Since the collapse of the Gaddafi regime and the end of NATO-led Operation Unified Protector, the security situation in Libya has deteriorated significantly. Lacking comprehensive post-conflict stabilisation and state-building, the country has become a de facto failed state which made the rise of different Jihadists groups possible. In comparison with the history of al-Shabaab on the Horn of Africa, it seems that the country is on a good way to become a new Somalia. This analysis examines which similarities can be discovered in the two crises. It will not explore the conflict in Somalia and Libya in details, but the paper will focus on the main parallel aspects of them. These will be the lack of strong basics, namely functioning central government and national identity, which easily led to the collapse of the state; the missed post-conflict stabilisation, which is the historical responsibility of both local and international actors; the deepening and atomized conflict which covered the interests of only a tight elite; and the rise of radical Islamists, who offered universal solutions for the woe of the neglected citizens

Opis:
The aim of the study is to show the evolution of the National Legionary State from its beginnings to its fi nal form of revolt (20-23rd January 1941). This type of state was created on 14th September 1940 by the royal wish of Michael I of Romania, who was infl uenced by General Ion Antonescu. The study has the purpose to show how anti-Semitism can transform itself from a philosophy concept, through the ideas of Nae Ionescu, to a state ideology. The main documents which I studied are based on archives, the constitution of the state, during the period mentioned in the title, and the journals of general Ion Antonescu, or main political fi gures, and the notes written by Filip Browner, known better as Filip Brunea Fox, in his City of massacre. Journal of Legionary, Rebellion and Crime. This study is important because it analyzes a totalitarian regime that was made possible by the intervention of political arrangements alongside the help of the Legion of the Archangel Michael, founded by the Corneliu Zelea Codreanu in 1927.

The Polish National General Exhibition (PWK, also known as “Pewuka”) was held in Poznań in 1929. It was meant to be and it did become a showcase of the economic, industrial, social and cultural achievements of the Polish State, newly reborn in 1918, in the aftermath of the Great War. Staging of the Exhibition coincided with the advent of the economic crisis. Preparations for the Exhibition required an enormous amount of work, and considerable investments were needed to build a suitable infrastructure. Poznań became a huge building site, with many labourers coming to the city in search of employment. After 1929 those labourers added to the large group of the unemployed in the aftermath of the great economic crisis. During the 1930s the unemployment and the related problems aggravated the housing crisis in Poznań. The city authorities attempted to resolve this problem by putting the homeless up in the former exhibition grounds recently vacated following the closure of the Polish National General Exhibition. It was only an interim measure. In search of a more permanent solution, the city started to redevelop allotments or community gardens by building purpose-built residential garden huts or sheds.

Unlike other general principles of EU law, which derive from the CJ jurisprudence, the principle of national identity is based on a clear legal provision. Article 4(2) TEU stipulates that the Union shall respect important State functions, like the territorial integrity of the State, maintaining law and order and safeguarding national security. The list of values covered by the national principle identity is open and it is for the Member State to decide what values should be protected by its national identity, while the CJ is only empowered to determine the relevance of national identity under EU law. This article analyses if the principle of national identity could influence the EC examination of State aid and if the EC should refrain from issuing an order to recover incompatible aid, if that aid was to be protected by the Member State’s national identity. There has not yet been a single judgment by the CJ on that issue and the question stays open. The analysis also focuses on the division of competences between Member States and EU institutions in carrying out that analysis, as well as on the requirements for that analysis, including the scope of an examination carried out by EU institutions.
Contrairement aux autres principes généraux du droit de l’Union européenne, qui découlent de la jurisprudence de la Cour de justice de l’Union européenne, le principe de l'identité nationale est basé sur une disposition légale claire. L’article 4(2) du Traité sur l’Union européenne prévoit que l'Union doit respecter les fonctions essentielles de l'État, comme l'intégrité territoriale de l'État, le maintien de l'ordre public et la sauvegarde de la sécurité nationale. La liste des valeurs couvertes par le principe de l'identité nationale est ouverte et c’est aux États membres de décider quelles valeurs doivent être protégées par son identité nationale, tandis que la Cour de justice de l’Union européenne est uniquement compétente à déterminer la pertinence de l'identité nationale en vertu du droit de l’Union européenne. Cet article analyse si le principe de l'identité nationale pourrait influencer l’examen d’aide d'État par la Commission européenne et si la Commission européenne devrait s'abstenir d’ordonner la récupération de l’aide incompatible, et à la fin si cette aide devait être protégée par l'identité nationale de l'État membre. Vu que jusqu’au présent il n’y avait pas un seul jugement de la Cour de justice de l’Union européenne concernant ce problème, la question reste ouverte. L'analyse entrepris dans cet article se focalise également sur la répartition des compétences entre les États membres et les institutions de l’Union européenne dans le traitement de ce problème, ainsi que sur les exigences pour l’analyse entrepris par l’autorité compétente, y compris sur la portée d'un examen effectué par les institutions de l’Union européenne.

The occurrence and spreading of online mis-information and dis-information is a phenomenon that adversely affects various areas of social and political life on a global scale. At the transnational (especially European) level, regulatory mechanisms are currently being sought, which would be able to limit their occurrence or easy distribution through online space - or possibly to enable an individual to build up a defence against their influence. Defensive instruments are designed specifically at the educational level. In Slovakia, the issue is currently being given more attention in the context of school education in connection with initiatives of the teachers and institutions that create educational projects and campaigns as well as methodological tools for the implementation of the topic in education (cf. Kačinová, 2018). However, these should be supported by a compulsory curriculum, specific educational topics and educational objectives. The present study examines the situation in Slovakia with focus on the lower secondary and upper (complete) secondary general education.
