Opis:
Political, ethnic and religious conflict has given rise to insurgency groups employing a variety of strategies worldwide. In Nigeria, civilians in strife-torn Borno State have formed a number of counter-insurgency (COIN) groups, among which the Civilian Joint Task Force (CJTF) has emerged as a major player. The group began in 2009 as a simple call for volunteers, and now numbers over 26 000 men and women. While research has been conducted on other COIN groups, little is known of CJTF. Concerns have been raised about the CJTF metamorphosing into an ethnic militia, accused of human rights abuses, robbery, rape and hooliganism. Despite these reported atrocities, local people support them, regarding them as unsung heroes. The study investigates the group’s potential as a useful counter insurgency measure, using David Galula’s COIN theory to analyse the group’s actions and to contest the dualistic understanding of conventional vs unconventional, local peacebuilding approaches. The study adopts a qualitative, ethnographic methodology, locating the research in the context of global development and security discourse. The study aims to establish the value of the CJTF COIN group, to position unconventional local COIN as a viable complementary to conventional methods and to proffer clues as to how security initiatives may more successfully combat Islamic insurgency in Nigeria. The study employed both primary and secondary data. Field work for the study was carried out for six months between 2018 and 2019 in Maiduguri Metropolis and its environs in Borno State.

Opis:
Like all federal systems, Nigeria has had its own fair share of insurgencies which ranged from conflict amongst ethnic nationalities to even religious terrorism. Of course, states have no option than to ensure and assure its citizens safety and security any way and anyhow they can guarantee it. Reprisal attacks on terrorists is a mere bandage method, basically because the wound has already been inflicted, but also since ensuring security is also target hardening, and has little effect on the success or failure of a terrorist attack. Security can only minimise casualties, not prevent attacks, especially those delivered by the terrorist suicide bombers. This paper uses secondary data as a source of information and presents the results of their content analysis to explain Nigeria efforts to protect the citizens. It argues that terrorism is a violent form of insurgency that must be retorted accordingly and any policy response that does not take this into consideration is not only naïve, but also utopian. The paper, then, recommends solutions adapted to particular circumstances. While it supports negotiation with Niger-Delta militants, it objects negotiation with Boko Haram, because these groups are pursuing totally different agendas.

Opis:
The 1648 Treaty of Westphalia designed a state system on the twin-principles of territoriality and sovereignty. Sovereignty accords the state unquestionable but legitimate control over the nation and polity, and gives it the latitude to preserve and protect its territorial domain from both internal and external threats. However, asides the fact that globalisation and the internationalisation of the globe have reduced the primacy of these dual principles, there have also been the problem of ideological and terrorist networks that have taken advantage of the instruments of globalization to emerge and threaten state sovereignty and its preservation. The security and sovereignty of the Nigerian State have been under threat as a result of the emergence and activities of insurgent groups, such as Boko Haram in the Northeast and other militant groups in other parts of the country. Using a descriptive-analytical approach, this paper examines the security challenges Nigeria faces from insurgency and the impact of this on national peace, security and sovereignty. The study shows that the frequency of insurgent attacks has resulted in collateral damage on the peace, stability, development and sovereignty of the state. It finds also that the federal government has not been decisive enough. This places urgent and decisive demands on the government to adopt new management strategies that will address and contain the insurgent and terrorist groups. It is recommended that the government at all levels should awake to its responsibilities, ensure adequate funding and training of the security agencies, as well as the fortification of the armed forces with sophisticated weapons that will effectively outmatch the firepower of the terrorists. Government must also ensure the tightening of the borders to check the influx of people into its territory.

Nowadays, there are a lot of dangers, not only those related to the military. Particular attention should be paid to the threat of guerrilla activity. Therefore, the aim of this article is to indicate the essence of contemporary guerrilla operations in conflicts, and their methods of operation that allow them to achieve their goals. It was also assumed that the modern crisis response operations, and especially COIN (counterinsurgency) operations, constitute a comprehensive approach to counteracting guerrilla activity. This article uses theoretical methods. Using the analysis and synthesis of materials and studies, the most important conclusions were pointed out. The leading role in prevention insurgency activities lies with the United Nations, the North Atlantic Treaty Organization and their crisis response operations. In the Strategic Concept NATO 2010 specialists are putting more attention to conducting counterinsurgency operations (COIN). COIN operations are nowadays the most comprehensive tool for combating guerrilla activity, which mainly hits the civilian population. The concepts of using the assumptions of anti-Partisan operations should be implemented on a full scale, including in the armed forces of the Republic of Poland. Particular attention should be paid to the threat of the guerrilla activity in conflicts. These problems are complex and they deal with many aspects (social, economic, cultural, political and many others). Moreover the partisans activities are irregular and they are often targeted at civilians. This article indicates the methods and techniques used by insurgents in the fight against the state / government. Reference has also been made to the activities that inhibit their activity - complex counterinsurgency operations.

Opis:
The Boko-Haram insurgency has affected livelihoods in the Northeast Nigeria in all ramifications. This study reviewed scholarly submissions on the drivers and impact of the insurgency in the area. The outcome of the review showed that the insurgency is driven mainly by poverty, religious extremism, and politics. Equally, the insurgency has affected rural livelihoods entirely and has exacerbated food insecurity, unemployment, and poverty. This is because critical infrastructure like schools, hospitals, markets, and electricity/telecommunication facilities have been largely destroyed, and residents of some communities are still displaced. Hence, to better the livelihood of the people in communities where normalcy has been restored, there is the need to promote agriculture and trade by securing the communities and enhancing access to affordable agricultural inputs.
