Opis:
The objective of the article is to determine the impact of information infrastructure on the functional indicators of university libraries. In the studies, the results of which were presented in the article, there was made a comparison between a group of 32 information infrastructure indicators with all functional indicators and the occurrence of convergence or divergence between them was examined. The aspects of library quality assessment were indicated and described, as well as the most important national and international standards regarding functional indicators. Next, the own research methodology was presented in details, comparative analysis and method of distance and pattern analysis were used as well as the results of the preliminary analysis carried out. In connection with the use of the original research method, the article provides a new perspective on research into the impact of information infrastructure on the functionality of university libraries. Preliminary studies have shown that technical and economics universities are better equipped with information infrastructure than those with a humanistic profile.

The article deals with the diagnosis of the current state in relation to responsibility in the flexible area of cyberspace which is itself hard to define, in the context of security, especially its transsectoral informative part; Polish statutory, strategic and program solutions are presented in the light of EU standards. The study includes a review of threats (mainly information and ICT infrastructure) and their scopes (systemic, economic, socio-cultural) and addressees obliged to preventive and eradication activities (primarily public authorities, but also other, e.g. commercial entities or representatives operating on the market of information society); it also touches on the substantive and institutional cooperation issues at the European level.

A fundamental pre-requisite for the establishment of a scaleable regional health information network (RHIN) is the development of an architectural framework and tools for the integration of specialized autonomous systems and e-health service platforms supported by an underlying health information infrastructure (HII). In this context, HYGEIAnet, which is the RHIN of Crete in Greece, has identified and utilized a number of critical software components enabling integrated access to clinically significant information, based on an open architecture addressing successfully the various interoperability challenges at hand. HYGEIAnet provides the framework for the reuse of standardized common components and public interfaces, thus enabling integrated and personalized delivery of healthcare.

Research background: Information infrastructure is a very important pillar within a knowledge-based economy. The widespread use of information and communication technologies facilitates effective communication, dissemination and processing of information and knowledge. It also creates new opportunities for the effective use of knowledge and information in building competitive advantage. Information infrastructure is also a significant determinant in the development of territorial units, and therefore it affects the regional dimension of building the knowledge-based economy in Poland. Purpose of the article: The purpose of the study was to evaluate regional differentiation of the level of information infrastructure in Poland, and changes which occurred in this respect between 2010 and 2015. An attempt was made to provide an answer to the following question: Are regional differences in the level of information infrastructure in Poland increasing or decreasing, i.e. is a regional divergence or a regional convergence process taking place in this respect? Methods: Taxonomic methods were used, including linear ordering based on a synthetic variable and a method of grouping linearly-ordered objects. Findings & Value added: The regional differentiation of the level of information infra-structure in Poland has slightly decreased, which means, that a slow convergence process has taken place in this respect. This fact is confirmed by the value of the variation coefficient, which fell from a level of 17.6% in 2010 to a level of 14.4% in 2015. Convergence processes were observed in twelve provinces. In the case of seven of them, they had the nature of a catching-up effect, and in the case of the remaining five — a lagging-behind effect. Divergence processes were observed in four provinces. The Dolnośląskie and Mazowieckie Provinces distanced themselves from other areas of the country. In the Małopolskie and Opolskie Provinces a marginalisation effect was observed.

Critical Infrastructures (CIs), such as those that are found in the energy, financial, transport, communications, water, health and national security sectors, are an essential pillar to the well-being of the national and international economy, security and quality of life. These infrastructures are dependent on a wide variety of highly interconnected information systems for their smooth, reliable and continuous operation. Cybercrime has become a major threat for such Critical Information Infrastructures (CIIs). To mitigate this phenomenon, several techniques have been proposed within the space of Intrusion Detection Systems (IDSs). IDS is an important and necessary component in ensuring network security and protecting network resources and network infrastructures. In this paper, we propose a lightweight, non-intrusive generic embedded system that aids in the protection of CIIs. The operation of the proposed system is based on state of the art IDS and other open source frameworks for the monitoring and supporting services and aims to fulfill the end-user’s requirements. The generic and non-intrusive nature of the system along with the low configuration effort allows rapid deployment to a wide range of CII nodes such as telecommunication routers and smart grid nodes, as well as for single endpoint protection.

The purpose of the article is to establish and research the features of space state information policy, which requires the following research tasks to be revealed: to determine the place and role of information policy in the structure of state policy and to establish the dependence of the state's information policy on the development of the space industry and to determine the features of the information policy of the USA as a space state. The USA forms its information policy based on knowledge of the use of advanced technologies, including information technologies, in the space industry. Knowing about the threats of their use, the state warns the population by regulating information activities. Therefore, the information policy of a space state is more developed than that of non-space states. An analysis of the relationship between the state of information policy and the state of the US space industry indicates that the development of one area aects the other. Therefore, in order to implement an eective information policy, both areas should be developed.

The purpose of this article is to attempt to identify and assess the determinants of IT security management at the organizational level. This is particularly important in the context of the main pillars of the Industrial Revolution 4.0, which include the integration of advanced information technology (IT), automation (OT), „Internet of Things” (IoT) and artificial intelligence (AI) systems. This impacts IT systems, which are becoming more sophisticated and complex all the time. This results in increased dependency - the more complex the IT system, the more complex the security must be. The more so that nowadays the functioning of the organization depends on the processing of various information, therefore IT security management includes a set of processes aimed at achieving and maintaining the established level of security. The article also presents the types of IT threats in relation to the use of systems supporting management. It also focuses on activities in the aspect of IT security of modern organizations.
Celem artykułu jest próba określenia i ocena uwarunkowań zarządzania bezpieczeństwem informatycznym na poziomie organizacji. Jest to szczególnie ważne w kontekście głównych filarów rewolucji przemysłowej 4.0, które obejmują integrację zaawansowanych systemów informatyki (IT), automatyki (OT), „Internetu Rzeczy” (IoT) oraz sztucznej inteligencji (AI). Wpływa to na systemy informatyczne, które cały czas stają się coraz bardziej rozbudowane i skomplikowane. Powoduje to wzrost zależności – im bardziej złożony system informatyczny tym bardziej złożone muszą być zabezpieczenia. Tym bardziej, że obecnie funkcjonowanie organizacji uzależnione jest od  przetwarzania różnych informacji, dlatego też zarządzanie bezpieczeństwem informatycznym obejmuje zespół procesów zmierzających do osiągnięcia i utrzymania ustalonego poziomu bezpieczeństwa. W artykule przedstawiono także rodzaje zagrożeń informatycznych w odniesieniu do wykorzystania systemów wspomagających zarządzanie. Skoncentrowano się także na działaniach w aspekcie bezpieczeństwa informatycznego współczesnych organizacji.

On May 7, 2010 the act dated March 4, 2010 on the spatial information infrastructure was published which transposes the European Parliament and the European Council Directive No 2007/2/WE dated March 14, 2007 established the spatial information infrastructure (INSPIRE) in the European Community. This act introduced basic changes to the binding Act, i.e. the Law of Geodesy and Cartography and, as the consequence, the demand to develop various administrative decrees occurred. The authors of the paper present the analysis of the existing conditions of the cadastre, the task of governmental and public government administration, related to demands concerning the cadastral reforms, following the act on the spatial information infrastructure and they discuss possibilities to perform such reforms at the local and national scales.
W dniu 7 maja 2010 r. weszła w życie ustawa a dnia 4 marca 2012 r. o infrastrukturze informacji przestrzennej dokonująca transpozycji dyrektywy Parlamentu Europejskiego i Rady nr 2007/3/WE ustanawiającej infrastrukturę informacji przestrzennej w Europie. Ustawa to wprowadziła zasadnicze zmiany do obowiązującej ustawy prawo geodezyjne i kartograficzne, i w konsekwencji powstała konieczność opracowania nowych rozporządzeń wykonawczych. W chwili obecnej większość rozporządzeń jest już opracowana, część jest jeszcze konsultowana z organizacjami zawodowymi geodetów. W artykule autorzy dokonują analizy stanu istniejącego, zadań administracji rządowej i samorządowej związanych z koniecznością modernizacji katastru oraz podają zakres koniecznych do przeprowadzenie reform w skali kraju oraz w skali lokalnej.

In Poland, the cadastre is the basic register which is the source of information on cadastral entities and their property. Therefore, it should constitute a reliable source of information in the scope of establishing the range of law, its nature, but also the subject of its ownership. However, it is necessary to be able to not only check the current information on the legal status and its scope, but also review past statuses or determine the rights that will influence real estate in the future. The cadastre and related rights are changing very dynamically over time, and each state has a very strict reference to the previous state. Therefore, in order to manage real estate in the most effective way, it is necessary to record temporal attributes of cadastre objects.The main objective of this paper is to define the legal issues related to the possibility of registration at the time of creation or modification of object in the Polish cadastre. This paper includes analyses of both Polish legal regulations and European standards and norms. Moreover, the article presents the results of comparative analyses concerning the data model of cadastre and INSPIRE and Land Administration Domain Model (LADM) data models for the theme cadastral parcel in terms of temporal aspect.

The article aims to present a part of the research results on implementing the management function in selected libraries of Polish military higher education institutions concerning the planning function. In an organization such as a scientific library, planning is the most crucial management function, especially in such a specific one as a military university library. The analysis of information infrastructure factors made it possible to evaluate the implementation of individual management functions in the analyzed military libraries, including the planning function as the most important for information resources management. The assessment of the implementation of the planning function shows significant implications that may contribute to the optimization of information infrastructure management in a modern military higher education institution library.
Celem artykułu jest zaprezentowanie fragmentu wyników badań nad realizacją funkcji zarządzania w wybranych bibliotekach uczelni wojskowych w Polsce dotyczący funkcji planowania. W organizacji takiej jak biblioteka naukowa planowanie jest najważniejszą funkcją zarządzania, a szczególnie w tak specyficznej, jaką jest biblioteka uczelni wojskowej. Analiza czynników infrastruktury informacyjnej pozwoliła na ocenę realizacji poszczególnych funkcji zarządzania w analizowanych bibliotekach wojskowych, w tym funkcji planowania – najistotniejszej z punktu widzenia zarządzania zasobami informacyjnymi. Z oceny realizacji funkcji planowania wynikają znaczące implikacje mogące przyczynić się do optymalizacji zarządzania infrastrukturą informacyjną współczesnej biblioteki uczelni wojskowej.

For 10 years Poland, as a member of the European Union, has been implementing the EU’s cohesion policy aimed at reducing the disparities in the social, economic and spatial development. The article is an analysis of the importance of cohesion policy instruments in the development of regional spatial information systems in Poland during the first 10 years of its membership in the EU. The identification of regions which capitalized on the opportunity given by the EU is provided and the level and structure of the EU funds used for that purpose are described. In conclusion, the effectiveness of activities related to the implementation of the cohesion policy, in the context of the development of Regional Information Systems in Poland, was confirmed.

The article addresses the directions of management development in military libraries of higher education institutions in Poland. These changes are noticeable in such areas as information technology, interpersonal communication, spatial architecture, and library budget. The article also presents two most important and largest libraries in the Polish Armed Forces, namely the Library of the War Studies University and the Library of the Military University of Technology. It provides a brief historical outline of the mother universities of these libraries and the beginnings of their activities. Then, the essential modern solutions implemented there and have directly contributed to their development, are analyzed.
W artykule przedstawiono kierunki rozwoju zarządzania w wojskowych bibliotekach szkół wyższych w Polsce. Zmiany te zauważalne są m.in. w takich obszarach jak: technologia informacyjna, komunikacja międzyludzka, architektura przestrzenna czy budżet biblioteki. W artykule przedstawiono także dwie najważniejsze i największe biblioteki w Siłach Zbrojnych RP, a mianowicie: Bibliotekę Akademii Sztuki Wojennej oraz Bibliotekę Wojskowej Akademii Technicznej. Zaprezentowano krótki rys historyczny macierzystych uczelni tych bibliotek oraz początki ich działalności. Następnie przeanalizowano najważniejsze nowoczesne rozwiązania, które zostały tam zaimplementowane i które bezpośrednio przyczyniają się do rozwoju omawianych bibliotek.

In the contemporary world the amount of information is growing at an exponential rate. Currently, it is growing annually by 66%. This creates an ever growing problem of finding reliable information, including the results of research works. At the same time various systems facilitating search are emerging. Major pan of the generated information is associated with the location and is called geoinfonnation. Using geoinformation is important not only in various decision-making processes, but it also constitutes the basis of effective management on various levels and facilitates the process of social consultations. Nevertheless, just as in case of other information systems, geoinformation needs order and structure to serve its purposes in an efficient way. Spatial data infrastructure (SDI) is supposed to support access to geoinfonnation by means of cooperating nifonnatiou systems functioning in a hierarchical structure (global, regional, national and local). On top of technological aspects, exceptionally important for the construction of SDI. come dedicated legal regulations, geomatic standards, data models and organizational structures determining jointly the directions of the development of infrastructure. Infrastructure of spatial information is based on normative data, which are the basic resource generated by institutions in particular countries. This data should constitute basic information supporting decision-making processes. Searching for data in the area of SDI takes place by means of geoportals. which enable access to catalogue servers and displaying chosen information through map browsers. By assumption, normative resources of SDI are delivered by specialized, branch, scientific, public institutions, including scientific institutions. SDI provides great opportunities for access to reliable spatial data, which may be used in further research. At the same time it provides an interesting tool for the promotion of the results of own scientific research. Catalogue services make it possible to search for collections of spatial data provided by network services (WMS. WFS) and geoportals make it possible to display these collections comine from various sources. The goal of this ankle is to present basic rules of functioning of infrastructure for spatial information, as well as to show in what ways available tools can be used to search for. analyze and exchange the results of scientific research. Technological progress enables multilevel integration of spatial information, both on the local, regional and global scale. The form of presentation of data on maps constitutes a much more reliable tool than even the most complex descriptions. Promotion of scientific research by means of providing results with the use of network services constitutes a chance for research teams and at the same time brings measurable benefits to the developing information society. Thanks to interdisciplinary approach, combining geoinfonnation from various areas (sources) gives the opportunity to recognize and analyze issues, which wouldn`t be noticed in considerations limited to a very narrow, specialist branch.
