Opis:
The transport accessibility of cities decreases with the increase in road traffic. Planners, traffic engineers, and road managers are looking for solutions that will reduce congestion on city streets without limiting transport accessibility to the city center. The article presents an overview of solutions used in Poland and abroad that aim to encourage people who travel by car to the city center to use other means of transport. The solutions were identified that can contribute to reducing road traffic in the city without limiting its transport accessibility based on the area inventory in Krakow. The next part of the article analyzes the use of P&R parking and the bike-sharing Wavelo system in Krakow in 2018. The results of the conducted analyses indicate that the most entrances to the P&R parking in Krakow were in the morning hours, whereas the most exits from these parking were in the afternoon. The holiday months were characterized by a lower use of parking space compared with the remaining months. These conclusions may indicate that the people using the analyzed parking lots are mainly commuters. On the contrary, the analysis of the use of the bike-sharing Wavelo system in Krakow allows for the conclusion that a large numer of people used rental bikes for short journeys. These trips can complement the journeys made with the use of public transport or as a continuation of the journey after leaving the car in the P&R parking. Investments and development of this type of solutions may be an incentive for people traveling by car to use another means of transport.

In this paper, we generalize the notion of B-(p, r)-invexity introduced by Antczak in [A class of B-(p; r)-invex functions and mathematical programming, J. Math. Anal. Appl. 286 (2003), 187–206] for scalar optimization problems to the case of a multiobjective variational programming control problem. For such nonconvex vector optimization problems, we prove sufficient optimality conditions under the assumptions that the functions constituting them are B-(p, r)-invex. Further, for the considered multiobjective variational control problem, its dual multiobjective variational control problem in the sense of Mond-Weir is given and several duality results are established under B-(p, r)-invexity.

In this study we cloned and analysed partial cDNA of tumor necrosis factor (TNF) and p75 TNF-R receptor of Syrian golden hamster (Mesocricetus auratus). We obtained a 382-bp sequence of TNF and a 148-bp sequence coding for p75 TNF-R. The primers used for the cloning were designed on the basis of inter-species homology, thus presumably can be used for cloning and analysis of TNF and p75 TNF-R genes of other mammals.

Najnowsza fala powrotu do metafizyki w ramach filozofii analitycznej spotkała się z oporem takich myślicieli jak Paul Horwich i Huw Price, którzy nawiązując do niektórych idei Rudolfa Carnapa i Ludwiga Wittgensteina, starają się pokazać, że siłą napędową tej fali jest niezrozumienie właściwego charakteru problemów ontologicznych i metafizycznych. Ich zdaniem, powinny one zostać wyrugowane przez ogólne rozważania nad różnorodnością języków i schematów pojęciowych, którymi operujemy, nad ich genezą i funkcją. Deliberacje te mają mieć przede wszystkim charakter opisowy i unikać poszukiwania unifikujących wyjaśnień naszych praktyk językowych i konceptualnych. Jeśli jednak mają one spełnić swoją właściwą funkcję filozoficzną, to zachodzi obawa, że mogą wprowadzić pewną dozę metafizyki pod postacią antropologii transcendentalnej.

The Responsibility to Protect (R2P) was created in the hope of overcoming the barrier that state sovereignty, as a principle, had become to actions of humanitarian intervention. It was imagined that as mass atrocity crimes were coming to the attention of the international community, that, on the whole, they were willing, able and eager to intervene in order to stop the violence in question. Holding them back was sovereignty as both a legal and normative barrier. This was always a bad explanation for the pervasive lack of humanitarian intervention; accordingly R2P, as a bad solution, has failed almost entirely. The problem is, and always has been, that when faced with mass atrocity crimes, the international community is plagued by a near-permanent lack of political will to action.

Cerebrospinal fluid's functions are protecting, expelling and transporting which are influenced by properties of the fluid. Disorder of one of the functions may bring a disease. Cerebrospinal fluid mainly consists of water (99%), cells and proteins suspended in it. Due to the suspension it can be considered as dispersion medium. Every dispersion medium is characterized by the parameters of particles suspended in it. Parameters of dispersion medium may be classified as single or cumulative parameters. Hence, there is possible to determine additional parameters which characterize CSF in order to give full description of the fluid. The authors present results of research on suspension in normal cerebrospinal fluid worked out on the basis of 2500 microscoping pictures and they also give a statistical analysis of particle diameters. The paper is a part of research project on "Physico-chemical processes in cerebrospinal fluid obtained by puncture from patients diagnosed with the disorders of cerebrospinal fluid (CSF) circulation" realized by Institute of Physics, University of Szczecin in co-operation with Neurosurgery Ward of Public Provincial Hospital Complex in Szczecin.

The paper presents preliminary analysis of normal non-coloured cerebrospinal fluid obtained from patients diagnosed due to suspicion of cerebrospinal fluid malabsorption. According to the findings, the normal cerebrospinal fluid was classified into two groups: A - with clinical diagnosis of ventricular hydrocephalic enlargement and B - with clinical diagnosis of internal hydrocephalus. The analysis of microscopic pictures of normal cerebrospinal fluid in both groups according to numbers and sizes of suspended objects was performed with the aid of Eclipse 600 microscope (with magnification of 1200×) working with a computer by a digital video camera. The authors observed that there is a significant difference in a shape of the distribution curve of objects' diameters between groups A and B. The maximum number of objects in group A was recorded within the range from 5 to 10 μm in diameter size whereas in group B the maximum was recorded within the range from 0.5 to 5 μm in diameter size.

Opis:
For one kind of high current diodes composed of a ceramic-metal welding vacuum interface, the electrical design was presented. For compactness, a radial type insulator and a cone-column anode crust were adopted. The shielding methods around cathode and anode region were applied to mitigate the influence of welding solder to vacuum flashover. Finite Element Analysis (FEA) simulation results indicated that by adjusting the anode outline and shielding shape, the electric fields along the ceramic were well distributed. High voltage test was conducted on a long-pulse accelerator and experimental results confirm the theoretic design: the diode can stably hold on 400 kV and 200 ns voltage pulse.

Opis:
Numerical results of a new (interface-rescaling) theory of normal excitations in a triple-layer film are reported. The film is modelled by three one dimensional finite chains coupled together; the coupling across the interface is properly taken into account. The formation process of the film energy spectrum as a result of interface (i.e. inter-chain) coupling is studied, and the exact conditions for the existence of interface-localized modes are established.

The purpose of the article is to analyse the legal conditions of armed intervention under the concept of Responsibility to Protect (R2P). The author presented and assessed the effectiveness of undertaking military actions within its framework. It should be emphasized that the armed aspect of the R2P concept has not been broadly analysed in the doctrine. The author discussed the issues of the effectiveness of military intervention on the example of the “Odyssey Dawn” and “Unified Protector” operations in Libya in 2011. He also referred to the concept of applying the military intervention mechanism to the Syrian Arab Republic after 2011. The text indicates that the greatest weakness is the generality of the concept of armed intervention within the R2P concept and the vagueness of its forms of implementation. In the context of the military intervention in Libya, which occurred as a result of the lack of veto by one of the permanent members of the Security Council, the author showed that although the use of the formula of military intervention under the R2P model is possible, it is also reasonable to assume that in the near future in a similar situation, the permanent members of the Security Council will exercise their right of veto.
Celem artykułu jest analiza prawnych uwarunkowań interwencji zbrojnej w ramach koncepcji „odpowiedzialności za ochronę” (Responsibility to Protect, R2P). Autor przedstawił i ocenił skuteczność podejmowania działań wojskowych w jej ramach. Należy podkreślić, że zbrojny aspekt koncepcji R2P nie był szeroko analizowany w doktrynie. Autor omówił kwestie skuteczności interwencji wojskowej na przykładzie operacji „Odyssey Dawn” i „Unified Protector” w Libii w 2011 r. Odniósł się także do koncepcji zastosowania mechanizmu interwencji wojskowej w Syryjskiej Republice Arabskiej po 2011 r. W tekście wskazano, że największą słabością koncepcji interwencji zbrojnej w ramach mechanizmu R2P jest ogólnikowość i niejasność jej form realizacji. W kontekście interwencji wojskowej w Libii, do której doszło w wyniku braku weta ze strony któregoś ze stałych członków Rady Bezpieczeństwa, autor wykazał, że jakkolwiek zastosowanie formuły interwencji wojskowej w ramach modelu R2P jest wciąż możliwe, to uzasadnione jest także założenie, iż w najbliższym czasie w zbliżonej sytuacji stali członkowie Rady Bezpieczeństwa skorzystają z prawa weta.

The nature of sharp emission lines which are present in macro-luminescence experiments on a type-II GaAs/AlAs double quantum well structure is discussed. The experiments, which also include micro-lumines- cence measurements, allowed us to conclude that the sharp emission lines observed originate from lateral GaAlAs islands of a fewμm in diameter. They serve as efficient type-I recombination centers for indirect excitons and/or carriers which diffuse in the GaAs/AlAs QW structure and strongly affect the emission processes observed in macro-luminescence experiments. These traps can easily be filled with electron-hole pairs, giving rise to the formation of neutral excitons as well as more complex excitonic molecules. Magneto-luminescence spectra from single islands resemble those observed for natural quantum dots formed in narrow GaAs quantum wells.

The work presents the research on the influence of driver's working environment on thermical changes in their organism. The experiment was conducted between 24 and 31 March 2008 in the tram depot of Public Transport Agency in Tychy. Thermo-visual photos were conducted twice a day - before starting work and after finishing it during six following days. The group consisted of 14 drivers aged 24-49 driving city buses (the make: Solaris Urbino 18). The results were analyzed concerning statistics using Statistica. For the sake of the analysis the significance level was p = 0.05, the non-parametric Wilcoxon test or parametric T-test were used for two groups of dependent variables. The research and analysis show that driver's working environment has valid influence on thermical changes in their organism.
