Purpose: This review paper discusses the widely used policy analysis frameworks in sport. Given the lack of an established framework for the analysis of sport policy, many researchers have employed policy analysis methods from other disciplines. Methods: As the application of these policy frameworks in sport discourse analysis has never been discussed, this paper discusses they have been applied in sport policy analysis over the last years. A literature review method was used to identify relevant research for an overview of existing approaches. The homogeneous purposive sampling method was utilised to identify relevant articles. The discussion is limited to the Advocacy Coalition Framework, the Multiple Streams Framework, the Institutional Analysis, the Stage Model and the Policy Network Model. The advantages and disadvantages of the application of these models are debated. Results: The study identifies and appraises the applicability of these frameworks in sport. Conclusions: The importance of developing a unique framework for analysing sport policies has been emphasised.

The economic crisis is forcing us to revise many of the tenets of neoclassical economic theory. Gradually, 'mainstream economics' is being fleshed out with several elements of economic heterodoxy. Hence, much more so than previously, economic theories are 'absorbing' the findings of other social sciences. Revision in the area of theory has hitherto had little impact on economic policy. Indeed, when something new appears, such as 'new industrial policy' for instance, it is usually an attempt to breathe life into old concepts that have been abandoned in practice. The aim of this paper is to consider the foundations of economic policy in the context of current theoretical research and current economic challenges.

Multicultural policy has recently been undergoing a marked crisis and is subject to wide criticism. In the light of recent terrorist attacks it is often highlighted that the reason for such situations might be too much openness towards foreigners. Most European countries are changing their immigration and integration policies limiting their social security and restricting the possibilities of an influx of immigrants. Sweden, which is perceived as one of the most open and tolerant states in Europe also faces new challenges concerning the future of its multicultural policy. The crisis in tolerance towards foreigners is quite visible and it is obvious that the social moods in this state are evolving. Therefore, the aim of the article is to analyze changes in the attitude towards Swedish immigration and its integration policy in the light of the attack on the Charlie Hebdo weekly offices.

The article aims to examine the role of non-farm actors and environmental interest groups in the Common Agricultural Policy (CAP) of the European Union (EU). It uses policy networks as an analytical tool to understand the structure, dynamics and outcomes of the EU’s agricultural decision-making processes. Both locations of actors in the CAP policy structures and interaction modes between actors are examined. Also, the role of networks in shaping the CAP’s reform decisions is assessed. The article shows that non-farm actors, and specifically environmentalists, researchers and other agents interested in major CAP reforms, have limited influence on final policy outcomes. At the same time though it has been found that non-farm actors play an increasingly important role in framing the CAP policy debate. They form active and vocal issue networks that impinge upon initial stages of the agenda setting phase in the policy cycle process. Also, the EU institutions become more and more dependent on non-farm actors’ expertise when it comes to policy evaluation. Although the pro-reform approach of these actors is clearly noticeable, it is still too small to bring more than incremental changes within the policy

The article is based on an analysis of Polish and international legal acts, government programs and literature, and aims at presenting the concept and the scope of consumer policy in the period of systemic transformation in Poland. The publication features an analysis of the major factors shaping consumer policy in Poland in the years 1989-2004. Selected international legal acts affecting consumer protection in the years 1989-1997 were also analyzed. Elements of consumer policy present in selected governmental economic programs in the period of transformation were synthesized. It was assumed that consumer policy in the period of systemic transformation indirectly resulted from the economic policy of the government. Its shape was primarily affected by the social and economic transformation occurring since 1989 and the birth of free-market economy. The process of adjusting the Polish legislation to the European Union standards, which began in 1991, and subsequent accession to the European Union in 2004 also played an important role.

Numerous studies have been devoted to the analysis of the migration policy of the Polish state. However, the majority of them have focused on the normative analysis of its development without looking at its dynamic and examining it within the theoretical framework of political science. Therefore, the aim of this paper is to overview the available analytical tools which might be useful when characterizing and evaluating the development, directions and aims of the migration policy of the state. Appliance of the proposed analytical tools in the empirical research on the Polish migration policy would enable conceptualization of its dynamic, as well as allow conducting comparative studies.

Inflation targeting is nowadays used by around 40 countries, with each of them tailoring some features of the strategy to its own needs. This holds especially for deciding on the level of inflation targets. The analysis conducted in the paper aims at identifying factors affecting the choice of the target levels, with macroeconomic, structural and institutional characteristics of the reviewed economies being investigated. The main conclusion is that both backward- and forward-looking models can help to explain how inflation targets are set. Evidently inflation and GDP growth (past and forecast) together with information on a possibly ongoing disinflation process are of key importance, but – especially for emerging market economies – also inflation variance and the level of economic development seem to influence the target levels. Moreover, many of the institutional features related, among others, to transparency and accountability of the reviewed central banks, were found significant in the analysis.

Research background: Effects of monetary and fiscal policy on output growth has been one of the major topics that economists have been investigating. Monetary and fiscal policies are tools for economists and policymakers to correctly direct the economy and facilitate the growth and development of the country. Accordingly, it is critically important for policy-makers in the area of economy to study the efficiency and the effectiveness of such policies. But, so far, there has been no generally accepted evidence suggesting the effectiveness of either the policy in Turkey or around the world. Instead, the dominance of either policy is subject to a change period to period and country to country. Purpose of the article: The purpose of this study is to analyze the growth effectiveness of fiscal and monetary policies and then determine which of these two policies is more powerful in promoting economic growth in Turkey over the period 1998 and 2016. Methods: To investigate the growth effectiveness of monetary and fiscal policies, we use some of the time series econometric techniques, such as ARDL Bounds testing, structural break unit root tests and Granger causality tests. Findings & Value added: Monetary policy variable is creating only short-run effects on growth; but, it's not causing any Granger causality on it. On the other hand, fiscal policy variable has a long-run significant effect and causing to growth. Thus, the fiscal policy seems to be more effective than monetary policy during examination period, implying the rethinking the implementation of both policies in Turkey. To the best of our knowledge, this study is the first attempt to investigate the relative effectiveness of economic policies on growth in Turkey in terms of both methods used and period chosen.

The aim of the article is to analyze the determinants and other conditions of the religious policy of the Polish state towards the Methodist Church in the Stalinist period. The author took into account conceptual, programmatic, executive and operational activities undertaken by a complex subject of power, formed by three structures: party, administrative and special services. In his opinion, the liquidation direction of religious policy towards the Methodist Church was determined primarily by two factors: 1) the activity of Methodists in Masuria, which was assessed as “harmful activities” because they were competitive to the activity of the Evangelical-Augsburg Church (in which the authorities placed great hopes for effective repolonization of the native population), 2) strong links between the Methodist Church in Poland and the Methodist Church in the West (United States of America, Canada, Great Britain, Sweden). The liquidationa ctivities have been depicted primarily on the basis of solutions included in the action of special services under the codename “Moda”. The author also explains the reasons for the final resignation from the liquidation policy towards Polish Methodism and the inclusion of the Methodist Church in the direction of the rationing policy.

In Poland, both corporate and civil society partners are engaged in many types of dialogue on public issues (public policies of the state). Those types largely correspond to the models of dialogue held in Western Europe. The author puts forward a claim that development of dialogue in Poland is hampered not by structural (legal and organisational) arrangements, but by its low level of advancement, at least in some dimensions. Its intensity is reduced by small amount of expertise circulating within its mechanisms, by imperfect methods of argument presentation, low level of mutual persuasion (confrontation) or limited access of social partners to participation in decision-making in the state (due to statist model of the state functioning). The application of dialogue mechanisms in public policies in Poland remains limited due to numerous barriers stemming from a variety of sources. They result from the way of functioning of some social life structures (statism and clientism) and political life institutions (strong politicisation), as well as from long term cultural factors (lack of the dialogue culture in the past).

The purpose of this article is to answer some key questions about one of the most important frameworks in the research of the policy process – Advocacy Coalitions Framework created by Paul Sabatier. Within the article beliefs were defined as an essential element within the political system, which is responsible for the functioning of the advocacy coalitions operating in individual political subsystems. Secondly, as it had been shown in previous research, there are restrictions on significant policy changes, which usually do not occur over the political cycle of 10 – 15 years. Over the last 25 years, the ACF – framework that in the words of the author is close to the status of theory – passed a few serious revisions in response to concerns from other researchers
Celem artykułu jest udzielenie odpowiedzi na kilka kluczowych wątpliwości dotyczących jednego z ważniejszych podejść badawczych w obrębie badań nad procesem politycznym – tzw. koalicji rzeczniczych Paula Sabatiera. W ramach artykułu zdefiniowano systemy przekonań jako podstawowy element w obrębie systemu politycznego, który jest jednocześnie spoiwem funkcjonowania koalicji rzeczniczych działających w poszczególnych podsystemach politycznych. Po drugie, wykazano, że istnieją ograniczenia dotyczące możliwości wystąpienia radykalnej politycznej zmiany – wykluczonej de facto w czasie trwania cyklu politycznego. Samo podejście badawcze ACF, które w deklaracjach autora zbliża się do statusu teorii, przeszło w ciągu ostatnich 25 lat kilka poważnych rewizji w odpowiedzi na prowadzone badania i pojawiające się nieścisłości.

The results from a simulation analysis of the policy-mix have been presented, carried out in a fiscal-monetary game, in which fiscal and monetary authorities make decisions from the point of view of realizing their own respective economic objectives. In order to represent the interrelations between, on the one hand, the instruments of fiscal policy and of monetary policy, and, on the other hand – the economic effects resulting from their application, a modified logistic function was used. The method adopted enables consideration of the specificity of the effects of these instruments on the business cycle, consisting in the limited effectiveness of applying any extremely restrictive or expansive policy, and the respective impact on the economy. The simulation study was meant to show the influence exerted both by the parameters of the function and the priorities of the fiscal and monetary authorities on the Nash equilibrium state, corresponding to the choice of a particular combination of budgetary and monetary policies.

The aim of this article is to explain current definition and application of punctuated equilibrium theory, which is as influential as any conceptual framework concerning policy process in political science, stimulating thought and research over the last two decades. Baumgartner and Jones borrowed the concept from studies of the evolution of species, but – as author shows – without operationalized definition, and turned it into a metaphor that can have mostly pedagogical use. Author explains how punctuated equilibrium is useful for analyzing policy change in political systems other than the United States, but in the European political systems, political parties and their preferences must be taken into account. It is also presented how punctuated equilibrium is in fact a much-improved version of the incrementalism theory, rather than an application of biological insights to politics. Author differentiate successful application of the punctuated equilibrium in the description of the policy process from the explanation of Baumgartner and Jones about how those identified patterns in modern democracies were caused.
Celem artykułu jest wyjaśnienie aktualnej definicji i pozycji teorii przerywanej równowagi, która jest jednym z najbardziej wpływowych podejść badawczych dotyczących procesu politycznego w naukach o polityce, stymulując koncepcje i badania przez ostatnie dwie dekady. Baumgartner i Jones inkorporowali pojęcie z badań nad ewolucją gatunków, ale – jak wskazuje autor artykułu – pozbawiając go pierwotnej operacjonalizacji, zamieniając w metaforę o bardziej pedagogicznym walorze. Autor wyjaśnia, jak teoria przerywanej równowagi jest przydatna w analizie zmiany politycznej w systemach politycznych innych niż Stany Zjednoczone, ale w europejskich systemach politycznych konieczne jest uwzględnienie roli partii politycznych i ich preferencji. Zaprezentowano także, jak teoria jest faktycznie raczej znacznie poprawioną wersją teorii inkrementalizmu niż wykorzystaniem dorobku biologii w polityce. Autor odróżnia także pełną sukcesów aplikację teorii, która opisuje rzeczywistość procesu politycznego, od wyjaśnień i związków przyczynowych, które zdaniem Baumgartnera i Jonesa taki przebieg procesu zdeterminowały.

While entering the transformation period, Poland started changes in economics, which was run by the state and was characterized by the lack of market equilibrium and low degree of satisfying the nation’s needs. The change of the state’s role in the economic system became the major challenge for Poland, which started transformations of the system in 1989. The ending of this major phase of transformation can be gauged not only by the degree of state’s withdrawal from the role of the owner and a manager, and replacing this role by a stable set of systemic rules, but also by introducing new market organizing institutions and the degree of financial independence of economic entities from the domination of politics.
