The aim of this paper is to show the impact of European Union programs on the activities of the Third Polish Republic’s Parliament in the field of sport in the years 2004-2007. The Republic of Poland joined the European Union (EU) on 1 May 2004. Since then, it has been co-creating the image of sport in Europe. All activities undertaken by the Polish Parliament in the development of sport after this event were related to programs in the European Union. During the period covered in this paper, the institutions involved in sport in the European Union included the Council of the European Union, the European Parliament, the European Commission and the European Court of Justice. One year after Poland’s accession to the European Union, elections were held for the fifth term of the Polish Sejm (2005-2007). The representatives of the Polish Parliament, during meetings of the Physical Culture and Sport Committee, repeatedly pointed to the possibility of adapting EU programs and their use in the development of sport in Poland. The material presented by the Ministry of Sport and the Office of the European Integration Committee in Warsaw informed about the following programs (mainly investment ones): Sport in the structures of the European Union and European Union Programs for the development of sport, implemented between 2004 and 2006. The most important issues raised by the Committee were those contained in the two most important documents: White Paper on Sport and Independent European Sport Review. As a result of the work of the Parliament of the Republic of Poland during the fifth term of office (2005-2007) in cooperation with the Ministry of Sport and the Parliamentary Physical Culture and Sport Committee, a plan for co-financing projects for the construction, extension or modernization of sports infrastructure under the EU structural programs and the INTERREG III A and EQUAL Community Initiatives was developed. The effect of Poland’s membership in the EU in that period was a gradual elimination of infrastructural negligence and undertaking activities related to the activation of local communities in the area of education and sport. Poland’s membership in the EU so far has brought positive results: increased accessibility of sport thanks to the development of regional infrastructure co-financed by the EU funds and the enrichment of the program offer by supporting projects related to the organization of extracurricular sports activities for children and young people. The positive effects of membership in the field of sport are still being perceived by selected groups and society as a whole.

This paper examines the relationship between the candidate’s position on an electoral list and the feasibility of winning a seat in the Sejm (the lower chamber of the Polish parliament). This research hypothesizes that winning a seat strongly depends on the candidate having a top position on the electoral list. This hypothesis is verified vis-à-vis the results of the 2015 election to the Sejm. The study confirmed the initial assumption, since it was found that nearly 82% of the seats were taken by the candidates from the so-called “seat-winning places,” namely the top places on the lists of candidates (the number of these places equals the number of seats taken by a given party in a given constituency).

On 19 August 2021 died Professor Henryk Olszewski, born 2 January 1932. The Deceased was one of the most renowned specialists in history of law and polish parliamentary tradition, especially during the reign of Wasa dynasty. His know- ledge based on analysis of manuscripts and constitutions of Polish Diet of XVII century. Professor Henryk Olszewski during all his life was connected with Adam Mickiewicz University in Poznań, where he graduated in 1954. All his life reflect- ed the changes in politics: the Stalinist era, real socialism and finally the III Polish Republic. In Poznań, after the “thaw” of 1956 he started as an assistant, wrote his doctoral thesis in 1959, qualified for an associate professor in 1976, received the title of full professor in 1986. His career was connected with state policy in the field of higher education. In 1956 he was appointed to teach the history of political and legal doctrines, and he had to begin anew, although he never left the history of Polish parliament. In the new field of active research, Professor Olszewski became an excellent expert of German political thought, especially of XIX-th and XX-th century. His life was full of different activities and functions. He was the dean of Faculty of Law and Administration (1975–1978), member of Polish Academy of Sciences, and of Polish Academy of Arts and Scien- ces. He was also an active member of many international bodies, among them the most important was the “International Commission for Teaching of History” and the Commission for history of European parliaments. His publications count more than 700 titles, and he was active in more than 300 cases as a professor conferring a doctoral degree or reviewer in habilitation procedures. For over 40 years, Professor Olszewski was an editor in chief of “Czasopismo Prawno-His- toryczne”, one of the best Polish scientific periodicals (Legal-Historical Perio- dical). His personal feature was his attention to the history of legal and historical science of institutions and scientists, he was even known as “custodian of scien- tific memory”. His extraordinary knowledge and scientific excellence were re- cognized by the scientific world – he became doctor honoris causa multi, Profes- sor Henryk Olszewski received the title at Europa-Universität-Viadrina (2001) and at Jagiellonian University (2011). Adam Mickiewicz University renewed his doctor title in 2015.

The aim of the article was discuss the elections to the European Parliament in Poland in 2014, taking into consideration the political situation before the elections in particular. The influence of the parliamentary elections in 2011 on the Polish political scene, and the activity of governmental coalition of the Civic Platform and the Polish Peasant Party, as well as the emergence of new political entities actively participating in electoral competition, has been analysed. A detailed analysis was done regarding the course of election campaign, paying attention to the elements of negative campaigning as well as the course of the elections themselves. The final reflections were dedicated to the election results and their influence (consequences) on the Polish party system.

Opis:
One of the main factors that determines voter turnout is the mobilisation of the constituency of a given party compared with that of its opponents. The turnout in the 2019 European Parliament election in Poland was twice what it had been in previous years, and the result was forecast accordingly. The media initially reported that the victorious PiS had benefitted from new votes. The present article shows that drilling down to the lowest level of administrative unit (viz. the gmina) actually reveals a negative correlation between higher frequency and increased support for PiS in many cases. This implies that PiS did not win solely as a result of new voters being mobilised, but also, and perhaps predominantly, because KE voters switched their allegiance to PiS. Many new voters actually voted for the opposition.

W artykule przybliżono polskie reakcje na organizację wyborów do Parlamentu Europejskiego w 1979 roku. Skoncentrowano się na opiniach publicystów prasy polskiej, zwrócono także uwagę na reakcje Ministerstwa Spraw Wewnętrznych PRL na zapowiadany po 1975 roku proces unifikacji politycznej EWG. Przedstawiono również reakcje społeczeństw państw „dziewiątki” na niebagatelne wydarzenie, jakim były wybory do Parlamentu Europejskiego.
The paper shows insight into the Polish response to the elections to the European Parliament held in 1979. It focuses on the opinions presented by journalists in the Polish press, and also highlights the response of the Ministry of the Interior of the Polish People’s Republic to the EEC’s political unification process announced after 1975. The paper also presents the response of the public in the EEC ‘nine’ to the important event that the elections to the European Parliament were.

The main purpose of this article is to attempt to show the collective biography of Polish women parliamentarians of the interwar period through an insight into their emotions and feelings, to show the “emotional communities” presented by Barbara Rosenwein. In this text I will focus on the main problems of the political activity of Polish women parliamentarians in the interwar period. Source materials produced by women, mainly ego-documents and public documents created by them, will be used to develop this topic. The study will analyze the individual experiences of women parliamentarians. Their emotions, opinions and reflections on parliamentary work will be taken into account. The paper will also discuss selected biographical aspects of the women parliamentarians, such as their age, education and political views, which undoubtedly had an impact on their opinions and emotions. Polish women parliamentarians of that time had to struggle with many problems. Reluctance to place women on candidate lists was a common occurrence. Moreover, women had to meet numerous social expectations. First of all, they were required to be mothers and wives who were responsible for family life, that is, the private sphere. Furthermore, women were seen more as social activists than as politicians. At the same time, men considered women’s issues less important, which was evident in parliamentary discussions. The main research questions were: How did women perceive their own political activity? political activity? What problems did politically active women face?
Głównym celem tego artykułu jest próba pokazania zbiorowej biografii polskich parlamentarzystek okresu międzywojennego poprzez wgląd w ich emocje i uczucia, pokazanie prezentowanych przez Barbarę Rosenwein „wspólnot emocjonalnych”. W niniejszym tekście koncentruję się na głównych problemach działalności politycznej polskich parlamentarzystek w okresie międzywojennym. Materiały źródłowe wytworzone przez kobiety, głównie ego dokumenty i tworzone przez nie dokumenty publiczne, posłużą do rozwinięcia tego tematu. W pracy zostały przeanalizowane indywidualne doświadczenia parlamentarzystek. Uwzględnione zostały ich emocje, opinie i refleksje dotyczące pracy parlamentarnej. W artykule zostały omówione także wybrane aspekty biograficzne parlamentarzystek, takie jak wiek, wykształcenie i poglądy polityczne, które to cechy miały niewątpliwie wypływ na ich opinie i emocje. Ówczesne Polki musiały zmagać się z wieloma problemami. Niechęć do umieszczania kobiet na listach kandydatów była częstym zjawiskiem. Ponadto kobiety musiały sprostać licznym oczekiwaniom społecznym. Wymagano od nich przede wszystkim, aby były matkami i żonami odpowiedzialnymi za życie rodzinne, czyli sferę prywatną. Ponadto kobiety były postrzegane bardziej jako działaczki społeczne niż jako polityczki. Jednocześnie mężczyźni uważali sprawy kobiet za mniej ważne, co było widoczne w dyskusjach parlamentarnych. Główne pytania badawcze to: Jak kobiety postrzegały swoją własną aktywność polityczną? Z jakimi problemami borykały się kobiety aktywne politycznie?

The article presents the phenomenon of external voting: participation of citizens residing abroad in elections that take place in country of origin. Author offers the comparative analysis of data from parliamentary and presidential elections over last two decades (1990 – 2011) and elections to European Parliament (2004 – 2014) that took place in Poland. The noticeable increase in number of votes from abroad is the result of the growing stock of Poles residing abroad since Poland’s accession to the EU in 2004, the legal and institutional changes towards simplifying voting procedures, but also the consequence of the fact that emigration of Poles became an issue of media interest and target group for political parties during the electoral campaigns.
Artykuł analizuje zjawisko partycypacji wyborczej obywateli rezydujących za granicą w wyborach krajowych, które mają miejsce w państwie pochodzenia. Autorka przedstawia analizę porównawczą danych z wyborów parlamentarnych i prezydenckich w Polsce z okresu dwóch ostatnich dekad (1990–2011) oraz do Parlamentu Europejskiego (2004–2011). Widoczny wzrost partycypacji wyborczej Polaków mieszkających poza krajem jest niewątpliwie wynikiem zwiększenia się ich liczby w wyniku fali emigracji, jaka nastąpiła po wejściu Polski do EU w 2004 roku. Wpływ miały także wprowadzone zmiany prawne i instytucjonalne w systemie organizacji wyborów za granicą oraz fakt, że Polacy za granicą stali się przedmiotem zainteresowania mediów oraz grupą docelową dla partii politycznych w okresie kampanii wyborczych.
