Opis:
A previous paper on the titulus Tiburtinus re-opened the debate concerning the notorious ignotus, then generally thought to be P. Sulpicius Quirinius (cos. 12 BC), suggesting instead that he might be identified with C. Sentius Saturninus (cos. 19 BC). This suggestion was subsequently challenged in favour of L. Calpurnius Piso (cos. 15 BC), who had originally been argued by Sir Ronald Syme. Since the identification of the consular concerned is significant for Augustan prosopography and for the history of Asia, among other provinces such as Syria and Germany, a detailed and wide-ranging restatement of the case for Saturninus is made here. Piso (unlike Quirinius) is really a non-starter, and it is surprising that he would have been supported by formidable Syme. The rex of the titulus could not have been Rhescuporis I or Rhoemetalces I. The iterum would not have referred to the second legateship of Piso (presumably that of Syria) given Piso’s early career. The binas, referring to two public thanksgivings, does not inspire confidence in Piso receiving a second supplicatio. Piso the Pontifex is not attested as proconsul of Asia, nor is he attested as governor of Syria, and the reconstruction of the fasti of this province is much more reasonable than previously thought. By contrast, all points in Saturninus career can be successfully compared with the information in the titulus. Origins of the Sentii from an area near Tibur is a bonus, if dispensable. Saturninus could not have been proconsul of Africa at the time inferred from Tertullian (29 BC), and hence Asia is open for him in c. 14/13 BC. His office in Syria (c. 12–8 BC) is well-attested, as it is that in Germany (c. AD 3–6). He was awarded ornamenta triumphalia in the company of Tiberius, after ‘two’ victories and no doubt supplicationes binas. Finally, a flexible understanding of the word iterum can accommodate also the meanings ‘for another time’ and ‘twice’, either of which can work with the career of Saturninus. As for deprived Quirinius, among various problems, no two thanksgivings can be conceived for a war such as that of the Homonadenses, and, most condemningly, a reference to his important office under Gaius will never have been omitted in the titulus.

Opis:
The role of freedman procurators in Roman administration of the principate period is still unclear. While the division into equestrian and freedman procuratorships is well documented and studied (particularly by H.-G. Pflaum and P.R.C. Weaver), neither the explanation behind it nor adopting the criterion of less important (freedman) or more important (equestrian) procuratorships is entirely convincing. Reducing the work of freedman procurators (having the same titles as equites) to merely assisting equestrian procurators (under ‘unequal collegiality’) can be disputed as well. By re-interpreting the career of the imperial freedman Ulpius Paean and calling upon other careers, the article argues that some imperial freedmen could have held equestrian procuratorships as their superiors.

Opis:
Middle Egypt is the most fertile region in the country and its provincial governors were the richest and most powerful. Intermarriages between members of neighbouring nomarchic families created a strong power base, resulting in most governors gradually representing themselves in such forms and using formulae which are strictly royal. While there is no evidence that any of the governors actually challenged the authority of the king, it seems doubtful if the latter would have been pleased with the grand claims made by some of his top administrators and the royal prerogatives they attributed to themselves. The almost simultaneous end of Middle Kingdom nobility in different provinces, under Senwosret III, even though presumably not everywhere at exactly the same time, appears to have been the result of a planned central policy, although each province was dealt with differently and as the opportunity presented itself.

Byzantine central and provincial administration
Byzantine 11th century
Opis:
The paper investigates the establishment of the office of the epi ton kriseon during the Reign of emperor Constantine IX Monomachos (1042–1055), analysing the reasons behind its creation and its initial character. In addition, a list of all holders of this office is provided, based on all available sources – sphragistic, epistolary, rhetorical, documentary, etc. The list is divided into two parts – before and after the sack of the Byzantine capital by the Crusaders in 1204. Certain conclusions are reached at the end of the paper based on the data from the first part of the list. Different aspects of the problem are examined, including the honorific titles of the epi ton kriseon, their other offices, activities and social bonds. Individuals who held this position include prominent figures such as Konstantinos, nephew of patriarch Michael I Keroularios (1043–1058) and the addressee of many letters from Michael Psellos, as well as the 12th–13th century historian Niketas Choniates. In the 11th–12th century, these officials were an indelible part of the Byzantine bureaucratic elite and the Constantinopolitan society; they exerted their power not only in the capital, but also in the provinces.
