The paper presents an approach to the assessment of the location of facilities in the warehouse logistics network with the efficiency of its operations. Determination of efficiency of complex systems of this type should take into account wide range of issues. The system efficiency results on the one hand from the efficiency of its action and on the other hand from the ability to use available system elements to achieve the objectives. Efficiency is a main criterion to the evaluation of the activity both at the level of the whole system, as well as in its subsystems or components. Most often, it refers to the principle of rational management formulated in two variants: performance (maximization effect) and economical (minimizing effort). The article poses the thesis that based on studies of speed and reliability of execution of tasks it is possible to assess the potential locations of warehouse facilities in the studied logistics network. Were also presented factors affecting the efficiency of the functioning of individual cells of the logistics network. Was pointed to the technical, economic, organizational and reliability aspects affecting the efficiency and reliability of the logistics network in terms of both supply and distribution. It was also presented a modular block diagram of an assessment method for localizing logistics facilities in the logistics network.

The paper presents an approach to the logistics service for companies by warehouse facilities with different configurations in the logistics network. Through the warehouses it is possible to combine internal logistics functions such as ordering, unloading, product receptions, confectioning, order picking. The occurrence of warehouse facilities and suitable strategy also affects the volume of stocks, because they allow for combine reserves and compensates for fluctuations in demand. Optimal control of the amount of inventory reduces the demand for warehouse space and associates storage costs. The appropriate configuration of the warehouse facilities in the logistics network is therefore critical for effective logistics service of manufacturing companies. In such logistics network, individual subsystems are related to each other by different types of relation. From these interconnections result logistic tasks performed by company logistics system. Their implementation is caused both externally and internally, wherein the first considerations arise from the environment, the other from production. External logistic task is the boundary conditions for storage process in manufacturing company. The configuration of storage process determines the execution of internal logistics tasks for the company. The article also presents the logistics network configuration taking into account both direct and indirect services.

The paper presents a certain approach to solving the problem of warehouse locations based on the application of a genetic algorithm. The main objective is to indicate a location of warehouses from among those that already exist, which are most likely to assure the best value of the adopted criterion function, concurrently meeting recipients’ needs. A formal notation was presented of the mathematical model, allowing for the indispensable data, decisionrelated variables of limitations and the criterion function. The problem is to determine the location of warehouses taking into account minimising costs of transport and storage of forwarded cargo between determined facilities within the network. To allow solving the problem related to warehouse location within the logistics network of a manufacturing enterprise the use of a genetic algorithm was proposed. The structure of the algorithm was adapted to the mathematical model. A genetic algorithm was used to determine the volume of cargo stream flows between particular facilities in the network. To form a genetic algorithm it is advisable to define the chromosome structure, the adaptation function, cross-linking process and mutation. The location problem is solved in such a way that if for any day within the analysed period flows take place from a given warehouse or to a given warehouse, such a logistics facility should constitute an element of the target logistics network. If there are no such flows, no warehouse is necessary in the given location.

The paper presents a concept of a logistics centre model. The model is based on defined output/input flows of goods. Therefore it is possible to determine and estimate the load of elements of the centre infrastructure being at the disposal of individual service providers operating within the centre. Input and output flows are defined on the basis of the balance of flows directed to the centre from the whole logistics and transport network and are considered split into: product groups, types of transport, various transport forms of cargo. The seasonal nature of these flows has been taken into consideration. The calculations of infrastructure load assume that every service provider operating within the centre can also use elements of infrastructure owned by other centre users. The proposed model can serve various purposes. An emphasis is put herein on the possibility of estimating the degree of the transport and logistics infrastructure load of the centre on the basis of historical data as well as on the basis of forecasts. As a result, the needs related to the access to the infrastructure can be specified and used to determine and verify investment plans.
W referacie przedstawiono koncepcję modelu centrum logistycznego, pozwalającego - w oparciu o zdefiniowane dane o strumieniach wejścia i wyjścia - na określenie i ocenę stopnia obciążenia elementów infrastruktury centrum, będącej w dyspozycji poszczególnych usługodawców działających na jego terenie. Strumienie wejścia i wyjścia są definiowane na podstawie bilansu strumieni kierowanych do centrum z całej sieci logistyczno- transportowej i są rozpatrywane w podziale na: grupy towarowe, rodzaje transportu, różne postaci transportowe ładunków. Uwzględniona została sezonowość tych strumieni. W obliczeniach obciążeń infrastruktury przyjęto możliwość wykorzystywania przez każdego z usługodawców działających na terenie centrum także elementów infrastruktury należących do innych użytkowników centrum. Zaproponowany model może służyć różnym celom. W niniejszym artykule położono nacisk na możliwość szacowania stopnia obciążenia infrastruktury transportowo- logistycznej centrum, na podstawie danych historycznych, ale także w oparciu o prognozy. Pozwoli to na określenie potrzeb związanych z dostępem do infrastruktury i może zostać wykorzystane do ustalania i weryfikacji planów inwestycyjnych.

In China dry ports enter into a rapid development period now, however for many Chinese dry ports, the operation faces difficulties duo to inefficient logistics networks and cooperation relationship between dry ports and seaports. Focusing on the concession cooperation mechanism of seaports and dry ports, and the environmental constraints (carbon emissions and congestion cost), a bi-objective location-allocation MILP model for the sustainable hinterland-dry ports-seaports logistics network optimization is formulated, aiming at the system logistics costs and carbon emissions to be minimized. Moreover, for the cooperation mechanism of seaports to dry ports, a parameter called cooperation cost concession coefficient is proposed for the optimization model, and a new evaluation method based on the ordered weighted averaging (OWA) operator is used to evaluate it. Then a location-allocation decision-making framework for the hinterland-dry port-seaport logistics network is proposed. The innovative aspect of the model is that it can proposes a effective and environment friendly dry ports location strategic and also give insights into the connective cooperation relationships, and cargo flows of the network. A case study involving configuration of dry ports in Henan Province is conducted, and the model is successfully applied.

In recent years, Reverse Logistics (RL) has become a field of importance for all organizations due to growing environmental concerns, legislation, corporate social responsibility and sustainable competitiveness. In Reverse logistics, the used or returned products are collected after their acquisition and inspected for sorting into the different categories. The next step is to disposition them for repair, remanufacturing, recycling, reuse or final disposal. Manufacturers may adopt reverse logistics by choice or by force, but they have to decide whether performing the activities themselves or outsourcing to a third party (Martin et al., 2010). Lourenço et al., (2003) described three main areas of improvement within the RL process. Firstly, companies can reduce the level of returns through the analysis of their causes. Secondly, they can work on the improvement of the return’s process and, thirdly, they can create value from the returns. This paper considers the multistage reverse Logistics Network Problem (mrLNP) proposed by Lee et al., (2008). With minimizing the total of costs to reverse logistics shipping cost. We will demonstrate the mrLNP model will be formulated as a three-stage logistics network model. Since such network design problems belong to the class of NP-hard problems we propose a Simulated Annealing (SA) and simulated annealing with priority (priSA) with special neighborhood search mechanisms to find the near optimal solution consisting of two stages. Computer simulations show the several numerical examples by using, SA, priSA and priGA(Genetic algorithm with priority-based encoding method) and effectiveness of the proposed method.

European SMEs can hardly access optimized transport solutions and normally generate a scattered demand producing a large number of transport means. The paper shows how the approach taken within the KASSETTS project based on proposed operational scenar-ios, developed in the Central Europe and ena-bled Central Europe manufacturing SMEs to jointly and effectively participate in the dynamic construction of efficient transnational transport solutions by means of knowledge and intelli-gent ICT services provided by the EU wide network of intermediary organizations acting as logistic coordinators. The proposed concept proved to have a positive impact on the effec-tiveness of transport routes.
Europejskie małe i średnie przed-siębiorstwa mają niewielki dostęp do zoptyma-lizowanych rozwiązań transportowych. Niniej-szy artykuł pokazuje w jaki sposób zapropono-wane scenariusze w ramach projektu KAS-SETTS rozwinęły się w Centralnej Europie i pozwoliły na dynamiczne tworzenie skutecz-nych rozwiązań w transporcie dla małych i średnich przedsiębiorstw za pomocą wiedzy, inteligentnych usług IT dostarczanych przez organizacje Unii Europejskiej, które funkcjonują jako koordynatorzy logistyki. Zaproponowana koncepcja okazała się mieć pozytywny wpływ na efektywność w działaniach transportowych.

Opis:
Cross-docking is the practice of unloading goods from inbound delivery vehicles and loading them directly onto outbound vehicles. Cross-docking can streamline supply chains and help them move goods to markets faster and more efficiently by eliminating or minimizing warehouse storage costs, space requirements, and inventory handling. Regarding their short shelf-life, the movement of perishable commodities to cross-dock and their freight scheduling is of great importance. Accordingly, the present study developed a Mixed-Integer linear Programming (MILP) model for routing and scheduling, cross-docking, and transportation in a reverse logistics network. The model was multi-product and multi-level and focused on minimizing the logistics network costs to increase efficiency and maximizing the consumption value of delivered products. Considering cost minimization (i.e., earliness and tardiness penalty costs of customer order delivery, the inventory holding costs at the temporary storage area of the cross-dock and costs of crossover and use of outbound vehicles) as well as uncertainty in customer demand for perishable products, the model was an NP-hard problem. In this model, the problem-solving time increased exponentially according to the problem dimensions; hence, this study proposed an efficient method using the NSGA II algorithm.
Cross-docking to praktyka polegająca na rozładowywaniu towarów z przychodzących samochodów dostawczych i ładowaniu ich bezpośrednio na pojazdy wyjeżdżające. Cross-docking może usprawnić łańcuchy dostaw i pomóc im szybciej i wydajniej przemieszczać towary na rynki, eliminując lub minimalizując koszty magazynowania, wymagania przestrzenne i obsługę zapasów. Ze względu na ich krótki okres przydatności do spożycia ogromne znaczenie ma przemieszczanie łatwo psujących się towarów do cross-dockingu i planowanie ich przewozu. W związku z tym w niniejszym badaniu opracowano model programowania liniowego (MILP) z mieszaną liczbą całkowitą do wyznaczania tras i harmonogramów, przeładunku towarów i transportu w sieci logistyki zwrotów. Model był wieloproduktowy i wielopoziomowy oraz koncentrował się na minimalizacji kosztów sieci logistycznej w celu zwiększenia wydajności i maksymalizacji wartości konsumpcyjnej dostarczanych produktów. Uwzględniając minimalizację kosztów (tj. Koszty karne za wczesne i spóźnione dostawy zamówień do klienta, koszty magazynowania w tymczasowej strefie składowania cross-docku oraz koszty crossovera i wykorzystania pojazdów wychodzących), a także niepewność dotyczącą zapotrzebowania klientów na łatwo psujące się produkty model był problemem NP-trudnym. W tym modelu czas rozwiązywania problemów wzrastał wykładniczo zgodnie z wymiarami problemu; stąd w badaniu zaproponowano skuteczną metodę wykorzystującą algorytm NSGA II.

Distribution logistics plays an important role in the proper functioning of the company. It is particularly important in manufacturing companies that sell their products in their showrooms. Many of these types of companies see the opportunity to improve the efficiency of their operations in properly organized activities in the field of distribution logistics. However, this requires proper management of distribution processes. A choice should be made between direct and indirect distribution, in the case of the latter, also specify the number of intermediary links and select the sales agents accordingly. This study describes a pickup and delivery vehicle routing problem, considering time windows in reality. The problem of tractor truck routes is formulated by a mixed integer programming model. Besides this, three algorithms - a guided local search, a tabu search, and simulated annealing - are proposed as solutions. The aims of our study are to optimize the number of internal tractor trucks used, and create optimal routes in order to minimize total logistics costs, including the fixed and variable costs of an internal vehicle group and the renting cost of external vehicles. Besides, our study also evaluates both the quality of solutions and the time to find optimal solutions to select the best suitable algorithm for the real problem mentioned above. A novel mathematical model is formulated by OR tools for Python. Compared to the current solution, our results reduced total costs by 18%, increased the proportion of orders completed by internal vehicles (84%), and the proportion of orders delivered on time (100%). Our study provides a mathematical model with time constraints and large job volumes for a complex distribution network in reality. The proposed mathematical model provides effective solutions for making decisions at logistics companies. Furthermore, our study emphasizes that simulated annealing is a more suitable algorithm than the two others for this vehicle routing problem.

Modern economy and pervasive crisis force entrepreneurs to search for alternative means for supporting the progress in order to be able to fight for customers against ‘foreign countries of cheaper production’ and, at the same time, to not being forced to use "drastic" methods of reducing production costs. This paper presents the already existing solutions that are not fully used in Polish reality, which are the network structures (clusters) that have beneficial economic impact and build integrated supply chains. The author is taking a theoretical attempt to connect concept of supply chains and clusters. Consolidation will relieve the individual companies and thereby will create opportunities to take new - common – actions, which together will create entrepreneurial network structure and bring individual benefits.
