Opis:
The literature on the role of (social) entrepreneurship for the vocational integration of refugees is scare. Drawing on examples of successful (social) enterprises, this paper aims to address this gap by proposing a typology of refugee and refugee-related (social) entrepreneurship, using Germany as main example. It aims to provide a framework for future research on these kinds of entrepreneurship by identifying three types of entrepreneurship for refugees and two by refugees, namely social intrapreneurship, intermediary concepts and job creation for refugees as well as refugee entrepreneurship and refugee social entrepreneurship by refugees.

Opis:
This report aims to introduce an organisation called the International Cities of Refuge Network (ICORN). Derived from the Sanctuary Movement, ICORN assists refugee artists around the world. The Sanctuary Movement was developed in the United States and Canada as a network of over 500 safe havens for Central American refugees. From the 2000s on, the movement focused more on moral injustices in the national immigration system and sought to confront global injustices on local levels. In turn, in the UK and Ireland the City of Sanctuary movement started in 2005 and turned into a network of over 60 towns and cities proud of being safe places for people seeking sanctuary and helping them to integrate in the local communities. Each ICORN city focuses on one writer/artist at a time and provides him/her with a safe place to stay and economic security for a standard term of two years. Currently, over 55 cities worldwide are part of the network (ICORN 2016).

This paper represents the preliminary analysis of a pilot research carried out by CIR and the Department of social Studies of the University of Rome “Sapienza” (together with Italian non-profit organisations) on the level of integration of beneficiaries of international protection (both refugees and beneficiaries of subsidiary protection) who had been living in Italy for at least 3 years. The pilot research described has been conducted under the Project “Le strade dell’integrazione” (The integration paths), co-financed by the European Union and the Italian Ministry of Interior under the European Refugee Fund 2010 – Action 2.1.A. Individual interviews and focus groups have been carried out in 7 different Italian territories, involving both beneficiaries of international protection and operators working with them. Questionnaires have been administered at national level. The preliminary analysis presented in this paper refers to some territories and to the partial material available. In the conclusion, results are discussed and recommendations for the final analysis are offered.

Focusing on the case of Bulgaria, this paper examines the trends, causes and social impacts of transitory migration, and especially that of asylum seekers and refugees, in Bulgaria as part of the Central and Eastern European (CEE) region and the broader EU context. It provides a statistical overview of refugee flows since 2012 and indicators of the rates of retention or transition. The paper also describes the legislative frameworks on the EU — and national levels which define the required reception conditions and the procedural treatment of asylum seekers and refugees, and elaborates on their practical application, including deficiencies in the conditions for receiving refugees, procedural flaws and the lack of integration measures. Finally, the paper discusses the impact of these processes on Bulgarian society, including the role of civil society.

Opis:
The migrant crisis is an imposed problem that requires a thorough solution. The complete understanding of the reasons for migration, as well as the situation in the Mediterranean basin and in the Middle East is a precondition for finding appropriate solutions. Eradication of poverty and disparity, the fight against terrorism and the ISIS extremism as well as the fight against other similar groups are just a fraction of the necessary preconditions for a successful dealing with the current challenges. The solution to the drama with the infinite wave of migrants from Syria and the Middle East, to which we are sad observers, seems is not to be seen soon. First of all, if we look at the European political elite and the general lack of a reliable and clear strategy for solving this problem, all we will see is helplessness and mutual accusations. The migrant or the refugee crisis is followed by a large number of incidents or series of events. The massive arrival of refugees in the European Union, usually illegal migrants from Asia, Africa and parts of Southeastern Europe, started in the mid of 2010 and escalated in 2015. The reasons for the mass arrival are traditionally associated with the chronic unemployment and poverty in these countries, but lately, are also result of the war, especially in Syria, where the civil war caused massive exodus of the population. The situation is similar in Libya, where the fall of Moamer Gaddafi’s regime led to anarchy, used by the well-organized networks of human traffickers. By mid-2015, the refugee crisis mainly took place on the Mediterranean coast of Italy, where refugees were arriving by ships and boats. In many cases, such attempts were futile and led to mass deaths. Lately, there has been a massive influx of refugees and migrants in the Balkans, using Greece and Croatia, EU member countries on the periphery of the Union, as entry point. But also, The Republic of Macedonia and the Republic of Serbia, candidate countries for the EU, are not bypassed. Although the European political establishment met the refugees with sympathy and as victims of the horrors of war that EU needs to provide shelter for, in time, the attitude toward the refugees became subject to fierce criticism by part of the European public. Concerns about the additional burdening of the social services, worsening of the security situation or the possible disappearance of the Christian identity of Europe due to the massive influx of Muslims from war areas in the Middle East arose. Recently, the attitude toward the migrants became the subject of a heated debate - dispute between some European countries, especially between Germany, which insists on “open door” policy and Hungary, Slovakia and Poland, which claim that their countries will suffer consequences due to such policy. The refugee-migrant crisis is a threat in several aspects and already has influence on the economic and social stability as well as internal security in the countries through which the migrants transit or remain, including the Republic of Macedonia. The busiest western – Balkan route used for arrival in the Schengen zone, especially in Germany, Sweden and other western and Nordic countries, brings negative influence visible in the social aspect, genuine threat to the national identity (culture, language, religion) and such endangerment inevitably will lead to an increased incidence of xenophobia, nationalism and racism. At the end, conditions for emergence of social disintegration will be created in the countries through which the migrants transit or remain, including the Republic of Macedonia. The economic stability, being crucial for a social stability, but also, for internal security, will be affected due to the use of additional resources and capacities (accommodation, health, communal services, transport and education) that the affected countries, including the Republic of Macedonia, should provide and set in function due to the newly arisen situation.

Although refugees are offered the potential of asylum protection through the 1951 Convention Relating to the Status of Refugees, many states are attempting to curtail the number of asylum applications received each year. Several scholars have argued that even without such deterrence measures, some refugees are less likely to receive a positive asylum decision than others. Using country level data for 32 European states, this project examines the effects of various characteristics – including gender, age, and state of origin – on the likelihood of being granted asylum. This study is a first attempt at empirically testing the asylum literature’s anecdotal evidence of bias in the decision-making processes in determining the outcomes of asylum claims.

Opis:
The article discusses the refugees’ life during the Great War, focusing on the living conditions on their route to and in exile. The aim here is to grasp the experience that the refugees underwent when they were still uncertain of their future, and when they were venturing into the unknown without being aware of where their journey would take them. The source material concerns refugees who fled from the ‘Congress’ Kingdom of Poland and Galicia to central Russia and western part of the Austro-Hungarian empire. It involves personal documents, especially those created during this exile experience, and the accounts included in the press, notably in Ognisko Polskie. The evidence presented in the article shows that the exile was among the most traumatic war events. It also demonstrates that the flight and exile affected various groups in different ways. Children and elderly persons were most vulnerable and most likely to suffer damage to their health or even to lose their lives. It was particularly difficult for them to endure adverse weather conditions and malnutrition. They were also more prone to contagious diseases, especially typhus and cholera. The stay in the barracks camps established in the Austro-Hungarian Empire was another difficult experience. Especially initially the camps were not fi t for housing so great a number of people of different age and gender. Finally, the analysis of personal documents shows the use of different survival strategies in the exile. The refugees showed much determination in finding employment or seeking compensation and various benefits; and there was a significant social mobilization to organize assistance to the refugees.

The purpose of this article is to analyse the loss of validity in the principles of universality and equality that lead the international system of Human Rights, in the wake of the refugee crisis that arose in Europe in 2014. The main idea is that the massive arrival of refugees due to the violence in the Middle East revealed severe humanitarian contradictions in the European countries when providing the right to asylum, integration, acknowledgementand i ntercultural dialogue in favour of those affected by the war.T hrough an analysis of the debates that arose in Europe after the arrival of refugees to the continent, this article seeks to evidence the diminishmentin the social support to the values of freedom, international cooperation, multiculturalism and Human Rights; as well as an increase in the xenophobic and isolationist expressions. This work approaches the situation of Human Rights from the theoretical perspective of social movements, bearing in mind that the progressiveincorpor ation of these prerogatives in the national and international legal frameworks, has been encouraged by collective actions that generationally have managed to increase the repertoire of rights that protect human dignity. Nevertheless, the inconvenience now, is that regressive movements have begun to arise nowadays, threatening to move aside institutions that behold the ideal of a liberal and cosmopolitan democracy. To state evidence of such challenge, this work compiles the opinion of the European population in topics that refl ect their point of view on Human Rights. In this context, the research methodology was oriented to discourse analysis of online comments posted by readers of the newspapers with the highest circulation in six European countries, in relation to news that, because of their impact, appalled society and made them take part in the repercussions for their countries.

Refugees all over the world are pushed to a situation of being afraid to use their cultural identities as a result of the cruelty of oppression. Language is central in the identification of the oppressed group and this in turn, enhances the fear of using their language in public. Nature has always been a greater element than humankind, in treating all living things in the world with love and respect. Using silence as its language of communication, it provides itself in abundance to everyone and never discriminates anyone. This essay focuses on comparing and differentiating the life of refugees as a result of love existing in nature and hatred present in humankind, with reference to the memoir ‘Little Daughter’ by Zoya Phan. The memoir is analysed with an anthropogenic view of how a human with power and superiority can play a major role in destroying nature as well as other humans. It explains how the power of nature takes humans towards equality but, the power of humans is a trip towards destruction caused due to discrimination. The theoretical framework is constructed based on the essay ‘That Which You Are Denying Us’ by Lyndsey Stonebridge, which explains the refugees’ problems of being voiceless ones with no right to any language. The essay is categorized under three sub- headings ‘Life of the oppressed’, ‘Love of nature’ and ‘Language of the voiceless’ to examine the effect of language restriction, equality in nature and the use of English as the language of liberation by the refugees with reference to the select memoir.

After the breakout and the escalation of the Syrian civil war and because of its humanitarian consequences, Turkey now hosts the largest refugee community worldwide. This paper attempts to investigate the role of the international community in assisting Syrian refugees in Turkey. Beyond looking at the main elements of the Turkish government policies, this study focuses on the Emergency Social Safety Net Programme of the European Union, the World Food Programme and the Turkish Red Crescent. It also reviews the Turkish aspects of the Regional Refugee and Resilience Plan of the United Nations. The primary purpose of the study is to provide a comparative analysis of the two programmes alongside the main objectives, results and difficulties. Beyond reviewing the essential international literature, the examination of this issue is principally based on data analysis of the reports of relevant international organisations. The Turkish government plays an important role in this crisis and the actions of international organisations complement the country’s domestic policies. Two international aid programmes are compared and a conclusion is reached that the Regional Refugee and Resilience Plan tries to balance urgent humanitarian needs with durable solutions, while the Emergency Social Safety Net Programme is determined by humanitarian aspects. Nonetheless, both initiatives address the challenges to the Turkish host community which are posed by the protracted refugee issue. While acknowledging the remaining gaps, challenges and the obvious complexity of the refugee situation in Turkey, it can be concluded that the aid initiatives discussed have developed innovative solutions to address this protracted crisis.

The article summarizes sixteen years of research and academic publishing of the Research Group on Mass Migrations in the 19th and 20th centuries, Institute of History, Polish Academy of Sciences (IH PAN). The group focuses on mass migrations as a social and historical phenomenon integral to the understanding of the history of nations, regions and humanity as a whole, and responsible for shaping much of the human experience. It concentrates on the European and Transatlantic sphere in the second half of the 20th century, examined from a wide perspective while not losing sight of the specific time and place. The group comprises six scholars, each carrying out individual research projects. At the same time, they co-operate in stimulating and popularizing the research on migrations as a human phenomenon of universal geo-historical nature. The Work Group achieves this by organizing annual multidisciplinary conferences attended by scholars from Poland and abroad (Ukraine, France, Russia, Spain). The proceedings of these conferences are published in a series entitled “Migrations and Society” (12 volumes published so far, the 13th in print). Apart from the materials presented at the conferences, this publication also includes reviews, informative articles, etc. (“Reviews and Opinions” section). Every volume, usually focusing on a particular subject, presents a wide range of migration themes, including general issues (such as diaspora creation, feminization and the evolution of structures and directions of waves of migration), and especially detailed studies of various migration types (political and forced migrations, decolonizatory, regional – i.e. African, Latin American), emergence of new ethnic minorities, problems of Moslem immigrant societies, the role of churches, the fate of female migrants, processes of integration, conflicts of identity and culture etc. The Spanish speaking world is aptly represented in this publication, reflecting not only its place in global migration processes but also the close cooperation of the Work Group with their colleagues at the Spanish Historical Institute, “Consejo Superior de Investigaciones Cientificas”, which has led to two joint conferences, research scholarships, joint publications etc. In the choice of conference and publication topics the work group tries to pursue and popularize the perception of migrations as a natural and inevitable historical process with various triggers, forms, and results, a universal phenomenon and a cause for deep transformations of structure, consciousness and culture, not only in societies accepting migrants but also in those they left. The conferences organized by the IH PAN Work Group have gained a level of recognition among migration researchers and institutions, and the series “Migrations and Society” became a useful tool of academic teaching.

Opis:
The article aims at analyzing Polish migration policy and in particular, an access to education system for children migrants in refugee centers and detention centers. In recent years, much has been written about Polish migration policy (e.g., Kicinger 2009; Górny, Grabowska-Lusińska, Lesińska, Okólski 2011; Kicinger Koryś 2011, Okólski 2012) as well as the education of migrant children in Poland. While the former approach has been developed in academia and framed in public policy analysis, the latter has been developed by NGOs, the Ministry of the Interior and Ombudsman Office, and from results of monitoring of refugee centers and detention centers. The two fields rarely meet - therefore, this article addresses this gap by embedding the analysis of educational access for migrant children in a broader context of migration policy, and argues that the existing policy actually results in direct and indirect discrimination of migrant children. Access to education is either strictly limited (in case of detention centers) or hindered (children in refugee centers). Lack of systematic approach to education for children migrants reflects in lack of training for teachers to teach Polish as a foreign language, lack of multicultural training, even if there are some specific tools such as multicultural assistants, they are rarely used because the need is not recognized by local administration. We recognize positive impact of different social actors to introduce changes in the system. The actors are nongovernmental organization assisting migrants and researchers and academics analyzing Polish migration policy. Nevertheless, we argue that the problems faced by migrant children within Polish education system can only be solved by introducing systematic approach to Polish migration policy.
