    The article deals with an instrumental use of the national legislation by the local authorities in Kharkiv, the second-largest city in Ukraine and shows how the shortcomings in the national legislation on the politics of memory can be used by the local political elites of “borderland city” in an attempt to raise the rating and/or to mobilize the electorate before the elections. Consequently, several interviews with local experts and activists were conducted in 2019, and qualitative data analysis was made for the transcribed texts as well as a short review of other papers on the subject. Also, the article shows how the local court can accelerate the process of depriving a historical building of the status of an architectural monument using decommunization laws. The study confirms the existence of serious polarization in Ukrainian society and the superficial nature of decommunization (started in 2015), which stimulates the deepening of such polarization.

    Opis:
    The aim of the paper is to present the image of Kharkiv in propaganda materials from the period of Leonid Brezhnev’s rule addressed to foreign recipients. Three key threads repeated in narratives about Kharkiv were distinguished by the author: the relative “youth” of the city, its industrial character and the functioning of a strong academic center. The critical analysis of the propaganda discourse is based on the assumption that the language used was the carrier of ideology, i.e. it did not report reality, but its ideological vision. The image of Kharkiv emerging from the analysis is a vision of a city fulfilling the model Soviet standard: neither a communist ideal that Moscow was nearing, nor one with the exotic flair of the Caucasus or Central Asia. It was a Soviet model typicality: a large, modern industrial metropolis, ideologically correct, exemplifying the core, Slavic-European part of the USSR. Thus its promotion was in fact the promotion of the Soviet system as a whole.
    Celem artykułu jest przedstawienie propagandowego wizerunku Charkowa z okresu rządów Leonida Breżniewa w materiałach adresowanych do zagranicznego odbiorcy. Wyróżniono trzy kluczowe wątki powtarzające się w narracjach o Charkowie: relatywną „młodość” miasta, jegoindustrialne oblicze oraz funkcjonowanie silnego ośrodka akademickiego. Krytyczna analiza dyskursu propagandowego opiera się na założeniu, że język ów był nośnikiem ideologii, nie relacjonował rzeczywistości, ale jej ideologiczną wizję. Wyłaniający się z tekstu obraz Charkowa to wizja miasta, które spełniało modelowy, radziecki standard: nie był to komunistyczny ideał, do którego zbliżała się Moskwa, ani egzotyka Kaukazu lub Azji Centralnej, ale wzorcowa radziecka typowość. Była to duża, nowoczesna przemysłowa metropolia, poprawna ideologicznie, egzemplifikująca rdzeniową, słowiańską europejską część Związku Radzieckiego, a jej promocja była w istocie promocją całego radzieckiego systemu.

    Kharkiv’s urban development experienced an unprecedented leap at the turn of the 20th century. It was coursed mostly by the economical growth, social change and cultural shift. Kharkiv’s master plan of 1895 inevitably influenced the shaping of the new urban planning and spatial compositions. This research investigates the planning structures of the most remarkable non-ecclesiastical buildings designed by the prominent architect and artist Volodymyr Pokrovsky (1863–1924) in Kharkiv during the 1910s. The authors explore specifically their notable features in context of Kharkiv’s urban development.

    Opis:
    This article presents an outline of the history of the Katyn massacre perpetrated by the Soviet Union on almost 22,000 Polish citizens in 1940, the attempts to search for the truth about the crime, and the process of the deconstruction of the Katyn lie from 1943; it will then move to a description of the history of its commemoration (including by independent organisations such as the Independent Historical Committee for the Investigation of the Katyn Crime [Niezależny Komitet Historyczny Badania Zbrodni Katyńskiej] and the Polish Katyn Foundation), and the documentation of the massacre at the Katyn Museum, the Martyrology Branch of the Polish Army Museum in Warsaw. Due to the complexity of this issue, the article has been divided chronologically into several chapters, starting with the signing of the German-Soviet Pact (the Ribbentrop-Molotov Pact) in 1939; the circumstances of World War II leading to the Katyn massacre; how Katyn qualifies as a war crime; and the progression of the story up until modern times. Apart from the history of the crime itself, the authors also describe the discovery of the evidence and the process of creating the Katyn Museum in Warsaw, as well as its permanent exhibition and the most important collections. The article discusses the issues of historic military architecture which was incorporated into the Katyn Museum, creating a unique exhibition containing thousands of artefacts (Katyn relics) recovered from the death pits in Katyn (Russia), Kharkiv-Pyatikhatky (Ukraine), Kyiv-Bykivnya (Ukraine) and Tver-Mednoye (Russia).
