Opis:
A silicified wood has been discovered from the Tethyan Cretaceous (Berriasian) deposits belonging to the Kagbeni Formation of north Central Nepal. The wood exhibits anatomical features which are well in accordance with Araucarioxylon nepalense described by Barale et al. (1976) from another locality in the Kagbeni Formation near Kagbeni in the Thakkhola Valley in Central Nepal. It is a pycnoxylic wood with mostly uniseriate and rarely biseriate bordered pits on radial tracheid walls. According to recent taxonomic opinions this type of wood should not be treated as Araucarioxylon, but as Agathoxylon Hartig. Thus we propose the name Agathoxylon nepalense comb. nov. for this type of wood. The sandstones of the Kagbeni Formation have been interpreted as delta-deposits, with a major flow direction from the south. This suggests that the wood originated from the northern margin of Indian sub-continent.

Opis:
There are several thrust sheets in the Lesser Himalayan region of Nepal. The Jajarkot nappe is one of them. It is located immediately west of the Kahun Klippe and east of the Karnali Nappe. There is no unified stratigraphy established for this thrust sheet. In the present research, an attempt was made to establish the stratigraphy of the Jajarkot nappe to fulfill the research gap. Previously described by Fuchs & Frank (1970) and Sharma (1980), the Jajarkot nappe in western Nepal have two distinctive crystalline lithological units: the Chaurjhari Formation and Thabang Formation. The previous unit consists of garnet-grade schist, and quartzites, with intrusions of basic rocks and granites, while the later unit consists of grey to brown crystalline limestones with biotite-quartz-schists. An unconformity is observed above the Thabang Formation. The younger geological unit above the unconformity is mapped as the Jaljala Formation, which is composed of finegrained calcareous sandstone and calcareous siltstone with minor proportions of limestones and grey-green slates. At present work, a preliminary geological study was carried out to work on the stratigraphy of the Jajarkot nappe in the Jaljala areas at 1:25,000 scales. Fossils of crinoids are found in the rock unit of the Jaljala Formation. These fossils are considered the index fossils of the Silurian. In this case, the Jaljala Formation would be equivalent to the rocks of the Tethyan affinity, and further study is under progress. The concept that the thrust sheets are moved from north to south in the Himalayas will be evidenced by these findings. An attempt is made to correlate the presently found fossils with the crinoids of the Phulchauki Group of the Kathmandu nappe and with the root zone of the Tethys succession.

Opis:
Toxoplasmosis is a cosmopolitan parasitic zoonosis, infecting human and other warm blooded animals worldwide. This disease has economic importance in regard to animal reproduction, and it leads to abortions and neonatal complications in humans. This study was carried out to determine the seroprevalence of Toxoplasma gondii in sheep, cattle, cats and human in Inaruwa and surrounding areas of Sunsari district, Nepal. Altogether 336 blood samples, of which 50 from sheep, 92 from cattle, 44 from cats and 150 from human were collected and tested immediately using lateral flow chromatographic immunoassay (Toxo IgG/IgM Combo Rapid test®). Associated biometric information such as age, sex, pregnancy status, occupation, association with cat was recorded and analyzed to determine the association of risk factors with the disease. Data were analyzed using R 3.2.2 (The R foundation for Statistical Computing, 2015). Seroprevalence of toxoplasmosis was detected 12.00% (95% CI: 4.53- 24.31%) in sheep, 8.70% (95% CI: 3.83- 16.42%) in cattle, 36.36% (95%CI: 22.41- 52.23%) in cats and 12.67% (95% CI: 7.80- 19.07%) in human. In case of human, 31 to 45 years age group were found more susceptible to toxoplasmosis (21.74%, OR: 6.4) in comparison to 21 to 30 years (10.0%) and up to 20 years (4.17%) age groups. Toxoplasmosis was found highly significantly associated with abortion (58.33%, OR= 15.4, P=0.0001) in human in the tested individuals. Regarding occupation, 20.83% butchers were seropositive followed by farmers (15.52%), housewives (10.0%) and diagnostic lab technicians (8.0%). Female and higher age group showed high prevalence of toxoplasmosis in all studied species. Therefore, this assay is a useful method for the serological screening of toxoplasmosis in different animals and humans.

Opis:
At the beginning of the 21st century, the European Union (EU) has ambitions to play a more important role in international relations. In recent years, it has developed relations with partners across the globe. The EU put stress not only on political and economic cooperation, but it wants to promote some of the values that it considers important. Among these values are democracy, social welfare, human rights and liberalism. One of the key aspects of European foreign policy (EFP) contributed in manifold ways to peace support operations. As regards the European Commission (EC), it has a strong external relations acquis in projecting peace abroad, notably in the form of preventive diplomacy and long-term civilian peacebuilding. In this context, European Commission’s assistance to Nepal dates back to 1977. In June 1996, the EC–Nepal Framework Co-operation Agreement came into force, outlining the general conditions for providing EC technical assistance and co-operation. The principal objectives of this Agreement are to enhance and develop the various aspects of co-operation between the parties. The EC’s assistance to Nepal during the period 2007–2013 has an estimated budget of EUR 120 million and will target the following three areas: education (with human rights, conflict prevention and good governance as cross-cutting issues); stability and peacebuilding; trade facilitation and economic capacity building. To further consolidate its effort, on 8 July 2011 the European Union agreed to provide a grant of EUR 22 million for the implementation of the Support for Stability and Peace Building program. Thus peacebuilding & conflict resolution is one of the key priority areas of the assistance from the European Commission to Nepal. This paper outlines the European Union’s support to Nepal’s conflict resolution initiatives and its implications on the conflict resolution process of Nepal.

Opis:
The significance of maritime interactions has impacted coastal and landlocked countries. Nepal’s response to the US-led Indo-Pacific Strategy (IPS) signifies the same. For Nepal, crossing seas was culturally associated with sin as an objective to fulfill the isolationist policy adopted until the political change of 1950. As such, Nepal’s interaction with the sea was not so friendly in the past. However, these historical shreds of evidence cannot suffice as the reason behind her denial of joining the IPS. Most of the available literature divulges the sensitive geographical position of Nepal in the context of the rise of China and the projection of a ‘new Cold War’ for its reluctance to join the Indo-Pacific strategy. However, they fail to probe into the domestic intricacies contributing to the hesitation. In this context, this paper primarily tries to dwell upon the actors and factors that have influenced Nepal’s dubiety in joining the Indo-Pacific Strategy. Thus, this paper aims to fulfill two objectives. First, to analyze the role of geographical sensitivity, and second, to scrutinize the domestic interplay of things. As exploratory qualitative research, this study reviews the official documents, agreements, statements, speeches, and reports from think tanks and newspapers to hypothesize that besides external factors there are integral internal elements that have played a part in Nepal’s denial to join the strategic partnership.

Although the androgynous form of Viṣṇu is little known, some stone and metal sculptures as well as painted scrolls of the deity have been discovered in Nepal, Kashmir, Rajasthan and Himachal Pradesh. This paper discusses literary and epigraphical references to this deity starting from the ninth century ce. It then presents additional materials from Nepal which suggest that this deity has been continuously worshipped in Nepal from at least the eleventh century down to modern times. It also gathers information to show that this composite form of Lakṣmī and Viṣṇu is still worshiped in Bengal, Odisha, and Rajasthan. Even more importantly, it reports on a Tantric text surviving in a palm-leaf manuscript dated to Nepal Saṃvat 372 (equivalent 1252 ce) that focusses exclusively on the eight-armed androgynous form of Viṣṇu, and narrates some selected themes from this text.

Participatory monitoring allows communities to understand the use and management of local water resources and at the same time develop a sense of ownership of environmental information. The data generated through participatory monitoring of stream flow and rainfall generate evidences to corroborate local people’s experiences with changing water resources patterns. In this study we evaluate the potential of participatory monitoring of hydrological variables to improve scarce water supply utilization in agriculture. The case study site is the Mustang district in Nepal, which is located in the Upper Kaligandaki River Basin in the Himalayas with unique and complex geographical and climatic features. This region is characterized by a semi-arid climate with total annual precipitation of less than 300 mm. Water supply, agricultural land, and livestock grazing are the key ecosystem services that underpin livelihood security of the local population, particularly socio-economically vulnerable groups. An analysis of the measured stream flow data indicate that annual flow of water in the stream can meet the current crop irrigation water needs for the agricultural land of the research site. The data provide local farmers a new way of understanding local water needs. Participatory monitoring would contribute to an optimization of the use of ecosystem services to support economic development and livelihood improvement.

Opis:
Although discussion about connecting Chinese railways to Nepal borders first surfaced in the year 1973, it could not make any headway until the political change of 2006 in Nepal, when the idea of linking Tibet with Kathmandu resurfaced again. However, political instability in Nepal further thwarted it, at least until Nepal faced the Indian blockade in 2015 and had to look for ways to diversify its trade and transit. Thus, for Nepal, China’s railways offer an escape from its dependence on India for trade and transit. But, for Beijing, it offers a strategic gateway to enter South Asia, which is India’s conventional sphere of influence. Although Nepal and its northern neighbor China have agreed to connect Nepal’s capital Kathmandu with the Tibetan Autonomous Region of China through railways, the materialization of such a game-changer is not free from challenges. Against the same backdrop, the objective of this study is to discover various challenges faced by the trans-Himalayan railways including political, bureaucratic, economic, and environmental challenges, and to concurrently identify how the geopolitical challenge tops the list, halting Nepal’s ambition to ‘bridge’ India and China and instead aggravating the possibility of becoming a burden to both the Asian giants. While the available literature on China and South Asia is mostly concentrated on Belt and Road (BRI) projects, ‘debt trap’ narratives, and geopolitical rivalry between India and China, this study would be a new attempt to understand how China’s aim to get connected with South Asia via land is not free of impediments. Using the qualitative method, this study reviews the geopolitical challenges confronted by the trans-Himalayan railway in the context of territorial disputes between India and China in the Himalayan region and the U.S.-Indian strategic partnership to contain the rise of China and its ambitious connectivity projects.

We normally hardly notice the mass-produced paper products that pass through our hands on a daily basis, which we then recycle. In fact it has recently been predicted that books printed on paper will be replaced by digital formats. However, paper endures and specialist craft papers are now being produced in increasing quantities, especially valued by artists and conservators, but also by tourists visiting paper-producing areas around the world. Paper is therefore flourishing even in our computer and mobile-phone focused world. One of the areas benefiting from this revival is the Himalayas. As well as serving the tourist trade these products are now exported world-wide, as they were when paper first arrived in Europe in the eleventh century. There are even organisations that run Tibetan-style paper making workshops in America. This paper focuses on the papermaking revival in Tibet (China), Nepal, Bhutan and Sikkim (India). Using information gained from visits to producers, middle men, as well as retail and export operations, it seeks to compare the economic and social factors influencing the revival, including conservation issues. The conclusion highlights the fact that, even in the twenty first century, hand-crafted items still play an important rôle in our lives.

The Istituto Superiore per la Conservazione ed il Restauro (ISCR) has always been involved in the diffusion of Cesare Brandi’s restoration theory and practice in the international panorama.Since 1950 Brandi’s theory has spread through model interventions, scientific advice and the tutoring of international students. Those factors lead also to an increase of trust and esteem towards the ISCR.In the 21st century, the ISCR started to be involved in the establishment of new conservation schools by foreign countries. Moreover, it promoted translations of the “Teoria del Restauro” (theory of conservation) book in English, French, German, Spanish, Portuguese, Greek, Serbian, Russian, Chinese, Japanese and Polish. This permitted a deepened understanding and integration in the local culture of Brandi’s theory, rather than the direct execution of the fifties. For those reasons, today the Italian conservator-restorers face the new opportunity and growing perspective: looking at Brandi’s theory in direct contact with the cultural context in which is being applied, through the dialogue with local, highly trained professionals. The importance of this dialogue has become particularly evident during collaborations with eastern countries, with a particular interest in which part of the theory can merge and which will diverge with the religious and cultural principles. Especially, the experience of the ISCR in Ajanta in India (2004-2018) and Kathmandu in Nepal (after the 2013 earthquake) will be discussed.

Also, in 1986 another document on the Indian drug policy, titled “Measures for Rationalisation, Quality Control and Growth of Drugs and Pharmaceutical Industry in India” was evolved. The drug policy has been implemented under some legal acts related mainly to the fields of health care, family welfare, scientific research and development, and industry. It emerged from the findings of the Hathi Committee (a committee commissioned to study the operations of multinational drug companies vis-à-vis indigenous companies and public sector undertakings).

Opis:
Since the Indo-Pacific Strategy (IPS) was announced, the United States has upscaled closer cooperation with the countries in the region. Small states in the Indo-Pacific region are facing a growing dilemma, balancing their ties with the US and inevitable economic engagement with China. Since Nepal's Foreign Affairs Minister's US visit in 2018, the US has consistently been urging Nepal to play a central role in the free, open, and prosperous Indo-Pacific region. However, the role that Nepal grants itself in this region is very small. The US has offered Nepal the status of a potential partner in the IPS, which brings a distinctly new and complex diplomatic conundrum for Nepal. In this context, the paper assesses whether the US has been genuinely willing to encompass Nepal's role in the Indo-Pacific region, or whether it is looking for an opportunity to contain China via Nepal, elucidating Nepal's strategic importance in the American initiative. The question that arises here is how Nepal is to deal with, survive, and maintain its strategic autonomy in the face of the growing great-power rivalry, even if it enhances both the mode and the momentum of its interaction. The study concludes that Nepal's national interests are best served by remaining vigilant. The author considers alternative smart strategies of alignment and also identifies a number of areas where additional research could prove crucial.
