This article presents the method of inventory of flood in the real-time GIS system. The method includes: obtaining data, sending data to the server of data base, their analysis in GIS environment and presentation of results. For this purpose the Open Source type of applications were used. The last stage of the presented method is the cartographic development of the hybrid map (orthophotomap with thematic overlays). The authors gave the boundary conditions of these types of studies taking into consideration the data obtained from various sensors of high resolution image systems. The presented method in a complex way describes the development of fast-changing data from the moment of existence of the change, through their acquisition, analysis, to the cartographic development of the map of flood changes.

A multi-image orientation is one of the most important tasks in photogrammetry and 3D modelling in computer vision. The accuracy of image orientation and camera calibration significantly influences the quality of all consecutive processes, such as a determination of spatial coordinates of individual points or 3D modelling. Therefore, orientation and calibration are an essential prerequisite for several applications. In the last years, various types of algorithms and software provided as an open-source software that allow to perform these processes with varying degrees of user interventions and settings have begun to appear and be used. The aim of this work is to focus on the most accessible and potentially the most suitable types of such software (or web services) and to compare their reliability, quality of spatial object reconstruction into digital spatial data and the quality of photo-texture, provided by them. For this purpose, a testing solid body made of a suitable material and with a suitable shape and dimensions, whose images were acquired by a DSLR camera, was used. Subsequently, these images were used for testing and comparison of individual open-source photogrammetric software.
Orientacja multi-obrazów jest jednym z najważniejszych zadań w fotogrametrii i modelowaniu 3D. Dokładność orientacji obrazu i kalibracji aparatu znacząco wpływa na jakość wszystkich kolejnych procesów, takich jak określenie współrzędnych przestrzennych poszczególnych punktów lub modeli 3D. Dlatego, orientacja i kalibracja, są niezbędne w wielu zastosowaniach. W ostatnich latach pojawiły się różne algorytmy i programy określonych jako oprogramowanie open-source. Celem artykułu jest zwrócenie uwagi na najbardziej dostępne i potencjalnie najbardziej odpowiednie rodzaje takiego oprogramowania (lub usług internetowych) i porównanie ich niezawodności, jakości odwzorowana obiektu przestrzennego do cyfrowych danych przestrzennych i jakości zdjęć. W tym celu badania przeprowadzono na modelu w postaci stałej wykonanego z odpowiedniego materiału i o odpowiednim kształcie i wymiarach, którego obrazy zostały wykonane za pomocą lusrtzanki. Następnie zdjęcia te były używane do testowania i porównywania poszczególnych programów fotogrametrycznych open-source.

The main goal of revitalization is to improve the spatial condition of the city, which improves its image and increases the value of space. Any revitalization process requires the acquisition of geolocation data. This data can help visualize the spatial changes that were the goal of revitalization efforts. Acquiring such data is not always easy and requires the use of multiple sources of GIS information. The purpose of this paper is a spatial presentation of the analyzed areas with their identification before and after the revitalization process using spatial data made available in an open resource on Google Maps map application. Data is presented for two cities: Bydgoszcz (Poland), Varna (Bulgaria), characterized by a similar population. The paper uses current and archival orthophotos of the revitalized areas, Street View panoramic views from street level and own photographic documentation. The results of the analysis show that regardless of the stage of revitalization, the use of spatial data is essential in the designation of a degraded area, as well as later in its design, monitoring and management.

The objective of this paper is to demonstrate the possibility of tracking and identifying military and other security personnel, operating in secretive or restricted areas. Such exposure might have dire consequences from the perspective of counterintelligence or physical security. Open Source Intelligence (OSINT) and Social Media Intelligence methods and techniques were employed to gather and analyse information on security and military personnel and expose their activities on-line. The case studies presented in the article exemplify utilisation of the new “Suunto” fitness application for open-source-based intelligence research. Despite general Operational Security rules that require all personal data such as names, pictures and habits to be kept discreet, open-source based research with one of the most popular fitness applications allowed the identification of military personnel and government agents operating in Afghanistan, Mali, Syria or working at national military facilities. In a single case, it took the author less than thirty minutes to identify personal details of a US Army soldier in Afghanistan and a Special Forces officer in one of the European countries and obtain their home addresses and pictures of them and their families. The results of the research show how OSINT techniques concerning fitness applications are useful both for intelligence and counterintelligence, specifically for malicious and terrorist purposes, and how necessary it is to make fitness and other, supposedly personal, activity private, especially for those who carry out sensitive missions and work in a restricted or secretive environment.

Following the growing world population and associated need for increased transportation, there is a growing interest in some aspects of transport such as sustainability, to reduce CO2 emissions and reach climate objectives. Modern urban living is rapidly changing with new technological innovations, one of which is the possibility to integrate different electronic “on demand” services into one single medium. Public transport users need innovative, multi-applicative, multi-functional, safe and secure ticketing systems, easy to use. Concept of Mobility as a Service (MaaS) as an integration of various forms of transport services into a single mobility service accessible on demand is a new way of thinking about public transport. This paper focuses on mobility market transformation with main question how Mobility as a Service based on open source principles will impact the ecosystem.

This paper presents an application for extracting features used in the process of education of politicians based on Open Source technologies, for extracting features from the public press; it enables the user to analyze data from text files and from the Internet. The analyzed data are from the field of politics, a topic which is both a current one and a cyclic process, occurring every four years for the parliamentary elections and every five years for the presidential elections. A specific political vocabulary was compiled for feature identification and analysis and for the interpretation of results obtained.

During research process there is often large amount of experimental data acquired. These data can be obtain from all kinds of measurement devices, such as oscilloscopes for example. Most of the time the raw data collected cannot be used directly but has to be processed. That process can involve filtering the data, numerical computations to acquire new information and finally making a visual representation of the results in form of a graph. All those tasks can be carried out with the uses of specialized, scientific computer software which is free and open-sourced. Examples of such programs are Scilab, used for numerical calculations, and gnuplot, used for creating both simple and complex graphs. Both of the programs are described in this article with examples of how to used them.
Podczas procesu badawczego często gromadzone są znaczne ilości danych doświadczalnych. Dane te mogą być uzyskanie z wykorzystaniem wszelkiego rodzaju urządzeń pomiarowych, na przykład oscyloskopów. Przeważnie zebrane surowe dane nie nadają się do bezpośredniego wykorzystania i muszą zostać przetworzone. Proces ten może obejmować filtrowanie danych, obliczenia numeryczne, z których uzyskuje się nowe informacje, i wreszcie tworzenie wizualnej reprezentacji wyników w postaci wykresów. Wszystkie te zadania mogą być wykonywane z zastosowaniem specjalistycznego, naukowego oprogramowania, który może być darmowe i otwarto-źródłowe. Przykładami takich programów są Scilab, używany do obliczeń numerycznych, i gnuplot, używany do tworzenia zarówno prostych, jak i skomplikowanych wykresów. W tym artykule opisano oba te programy wraz z przykładami ich wykorzystania.

In this paper, the usage of the GStreamer framework in applications of classical digital signal processing is discussed. Especially, its adaptation for the sonar technique is presented. Signal generation, analysis, processing, and visualization are implemented as GStreamer plugins. The new plugins and the structure of data transmitted through a GStreamer pipeline are briefly discussed. The introduced plugins are published as free software under the GROJ project.

One of the most basic functions of the state is to ensure the security to it and its citizens. Significant elements are: perseverance, political independence, territorial integrity and maintenance proper level of life quality. Today’s intelligence, which is part of the structures of security organs, belongs to the elite part of the special forces performing strategic goals. Therefore, acquiring the information by OSINT is important not only for the institution itself but also for citizens. OSINT is one of the means by which security is provided to the internal and external states. Open source information is one of the agents of economic, political, military, etc. Books, periodicals, statistical yearbooks, social networking sites and daily newspapers belong to the basic, verified sources. In globalized world, OSINT has particular importance because, due to the obtained information, the state can take defensive action. In this article, the author pointed out the use of OSINT in the military diagnosis.

The aim of the article is to present different relief visualization techniques created using only free and open source GIS tools, such as QGIS and RVT. The criteria for selection of these techniques are that they should be, on the one hand, simple and fast for implementation and on the other suitable for multiple visualization purposes. Here we present several techniques which combine hillshade with other relief data layers derived from DEM and an assessment of advantages and disadvantages of their visualization.

This article describes the design approach in the elaboration and implementation of spatial database. This solution consists of computer programs, algorithms and appropriately designed database schema. The primary objective was to use open source software, and assumptions contained in the OpenGIS open specifications.
W artykule opisano autorskie podejście podczas opracowywania i implementacji bazy danych przestrzennych. Rozwiązanie to składa się z programów komputerowych, algorytmów i odpowiednio zaprojektowanego schematu bazy danych. Podstawowym założeniem było wykorzystanie oprogramowania open source oraz założeń zawartych w otwartych specyfikacjach OpenGIS.

Background: An increasing number of commercial firms are participating in Open Source Software (OSS) projects to reduce their development cost and increase technical innovativeness. When collaborating with other firms whose sought values are conflicts of interests, firms may behave uncooperatively leading to harmful impacts on the common goal. Aim: This study explores how software firms both collaborate and compete in OSS projects. Method: We adopted a mixed research method on three OSS projects. Result: We found that commercial firms participating in community-initiated OSS projects collaborate in various ways across the organizational boundaries. While most of firms contribute little, a small number of firms that are very active and account for large proportions of contributions. We proposed a conceptual model to explain for coopetition among software firms in OSS projects. The model shows two aspects of coopetition can be managed at the same time based on firm gatekeepers. Conclusion: Firms need to operationalize their coopetition strategies to maximize value gained from participating in OSS projects.

This article briefly discusses some of the selected open-source intelligence methods on the Internet, which may be utilised to support activities of the armed forces. The paper examines this issue in two particular dimensions. On the one hand, it overviews some of the most popular means allowing supporting conventional operations, for instance, by geolocating hostile military infrastructure or troops. On the other hand, it explores some of the selected methods allowing to support cyber warfare. It concludes that open-source intelligence offers increasing capabilities, for instance, in detecting targets for offensive cyber operations or geolocating hostile troops. Nevertheless, it also has considerable limitations, particularly in terms of susceptibility to disinformation.

Opis:
Modern tools for hydrological analysis are based on data derived from DEM. Hydrological methods that create a stream network by overland flow simulation require to remove depression (pit or sink) on DEM first. Depression occurs when a cell or group of cells is surrounded by adjacent cells at higher altitudes. Even though their removal creates an incorrect DEM, it is common practice to remove all topographic depressions (real, artificial, or combined) not to interrupt the creation of stream networks. There are two basic methods of depression removal: the filling method and the carving or breaching. Combined methods contain good characteristics of both procedures. GIS software includes a depression removal algorithm within its hydrological analysis module. The paper investigates which methods are implemented within individual open-source software SAGA and GRASS. A comparison of DEM before and after depression removal for each method is given. The methods were tested on a DEM, resolution 5x5 meter for a hilly area intersected by a significant number of watercourses.

The main objective of this paper is to predict the value of social capital at Red Hat Corporation, using a developed neural network model. Training data were collected and calculated based on balance sheets published for the years 2005 - 2012. Five variables were proposed as an input of the neural network. The output variable presented the value of social capital, calculated by fundamental equation [Walukiewicz 2006]. The artificial neural network had been trained in Statistica Automated Neural Network.
