RESEARCH OBJECTIVE: To reread Carl Schmitt’s theory of the partisan and by doing so present another theory of partisan. THE RESEARCH PROBLEM AND METHODS: Partisan war is treated as a war method rather than a phenomenon. The method is interpretive, based on historical facts. THE PROCESS OF ARGUMENTATION: At first the author retells and present Carl Schmitt’s theory of the partisan. Then the author applies this theory to 19th century European history with a special focus on Polish‑Lithuanian history. Based on this historical account the authors presents his own theory of another partisan. RESEARCH RESULTS: Another theory of partisan ties the figure of partisan and partisan war as the specific phenomenon to the concrete historical and geographical space. This theory highlights the specific modern European character of the partisan war and presents the Polish‑Lithuanian partisan history as the model of such war. Seen through the lenses of the national sovereignty and the sovereign dictatorship, this history represents the case par excellence of transition from the order of the 18th century to the modern European republic of the 21st century. The partisan then is first of all the citizen. Brought to the extreme by the enemy he takes the sovereign decision to resist and this way brings the political idea of republic to its concrete existence. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: “The Theory of Partisan” by Carl Schmitt was the rare if not the only attempt at building a finished and conclusive theory of the phenomenon, which seemed so important for the modern European history. Therefore it is fair and reasonable to treat Schmitt as a central figure of the “partisan” thought. His concept of partisan as the specific figure of the modern war is especially valuable and allows to see Polish‑Lithuanian as well as European history in another perspective.

The article presents a basic overview of the war record of the chief of the SupremeStaff of the Partisan army Arso Jovanović. Jovanović's war biography is described in relation to three social groups in which he had operated. The first social group was the Piper clan, or the local Montenegrin context in which he was born and grew up. The other social group was the leadership of the Communist Party of Yugoslavia (KPJ) with which he cooperated during the war. The third social group was the circle of Montenegrin generals of the Yugoslav army (JA) which Jovanović belonged o until his unexplained death in the summer of 1948. This paper describes how all these groups were interlinked through Jovanović, how they affected each other creating the preconditions for the events of World War II and the post-war period in Yugoslavia.

The main purpose of the present study is to understand ‘empowerment’ as observed in theory and in actual practice in the society where women are still regarded as second-class citizens inspite of achieving success in their chosen fields. Her freedom in choice of decision-making within the family and civil society plays an important part in influencing her participation in politics and her voting behaviour. By political activism of the respondent we primarily mean her cognitive orientation (i.e. her knowledge about political parties, symbols, their stay in power and their judgements about political system), evaluative orientation on how political system works including her voting behaviour and partisan preference. Survey was carried by the researcher on 1000 women working in both the organised and unorganised sectors of the economy mainly among street vendors and domestic workers and bank employees and teachers in Kolkata. Results: Women working in both the sectors play dual role looking after their children, elders in the family, husbands and also contribute to the  expenditure but lack effective power in decision-making. They consult their husbands, elder members of the family or the community before casting their vote and are notguided by individual preference or choice.

Since the (re) structuring collective memory always implies particular political processes, in the case of Ivan Goran Kovačić and his narrative poem The Pit (Jama), the fundamental text of the Partisan canon of Croatian literature, it may be divided into two periods with a transitional watershed of the 90s (or the disintegration of the Socialist Federal Republic of Yugoslavia) as a historical turning point. Post-Yugoslav revisionist processes of the memory of World War II, which then started, inevitably had to influence the “myth about Goran”, up to that time in the conventional memory constructed around three key points. The first was his leaving Zagreb, together with Vladimir Nazor, to join the Partisans; the second was the revelation of Ustasha crimes in the epic poem The Pit and third his death by a “chetnikʼs knife”, which he prophetically hinted at in his poem “My Tomb”. Furthermore, the critical reception of The Pit from its first edition takes place on two plans of expression – artistic (fine arts) and literary. These “two lives” of one epic poem had different destinies and also attached to themselves different memories including forgetting strategies of (re)structuring collective memory.

Opis:
The paper discusses a new institution in the Polish electoral law – namely, non-partisan citizen election observers. This institution, next to scrutineers and international election observers known previously to the Polish electoral system, is intended as another instrument of social control of the electoral process, increasing reliability and fairness of elections. This new institution was introduced by the Act of 11 January 2018 on amendments to some acts in order to increase participation of citizens in the processes of election and functioning and controlling of certain public bodies. The analysis performed allows to conclude that final evaluation of the role played by non-partisan election observers will be heavily influenced by observation of how this institution is used in actual elections, at least over one full electoral cycle.
Artykuł stanowi omówienie nowej instytucji polskiego prawa wyborczego, jaką są społeczni obserwatorzy wyborów. Instytucja ta, obok znanych polskiemu prawu wyborczemu mężów zaufania oraz międzynarodowych obserwatorów wyborów, stanowić ma kolejny instrument społecznej kontroli procesu wyborczego, wpływając tym samym na zwiększenie rzetelności i uczciwości wyborów. Instytucja ta została wprowadzona ustawą z dnia 11 stycznia 2018 r. o zmianie niektórych ustaw w celu zwiększenia udziału obywateli w procesie wybierania, funkcjonowania i kontrolowania niektórych organów publicznych. Dokonana analiza pozwala na stwierdzenie, że na ocenę społecznych obserwatorów wyborów duży wpływ będzie miała jednak praktyka, na którą potrzebny jest ich udział przynajmniej w pełnym cyklu wyborczym.
