Adequate staffing of university studies with qualified academics was completed thanks to the reimplementation of three-stage university education during the post-socialist restoration of higher education in the Czech Republic. Thus, the doctoral degree of education has been attained by more than four-fifths of academic staff, with over two-fifths of them being aged 50+. The current course of university studies, including doctoral study programs, is influenced by their focus on educational and research strategy. With regards to the regulations for graduating in doctoral studies, doctoral candidates act as homo oeconomicus following neo-liberal educational policy. The conditions for doctoral studies, namely, those in educational sciences, thus lead to paradoxes caused by the current higher educational policy. The objective of the paper is to analyze the neoliberal set-up of the higher education policy of the Czech Republic in the field of doctoral studies in educational sciences in particular and its possible impacts in the area of labor-market integration of graduates and university training of academics.

This text summarises the results of extensive research into the relationship between the state and universities in 1849–1939, i.e. between the so-called ‘Thun reform’ and the closure of Czech universities by the Nazis. The focus is on the state’s respect for the privileged position of universities and the monitoring of tensions arising from the clash between legislation and the universities’ day-to-day operations, resulting mainly from satisfying the economic needs of universities on the one hand, and the interpretation of the responsibility and discipline of their academic staff towards the state and society on the other. The research shows the advancing erosion of the so-called Prussian (Humboldt’s) concept of an autonomous national-oriented university and the difficult search for a democratic alternative in interwar Central Europe’s unstable political and economic conditions.

Aim. This paper examines how dominant understandings of students in third-level education in Ireland are reflected in national policies, filtered through the official and aspirational texts issued by Irish colleges, and negotiated and contested by students. Specifically, we investigate the discrepancies between the perceived needs of students in third-level education as imagined in government policies and promoted by higher education institutions, and the lived realities of students who grapple with multiple challenges brought about by structural failures in housing and higher education funding policy. Methods. Through documentary analysis and primary qualitative data on student experiences, we examine how the imagined figure of the third-level student/graduate becomes imbued with the aspirations of multiple stakeholders: policymakers, academic institutions, and potential employers - in ways that conflict with the lived realities of students. Results. We find that students are caught between the ambitions and expectations of an education system that pushes them into higher education without the requisite and adequate supports. Conclusion. The ideal graduate is expected to embody the nation’s hope for future success as well as to uphold the alma mater’s reputation among employers. Couched in this rhetoric of the graduate as the beacon of hope, however, are deeper failings of a welfare state that is still battling the aftermath of recession. These failures are projected onto students, manifesting in a very real way in their minds and lives as they struggle to balance between institutional, family and personal expectations, the demands of daily life and future plans.

This paper addresses the issues related to higher education in selected EU Member States and its contribution to the creation of wealth. Special emphasis was placed on the shape of education policy in selected countries through an analysis of the main indicators characterizing the same. The paper raises a number of questions which are important from the point of view of social policy: these questions relate to the policy of higher education funding and attempts to isolate and identify the relationships between higher education funding and the situation of people with higher education on the labour market. In the first part of this paper, the author presents the phenomenon of welfare by taking into account its measurement, especially those measures that relate to education related elements. Then the author indicates the relationship between education, especially its availability, and the process of wealth creation in the economy. In the empirical part of the paper an analysis is carried out on the basis of available and comparable indicators for selected EU Member States and conclusions are drawn based on the indicators.

The social sciences have inherited a not so clear relationship with the social politics throughout the history. At the first moment the concept of social sciences came into use in the 19th century the first organizations that were promoting them were not located in the universities. They were located in the Public Sector. They brought into the scenery not only professional of the area, but also politicians, clerics and businessmen. The main objective was the promoting of the reforms that consider the social politics able to improve the so defined social problems. These associations thought that by collecting different kind of data regarding these problems they would reach a clear insight on the directions the state should follow in the framework of different politics and reforms. As a result, the national research capacity is of the highest importance to the ability of a state to invent and implement successfully its politics based on evidences that concern and come as a reaction to the concerns and issues of the social problems as a whole. In this article I will be presenting first of all an overview of the scientific research in Albania in the area of the social sciences by pointing out the main areas that deserve to be the prior ones in the contest of developing activities that aim the implementation of the research in Social Sciences. Also, a great number of Institutions has been contacted with the aim of receiving official information and data on the functioning and on the potential problems that can be faced during the research processes. These institutions have been selected based on their involvement at the area of the scientific research of the social sciences. At first this will involve the policy makers at the central level, like the Ministry of Education and Sciences and the main research actors in the public and in the private sector. The criteria of the geographical and the subjects coverage has been also used in order to be able to present a public institutions of the higher education and research but even the enterprises that act in the research area are mainly focusing to the integration of these two systems which have been working separately for a long period of time and that must become efficient in order to adapt to the conditions of a country that has limited financial resources. This article is intended to provide a comprehensive overview of the scientific research in Albania, focusing in defining the priority areas for the research in social sciences. The information about the higher education and the potential problems that it faces, is based on a big number of research institutions, selected based on their involvement in scientific research in social sciences. This article brings into evidence the fact that in order to establish a stable and effective infrastructure in scientific research in Albania, is important to work in different directions. A successful way to increase the efficasity through the elements of the “innovative system” is by working with organizations that work in specific sectors of the economy, aiming for a possible cooperation in scientific search, for an important social contribution.

Cel: Celem artykułu jest rozpoznanie skutków sprawozdawczych wyboru metody amortyzacji środków trwałych, określonej w polityce rachunkowości publicznej szkoły wyższej. Metodyka: Badania empiryczne (jakościowe) przeprowadzono w celowo dobranej grupie publicznych uniwersytetów klasycznych funkcjonujących w Polsce. Materiał empiryczny został zebrany metodą analizy dokumentów i wywiadów częściowo ustrukturyzowanych, przeprowadzonych z kwestorami (lub ich zastępcami) tych uczelni jako osobami o najszerszej wiedzy o zjawiskach bezpośrednio związanych z finansami i polityką rachunkowości badanych pod- miotów. Wyniki: Na podstawie wyników przeprowadzonych badań rozpoznano stosowane podejścia do amortyzacji w publicznych uniwersytetach w Polsce. Ustalono również regulacje prawne odnoszące się gospodarowania tymi ważnymi dla realizacji zadań szkół wyższych aktywami trwałymi (niezbędnymi do prowadzenia badań naukowych i kształcenia na możliwie najwyższym do uzyskania poziomie). Pokazana niejednolitość stosowanych podejść w tym względzie prowadzi do braku porównywalności sprawozdań finansowych w jednolitej grupie uczelni publicznych funkcjonujących w Polsce. W konsekwencji, stwierdzone niejednolite rozwiąza- nia wpływają na poziom kosztów ustalanych przez uczelnie w trakcie realizacji zadań. Praktyczne implikacje: Ustalenia wynikające z przeprowadzonych badań są ważne dla księgowych (kwestorów) uczelni, gdyż prezentują im możliwe do zastosowania w praktyce rozwiązania, wskazując na skutki jakie mogą nieść ze sobą te odmienne podejścia. Oryginalność/wartość: Zasadniczą wartością poznawczą poczynionych ustaleń jest dostarczenie empirycznych argumentów ujawniających zróżnicowanie metod amortyzacji wśród jednostek należących do tego samego sektora gospodarki – uniwersytetów klasycznych w Polsce. Jednocześnie wskazano jedno ze źródeł problemu ograniczonej porównywalności ich wyników finansowych.
