    Opis:
    The origin of the Military Interior Service of the Military Units of the Ministry of Internal Affairs (MSW) goes back to 1957, when pursuant to the Regulation No. 021/57 the Ministry disbanded the Information Division of the Border Guard Troops and the Information Department of the Internal Security Corps, later transformed into the Military Interior Service of the Internal Security Corps (WSW KBW) and the Border Guard Troops (WOP). In 1973, the Service of the Military Units of the Ministry of Internal Affairs (WSW JW MSW) was appointed. Subsequently, new local structures were created in Białystok, Chełm, Przemyśl, Kętrzyn, Krosno Odrzańskie, Kłodzko, Koszalin, Katowice and Warsaw as branches of the WSW JW MSW. This formation shielded military units subordinated to the structures of the Ministry of Internal Affairs, i.e. the Border Guard Troops (WOP), the Vistula Military Units of the Ministry of Internal Affairs (JN MSW) and the Government Protection Bureau (BOR), in the field of counterintelligence protection, as well as prevention and detection of crimes in military units of the Ministry of Internal Affairs and prosecution of offenders subjected to the jurisdiction of military courts. When fulfilling their tasks, the WSW operational bodies subordinated to the Ministry of Internal Affairs applied means, methods and forms of operational work, which were characterized by the specificity of activities and the diversity of the environment.
    Geneza powstania Wojskowej Służby Wewnętrznej Jednostek Wojskowych Ministerstwa Spraw Wewnętrznych sięga 1957 r., kiedy to na podstawie zarządzenia nr 021/57 MSW rozformowaniu uległ Zarząd Informacji Wojsk Ochrony Pogranicza i Oddziału Informacji Korpusu Bezpieczeństwa Wewnętrznego, przekształcony następnie w WSW KBW i WOP. W 1973 r. przeprowadzona została reorganizacja w wyniku, której powołano Zarząd WSW JW MSW. W dalszej kolejności formowano nowe terenowe struktury w WSW JW MSW: Białystok, Chełm, Przemyśl, Kętrzyn, Krosno Odrzańskie, Kłodzko, Koszalin, Katowice, Warszawa. Formacja ta osłaniała jednostki wojskowe podległe pod struktury MSW tj. WOP, JN MSW oraz BOR w zakresie ochrony kontrwywiadowczej, jak również zapobiegania i wykrywania przestępstw w jednostkach wojskowych MSW oraz ścigania sprawców przestępstw podlegających właściwości sądów wojskowych. Organy operacyjne WSW podległe pod MSW stosowały w realizacji swoich zadań środki, metody i formy pracy operacyjnej, która cechowała specyfika działań i odmienność środowiska.

    Opis:
    The police formations in various countries of the European Union are required to ensure the adoption of institutional patterns to increase the efficiency of detection and improvement of the management system. The subject of the conducted analysis described in this article are the adopted solutions, new forms of supervision of police formations in Ireland and in Poland and their assessment. The article details the provisions of the act adopted in 2015 and entitled Garda Siochana (Policing Authority and Miscellaneous Provisions) Act 2015, in terms of functioning of the collegial supervisory authority named Policing Authority. Knowing the need to confront the Irish solutions with the Polish ones, the provisions of the draft law of 8 March 2017 were also examined amending the Act on certain rights of employees of the office that supports the Ministry of Interior and Administration as well as officers and employees of offices supervised by the minister as well as certain other laws under which is to be established Internal Supervision Office of the Ministry of Interior and Administration. The author describes the creation and functions of Policing Authority and the Internal Supervision Office at the Ministry of Interior and Administration, the powers of the members and the specificity of action of the listed institutions. The article not only attempts to organize a synthetic knowledge of Policing Authority and the Internal Supervision Office of the Ministry of Interior and Administration, but also focuses attention on a comparison of tasks, relations between the authorities and the minister and the method of financing and control of their current activities. Author focuses mainly on identifying the similarities and differences in the legal solutions determining the existence of both institutions.

    In 2003–2005, the Police Academy was in the process of losing its academic status as a centre designed to prepare police executives. According to the adopted assumptions, the Academy was to become an institution preparing police personnel at the basic and specialist levels. In May 2004, the new Commandant-Rector, on the basis of opinions of the police community, research conducted in the Academy, and his own experience in service in various police units, prepared a plan to maintain the status of a university, and develop the university as a training and scientifi c centre. Thanks to the enormous work done by the school personnel and police offi cers from all over the country supporting the Academy, and thanks to the support obtained from many scientifi c centres, the programme was implemented very quickly. Comprehensive assistance was also obtained from the regional authorities and Members of Parliament from all political backgrounds. The Police Academy in Szczytno as a public service university was included in the new Higher Education Act. After a few months, the effects of these undertakings prompted the management of the Ministry of the Interior and Administration, and the National Police Headquarters to make a decision on granting the school a new statute appropriate for a higher education institution, restoring university structures and enrolling new students for previously suspended undergraduate studies for police offi cers. All of the undertakings encountered unprecedented interest.
