Opis:
Numerous studies have been devoted to the analysis of the migration policy of the Polish state. However, the majority of them have focused on the normative analysis of its development without looking at its dynamic and examining it within the theoretical framework of political science. Therefore, the aim of this paper is to overview the available analytical tools which might be useful when characterizing and evaluating the development, directions and aims of the migration policy of the state. Appliance of the proposed analytical tools in the empirical research on the Polish migration policy would enable conceptualization of its dynamic, as well as allow conducting comparative studies.

The aim of the study is to present the phenomenon of population migration and migration policy as part of the state’s economic policy based on the example of OECD (Organization for Economic Cooperation and Development) countries, with particular emphasis on the area of migration policy, which is border control and related illegal migration. The temporal scope of the empirical analysis covers the period 1990-2016. The article consists of four main parts. The discussion began with a presentation of the balance of migration, the scale and dynamics of population immigration in OECD countries. Furthermore, the significance, areas and process of shaping migration policy as a part of the economic policy of the country are presented. Then, it focused on the migration policy in the area of border control in OECD countries. The discussion was crowned with the conclusions that followed.

Nowadays the European Union migration policy towards is one of the most important aspects in ensuring internal security of the EU. At the end of the XXth – beginning of the XXI century, Europe faced a new phenomenon – the intensification of migration processes, namely the influx of refugees and migrants-asylum seekers from third countries. Therefore, it led to the creation and development of common migration policy of the European Union. In this regard, it was important to create legislation that could regulate such issues as border security and combating illegal migration, as well as to create a common asylum system. The need to study the legal framework on which the EU policy on migrants and refugees is based, and to study the current state and trends in the migration policy of the member-states of the EU has determined the relevance of this study. The importance of this topic is intensifi ed by the European migration crisis of 2015, which is even described as a humanitarian catastrophe caused by a massive influx of refugees from Africa and the Middle East. It showed the main problems in the sphere of migration policy and policy towards refugees: imperfection of the system of delimitation of the EU competencies; a large number of countries with confl icting interests in various spheres; fragmentation of programs in force at the national level. To address the migration crisis, the EU used a multifaceted strategy: improving and creating new migration management institutions, expanding crossregional dialogue with the countries of the Mediterranean region, Africa and the Middle East; continued to reformat the Mediterranean region (region-building). Potential approaches range from an internal search for strategies in which each member state seeks to defend its own interests (sometimes even against European integration processes) to a more farsighted approach in which member states work together to address a wide range of migration issues.

The article aims at analyzing Polish migration policy and in particular, an access to education system for children migrants in refugee centers and detention centers. In recent years, much has been written about Polish migration policy (e.g., Kicinger 2009; Górny, Grabowska-Lusińska, Lesińska, Okólski 2011; Kicinger Koryś 2011, Okólski 2012) as well as the education of migrant children in Poland. While the former approach has been developed in academia and framed in public policy analysis, the latter has been developed by NGOs, the Ministry of the Interior and Ombudsman Office, and from results of monitoring of refugee centers and detention centers. The two fields rarely meet - therefore, this article addresses this gap by embedding the analysis of educational access for migrant children in a broader context of migration policy, and argues that the existing policy actually results in direct and indirect discrimination of migrant children. Access to education is either strictly limited (in case of detention centers) or hindered (children in refugee centers). Lack of systematic approach to education for children migrants reflects in lack of training for teachers to teach Polish as a foreign language, lack of multicultural training, even if there are some specific tools such as multicultural assistants, they are rarely used because the need is not recognized by local administration. We recognize positive impact of different social actors to introduce changes in the system. The actors are nongovernmental organization assisting migrants and researchers and academics analyzing Polish migration policy. Nevertheless, we argue that the problems faced by migrant children within Polish education system can only be solved by introducing systematic approach to Polish migration policy.

Celem artykułu jest przybliżenie polityki migracyjnej Szwajcarii od II połowy XX wieku aż do czasów współczesnych. Polityka migracyjna Szwajcarii ewoluowała przez ostatnie dziesięciolecia uwarunkowana z jednej strony dużym zapotrzebowaniem na siłę roboczą z drugiej jednak silnymi poglądami ksenofobicznymi wpływającymi m.in. na zaostrzenie polityki migracyjnej. Szczególna uwaga zostanie poświęcona referendum z lutego 2014 r., w którym naród szwajcarski opowiedział się za ograniczeniem swobodnego przepływu osób między Szwajcarią a Unią Europejską.
The main aim of the paper is to present Swiss migration policy from the second part of the 20thg century till present. This policy has evolved over recent decades. It was strongly influenced by the economic need for workers on the one hand, and by xenophobic opinions that made this policy more strict. The central part of the paper concerns the popular initiative voted through on 9 February 2014, when the Swiss nation decided to limit the free movement of people between Switzerland and the European Union.

The aim of the article is to attempt to identify the state of, and prospects for, the development of the common policy of the European Union regarding legal migration from third countries. The subject of interest is, above all, legal economic migration, which is crucial from the perspective of certain demographic processes taking place in the EU, the changes and needs of the Community's labour market, and the challenges posed by the digital transformation. The adopted hypothesis assumes that, within the framework of EU migration and asylum policy, policy as regards legal economic migration is still an underdeveloped area and remains in the hands of individual Member States. Initiatives undertaken in this area remain overshadowed by the main focus of the common migration and asylum policy, namely the development of a common asylum system and the prevention of irregular migration. Policy regarding legal economic migration in the near future will mainly be created by Member States and play out on the domestic stage due to the lack of direct motivation for its development at the Community level. In this case, the strength of particular stakeholders' interests is not balanced out by any direct and easily identifiable benefits to be gained from the adopted common solutions.

The study aims at an analysis of Romani immigrants’ position in Western European countries with a special emphasis on the selected countries’ policies. The author focuses on Romani immigrants in Italy and France, noting that as a result of the internal diversification of the Romani community, it is impossible to develop a single strategy and policy. Due to that fact, the author is of the opinion that it is necessary to follow a diversified approach which considers social and cultural contexts, as well as economic, geographic and legal issues.

The migration crisis of 2015 has left its mark on many EU countries. Some, such as Greece or Spain, were countries on the front line. Others, namely Germany, Great Britain, and Sweden became destination countries for many newcomers. Some, like the countries of the Visegrad Group, opposed the actions and decisions of the EU made in the face of the crisis. European solidarity has become a big question mark and we can observe a serious upsetting of the whole integration project which is, of course, up for discussion. This state of affairs consisted of the attitudes towards the crises of such countries as Poland or Hungary, here anti-immigration and populist parties came to power, creating a vision of flexible solidarity on the European political scene. The purpose of this article is to analyse the Polish migration policy, show the direction of the changes in its construction along with the change of government and the societal reaction to strangers, as a direct result of actions taken by the ruling parties. It is important to understand the political, economic and social context of the changes occurring in the social consciousness and to attempt to formulate a forecast for the future.

Throughout its history, Ukraine has been both a country of origin andtrans it or destination for migrants. Ukraine has always been actively involved in the migration processes of Europe and the world. Poland has always attracted Ukrainians because of its territorial proximity, minor language barrier and higher salaries. After 2014, Poland became the most popular destination among Ukrainian workers. The significant increase in the number of migrants from Ukraine is due not only to economic reasons but also to the military conflict in Eastern Ukraine which had an impact on the geography of migration flows, gender composition etc. At the same time, Poland experienced a shortage of workers amid successful economic development and record low unemployment. The situation connected with the spread of the virus, the pandemic, and the closure of borders have significantly affected the economic situation in the world, migration flows, migration policy etc. However, it is difficult to predict migration flows after the end of quarantine, but it is clear that the EU member states will primarily need seasonal workers from Eastern European countries (including Ukraine). As Poland will also need additional labour forces, it can be argued that it will consolidate its position as the leading destination for Ukrainian labour migrants.

The policies relating to the management of migration - control of external borders, asylum and immigration have been, as is well known, sovereign prerogatives for excellence. The long-standing refuse of the EU Member States to provide them to a supranational government is a clear evidence of that. Determined to retain the exclusive control over the migrants, States have continued, to handle the situation. This paper aims to reconstruct the foundations of the external dimension of EU migration policy, in order to highlight its complexity, resulting from the global scope of the problem and by its sensitive nature. If the global reach of migration invites the adoption of a coherent strategy that, gives substantial and structural interdependence between internal and external dimensions, allows to strengthen the Union’s credibility on the international stage, the sensitive nature of migration policy confirms ‘the opportunity to implement flexible solutions suitable to shape the criterion of added value. Defining the conditions of consistency and flexibility to which the Union’s external action can bring the management of migration - a management which will pursue all objectives of the EU’s migration policy in accordance with the its principles, such as solidarity and the protection of fundamental rights - is the focus of this paper.

The article analyses the conclusions of the European Council in the years 2011–2017 from the perspective of the implementation of the so-called principle of migration security priority in the area of EU’s return and asylum policy. In accordance with the theses of the current article, there exists an overarching principle of migration security priority, which is applicable at the level of the shaping of EU’s migration policy, whereas the European Council has a real infl uence on the shape and directions of the development of EU’s migration policy. In actual fact, the European Council performs the function of the creator within the sphere of asylum and return policy – develops programme guidelines, provides solutions to problems and proposes possible changes in the instruments of the law. The article presents the results of an in-depth analysis of the conclusions of the European Council with regard to the management of migration processes in the era of the migration crisis, which escalated in April 2015.

As a process of broadening the security category, securitisation is used to draw attention to urgent and existential threats that cannot be resolved through ordinary political decisions. It presupposes the authorisation of extraordinary measures as long as they are accepted by the “audience” (the elite or society as a whole). Due to the growing importance of these processes, more and more objections and doubts have been formulated towards the theory of securitisation regarding, inter alia, the morality of these processes, including the intentions of securitising actors (just or unjust securitisation). This article presents case studies on the Poland’s migration policy, in which securitisation movements reinforced social mobilisation by referring to the category of security. The methodological framework of the securitisation theory and the just securitisation theory have been implemented. The presented results indicate that in the process of extending the security category, it is important to study the intentions of securitising actors and the existential dimension of the reported threats due to the power of influence and the effects of securitisation measures.

Analysing national programmes, state strategies and other documents that regulate immi- gration and migrant integration in Lithuania, this article provides an overview of policy priorities in this field before and after the enlargement of the European Union (EU). The main theoretical approaches of migration processes and policies are reviewed to conceptu- alise the field in which the Lithuanian immigration and migrant integration polices are to be analysed. The article covers different types of immigration, reveals main immigration trends and provides contextual information: policy responses and political discussions, public debates and societal attitudes towards immigration. It touches on the newest legi- slative and institutional developments in the field concerned and reveals that before 2014, immigration policy in Lithuania was based on the so-called ad hoc principle, while during the first half of 2014, a new trend emerged as the government adopted the ‘Lithuanian Migration Policy Guidelines’ and ‘Action Plan for Implementation of the Policy for the Integration of Foreigners’. At the same time, integration of foreigners as a new area of policy emerged in the Ministry of Social Security of Labour. Migrant integration is beco- ming a prioritised policy area. However, its challenging aspect has to be emphasised as deeper analysis of migrant integration infrastructure revealed that project-based activities, supported by the EU funds, have already managed to ‘change’ the implementation of migrant integration policy at state level.

The article presents the main recent developments in migration policy and migration trends to and from Poland. Polish migration policy has been becoming more open to immigrants in the years 2009-2011, especially immigrants needed by the Polish economy. At the same time, according to the new migration strategy, it is going to devote more attention to the issue of immigrants’ integration. As for trends in international migration, the trans-border mobility remained elevated and intensified, among others due to agreements on the Local Border Traffic with the Eastern neighbours. Since 2006 the emigration for a permanent stay has been decreasing and immigration for a permanent stay has been increasing, mostly due to return migration of Polish citizens, but still, in 2010 a negative net migration was registered. The number of long-term Polish emigrants stabilized, while the number of short-term emigrants declined abruptly, which suggests that Poland is already in a ‘late’ or ‘mature’ phase of post-accession emigration, characterized by stabilization of the outflow of settlement type and intensification of return migration. The latter is to some extent reflected by the statistics referring to immigration for a permanent stay and to mixed marriages. Labour immigration and foreign employment in Poland have been increasing constantly over recent years.

This article aims to map current state policy and governmental responses to migrant integration in Poland, as well as to identify pressing needs and key challenges in this area, with a particular focus on language and education. It draws on a literature review and analysis of legal documents and reports on migrant integration and language policy for 1989–2020. When analysing the data, particular attention was paid to the declared state policy on migrant integration and its actual implementation, as captured in the Supreme Audit Office (NIK 2015, 2020) and Migrant Integration Policy Index reports (MIPEX 2015, 2020). The research shows that the scope of integration activities and their effects have been unsatisfactory to date. The situation of migrants in Poland was dubbed “equality on paper” in the MIPEX 2020 report. Current programmes and activities are not fostering full integration of migrants. Apart from housing and employment issues, a lack of language skills and education that is not responsive to the needs of migrants remain the main barriers to migrant integration in Poland.
