano dwa skupienia krajów, które są identyczne z punktu widzenia stopnia decentralizacji, ale różnią się pod względem dysproporcji ekonomicznych. Przyczynę stanowi odmienna jakość instytucjonalna w obu grupach.
This submitted article identifies relations between the degree of decentralization and economic imbalances on the basis of a cluster (exploratory) analysis. Two indicators have been chosen for measuring economic inequalities: an indicator of dispersion of regional GDP per capita as representative of the performance imbalances within countries (it measures the economic development gap among regions in European countries); and a multidimensional inequality-adjusted human development index as representative of inequalities in the distribution of wealth in the countries. Decentralization is measured by means of a decentralization index, which contains both quantitative and qualitative components. Although groups of countries characterised by a high degree of decentralization do not necessarily show the lowest degrees of economic imbalances, it is however possible to conclude that the countries in groups with a higher degree of decentralization are among those countries with more favourable values of the economic imbalances indicators monitored. As a part of the research, two clusters of countries were identified which are identical in their degree of decentralization, but differ in the results connected with economic imbalances. The differences are caused by different institutional qualities in the two groups.

Opis:
Purpose: Bioeconomy is a contemporary concept of economic development. It means focusing on increasing economic efficiency through a more extensive use of renewable environmental resources. The implementation of this concept causes structural changes in the economy and consumption at both macro, regional and local levels. The bioeconomy refers to the concept of sustainable development. The level of development of bioeconomy is important in enhancing regional cohesion in terms of economic and social development. The bioeconomy is the subject of both conceptual research and structural decision-making in economic development. The purpose of the article is to present economic diversification in Poland in 2010-2019 in relation to selected aspects of bioeconomy development. Design/methodology/approach: In order to construct the indicator of the level of bioeconomy development in the regions, statistical characteristics were selected and weighted using a formula that favored the characteristics with the highest variability. Then, to illustrate the level of bioeconomy, a synthetic indicator was constructed to divide the regions into three categories: low-development regions, developing regions and developed regions. Findings: The level of bioeconomy development in Polish regions shows great variation in both bioeconomy resources, economic indicators for the bioeconomy and innovation in the production process. Dispersion coefficient of regional level of bioeconomy points to the ongoing processes of regional divergence in the bioeconomy in Poland. Efficiency in the use of available resources, including the degree of renewable energy use and the level of innovation in the regions, was the most important factor in the development of the bioeconomy during the study period. Research limitations/implications: The use of statistical methods should be comprehensive in order to present a picture of the subject of the research from multiple perspectives and the findings regarding other areas. Hence the need to use research methods that take into account the interdependence between different factors affecting socio-economic development both on a national and regional scale. Practical implications: The development of bioeconomy is undoubtedly a factor influencing the socio-economic development of regions. However, it is not the only developmental stimulator. The activities of both national and regional authorities should be diversified, based on supporting various types of economic activity and investing in different branches and industries. A holistic approach to the issue of regional disparities that takes into account the bioeconomy can lead to a narrowing of the development gap between different regions in the country. Social implications: The development of bioeconomy is an opportunity to improve the quality of life and living conditions for the inhabitants of regions with resource potential and openness to apply new solutions and technologies in this area. Originality/value: An attempt to identify the level of bioeconomy development in dynamic terms and its relationship to the positioning of regions in terms of the level of socio-economic development.
