For many years, the Polish Academy of Sciences has been undertaking activities aimed at increasing the international importance of Polish scientific research by establishing cooperation with international scientific institutions and supporting the participation of Polish scientists in international research programs. Currently, the Polish Academy of Sciences has six scientific centers abroad – in Paris, Rome, Vienna, Berlin, Brussels and Kiev. These institutions have different origins. The oldest ones, in Rome and Paris, continue the tradition of Polish emigration from the 19th century. These traditions are also referred to by the much younger station in Vienna, which to some extent has continued the activities of Polish diaspora organizations operating in this area since the beginning of the 20th century. The centers in Berlin and Kiev are relatively young. The first was established in 1996 as the Representation of the German Academic Exchange Service and transformed in 2006 into the Historical Research Center of the Polish Academy of Sciences in Berlin. The youngest of the centers has been operating in Kiev since 2013 under the name of the Representation “Polish Academy of Sciences” in Kiev. The Office for the Promotion of Science PolSCA in Brussels, established in 2006, has a different character. Due to its location, the specificity of this facility consists in developing scientific and scientific-technical cooperation through the promotion and expert support of Polish partners in the framework programs of the European Union. The activities of these institutions emphasize the presence of science, culture and intellectual achievements of Poland in the European research area, which is important for building the image of our country abroad. The Polish Academy of Sciences scientific centers are therefore a kind of scientific attaché of the Republic of Poland, the more so as Polish embassies in these six countries do not have such an attaché. The article analyzes the administrative, financial and legal conditions of the station's operation and the expectations towards their substantive activity from the point of view of the Academy's management.

Through this article, the current director of the PolSCA Office in Brussels (Dr. Tomasz Poprawka) and former director of the PAS Scientific Center in Paris (Dr. Kamil Szafrański) share their reflections and thus contribute to the dis- cussion on the functioning and role of foreign centers of the Polish Academy of Sciences. In response to the article co-authored by the former directors of the PAS stations in Vienna, Paris and Brussels – in which they initiated the debate – the authors present their own perspective on a vision of the balanced operation of the stations in three key areas: the action plan, administrative support and communication. Having in mind an effective operation of the PAS centers abroad, the authors wish to share their ideas, based on the experience to date. These include strengthening of the stations in the future, taking up new challenges and searching for innovative solutions for their continuous development, thus meaningfully contributing to the promotion of Polish science abroad. At the same time, the authors declare their willingness to take part in further discussions on the role and operationality of the Academy’s scientific centers abroad. This pub- lication consists of the following elements: introduction, discussion of issues related to science diplomacy, lobbying and advocacy of interests, analysis of administrative issues, an outline of aspects of internal communication and ex- ternal dissemination, and a summary.

The article is intended to be an appendix to an earlier discussion on the activi- ties of the foreign scientific centres of the Polish Academy of Sciences (“Nauka” 4/2020 and 2/2021). It presents another case study, namely the centre situated in Rome – one of the eldest Polish centres abroad – its historical background and heritage as well as its recent activities. It points out also some actual present problems and challenges in order to stimulate a broader debate on how the PAS foreign centres could be better used to promote and disseminate the achieve- ments of Polish researchers.

Opis:
The energy sector is an extremely important element in the functioning of the industry and economic development of any country. The sphere of energy in modern processes is characterized by a focus on renewable energy sources (RES) and their replacement of traditional fuel and energy resources. However, reorienting the country's energy activities to a decarbonised model is not an easy task; that is why it is advisable to make such changes with the help of international scientific and technical cooperation (ISTC) with experienced players. The aim of the study is to theoretically substantiate the specifics of international scientific and technical cooperation in energy with a focus on RES. The research was carried out using the methods of analysis and synthesis, schematic, tabular, descriptive, deduction and induction methods as well as scientific abstraction. The results of the study showed that ISTC in the field of RES needs fundamental government changes and comprehensive preliminary training. With the assistance of all the participants, phased changes will demonstrate the positive dynamics of indicators that illustrate the real impact of ISTC on alternative energy.

EUPOS (European Position Determination System) is a new European initiative of establishment of the multifunctional reference station system in Central and Eastern countries as an international project to establish a uniform groun based GNSS augmentation system of multifunctional permanently operating reference stations creating a satellite positioning infrastructure in Central and Eastern Europe (CEE). The Project EUPOS was initiated by the Berlin Senate Department for Urban Development and European Academy of the Urban Development Berlin. The Project consists in establishment of about 800 multifunctional satellite reference stations in Central and Eastern Europe. Fifteen countries (Bulgaria, Czech republic, Estonia,Germany, Hungary, Latvia, Lithuania, Macedonia, Poland, Romania, Russian Federation, Serbia &Montenegro, Slovakia, Slovenia and Ukraine) intend to participate in the project. On common project standard set wiil be observed by all countries, however the project will include the existing or developed infrastructure in participating countries. Experiences of all participating countries in establishing and operating satellite systems will also be used. The system will be compatible with the German network SAPOS and in future will use as main signal the signal of the European system Galileo. The network of reference stations will provide services for both positioning of the geodetic control points and for land, air and marine navigation. several levels of positioning acuracy will be offered. The participating countries decided to form a Steering Commitee. nine working conferences of the Steering Commitee were help up to now. The conferences were devoted to discussions on practical aspects of realisation of establishment of the network, the standards and possible sources of financial support realisation of the Project. EUPOS is a member of the International Comitee on Global Navigation Satellite Systems (ICG) and the Radio Technical Commision for Maritime Services Special Commitee 104 (RTCM SC 104). In August 2006 the Head Office of Geodesy and Cartography of Poland has signed with the Polish Ministry of Economy the agreement on financial support for establishment of EUPOS reference stations in Poland.

The article analyses scientific conferences as an instrument of international cooperation. The aim is to identify the characteristics and factors influencing the growth of the international scientific conferences. Specifically, it presents the concept and model of the Economic and Social Development (ESD) conference and examines scientific cooperation within this conference between 2012 and 2022. The article draws on data sourced from the ESD conference organiser and the Web of Science database. Between 2012 and 2022, a total of 92 conferences were held across six continents in 26 countries. The WoS database indexed 1,465 articles authored by individuals from 91 countries. The lengthy waiting times for conferences to be indexed in the WoS database have led organisers to seek out additional benefits for participants.

The article contributes to a better understanding of the role of research in the policies of the states that are scientifically engaged in the High North. The research covers 17 European states: six are Arctic and 11 non-Arctic, which were selected according to the follow- ing (at least one) formulated criteria: having an established tradition of carrying out scientific research in the Arctic region; having issued Arctic policy documents and/or Arctic research strategies; participation in the activities of the Arctic Council; and having gained member- ship of the International Arctic Science Committee (IASC). In the analysis we have applied a mixed research method, since it incorporates elements of both qualitative and quantitative approaches and offers a more comprehensive review of the scrutinised texts. The qualitative analysis relies on a discourse analysis (predicate analysis). The quantitative part of the analysis utilizes the instruments of a software research tool — The AntConc. In the end, the outcomes of both methods are merged and compared. The study reveals that conducting scientific re- search is not a top priority for all Arctic states. However, it has the highest similarity in terms of applied approaches among Arctic states as compared to other fields (e.g. the economy, se- curity or pollution). At the same time, the environment and climate change are perceived to be the most important drivers behind Arctic research as defined in the Arctic states’ strategies. Moreover, there are major differences among both Arctic and non-Arctic states in terms of the level of accuracy in the presentation of their research activities, particularly with regard to the implementation of scientific programmes and research aims. Finally, the research indicates that all states highlight that international scientific cooperation stimulates cooperation also in other areas and that research provides information that supports decision making and policy creation

In the last ten years, approximately, we could witness an evolution in informal international collaboration focusing on shared and interconnected history of science in the Habsburg Monarchy and in Central Europe in general. This effort, which includes mainly historians of science from Austria, Czech Republic, Hungary and Poland, has already produced a number of important results and contributed to the thematization of some timeless topics of history of sciences such as, for instance, nationalization and internationalization of science. In the context of this cooperation, the seminar of Jan Surman, a historian of science of Polish descent, held at the Institute of Contemporary History of the Czech Academy of Sciences in Prague in May 2015, concentrated on the formation of national scientific terminologies. It also underlined the necessity and usefulness of international collaboration in achieving a deeper understanding of the “national” histories of science, which cannot be separated from the “international” history.
W ostatnich dziesięciu latach jesteśmy świadkami rozwoju nieformalnej współpracy międzynarodowej, koncentrującej się na historii nauki w monarchii habsburskiej i, w ogólności, w Europie Środkowej – wspólnej dla krajów tego regionu lub mającej wzajemne powiązania. Kooperacja obejmuje głównie historyków nauki z Austrii, Czech, Węgier i Polski. Do chwili obecnej przyniosła już ważne rezultaty i przyczyniła się do podjęcia pewnych ponadczasowych zagadnień historii nauki, takich jak na przykład nacjonalizacja i umiędzynarodowienie nauki. W ramach tej współpracy w maju 2015 roku w Instytucie Historii Współczesnej Czeskiej Akademii Nauk w Pradze odbyło się seminarium, podczas którego dr Jan Surman, historyk nauki polskiego pochodzenia, analizował tworzenie krajowych terminologii naukowych. Podkreślił jednocześnie konieczność i przydatność współpracy międzynarodowej w osiągnięciu głębszego zrozumienia „narodowych” historii nauki, które nie mogą być oddzielone od historii „międzynarodowej”.
