The changes introduced in the system of internal security in Poland after 1990, especially the activities of the Polish Police, are aimed at perceiving the servant role of the whole formation in relation to the society. Progressive professionalisation is connected not only with continuous improvement and exchange of equipment resources, but above all with high expectations towards the officers themselves. In this sense, in order to carry out the statutory tasks well, the policeman should obviously have the latest technological achievements, but it is equally important that he or she has a high sense of morality. In difficult situations, he or she must have no doubts as to how he or she should behave, what is good and what is wrong - what is bad. Ethically deepened professionalism means not only taking care of the quality of their work and its effects, but also taking care of good interpersonal relations, effective protection against unnecessary tensions, observance of the rules of appropriate behaviour and the accompanying diligence and efficiency of their actions. Openness of the Police to society, including building public trust based on ethical principles and absolute respect for human rights, supported by social research, is a testimony to the growing professionalism. The indicated trend in the development of the Polish Police is a new challenge. It is characterized by a return to the ethos of the State Police, but as it should be believed, it will not always meet with full recognition and understanding of the police community. This justifies undertaking research on the relationship between the rules of professional ethics of the police officer and their impact on the safety in service. This article contains a scientific exploration of the issues raised, supported by empirical research on a group of 326 Polish Police officers.

The Polish police have come a long way in transforming from highly politicised state policing that functioned under socialism (1949-1989), to that of a service to the public. The aim of this paper is to examine the views on Polish police and contextualise them within a broader, sociological framework by way of presenting selected findings from my doctoral research. My participants’ opinions on the police formed a chronologically-constructed picture, which shed light on the pre- and post-1989 policing in Poland and corroborated Ian Loader’s argument that there is a reciprocal relationship between lay people and the police/quality of policing, and that views on the police remain an avenue by which lay people of a given society share stories about themselves. In this article I argue that lay views on the Polish Police are embedded in a wider perception of the ‘world that they have lost’, post-socialism nostalgia, remembering of the post-1989 transformation processes and constant comparison with the perception of Western standards in police work. The views also serve as an avenue to look into the notion of the Polish legal culture.

Conflicts in the 21st century have forced qualitative changes in the way of training missionary personnel. Police forces are currently used in various joint operations, which include, among others, elements of the fight against terrorism, ensuring the security of civilians and training of security forces. New types of operations require corrected preparation systems. This article analyses the previous way of preparing such units as Individual Police Officers, Specialized Police Teams, Formed Police Units, as well as the issue related to the training modification proposal, and one of them is the implementation of the virtual game “Gaming for Peace” as a supplement to the training gap through modern and more effective training.

Sport has accompanied mankind since ancient times. It is thanks to sport that we are healthier and can enjoy life. The smallest sporting effort causes the body to produce endorphins that make us feel happy. Not without significance is the fact that sport, but in its professional dimension, prepares people who practice it to a great effort. In the face of threats, unforeseen events, people who practice sports can find their way around the situation and take appropriate actions. Therefore, just as police officers face difficult service in the present day, police officers had to face up to the challenges posed in the interwar period. In 1918 Poland regained its independence, and the authorities were responsible for ensuring the security of the country. Therefore, on 24 July 1919, the State Police was established by law. Due to the nature of the tasks performed, the police officers were required to be physically fit. In order to meet this challenge, pro-sports organizations were established, which by their actions were to raise the level of sports skills of both the society and the officers. The factor which was to motivate uniformed officers to work on their physical fitness was the introduction of the National Police Sports Competitions, which were nationwide in scope. Undoubtedly, this form of competition, as well as mobilization, led to the fact that on the basis of Police Sports Clubs, physical culture in the State Police significantly developed. The article presents the face of sport in the interwar period in the Polish State Police, its development and influence on the officers themselves, as well as its further importance in the history of sport in Poland.

Leaving the UE by the UK has brought a number of consequences for bilateral Polish-British police and justice cooperation. The subject of the article was to present legal regulations, which provide the basis for international cooperation for British law enforcement agencies. The author analyzed and then evaluated the effectiveness of instruments of mutual cooperation. The articles focuses also on the assessment of Brexit consequences and its possible impact on the Polish-British police cooperation. It is worth emphasising that cross-border law enforcement cooperation - which includes police, customs, secret services and other law enforcement agencies, mainly concerns the most serious threats such as terrorism, organised crime, human traffi cking, money laundering, drug traffi cking or cybercrime. The article shows that the most unfavourable changes result from dropping the Schengen acquis by the United Kingdom - is disconnection from the second generation Schengen Information System. The article includes also information about The Agreement on Trade and Economic Cooperation between the European Union and the European Atomic Energy Community and the United Kingdom of Great Britain and Northern Ireland, which has retained a number of important mechanisms for effective police cooperation between EU Member States and the United Kingdom. But although, as mentioned in the article, the Trade and Cooperation Agreement between the European Union and the United Kingdom provides upgrades of the tools of police and judicial cooperation, it is a matter of practise to verify these as sufficient.

Introduction. The article is an attempt to show that apart from the regular functions of the police, such as the preventive function and the repressive function, a new function – an educational one - is dynamically developing. Social, and political, changes in Poland after 1989, resulted in a revision of the police formation, the key elements of which were the changes in the image of the police officer in the social perception, and the expectations that the police would redefine its mission in the spirit of Community Policing, to be involved in proactive activities in the local environment. The article describes the legal basis for the development of the educational activity of police officers, and it also reveals the organizational and mental obstacles that hinder this activity. Recommendations for practice are presented in the final part of the study, and they may provide guidelines on how to effectively shape the pedagogical culture of police officers. Aim. The aim of this article is to provide an overview of the new development of the educational function of the police. Method. As part of the work on the text, an analytical and synthetic method was used. The current legal acts were analysed with regard to the potential of the police to carry out an educational function. Results. The article shows that the educational and preventive work of police officers requires further education of officers in the field of pedagogical competence. The article points out the deficits in this area, and develops postulates for practice.
Wprowadzenie. Artykuł stanowi próbę wykazania, że obok klasycznych funkcji Policji takich, jak funkcja prewencyjna i funkcja represyjna dynamicznie rozwija się nowa funkcja – wychowawcza. Zmiany społeczno-polityczne w Polsce po roku 1989 spowodowały odrodzenie się formacji policyjnej, gdzie kluczowe znaczenie miała zmiana wizerunku policjanta w percepcji społecznej i oczekiwania, że Policja na nowo zdefiniuje swoją misję w duchu idei Community Policing na rzecz działań proaktywnych w środowisku lokalnym. W artykule wskazano na podstawy prawne umożliwiające rozwój działalności pedagogicznej policjantów demaskując przy tym przeszkody organizacyjne i mentalne, które tę działalność utrudniają. Rekomendacje do praktyki wprowadzone w końcowej części opracowania mogą stanowić wskazówkę jak skutecznej kształtować kulturę pedagogiczną policjantów. Cel. Artykuł ma przybliżyć rozwój nowej funkcji Policji jaką jest wychowanie. Metoda. W ramach pracy nad tekstem zastosowano metodę analityczno-syntetyczną. Przeanalizowano obowiązujące akty prawne pod kątem możliwości realizacji przez Policję funkcji wychowawczej. Wyniki. W artykule wykazano, że praca wychowawcza i profilaktyczna policjantów, wymaga dalszego kształcenia funkcjonariuszy w zakresie kompetencji pedagogicznych. W artykule wskazano na deficyty w tym zakresie oraz wypracowano postulaty do praktyki.

Ever-changing society in the global world requires modern functioning of all organizations. Uniformed services which want to properly fulfill their tasks in a knowledge-based society must participate in the process of permanent change. Apart from its basic functions, such as prevention and repression, the police also have an educational function. The mission of the Polish police in recent years has had to be redefined in the spirit of Community Policing. Contemporary police officers must actively cooperate with their local environment, becoming not only participants but also creators of changes. Recommendations resulting from the analysis of organizational and substantive conditions of changes in the area of police pedagogy made by the authors are helpful in better shaping of pedagogical culture of police officers. In the global world, the analysed experiences and presented recommendations can be implemented also in other societies.
Ciągle zmieniające się ponowoczesne społeczeństwo w globalnym świecie wymaga sprawnego funkcjonowania wszystkich organizacji. Służby mundurowe chcące właściwie wypełniać swoje zadania w społeczeństwie opartym na wiedzy muszą uczestniczyć w procesie permanentnych zmian. Poza podstawowymi funkcjami takimi jak prewencyjna i represyjna, policja pełni także funkcję edukacyjną. Misja polskiej policji w ostatnich latach musiała zostać przedefiniowana w duchu Comunity Policing. Współcześni funkcjonariusze policji muszą aktywnie współpracować ze swoim środowiskiem lokalnym, stając się nie tylko uczestnikami, ale także kreatorami zmian. Rekomendacje wynikające z dokonanej przez autorów analizy organizacyjnych i merytorycznych uwarunkowań zmian w obszarze pedagogizacji policji stanowią pomoc w lepszym kształtowaniu kultury pedagogicznej.

The article discusses the issue of mutual relations between representatives of the Police and the Polish Army over the last 100 years. The intention of the issues raised is the need to build positive ties between soldiers and officers, who, as the history cards show, have repeatedly set an example of mutual sacrifice for the good of their Homeland. Although the discussed period of time also contains difficult historical threads, especially in the period between the functioning of the second and third Republic of Poland, thanks to the available sources and literature on the subject we learn about numerous examples of building the common good of citizens. Thanks to specific legal regulations throughout the century, we see more and more precise fields of cooperation between services, as exemplified by the activities of Police and Military Police officers during national and international events taking place in the country as well as beyond its borders. A special dimension of the presented relations is the more and more expressive contemporary cooperation not only on the military line, but also among the local community, as well as in the mutual sports rivalry of uniformed services.

Although the genesis of women police dates back to 1925, not much information on the activities of this formation has been preserved until today. It is known that it was established on the initiative of the Polish Committee for the Fight Against Trafficking in Women and Children and its main goal was to fight prostitution, to prevent women from being taken out of the country and exploited for work as prostitutes, and later also to take care of children. The formation was supervised by lt. Stanisława Filipina Paleolog. Her duties included controlling female police officers in terms of their task performance, as well as taking care of new candidates. In the article, on the basis of archival documents, the author analyses control reports and protocols drawn up during that period, on the basis of which it is possible to reconstruct, at least partially, the history of Polish female police officers in the late 1930s.

The interwar period was a difficult one for the Polish state authorities. In parallel with the reconstruction of the Polish state and national identity, the foundations of Polish law were being laid. In a short interval, many significant organisational changes were taking place, which also included the State Police. During this period, the administrative apparatus in Poland was considerably streamlined, and efforts were also made to build its own model of internal organisation of the state. Between 1919 and 1939, the structures of the State Police were reorganised several times. Social, religious and nationality problems or cultural differences in the newly established statehood were among the indirect causes of crime. Accordingly, among other things, a criminal police force was established to combat it. The purpose of this article is to discuss its organisation and activities in the interwar period and to give the most important legal changes that took place for this formation. The author formulated the following research hypothesis: the reorganisation of the structures of the State Police was fundamental in terms of the organisation and activities of the criminal police. In the analysis, the dogmatic-legal method was used and, due to the time scope, also the historical-legal method.
Okres dwudziestolecia międzywojennego był trudny dla polskich władz państwowych. Równolegle z odbudową państwa polskiego i tożsamości narodowej tworzono fundamenty polskiego prawa. W krótkich odstępach czasu dokonywano wielu istotnych zmian organizacyjnych, które objęły również Policję Państwową. W tym okresie znacznie usprawniono aparat administracyjny w Polsce, dążono także do budowy własnego modelu organizacji wewnętrznej państwa. W latach 1919–1939 kilkakrotnie przeprowadzano reorganizację struktur Policji Państwowej. Problemy społeczne, wyznaniowe, narodowościowe czy różnice kulturowe w nowo powstałej państwowości stały się pośrednimi przyczynami przestępczości. Do walki z nią powołano między innymi policję kryminalną. Celem niniejszego artykułu jest omówienie jej organizacji i działalności w okresie dwudziestolecia międzywojennego i podanie najważniejszych zmian prawnych, których dokonano dla tej formacji. Autor sformułował następującą hipotezę badawczą: reorganizacja struktur Policji Państwowej miała zasadnicze znaczenie w zakresie organizacji i działalności policji kryminalnej. W analizie posłużono się metodą dogmatyczno-prawną, a ze względu na zakres czasowy – również metodą historyczno-prawną.

"Wiertelnicy" - those were City officers appointed by the City Council to oversee the construction industry in the old Krakow. Preserved in the state Archives are the City books of records that contain minutes and rapports regarding the activities of the "Wiertelnics" - often referred to as the "construction police" or as it probably would be more adequate the old-time city engineers. The "wiertelnics" conducted site reviews. The preserved documentation of their activities such as divisions and subdivisions of real property; preformed estimates of value of real property; damage assessment (particularly, as it was pertaining to border or division walls, and prescription of construction works that were necessary to ensure building and construction safety constitutes an very important source of historic documentation in regard to city engineering as it allows to follow not only the history of the physical constructions of buildings and dwellings themselves, but also the technology and technical solutions i.e. plumbing or other necessary adaptations needed by particular workshops or craftsmen's sites. It can be observed that some solutions that were used by the owners of the buildings were frequently cost driven and consequently of a very provisory nature. Later on, much greater investments were necessary to avoid imminent "construction catastrophes". The information contained in the City public records of the "Wiertelnic's Deeds" give also some insights that are not directly related to the construction requirements or activities themselves, but were the predominant factors that determined the physical shape of the building or a site.

The purpose of this paper is to attempt to explain the activities of the Communist Party of Western Belarus in Vilnius during the fi rst half of the thirties of the twentieth century. The author’s aim is to show the organisation, theory and practice of this illegal party. Further-more, the intention is to present the activities of Vilnius police towards communist sym-pathizers and activists. Founded in 1923 in Vilnius, the Communist Party of Western Belaruswas a branch of The Communist Party of Poland. This organization like the polish communist party was illegal. Its aim was to combat the Polish state and to perform electioneering for the Union of Soviet Socialist Republics. Although the name of the party could indicate a desire for independence of Belarus, in practice it was for the removal of the north eastern provinces of the Second Republic of Poland to the USSR. CPWB activity had a special dimension in Vilnius. As the region’s largest city and former capital of the Grand Duchy of Lithuania, Vilnus was home for many nations, religions and cultures. Moreover, Vil-nius was the most important fi eld for communist action. Given the number of inhabitants, industrialized multi-ethnic character, communists had the opportunity to develop wide subversive and conspiratorial work. In addition, the city was the great centre of production and distribution of communist publications, which allowed the spread of propaganda in both its administrative boundaries and in the Vilnius Voivodeship.
