The Kuyavian-Pomeranian Voivodeship constitutes one of the smallest of the Polish voivodeships. It is composed of nineteen land districts and four city counties, including Bydgoszcz, Torun, Wloclawek and Grudziadz. According to the data provided by the Public Electoral Commission (PKW), in 2009 the Kuyavian-Pomeranian Voivodeship was inhabited by more than 2 million people, 1.65 million of whom had the right to vote. Despite the relatively small number of inhabitants, due to provisions of the act regulating the process of voting for the Members of the European Parliament, the voivodeship in question became a separate electoral district with the electoral commission located in Bydgoszcz. This decision was infl uenced mostly by members of the Democratic Left Alliance (SLD) representing this region in the Polish Parliament. This lobbing activity seemed benefi cial from the party’s perspective, since SLD has been gaining extraordinary support in the region. But for this lobbing, the voivodeship under consideration would have been included in one district together with the Pomeranian Voivodeship, where the majority of voters are prone to give their support to the right-wing and centre-wing parties.

Opis:
Information and communication technologies play a vital role in the lives of individuals, social groups or society as such. This fact is related not only to new devices but also to a further- and further-reaching software offer. Nowadays, e-services are offered not only by commercial entities (eg. e-banking or electronic trade platforms) but also by central administration (eg. mDokumenty [personal documents available on electronic devices], Regionalny System Ostrzegania [Regional Warning System] or by self-governments (eg. the application BLISKO). Frequent use of these programmes requires providing data which, when improperly secured, may be taken advantage of by criminals. Users, both individual and institutional ones, should remain alert while availing themselves of information and communication technologies. That is why, diagnostic research with respect to estimating threats – also in the realm of internal security – resulting from technological development is so important. Underestimating dangers may result in risky behaviours. Negligence or simply not conducting this sort of explorations usually lead to misfired educational-informational actions or to the increase in the number of crimes. The present paper presents the results of the research conducted among the inhabitants of Kuyavian-Pomeranian voivodeship in the area of threats to internal security, with the threats being contingent upon the development of ICT.

Radon Rn-222 is a commonly occurring natural radionuclide found in the environment from uranium- -radium radioactive series, which is the decay product of radium Ra-226. The presence of radon carries negative health effects. It is, in fact, classifi ed as a carcinogen, and therefore, it is necessary to continuously monitor its concentration. The aim of this study was to determine the level of radon-222 concentration in water intended for human consumption in the two voivodeships of Poland: West Pomeranian and Kuyavian-Pomeranian. Measurements were performed for more than 60 intakes. The level of radon was measured by using the liquid scintillation counting method. The range of measured radon concentration in the water from the West Pomeranian Voivodeship was from 0.90 to 11.41 Bq/dm3 with an average of 5.01 Bq/dm3, while that from the Kuyavian-Pomeranian Voivodeship was from 1.22 to 24.20 Bq/dm3 with an average of 4.67 Bq/dm3. Only in three water intakes, the concentration of radon-222 exceeded the value of 10 Bq/dm3. The obtained results allowed to conclude that population exposure associated with radon-222 in water is negligible and there is no need to take further action. In the case of three intakes where a higher concentration of radon was found, the potential exposure was low.
