Bio-economy requires the participation that engages societies, including the local communities. In this context, the aim of the study is to recognize the opinion of the local community regarding the legitimacy of the use of existing local renewable energy potential, which will take the appropriate actions in the field of RES for the full implementation of the bio-economy program. The study assumed that a considerable degree of acceptance of renewable energy sources can be a powerful argument in order to confirm the thesis that as a result of income growth and consumer demand the multiplier effect of the use of RES will appear, contributing to local development. The tests were performed using factual methods. Secondary research, indirect (desk research), carried out in the process of exploring the problem. Field research, direct primary research, enabled the acquisition of primary data to enable the implementation of the targets. In examining the opinions of the populations of krośnieńsko-przemyski area sought to determine the relationship between the local community to the possibility of the use of renewable energy sources at the local level. Recognized opinions allowed to determine whether there is approval, disapproval, or no opinion on the use of renewable energy sources. Substantial increase in the share of RES technologies in the surveyed communes of Przemysl and Krosno sub-regions should be based on agricultural biomass, forest biomass, wind energy, geothermal energy, and solar energy. Tested communities have different often divergent opinions as to the validity of the use of RES on the local level, nevertheless a large interest in modern technologies and renewable sources of their funding is observed. The local community in the majority wants to pursue undertakings in the field of renewable energy, mainly based on solar and wind energy. There is a need to further identify and develop local potentials, including the use of social energy from renewable sources.
Biogospodarka wymaga uczestnictwa angażującego społeczeństwa, w tym społeczności lokalne. W tym kontekście za cel badań przyjęto rozpoznanie opinii społeczności lokalnej odnośnie zasadności wykorzystania na poziomie lokalnym istniejącego potencjału energii odnawialnej, co pozwoli na podjęcie stosownych działań w obszarze OZE na rzecz pełnego wdrożenia założeń programu biogospodarka. W badaniach założono, iż znaczny stopień akceptacji odnawialnych źródeł energii może być mocnym argumentem służącym potwierdzeniu tezy, iż wskutek wzrostu dochodów i popytu konsumpcyjnego pojawi się efekt mnożnikowy wykorzystania OZE, przyczyniając się do rozwoju lokalnego. Badania przeprowadzono przy pomocy metod faktualnych. Badania wtórne, pośrednie (desk research), prowadzono w procesie poznawania problemu. Badania w terenie, tj. badania pierwotne, bezpośrednie (field research), pozwoliły na pozyskanie danych pierwotnych umożliwiających realizację przyjętego celu. Badając opinie mieszkańców gmin podregionu krośnieńsko-przemyskiego starano się określić stosunek społeczności lokalnej do możliwości wykorzystania odnawialnych źródeł energii na poziomie lokalnym. Rozpoznane opinie pozwoliły określić, czy występuje aprobata, dezaprobata, bądź brak zdania na temat wykorzystania odnawialnych źródeł energii. Zasadniczy wzrost udziału technologii OZE w badanych gminach podregionu krośnieńskiego i przemyskiego powinien być oparty na bazie biomasy rolniczej, biomasy leśnej, energetyki wiatrowej, energetyki geotermalnej, jak również energetyki słonecznej. Badane społeczności lokalne mają różne często rozbieżne opinie co do zasadności wykorzystania OZE na poziomie lokalnym, niemniej jednak obserwuje się duże zainteresowanie nowoczesnymi technologiami OZE i źródłami ich finansowania. Społeczność lokalna w większości chce realizować przedsięwzięcia z zakresu energetyki odnawialnej, w tym głównie bazującej na energetyce solarnej i wiatrowej. Istnieje potrzeba dalszej identyfikacji i rozwijania lokalnych potencjałów, w tym społecznych w zakresie wykorzystania energii ze źródeł odnawialnych.

Food security is one of the main problems under the pandemic and climate change condition that we currently face. Managing peatland to fulfill community needs faces several problems including peat fire, GHG emissions and loss of biodiversity. Agroforestry is one of land use systems on peatland that is capable of accommodating different interests while still concerning the conservation purposes. This study aimed to assess the potential of agroforestry for ensuring the food security of local communities. This research was carried out in the Kalampangan Village, Palangka Raya City central Kalimantan for six months. This study used both quantitative and qualitative approaches, including interviews and field observations. Interviews were carried out with 13 farmers in Kalampangan who applied an agroforestry system. The data gathered included all agroforestry components and number of the food production component. The data were analyzed using descriptive statistics. The results showed three agroforestry types were applied by the Village community Kalampangan, namely agrosilviculture, agrosilvopasture, and agrofisheries. The biodiversity of agroforestry in Kalapangan is relatively high, with a total of 58 different species identified. A total of 86% of all agroforestry components are sources of food, including fruits, vegetables, seeds, tubers, spices and livestock. The information above shows that the peatland agroforestry in the Kalampangan Village has the potential to support food security while maintaining the biodiversity. Thus, agroforestry can be recommended as a peatland land use and rehabilitation strategies to accommodate the basic needs of local communities and increasing their prosperity.

Contemporary researchers of local communities and human societies face a new and difficult task today. It is, on the one hand, related to the great interest in this topic and the difficulty of creating a new concept that would fully exhaust the scope of phenomena observed presently in local communities and human societies. On the other hand, the character of changes that have gained momentum in the first decade of the 21st century, and the description of their sources, become particularly difficult to describe and name. The present article is an attempt at an indication of the need of an evolution of perception on societal reality and the emerging new social issues. Contemporary paedagogy attempts to write about the necessity of awareness/ education related to the needs of establishment of local communities and the creation of bonds as a response to processes related to social life in times of globalisation. It is a fact that we are presently dealing with a change in the forms and character of local communities.

The aim of the article is to present forms of cooperation between local authorities and non-governmental organisations, taking into consideration the model of cooperation between public administration and NGOs and legal aspects.The research part of the article is based on the secondary data from “Barometr Współpracy 2009” (Cooperation Barometer 2009) report and the research results from the authors’ analysis of the selected examples of good practices of cooperation undertaken by the units of territorial self-government in the Lublin Province. The forms of cooperation and the amount of public funds devoted to the activities of the non-governmental organisations have been analysed. Moreover, the examples of cooperation realized by self-governments in the Lublin Province have been provided. The present analysis has demonstrated that the development of cross-sectoral cooperation requires more commitment from its partners. The parties should adjust the model solutions to existing possibilities and local resources. The creation of an appropriate model of cooperation between local authorities and nongovernmental organisations is a positive example of creativity, activity and development of both types of sectors, which will unquestionably be appreciated by local communities.
Celem artykułu jest przedstawienie form współpracy jednostek samorządu terytorialnego i organizacji pozarządowych z uwzględnieniem modelu współpracy administracji publicznej i organizacji pozarządowych oraz aspektów prawnych. W części badawczej wykorzystano zarówno dane wtórne pochodzące z Raportu „Barometr współpracy 2009” oraz wyniki badań własnych związanych z analizą wybranych przykładów dobrych praktyk współpracy podjętej przez jednostki samorządu terytorialnego w województwie lubelskim. Dokonano analizy form kooperacji oraz wielkości środków publicznych przeznaczonych na wydatki związane z finansowaniem działalności organizacji pozarządowych. Odniesiono się do przykładów współpracy zrealizowanych przez samorządy z województwa lubelskiego.Z przeprowadzonych analiz wynika, że zagadnienie budowania współpracy międzysektorowej wymaga większego zaangażowania partnerów w tym zakresie. Powinni oni modelowe rozwiązania dostosowywać do istniejących potencjałów i zasobów lokalnych. Wypracowanie właściwego modelu współpracy jednostki samorządowej i organizacji pozarządowej stanowi pozytywny przejaw kreatywności, aktywności i rozwoju obu sektorów, który z pewnością docenią społeczności lokalne.

The aim of this paper is to analyze the vision of the Polish education system outlined by selected liberal parties in Poland in 1989–2019, focusing on the role played by local communities and local authorities. The text analyzes election programs of main liberal parties as well as speeches of prominent politicians. The qualitative analysis of relevant content revealed that Polish liberals clearly specified in their programs the importance of a local government (as a body that makes decisions which to a large extent pertain to school), parents and the entire local community (as an entity that actively co-participates in school’s life, and has influence on key decisions). The proposed school system was institutionally grounded in a local government and simultaneously acted as a cultural center as well as a place where a local community can spend their leisure time. To this aim, changes were postulated in three key areas: “municipalization” of the school institution, schools forming stronger ties to the local community, and modification of education funding system.

The article is devoted to the discussion of selected results of the nationwide community police officers research conducted by the authors in January 2017. This research is a part of the ongoing project of the Ministry of Internal Affairs and Administration „Community police officer closer to us”. The analysis was based on the answers provided by 5,400 respondents from all over the country to the following questions: Should the role of community police officers be to carry out social prevention tasks? Are community police officers satisfied with their job as community police officers? How do they assess their interpersonal communication skills? Do they think they have prestige in the local community? Do they participate in meetings with the local community and how do they characterize the police mission? The results will be processed in 17 reports from the national community police officers research. The application of conclusions from the results of qualitative and quantitative research conducted all over Poland in 17 garrisons will have a significant impact on the dialogue between the authorities and community police officers, determining the expectations of first contact officers, their problems, strengths and weaknesses. The research carried out will increase the effectiveness of the “Community police officer closer to us” programme, one of the basic programmes of the Ministry of Internal Affairs and Administration implemented in order to build trust between the authorities and a citizen. The research also resulted in two monographs on the functioning of the district division in Poland. The authors’research focuses on the partnership of community police officers services with the local community for internal security, taking into account the role of community police officers social and educational activities, and on drawing a professional portrait of the community police officer who is closer to people, solves problems of local communities and carries out activities in the social and educational area.

The article deals with an issue of social consent for institutional social help activities in the functional area of the local community. When planning the development of social infrastruc-ture for social help purposes, it sometimes happens that some elements are not taken into ac-count such as the consent of town residents (neighbours) to the location of the infrastructure. Plans to create a social facility encounter resistance of residents who are concerned about their own safety. The source of such anxiety are clients of institutions, for whom the inhabitants have negative stereotypes. We experience then a conflict situation, social protests, referred to in the scientific literature as the NIMBY syndrome. We learn most about the local protests from the media, about the reasons for the protests, NIMBA actors. The article gives examples of such protests regarding the location of a social institution. Examples come from public sources – local and national newspapers, internet sources. The development of events is tracked by the media up to a certain point – for example, reaching consent or moving away from the intention to locate the institution. For social workers, this is a sufficient package of information to take into account the potential resistance of residents. In this light, it is possible to predict the lack of consent of the local community to the neighborhood with a specific cat-egory of clients of social institution. Therefore, an appropriate information campaign, ahead of the implementation of the project, can protect investors by confronting the inhabitants of the city, time-consuming and expensive procedures, and above all negative emotions. Thanks to that avoidances of hostility, aggression towards employees of institutions, clients of institu-tions and objects of this institution will be avoided.

The Gmina referendum is one of the main institutions of direct democracy in Poland. Its procedure laid down in the act of 15th September 2000. The referendum is an expression of inhabitants’ commitment and their concern about the functioning of a local community, as well as serving its basic needs and interests. The analysis of the political conflict in Wałbrzych during 2010-2011 shows, however, that the voting may play a different role. The main aim of the article is to present the correlation between the gmina referendum from 2011 and the conflict in question. The intention of the author is to establish whether the referendum exerted a real impact on the course and the results of the conflict in Wałbrzych, and if so, to what extent. The time frame of the article lies between, on the one hand, the local government elections of 2010 preceded by the election campaign, and, on the other hand, the repeated elections for the President of Town and for the Town Council of 2011.

The goal of this article is to review the possibilities and limitations of applying Aleida and Jan Assmann’s concept to the study of local memory, using as an example the memory of inhabitants of the Polish town of Olsztyn. The author first briefly presents selected key premises of Aleida and Jan Assmann’s concept of culturalmemory. She then addresses the question of how the Assmanns’ concept is received and interpreted in Poland. Discussion of these issues leads to an analysis of the advantages and difficulties of applying the two German scholars’ theoretical proposals to the study of memory in local communities. The author refers to the case of a moderately aggregated, urban society with a complicated multiethnic past. Her conclusions concern the challenges scholars face in adopting Aleida and Jan Assmann’s theoretical perspective for studying memory and local communities in this part of Europe

The research based on analysis smart city-initiatives in framework of sustainable development. The main hypothesis is a lack of a comprehensive vision of a smart city slows down the development of the city as a whole. The results of research are developed methodology of community analysis and designed template for competitive passport of the city (community). The competitive passport of the city that developing on bases of proposed methodology will allow to reveal explicit and implicit competitive advantages of the territory, to choose the most needed at this stage of smart-technology, to develop an up-to-date strategy with specific (measurable and achievable) goals. Thereby using the concept of smart cities allows cities, regardless of their size, to achieve economic development, attract investors, and mobilize local people and create new jobs. The smart platform allows share data between all participants and stakeholders, this improves efficiency and stimulate changes.

In this report we point out the requirement of local communities for environmental education of society that results from accession of Poland to the project titled „Decade for Sustainable Development 2005-2014”. The paper includes results of the surveys carried out among students, teachers and officers of communes that reveal the role of environmental education in schools, communes and universities. The results demonstrate that environmental education should become connected with actions in aid of both natural and social local environments.
W pracy wskazano na zapotrzebowanie środowiska lokalnego na edukację środowiskową społeczeństwa, wynikające z przystąpienia Polski do udziału w projekcie Dekada Edukacji dla Zrównoważonego Rozwoju 2005-2014. Praca zawiera wyniki badań ankietowych studentów, nauczycieli i pracowników gmin wskazujące miejsce i rolę edukacji środowiskowej w szkole, gminie oraz na studiach przyrodniczych i pedagogicznych. Wyniki świadczą o konieczności zbliżenia trendów kształcenia przyrodniczego do praktycznych działań na rzecz lokalnego środowiska przyrodniczego i społecznego.

Opis:
This research aims at introducing a clear, sustainable framework for brownfield regeneration that focuses on the role of community in urban regeneration. The town of Al-Fuheis, Jordan, is losing its shine under clouds of dust and chemical emissions. It needs regeneration so that social and economic struggles can be simultaneously addressed through innovative regeneration. In order to reach this goal, a qualitative analysis was presented to introduce the general framework of brownfield regeneration. The structure of the framework depends on the researcher’s interpretation. Purposive sampling was used in this part of the study to involve the local community in taking decisions concerning regeneration. Their decisions must be considered during the master plan development. The brownfield regeneration model is summarized in a clear diagram. The results of a questionnaire analysis show the effective role of community to participate in urban regeneration. Applying the brownfield regeneration framework enhances the social, environmental, and economic value.
