Goal – The aim of the paper is to assess to what degree the advancement in the implementation of instruments from the area of the so-called performance budgeting contributes to the rational management of public expenditure structure. Research methodology – Qualitative research based on descriptive analysis using extensive subject literature (chiefly foreign) composed of monographs, journals, scientific studies, and reports of international institutions helps the author solve research problems and achieve the paper’s objective. Among the methods used are also deductive and inductive reasoning, and comparative analysis. Qualitative studies employ the method of systemizing statistical information, based on analysis of reference statistical data, and the methodology of statistical dependence. Score – The research results show that irrespective of the detailed legal provisions introduced at the EU level under the modified Stability and Growth Pact, the decisions regarding the structure of expenditures are made on the basis of election platforms. The structure of expenditures cannot be modelled because it depends on the political decisions made in individual countries. Additionally, no impact of performance budgeting on the structure of expenditures in the euro area countries has been found. The two identified groups-spending on defense and housing policy – are rigid expenditures and cannot be part of fiscal consolidation in the short term. Uniqueness/value – Not only does the paper discuss concepts related to the models of contemporary economic processes, but it also contributes to the debate on the extent of state interference in the sector of financial institutions in the global economy. The conducted research is an original attempt to explain the mechanism of the analysed phenomenon and to illustrate its progress in the changing economic environment.

Theoretical background: There is an ongoing global acceleration of automation and digitalisation in financial processes, which points to significant changes in public spending policies. After an analysis of several scientific studies, fundamental approaches have been elaborated to understand public consumption and the system of state purchases. The basic hypothesis for this research was to study the possible impact of the electronic procurement market ProZorro on state purchases in Ukraine. Possible directions are: increasing competitiveness, optimising state expenditures and saving the budget funds of public services based on innovative digital technology.Purpose of the article: The main goal is to investigate the impact of the electronic public procurement system ProZorro on corruption and bureaucracy in the public sector of Ukraine. The study object is an analysis of the volume and structure of the public procurement market, the number of procedures and participants in a bidding process, and the savings amounts in ProZorro’s public purchases during the study period in Ukraine.Research methods: The following methods were used during the research of the Ukrainian electronic procurement system: dialectical method; analysis and synthesis method – for a comparison of certain types of public procurement; subthreshold and suprathreshold statistical methods – for analysing the dynamics of indicators of the domestic system of public procurement during the period under research for a comparison of the indicators of public consumption of certain ministries and departments, different regions and territorial entities; structural and logical analysis – for generalising the theoretical and methodological principles of building a public consumption system in Ukraine. The main source of data was the data and analytical base of the ProZorro electronic public procurement system.Main findings: Effects of the innovative digital paradigm on the transparency and efficiency of public procurement are determined. Considerable attention is paid to the implementation of the electronic public procurement system ProZorro in Ukraine. The expediency is substantiated for its implementation in the national practice of budget expenditures, and the principles and procedures of implementation are analysed. The practice and dynamics of the public procurement market in Ukraine are summarised. The conclusions of the advantages of electronic system are provided, including transparency and impartiality, stimulation of competition and non-discrimination of bidding participants, reduction of corruption and the effect of reducing the savings of budget funds. Potential risks, threats and disadvantages of the ProZorro system in Ukraine are highlighted. Among them are: a high proportion of non-competitive procedures; possible latent conflict regarding the participants’ interests; unreasonable time spent on individual procedures; the justification of the procurement procedure to one participant due to a dubious “urgent need”; unreasonable application of the procurement procedure to one participant due to the falsification of conditions or the division of the procurement subject; the existence of discriminatory requirements in the documentation of competitive bidding; and a lack of efficiency in the complaints handling mechanism.

This paper aims to analyse the allocation of the COVID-19 response funds from the perspective of the political alignment hypothesis. eTh authors focus on the allocation of the second and third rounds of the Governmental Fund for Local Investments (part of the COVID-19 Response Fund) in Poland. Using the logit and OLS models and the regression discontinuity design the authors show that mayors aligned with the central government were significantly more likely to receive the funds, as well as in higher per capita values, than mayors aligned with the opposition or unaligned with any party in parliament when the allocation was based on a discretionary decision. eTh results support the political alignment hypothesis and highlight the danger of partiality in the allocation of the COVID-19 response funds.

This paper explores the theoretical justifications for public expenditures to support the agriculture sector and farming population. The market failure and welfare rationale for government intervention is contrasted with government failures. In addition to the normative analysis, the paper presents empirical evidence on the level of public agricultural expenditure based on cross-country data with main focus on the European Union countries. The results of own cross-country statistical analysis suggest that per capita costs of EU support to agriculture are only weakly related to the general economic development of the individual countries but this support is relatively more important for the economies of less developed EU members. A look at the fi ndings of the reviewed country studies exploring the link between public expenditure allocated to agriculture and the sector performance reveals that this way to support farming and rural economy may be effective, exerting a positive effect on growth in crop and livestock production, private-sector investments in agriculture and rural and general poverty reduction, but its impact depends on the type of expenditure.
W pracy zilustrowano teoretyczne uzasadnienie wydatków publicznych na wsparcie sektora rolnego i ludności rolniczej. Korygowanie nieprawidłowości w funkcjonowaniu rynku oraz konieczność sprawowania przez państwo funkcji opiekuńczych, przytaczane jako argumenty za jego interwencją, skontrastowano, przez analogię do zawodności rynku, z niesprawnością państwa. Oprócz analizy normatywnej przedstawiono fakty empiryczne dotyczące wydatków publicznych na rolnictwo w różnych krajach, ze szczególnym naciskiem na państwa UE. Wyniki przeprowadzonej analizy statystycznej sugerują, że koszty wspierania rolnictwa przez UE w przeliczeniu na mieszkańca są słabo powiązane z ogólnym rozwojem gospodarczym poszczególnych krajów, ale pomoc ta ma stosunkowo większe znaczenie dla mniej rozwiniętych gospodarek UE. Z przeglądu obcych badań empirycznych dotyczących związku wydatków publicznych na rolnictwo z sytuacją ekonomiczno-finansową gospodarstw rolnych oraz ogólnym rozwojem sektora i obszarów wiejskich wynika, że ten sposób interwencji może być skuteczny, wywierając pozytywny wpływ m.in. na wzrost produkcji roślinnej i zwierzęcej, prywatne inwestycje oraz łagodzenie ubóstwa na terenach wiejskich, ale jego efekty są uzależnione od rodzaju wydatków.

The efficiency of public administration in Poland applies also to all aspects and issues in the area of self-governments, i.e. municipalities, poviats and self-governing voivodships. Local authorities are not only responsible for providing more than 70% of all public services but are also the closest to citizens and automatically become the subject of evaluation by different groups of stakeholders. This article aims to indicate the aspects related to the measurement of efficiency of public tasks at the local government level. The study will explore the procedures and performance indicators applied by the city of Kraków in performing its tasks. Problematyka dotycząca efektywności działania administracji publicznej w Polsce odnosi się również do wszystkich aspektów i zagadnień występujących w obszarze samorządów lokalnych, tj. gmin, powiatów oraz samorządnych województw. Samorządy nie tylko odpowiadają za dostarczanie ponad 70% wszystkich usług publicznych, ale będąc najbliżej obywatela, stają się automatycznie podmiotem i przedmiotem oceny różnych grup interesariuszy. Celem niniejszego artykułu jest wskazanie na aspekty związane z pomiarem efektywności zadań publicznych na szczeblu samorządowym. Przedmiotem badania są procedury i stosowane przez miasto Kraków wskaźniki efektywności w zadaniach. Aim/purpose - This study examined the impact of public sector spending and governance on economic growth in Sub-Saharan Africa (SSA) and further assessed the role of governance in the causal relationship between public sector spending and economic growth in the sub-region. Design/methodology/approach - The study employed the Panel Corrected Standard Errors (PCSE) estimator on data spanning the period 2002 to 2020 across a sample of 31 selected countries in SSA. To check for the robustness of the results, we adopted the Dumitrescu and Hurlin (2012) panel non-causality test to detect Granger causality in the relationships among the variables. Findings - The findings show that spending in the public sectors alone, such as education and health, does not always yield the needed outcome of promoting economic growth. Government education expenditure stimulates economic growth in SSA, albeit the effect is statistically insignificant, whereas government health expenditure has a growth-limiting effect in SSA. The results reveal that government effectiveness, rule of law, political stability, and absence of violence/terrorism are among the governance indicators that can help to fast-track economic prosperity in SSA. However, the results further show that good governance can act as a stimulant to invigorate the effectiveness of public sector spending in achieving economic growth in SSA. The growth-enhancing complementary role of good governance to public sector spending is robust across all governance indicators except political stability for government education spending and regulatory quality for government health spending. Research implications/limitations - The findings imply that strengthening good governance in SSA is non-negotiable in managing and using public funds allocated to the public sectors and in achieving sustainable economic growth, poverty alleviation, and income inequality reduction in the sub-region. However, the findings of this study are limited to the SSA region and may not apply to other regions of the globe. Originality/value/contribution - The contribution of this paper is that it examines the moderation effect of governance in the causal relationship between public spending and economic growth in SSA while accounting for cross-sectional dependence. The paper also contributes to the existing literature by using disaggregated governance and public sector spending components to ascertain the robustness of the results and better inform policy.

The aim of the article was to analyze the causes and consequences of the great economic crisis in Poland in the context of the world economy and the global crisis. The first symptoms of the crisis became evident in June 1929, when production began to decline, and in August that year price drop began. After these events, the economic situation in Poland was systematically deteriorating. The year 1935 can be considered the end of the crisis in Poland, despite the fact that the industrial crisis began to break through gradually already in 1933. The great economic crisis was a global phenomenon, even though it did not start in all countries at the same time. It depended on the internal economic situation of each of them. It stood out against the background of previous economic crises due to the fact that only the introduction of state interventionism in the form of the “New Deal” program in the USA brought about an improvement in the situation, and therefore, in 1933, some economic recovery began in the world. However, in some parts of the world (including Poland), due to the specific features of their economies, the crisis lasted until 1935. The crisis of 1929–1935 was rightly called “the great crisis”, not only because of economic problems, but also due to political consequences, i.e., the strengthening of totalitarian systems in Western Europe and the growing importance of the communist movement around the world (the USSR was the only country not affected by its consequences). The great economic crisis was characterized by: longevity – in industrial countries it lasted until 1933, and in agricultural countries until 1935; depth of impact – it covered all areas of the economy: industry, agriculture, domestic and foreign trade, transport, monetary and credit system; wide geographic scope – it covered all countries of the world connected with the world capitalist system and capitalist economies; the scale of the decline in economic growth rates – in the history of economic crises to date, the world economy has not experienced such a deep collapse and stagnation.
